서울시 무주택 청년가구의 주거지원 정책이용 의사 영향요인 분석: 가구 및 정책특성을 고려하여 (A Study on the Factors Influencing the Intention to Use the Housing Support Policy of 2030 Households in Seoul: Considering Characteristics of Household and Policy)

  • 본 연구는 서울시 무주택 취약계층 2030가구를 대상으로 향후 청년주거지원 정책의 이용의사에 영향을 미치는 중요 요인과 그 인과관계를 규명하여 시사점 제시하고자 한다. 특히, 가구특성과 정책특성 변수를 포괄적으로 분석 모형에 적용하여 최근의 상황에서 청년계층의 주거불안 상황을 반영하고자 하였다. 연구의 방법으로 로지스틱 회귀분석 모델을 사용하였으며, 주요 분석결과는 다음과 같다. 연령이 낮을수록, 경제활동을 하는 청년인 경우, 원룸에 거주하는 경우, 월세로 사는 경우, 코로나 시기 고용부문 상황이 나아진 경우, 청년주거지원정책을 인지하고 있던 경우 주거지원정책에 향후 이용의사가 있을 확률이 높은 것으로 나타났다. 연구의 시사점으로 기존의 청년 주거지원 사업에 대해서 더욱 강화하고 확대할 필요성이 있다. 또한 청년 주거지원 정책들에 대한 정보전달 체계를 효율화하고 사회초년 청년계층을 위한 정교한 주거지원정책이 필요하다.

  • 주택정책의 패러다임이 주택공급에서 주거복지로 빠르게 전화됨에 따라 주택물량 확대 정책에서 맞춤형 주거복지정책으로 개편이 필요하여 '주거기본법'이 새로이 제정되었다. 법에서는 주거복지 전달체계에서 주거복지센터의 역할을 규정하였으나, 현재의 주거복지센터로는 숫자나 인력 면에서 그 역할을 담당하기 어렵다. 따라서 주거복지 전달체계의 바람직한 모델은 지역에서 주거복지 수요를 발굴하여 지자체나 인근 주거복지센터 및 관련된 지역 민간기관 등으로 연계하여 주거복지 서비스를 제공받도록 하는 방안이 효율적인 모델로 보인다. 이렇게 하기 위해서는 지역별 커뮤니티를 구축하여 지역 공동체 활성화를 추구함과 동시에 주거복지 서비스 수요를 발굴하는 방안으로 나가는 방향이 필요할 것으로 보인다. 본 연구는 한계는 있지만 이론 및 기존의 연구에 근거하여 주거복지 전달체계에서 커뮤니티의 역할에 대하여 제안한 탐색적 연구이며, 기존에는 없던 연구의 시도라는데 그 의의가 있다고 할 수 있다.

서울시 역세권 청년주택 사업 적지평가 모형: 5차 운영기준 개정과 청년수요의 반영을 중심으로 (Suitability Modelling for Potential Sites for Seoul's 2030 Youth-Housing Projects: Focusing on the 5th Policy Modification and the Youth's Demand)

  • The Seoul's 2030 Youth-Housing is a policy to promote the development of private sector-built rental housing in a Station Influence Area (SIA). It is a representative policy to resolve a housing problem for the youth in Seoul. The Seoul Metropolitan Government has made continuous policy improvements to respond to earlier criticisms on the policy. In December 2018, the Seoul Metropolitan Government enlarged the possible spatial boundaries of the SIA that the private sector developer can carry out the housing development projects. This study attempts to assess the potential sites available in Seoul by considering the youth's demand. This study used the suitability modelling technique to evaluate the potential sites. In detail, we established three sub-models by reflecting rent, accessibility to living areas of the youth, and accessibility to living SOC for the youth's demand. According to the results, the Hanyang City Wall area, which was newly included by the recent policy revision, showed moderate scores to fit the housing projects, while some Gangbuk areas, which have high accessibility and relatively lower rents, showed the best scores appropriate for the projects. The age group of 20s preferred university districts, while the age group of 30s preferred to locate near Seoul's main office areas. We suggest that the Seoul metropolitan government develops better ways to guage and reflect the demand for differing youth groups and the demand by age groups.

