Housing Price Stabilization by Apartment Reconstruction with; Tightening rules to restrict demand? or Alleviating rules to increase supply? (집값 안정을 위한 재건축 규제인가? 재건축 완화인가?)

  • The recent speculation fever in Kangnam have been cooled down by the August 31 heavy taxation tool for curbing speculators. Another March 30 real estate control equipped with high capital gains tax up to 50% was targeting reconstruction projects of dilapidated apartment complexes mostly inside of Kangnam area. The shortage of larger unit supply with its high demand results in price polarization problem. It makes higher price for larger units and less price for smaller units, and therefore higher priced home owners become richer and lower priced home owners become poorer. To avoid the polarization problem and anther probable price hikes in the near future, it may be suggested to supply quality homes by loosening the tight rules for the apartment reconstruction project, and thereby kangnam housing price stabilization can be achieved.

  • 1990s, Construction market continued to grow in South Korea exceeding 20% of GDP. In 2015, more than 30 years of old multi-family dwellings amounted to 4.93 million and it continues to increase until 2019. In Particular, the share of Public rental Housing accounts for 90.6% of South Korea's Total aging housing. Before checking the feasibility of Construction Project Management such as Renovation and Reconstruction, Checklists were presented through price impact factor analysis and analysis of housing construction system(Regulation). Based on 32 Price Influencing factors and 20 Indicators based on the housing construction system The Construction project management seems appropriate. As a result, the 22 complexes were found to be suitable for remodeling. This study is meaningful enough to be used for Domestic rental Housing construction and Construction project management and to suggest specificity. Future Research is needed to Quantify the checklist.

  • In 2020, it was estimated that more than 2.4 million households in South Korea are over 30 years old. That is, more than 40% of all houses in Korea are old and that they require proper rehabilitation. The two options to improve poor living conditions are reconstruction and remodeling. Compared to reconstruction, remodeling has advantages in terms of the construction period, cost, and environmental impact. As such, the current Korean regulations are more favorable for remodeling than reconstruction. Typically, several candidate floor plans are presented in the early stages of an apartment remodeling project. Extracting information about bearing walls and other structural elements from the multiple plans to compare those plans quantitatively is one of the essential tasks during the early stage of a project. To cope with this task, an automated data extraction method for walls and slabs from before and after remodeling plans is developed. Through the developed program, load-bearing walls, non-bearing walls, slabs, and weight changes after remodeling can be analyzed and visualized in a fast and automated manner.

  • This study is aimed to provide basic data for the estimation of carbon effects in development project areas such as Happy Housing Project which includes redevelopment and reconstruction projects by inducing the basic unit of carbon effects and strategic planning and management to enhance carbon effects. According to the analysis, in urban parks, carbon uptake and carbon storage by the unit area of living area parks were $7.614kg/m^2$ and $18.5203kg/m^2$ respectively while carbon uptake and carbon storage by the unit area of theme parks were $1.2261kg/m^2$ and $2.831kg/m^2$ each. In facility greens, carbon uptake and carbon storage were $0.5683kg/m^2$ and $0.6636kg/m^2$ respectively while they were $10.77kg/m^2$ and $13.69kg/m^2$ individually in other urban planning facilities. In other greens, on the contrary, carbon uptake and carbon storage were $0.45kg/m^2$ and $1.02kg/m^2$ respectively. In site landscape, carbon uptake and carbon storage by the unit area of apartment landscape were $3.7394kg/m^2$ and $9.2292kg/m^2$ each.

  • In the process of industrialization of our country in 1970's, Korea's housing strategy has focused on housing supply. Rapid completion and supply of apartment house buildings have caused a problem of their early deterioration due to their poor quality. In 1987 Housing Construction Promotion Act, therefore, included new regulations on housing re-construction. In July 2001, other new regulations on remodeling apartment buildings were also included in the Act. Reconstruction and remodeling have been considered to deal with such problems. This study suggests an appraisal criteria if they can select reconstruction or remodeling method in conducting their apartment building project. At first, evaluation items should be selected by the criteria of function31ity and economical efficiency. Second, the selected item is screened by AHP and multi-criteria decision-making methods. The result of study shows that the owners of apartment units will be able to select reasonable alternatives through the suggested appraisal method

  • Hoe beak village (Donggu manseokdong, Akasaki Village) is the oldest slums in Incheon. Recently, 'Mixed residential environment improvement project' is being promoted as Aboriginal entire resettlement goals in place of 'new building reconstruction and redevelopment projects' knock down everything this hoe beak village existed already. In particular, the trend is being discussed about life cycle of the apartment houses in various aspects. However the Korean construction market and housing policy have been increasingly focusing on supplier. Structures become progressively obsolete after a certain period, but their durability can be extended with proper maintenance management.   • With the increased demand on housing quality and effective urban redevelopment, a new paradigm in reconstruction project is in need. Especially, the Urban and Residential Environment Improvement Law which initiated on July 1, 2003 has become a significant turning point. This code is expected to function as a consistent and systematic measure. This study will examine the code's major concepts and methods to progress reconstruction projects effectively. The application of construction management is examined carefully since the new code requires renewal project consulting firms to function as a professional complement rather than simply perform administration work, as in the past. Also, construction managing methods that can be related to renewal project consulting are examined and speculated. Lastly, methods to improve efficiency in reconstruction projects are introduced through case study and analysis on applicability and expected results.

  • The apartment reconstruction projects have the proper functions such as residential environment improvement and the new housing allocation system; however, intention of the projects are distorted by the combination of factors, like failure of relocation of the original occupants and income redistribution, speculation in real estate, sharp rise in housing price, disputation between various interested parties, inadequate system and etc and it makes the projects unable to go well. Disputations and litigations are due to spread of the small conflict. As a result of the problems, it could not going smoothly and that lead to increase or stop the period and cost. This study is to estimate the period and cost using the conflict index so as to prevent and solve the problem which is among the conflict in the reverse functions. The conflict index has estimated focus on the conflict impact and the period and cost has been estimated using an variable independent including the conflict index. Also, estimated the conflict index and estimate of the period and cost are able to succeed with a minimum of disputation and money.
