Case Study of Spatial Planning for the Efficient Use of Small Dwelling Space (소규모 주거공간의 효율적 활용을 위한 공간계획 사례연구)

  • In the domestic housing market, uncompleted lot-solid apartments and unoccupied residences are increasing in the medium-large scale area whose rents and transactions have been unstable, as going through the financial crisis and economical recession. Demands for small-scale housings are steadily increasing by practical consumer group who don't need large places, which are often not needed for the current people who are spending most of their time outside of their houses. Therefore, this study proposes the useful methods for spatial planning for small-scale houses for multiple households, including variable form, levels form, multi-level form, and smart-sizing. For efficient spatial planning for that purpose, here, small-scale housings are not limited to places for families with 1-2 members, but considered as one of broader approaches to graft various households and families. In addition, we examined the existed trends of researches about spatial utility of small-scale places, and did the research about the status of small-scale housing developments, and then proposed the direction for future small-scale housings by analyzing the advanced examples.

Exploring Discourse and Issue on the Policy of England Greenbelt - Delivering Opportunities for Housing Development and Recreation - (잉글랜드 그린벨트 정책 담론과 쟁점 분석 - 주택 개발과 여가 기회를 중심으로 -)

  • England's green belt policy as it delivered its framework to designating the development restriction zones(DRZ) in Korea is the key to address issues which try to change green belt boundary or/and housing development. Therefore it should necessarily be reviewed on the understanding of how England has been formulating a national policy to deal with the issues focusing on opportunities for housing development and recreation. This study explored the discourse and framework of England's green belt policy as well as driver changes of housing development and recreation. Results show several characteristics of England's green belt policy which are civil society consensus on conservation and management, limited small-scale housing development through management of release rates, a systematic procedure for application and approval, open-recreation space expansion and utilisation under the premise of conservation of natural green areas, and management structure by the involvement of NGO organisations. Therefore, five suggestions can be delivered to developing Korea's DRZ frameworks: first, preceding social consensus on the preservation value of development-restricted zones, second, addressing housing shortages in different alternatives e.g.) environmental-friendly small-scale housing, third, institutionalising the total proportion of release, fourth, establishing an open-recreation space, fifth, introducing expanded public-private partnerships. Ultimately securing the legitimacy of the nation's development-restricted zone system can contribute positively to the environment preservation and human health by promoting public leisure activities in terms of the recent increase in external activities caused by the Covid-19 crisis. Concluding remarks are here that the understanding of England's green belt policy can be delivered to and help formulate domestic policy addressing current issues.

The Residential Segregation and the Differentiation of Housing Value in Seoul (서울의 학력집단별 거주지 분리와 아파트 가격의 차별화)

  • The research analyzes data on housing(apartments) value and educational level(45$\sim$59 aged) in Seoul. The results of the research show that: since the economic crisis of 1997 out of which Korea was rescued by the IMF, it is evident that the spatial process of increasing residential segregation and the regional differentiation of housing price are inextricably interrelated. Through time-series analysis for the education level by the administrative unit of Dong in Seoul, already in 1990 the residential segregation by the educational groups was observed, it is acknowledged that this residential segregation has been reproduced continuously. The rate of residence of the highly educated groups in an administrative Dong is closely related to the variation of the housing value within the Dongs. The housing value in the period 1997$\sim$2003 has risen sharply in the regions where highly educated groups are spatially concentrated. That of other regions have stagnated or have risen marginally thus, the regional differences of the housing value have greatly increased. The differentiation of housing price reflects the residential segregation.

  • The Korean real estate market currently is experiencing a slowdown due to the global economic crisis which has resulted from subprime mortgage lending practices. In response, the Korean government has enforced various policies, based on intend to deregulate real estate speculation, such as increasing the Loan to value ratio (LTV) in order to stimulate housing supply, demand and accompanying housing transactions. However, these policies have appeared to result in deep confusion in the Korean housing market. Furthermore, analyses for housing market forecasting particularly those which examine the impact of the international financial crisis on the Korean real estate market have been partial and fragmentary. Therefore, a comprehensive and systematical approach is required to analyze the real estate financial market and the causal nexus between market determining factors. Thus, with an integrated perspective and applying a system dynamics methodology, this paper proposes Korean Real Estate and Mortgage Market dynamics models based on the fundamental principles of housing markets, which are determined by supply and demand. As well, the potential effects of the Korean government's deregulation policies are considered by focusing on the main factor of these policies: the mortgage loan.

An Analysis on the Investment Determinants for Insolvent Housing Development Projects (건설회사의 공동주택 PF 부실사업장에 대한 투자결정요인 분석)

  • After IMF bailout crisis in Korea, project financing has been employed as a major funding vehicle for the housing development. In 2008, the recession of housing market due to the global financial crisis had an significant impact on the increasing insolvent site of PF based housing development project, resulting in serious impact to whole economy as a chain effect. In order to resolve this vicious circle of bankruptcy, the major construction companies were urged to take over the insolvent sites and invest to them for normal project exit, and finally play a critical role in normalization of market. Therefore, this study aims to define the core factors for decision making to invest to insolvent site and find out differences among constructors, developers, financial lenders. The results from AHP analysis, the profitability was the most important factor to constructors. Moreover, even though the location merit is little less, through competitive price, we can assure that stable profitability is most important factor to decide to invest in insolvent site. In conclusion, the price is cheap, is highly feasible, if the land secured, major construction company will participate in a PF business investment. These findings were verified by the investment case of major construction company.