  • This research was carried out to show the method of preserving high-grade farmland or Agricultural Development Area to contribute to the self-sufficiency of food as well as promotion of industrialization and urbanization, which has reduced 22,000 ha of farmland per year during last 10 years. However, in securing housing estate areas, the farmland conservation policy conflicts with housing supply policy for demands on more comfortable dwelling life for people, which leads to serious situation in Capital Circle of living more than 50 % of total national population. Therefore, this presents the method of fulfillment both the farmland conservation policy for self-sufficiency of food and the housing supply policy for proposition of securable residential areas.

해외 6개국의 주거실태조사 비교 분석 및 국내 시사점 : 미국, 영국, 프랑스, 네덜란드, 호주, 일본을 중심으로 (Comparative Analysis on National Housing Survey of Six Countries: Policy Implications and Recommendation for Korean Housing Survey)

  • 본 연구의 목적은 해외 6개국의 주거실태조사를 비교 분석함으로써 국내 주거실태조사의 발전 방안을 논의하였다. 분석 대상 국가는 국가 차원에서 2만 가구 이상의 대규모 조사를 시행하고 자료 수집의 용이성을 감안하여 미국, 영국, 프랑스, 네덜란드, 호주, 일본으로 선정하였다. 비교 분석 항목은 조사 연혁, 목적, 대상, 시행주체, 조사 항목, 자료수집 방법, 조사결과 활용 부분이다. 비교 분석 결과, 각 국가는 자국의 주택재고 특성 및 정책목적에 따라 주거실태조사를 정기적으로 시행하고 있었으며, 그 결과는 주로 정책대상계층 선정 및 적정 임대료 기준 등과 같은 정책 기준선 마련, 주거지원을 위한 예산 수립의 근거로 활용되고 있었다. 2006년부터 현재까지 3차례 시행된 국내 주거실태조사는 이러한 해외의 선험적 사례를 참고로 하여, 향후 조사 내용의 체계화와 표준화, 주택재고 상태의 변화를 모니터링할 수 있는 판단기준과 방법론, 정책대상계층을 규명하는 기준, 그리고 데이터 공개 및 피드백 장치를 마련하여 그 정책적 활용성을 더욱 높여 나가야 할 것이다.

Housing Welfare Policies in Scandinavia: A Comparative Perspective on a Transition Era

  • It is commonplace to refer to the Nordic countries of Sweden, Norway, Denmark, Finland and Iceland as a distinctive and homogenous welfare regime. As far as social housing is concerned, however, the institutional heritage of the respective countries significantly frames the ways in which social housing is understood, regulated and subsidized, and, in turn, how housing regimes respond to the general challenges to the national welfare states. The paper presents a historical institutionalist approach to understanding the diversity of regime responses in the modern era characterized by increasing marketization, welfare criticism and internationalization. The aim is to provide outside readers a theoretically guided empirical insight into Scandinavian social housing policy. The paper first lines up the core of the inbuilt argument of historical institutionalism in housing policy. Secondly, it briefly introduces the distinctive ideal typical features of the five housing regimes, which reveals the first internal distinction between the universal policies of Sweden and Denmark selective policies of Iceland and Finland. The Norwegian case constitutes a transitional model from general to selective during the past quarter of a decade. The third section then concentrates on the differences between Denmark, Sweden and Norway in which social housing is, our was originally, embedded in a universal welfare policy targeting the general level of housing quality for the entire population. Differences stand out, however, between finance, ownership, regulation and governance. The historical institutional argument is, that these differences frame the way in which actors operating on the respective policy arenas can and do respond to challenges. Here, in this section we lose Norway, which de facto has come to operate in a residual manner, due to contemporary effects of the long historical heritage of home ownership. The fourth section then discusses the recent challenges of welfare criticism, internationalization and marketization to the universal models in Denmark and Sweden. Here, it is argued that the institutional differences between the Swedish model of municipal ownership and the Danish model of independent cooperative social housing associations provides different sources of resistance to the prospective dismantlement of social housing as we know it. The fifth section presents the recent Danish reform of the governance model of social housing policy in which the housing associations are conceived of as 'dialogue partners' in the local housing policy, expected to create solutions to, rather than produce problems in social housing areas. The reform testifies to the strategic ability of the Danish social housing associations to employ their historically grounded institutional relative independence of the public system.

