Non-Governmental Organizations' Perception on Housing Welfare Policy and Local Governance (비영리민간단체를 대상으로 한 주거복지 의식조사 연구)

  • Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. Stabilization of housing market is important, but concrete measures should be necessary to help those who cannot participate in housing transaction. Concerning local governance issues, local government is expected to play a great role in setting up a productive policy network; NGOs are inclined to rely on public aid; An emphasis is put on professional and academic education which can make housing welfare delivery system more effective. With the questionnaire survey results, evolution and characteristics of the NGO movements in the Korean housing sector and the recent change of housing policy orientations are explained. And, strengthening communication channel between central and local actors, participation of NGOs in the various housing surveys, establishing a regular forum on the local level, and so on, are proposed in the conclusion.

Market sentiment and its effect on real estate return: evidence from China Shenzhen

  • In this paper, we propose a phenomenon that analyze the impact of market sentiment on China's real estate market through the perspective of behavioral economics. Previously, real estate market analyzation basically focus on some fundamental principles which include market price, monetary policies and income, etc. However, little research has explored market sentiment and its influence. By using principal components analysis (PCA), this study first creates buyer's sentiment and seller's sentiment to measure the heat of China's real estate market. Different from using traditional estimation method, the vector autoregressive model (VAR) is used to analyze how both sentiments affect real estate return. The overall results show that from unit root test and impulse response analyzation, the impact of seller's sentiment is positive to real estate market while buyer's sentiment is negative. At the same time, the higher seller's sentiment will have different influence on the housing market compared with the higher buyer's sentiment.

Herding Behavior of the Seoul Apartment Market (서울시 아파트시장의 군집행동 분석)

  • In this study, the occurrence and degree of herding behavior as a market participant behavior in a housing market were analyzed. For the analysis method, the actual sales price was applied in the CSAD (Cross-sectional Absolute Deviation) model, which has been used the most of late for herding behavior analysis. For the analysis contents, these were subdivided into region, elapsed year, size, and market condition to analyze the regionality and the internal and external factors. For the study results, first, there was no herding behavior in the entire region of Seoul. By region, herding behavior occurred in the downtown, southeast, and northwest regions, which coincided with the results of the precedent study (Ngene et al., 2017). Second, in the market analysis by elapsed year, herding behavior was captured in dilapidated dwellings. By size, herding behavior was observed in small-scale ($60m^2$ or less) apartments and in $85m^2$ or higher and less than $102m^2$ national housing units. Third, during the time of the global financial crisis, herding behavior was not observed in all the regions, whereas when the market situations were in a boom cycle, it was observed in the northwest region. These results suggest that there is a difference from the stock market, where in a period of recession, herding behavior occurs intensively with the expanding fear of incurring losses. This study is significant in that it analyzed the market participant behaviors in the behavioral economic aspects to better understand the abnormal phenomenon in a housing market, and in that it additionally provides a psychological factor - market participant behavior - in market analysis.

The Characteristics of the Prefectural Basic Plans according to the National Basic Plan for Housing in Japan (일본의 전국 주생활기본계획에 따른 지역 주생활기본계획의 수립특성)

  • In recent years, the insistence that the central government should hand over the right of establishing and managing housing policies to local governments is growing. And, it is needed that local governments should pursue their own original housing policies. The purpose of this study is to explore the characteristics of the prefectural plans of the national basic act for housing in Japan to envision the future directions of regional housing policies. This study analyzed the structure, main policy contents, and the outcome indexes of all 47 prefectures' plans in Japan. The major results of this study are as follows. 1) The central government and local governments shared their roles appropriately. In addition, the local governments proactively demonstrated the unique quality of their regions when establishing their housing policies. 2) In promoting housing policies, they focused on the housing stock and the market including both public and private sectors. 3) The policy-oriented goals and performance management practices were clearly presented.

Housing and Welfare in Western Europe: Transformations and Challenges for the Social Rented Sector

  • In the post-war period, the mass provision of social rental housing units represented the primary means for resolving housing welfare issues across much of Western Europe. In contrast to North America, large swathes of state subsidized rental housing where built and let-out at submarket rents, both to needy as well as regular working households. By the 1980s social housing accounted for as many as four in ten homes in some contexts. Since then however, these important welfare sectors have been under attack. On the one hand, privatization policies have continued to undermine the basis of social renting with home ownership and private rental sectors advanced by policy as preferable alternatives. On the other hand, social housing providers have been restructured in order to play a more residual role in the housing market and serve more targeted groups of socially vulnerable people. This paper assesses key differences in the development of West European social housing sectors as well as recent transformations in their status that represent a challenge their sustainability. It also looks to what insights this provides for the South Korean housing context where public housing has proliferated and been increasingly diversified in recent years.

  • Recent periodical boom and burst of house price have made mortgage lending issues become the main public interest in Korean real estate market. However, because mortgage-lending issues had not been discussed until then, housing market forecasting associated with mortgage lending has been difficult while using an empirical approach. Thus, comprehensive and systematic approach is required as well as validity of mortgage lending policies should be evaluated. In this regard, this research conducts a sensitivity analysis to validate the proposed policies and estimates the effects of current policies on LTV and DTI ratios with a comparison of another policies scenario. A causal loop and sensitivity analysis using system dynamics confirmed that LTV and DTI regulation is strong clout to housing market. However, to prevent transfer of potential mortgage borrowers to nonmonetary institutions, regulations in loans of nonmonetary institutions should be practiced in accompaniment with regulations of primary lending agencies.

  • Apartment brand has been used as a new strategy in Korean housing market to fulfill customer's changing needs for buying houses. A number of construction companies have succeeded in brand awareness and image building, however, they still struggle to establish brand loyalty and manage brand equity elements in balance. The purpose of this study is to analyze the brand equity building process of apartment products in Korean housing market and determine causal relationships among variables to propose strategies for long-term prosperity of the construction companies. System Dynamics modeling method is applied to describe how variables affect and are linked to each other in terms of building equity and enhancing company profits from customers' brand awareness to brand loyalty. Based on the analysis model, strategies for construction companies depending on their market share were proposed and this may support the company to achieve financial success and competitiveness among its competitors in the fast-changing market.

  • In the past, station-area development projects were proceeded for modernizing the station facilities and improving the customer's convenience facilities by attracting private financing. But the site of station-are a development has a limitation that limits of benefits comparing with initial cost and absence of collateral by constructed the national property. For the advancing business value, merchandising facilities were adopted. There were many problems like coming the loss of city development opportunities. Now, station-area developments are considered the station and city plan. so, they are rapidly rised up the life in the station, need of making cultural space, improvement efficiency, combination and connectivity of transportation system and need of journey to Work Distance. Accordingly, this study suggests the station-area development projects by analysis of market conditions and forecast about housing and office that meets the trend of station-area development and secures feasible business value.

  • A housing project is very sensitive the changing environment. Therefor, a housing project is the high risk. Therefor in order to be succeed the project it becomes necessary to effectively manage the risk involved in the process of the housing project. This study analysed the risk factors that involved in the process of the housing project as compared with the precede research. The results of this research are as follows : First, complete feasibility study and verification with conviction in market and environment are required. And, securing organization and specificity for simulation and variation of environment are required in the process by step. And then, complaint and flaw are required in the final stage. The results of this study can be used as the guideline to make the risk management system for the housing project.