A Study on the Financial Strength of Households on House Investment Demand (가계 재무건전성이 주택투자수요에 미치는 영향에 관한 연구)

  • Purpose - This study investigates the following two issues. First, we attempt to find the important determinants of housing investment and to identify their significance rank using survey panel data. Recently, the expansion of global uncertainty in the real estate market has directly and indirectly influenced the Korean housing market; households demonstrate a sensitive reaction to changes in that market. Therefore, this study aims to draw conclusions from understanding how the impact of financial strength of the household is related to house investment. Second, we attempt to verify the effectiveness of diverse indices of financial strength such as DTI, LTV, and PIR as measures to monitor the housing market. In the continuous housing market recession after the global crisis, the government places top priority on residence stability. However, the government still imposes forceful restraints on indices of financial strength. We believe this study verifies the utility of these regulations when used in the housing market. Research design, data, and methodology - The data source for this study is the "National Survey of Tax and Benefit" from 2007 (1st) to 2011 (5th) by the Korea Institute of Public Finance. Based on this survey data, we use panel data of 3,838 households that have been surveyed continuously for 5 years. We sort the base variables according to relevance of house investment criteria using the decision tree model (DTM), which is the standard decision-making model for data-mining techniques. The DTM method is known as a powerful methodology to identify contributory variables for predictive power. In addition, we analyze how important explanatory variables and the financial strength index of households affect housing investment with the binary logistic multi-regressive model. Based on the analyses, we conclude that the financial strength index has a significant role in house investment demand. Results - The results of this research are as follows: 1) The determinants of housing investment are age, consumption expenditures, income, total assets, rent deposit, housing price, habits satisfaction, housing scale, number of household members, and debt related to housing. 2) The impact power of these determinants has changed more or less annually due to economic situations and housing market conditions. The level of consumption expenditure and income are the main determinants before 2009; however, the determinants of housing investment changed to indices of the financial strength of households, i.e., DTI, LTV, and PIR, after 2009. 3) Most of all, since 2009, housing loans has been a more important variable than the level of consumption in making housing market decisions. Conclusions - The results of this research show that sound financing of households has a stronger effect on housing investment than reduced consumption expenditures. At the same time, the key indices that must be monitored by the government under economic emergency conditions differ from those requiring monitoring under normal market conditions; therefore, political indices to encourage and promote the housing market must be divided based on market conditions.

  • With low carbon and green growth as the policy indicator, Korea has been concentrating on a variety of researches and technical development as well as recommending the LED lighting facility as part of Green Energy policy to cope with the environment and energy crisis. While the interest on LED has been increasing, the development of LED is still in its early stage and researches on diverse aspects of LED are not sufficiently implemented. Thus, this paper aimed to get the data that would help the expansion of LED lighting by comparing and analyzing the awareness and knowledge level of the public and experts on LED lighting.

Analysis on the Architectural Characteristics of Super High Rise Apartments (초고층 공동주택의 건축적 특성 분석)

  • At the economical crisis of Korea in 1997, self-determined price for apartment and the revision increasing the ratio of residential area for mixed-use residential building were introduced to activate the construction industry, which causes construction companies to build super high rise apartment discriminative and high class orientated. This study aims to classify the super high rise building which is planned to build or built recently and to analyze the architectural characteristics. The objects are 288 unit households in 26 apartment complexes higher than twenty five story since 1998. As a result, super high rise building comparing with existing apartments were being varied in plan types of main building and unit household and in construction types. As for the plan, the number of walls having opening to outdoor were increased and it is considered that high rise building can take advantage of a view, lighting and sunshine. The location of living room that used to be in the center of unit in existing apartment was moved freely without rule.

Home and Neighborhood Environment of Children: Based on Socio-economic Status and Settlement Character (저소득층 아동의 주거환경)

  • The purpose of this study is to examine the regional differences of 0-12 aged children's environment based on their parents' socioeconomic class and on the character of the settlement. One thousand and two hundred households were investigated and the results are as follows. It is revealed that families in low socio-economic class are more likely to be exposed to noise and home crowdedness. Families living in spontaneous settlement are deprived of natural light and the roads to their homes are steep and narrow. Low income families face a housing affordability crisis. Most of them pay housing rent on monthly basis. The basic infrastructure of low income neighborhood is lacking convenient facilities like shopping centers, public transportation systems, banks, public parks, and libraries. This lack of facilities is more severe in spontaneous settlement. Instead, bars and taverns are located in their neighborhood. Accessibility to parks and resource centers is an important factor that makes both middle and low income families consider their neighborhood to be positive and this condition is counted better in social housing area than in spontaneous settlement. On the contrary, social networks like friends and relatives are strong in spontaneous settlement and families in poverty value these relationships. Such networks are weak in social housing area and this difference is not related to their residential period. Low income families living in social housing area are more pessimistic about their future and this view might result from their counterpart middle class neighbors and the weak social networks.