일본의 전국 주생활기본계획에 따른 지역 주생활기본계획의 수립특성 (The Characteristics of the Prefectural Basic Plans according to the National Basic Plan for Housing in Japan)

  • In recent years, the insistence that the central government should hand over the right of establishing and managing housing policies to local governments is growing. And, it is needed that local governments should pursue their own original housing policies. The purpose of this study is to explore the characteristics of the prefectural plans of the national basic act for housing in Japan to envision the future directions of regional housing policies. This study analyzed the structure, main policy contents, and the outcome indexes of all 47 prefectures' plans in Japan. The major results of this study are as follows. 1) The central government and local governments shared their roles appropriately. In addition, the local governments proactively demonstrated the unique quality of their regions when establishing their housing policies. 2) In promoting housing policies, they focused on the housing stock and the market including both public and private sectors. 3) The policy-oriented goals and performance management practices were clearly presented.

영국 소셜하우징의 지속가능한 디자인 특성에 대한 연구 (A Study on Sustainable Design Characteristics of the UK Social Housing)

  • Currently, the way of providing housing in Korea has been regarded as public rental housing through large-scale development by the government. However, there is an increasing need for qualitative growth not only in quantitative growth but also in policies, systems, and sustainable design. The purpose of this study is to explore the applicable methods for domestic social housing through the policy and design guideline study of UK social housing which has achieved qualitative growth through diversification of development subject. First, the concept of social housing in the UK and sustainable housing design elements will be examined. Second, the characteristics and policy direction, project background, management and sustainability of five social housing projects over the last 10 years in the UK will be analyzed. In conclusion, in order to achieve the sustainable design of social housing, the construction of the social housing in terms of policy and environment must include safe and eco-friendly design adaptability that can secure local identity and respond flexibly to social change. In addition, the social housing in the UK, which forms a sustainable complex through cooperation between the public and the private sector based on its place and history, can be a guideline for establishing policies and design guidelines in terms of urban regeneration.

주택 ${\cdot}$ 부동산정책이 주택가격에 미치는 영향분석 (A Effect Analysis of the Housing Policy on the Housing Price)

  • 1997년 후반 외환위기 이후 내수침체로 인한 불황이 우려되자 정부는 부동산 수요와 거래를 진작시키는 방안을 통하여 경기활성화를 꾀하는 시책을 지속적으로 시행하였다. 주택 ${\cdot}$ 부동산 정책을 통해 경기부양을 꾀한 결과 경제성장률이 1999년 10.9%, 2000년에 8.8%의 고 성장세를 유지하며 경기가 뚜렷이 회복되었으나 지속된 경기부양책을 지속한 결과 2001년 하반기부터 주택시장이 과열되는 문제가 발생되었다. 이에 부동산 투기를 진작시킬 목적으로 투기억제정책을 실시한 결과 주택시장을 개선시키기보다 오히려 경제전반의 불안정을 초래하는 폐해를 발생시켰다. 이에 본 논문은 외환위기 이후의 주택매매가격지수, 주택전세가격지수 변동률을 통하여 주택 ${\cdot}$ 부동산 정책이 주택가격에 끼친 영향을 분석하여 향후 부동산 정책을 수립하는데 기초자료로 활용하고자 한다.

잉글랜드 그린벨트 정책 담론과 쟁점 분석 - 주택 개발과 여가 기회를 중심으로 - (Exploring Discourse and Issue on the Policy of England Greenbelt - Delivering Opportunities for Housing Development and Recreation -)

  • England's green belt policy as it delivered its framework to designating the development restriction zones(DRZ) in Korea is the key to address issues which try to change green belt boundary or/and housing development. Therefore it should necessarily be reviewed on the understanding of how England has been formulating a national policy to deal with the issues focusing on opportunities for housing development and recreation. This study explored the discourse and framework of England's green belt policy as well as driver changes of housing development and recreation. Results show several characteristics of England's green belt policy which are civil society consensus on conservation and management, limited small-scale housing development through management of release rates, a systematic procedure for application and approval, open-recreation space expansion and utilisation under the premise of conservation of natural green areas, and management structure by the involvement of NGO organisations. Therefore, five suggestions can be delivered to developing Korea's DRZ frameworks: first, preceding social consensus on the preservation value of development-restricted zones, second, addressing housing shortages in different alternatives e.g.) environmental-friendly small-scale housing, third, institutionalising the total proportion of release, fourth, establishing an open-recreation space, fifth, introducing expanded public-private partnerships. Ultimately securing the legitimacy of the nation's development-restricted zone system can contribute positively to the environment preservation and human health by promoting public leisure activities in terms of the recent increase in external activities caused by the Covid-19 crisis. Concluding remarks are here that the understanding of England's green belt policy can be delivered to and help formulate domestic policy addressing current issues.
