중국과 베트남 초기 경제특구와 비교를 통한 북한 경제특구 평가 (An Evaluation of N.Korean SEZs through Comparing with China's and Vietnam's Initial Cases)

  • 1990년대 초반 나선특구 지정을 시작으로 추진한 북한의 경제특구 개발전략이 아직까지 이렇다 할 성과를 내고 있지 못한 이유는 무엇인가? 북한은 중국 베트남의 '점진적' 개혁 개방 또는 경제개발에 성공할 수 있을 것인가? 그러기 위한 조건은 무엇인가? 이 연구는 중국, 베트남, 북한의 경제특구 사례를 '맥락과 목적', '개발 관리제도', '입지와 인프라 공급'의 범주에서 비교 평가하였다. 사례비교 결과 북한의 경제특구 전략은 먼저 역사적 맥락과 추진 목적 측면에서 중국 베트남과 차이를 보이고 있다. 중국, 베트남과 마찬가지로 외자유치를 목적으로 하였지만, 북한의 경제특구는 '경제개혁(또는 시장도입) 없는 개방'이어서 중국과 베트남의 경제특구가 가지는 '국가경제 전반의 개혁을 목표로 한 테스트베드로서 개방'과 그 성격을 달리한다. 이러한 차이가 소극적인 분권화 수준과 입지선택으로 귀결되었으며, 상대적으로 토지제도와 세제혜택 등에서 중국, 베트남과 비교해 불리하지 않았음에도 불구하고 북한 경제특구 전략이 성과를 내지 못하였다. 사례비교를 통해 도출한 시사점은 다음과 같다. 첫째, 북한의 경제특구 전략이 성공하기 위해서는 먼저 포괄적이고 장기적인 경제개발 계획 하에 경제특구 전략을 배치하여야 한다. 그것의 실내용은 외부 경제체제와 호환되는 '신뢰할 수 있는 시장경제'의 확대가 되어야 한다. 이를 위해 북한은 정치 외교적 차원에서 체제안정을 확보해야 할 것이며, 역으로 그것이 외부에서 북한의 개방과 협력을 이끌어 내기 위한 조건이 될 것이다. 둘째, 개발관리체계에서 분권화와 입지선택에서 더 과감한 시도를 해야 한다. 대도시 또는 외부와 연계가 용이한 지역의 노동력과 인프라를 활용하는 전략, 분권화를 통해 창조적인 제도 실험이 가능하게 하는 시도가 필요하다. 셋째, 인프라건설자본 부족을 해결하기 위해 BOT 방식 등을 적극 도입할 필요가 있다.

주거건물의 냉방 부하 패턴에 따른 구체축열시스템 운전 방안 (Operating Mode of Thermally Activated Building System (TABS) for Residential Buildings According to their Cooling Load Profile)

  • Compared to Packaged Terminal Air Conditioning Systems, Radiant Cooling Systems have the advantage of energy saving and thermal comfort. Thermally Activated Building System (TABS) is one of the radiant heating and cooling systems. The main difference between TABS and other radiant systems lies in the usage of the time-lag effect of storing heat energy in the concrete. Current energy usage in summer time is concentrated within a specific time by using Packaged Terminal Air-Conditioner (PTAC). Due to the time-lag effect of TABS, energy usage can be distributed to other time zones. To maximize this effect, it is important to determine the appropriate operating mode, which for TABS is dependent upon the cooling load generated by the occupancy schedule. In this study, occupancy schedules are determined for various residential types. The operating modes of TABS for these residential types are estimated by using a dynamic computational simulation method. The results indicate that the operating modes of TABS can be determined by residential type and occupancy schedule. The load handled ratio by TABS is set up differently according to the cooling load profile obtained from residential type and occupancy schedule. By using TABS, energy consumption could be reduced by 20% compared to PTAC.

쿄토시 구시가지형미관지구에서 중고층 집합주택 입면의 구성요소에 대한 감성평가 - 러프 집합을 이용한 구성요소 조합의 추출 - (Sensibility Evaluation of Components of Middle and High-rise Apartment Facade in Aesthetic Old Town Districts of Kyoto - Extraction of Component Combinations Using Rough Set Theory -)

  • Landscape zones have been designated as aesthetic old town districts across a wide range of Nakakyo-Ku and Shimokyo-Ku, city center of Kyoto, Japan. In these districts in which traditional structures and new buildings coexist, regulations of restriction on acts such as new building's heights, shapes, materials, and colors are carried out according to local governmental landscape ordinance based on Scenic Conservation Act. And yet, minimal fulfillment of the regulations according to different designer's subjective interpretation and principle of economy is rather creating abnormal shapes not harmonized with the traditional landscape. Thus, this study aims to extract combinations between form elements of middle and high rise apartment facade that affects 'harmony' and 'mismatch' in the districts by clarifying the social rules commonly implied based on intuitive judgments (sensibility evaluation) in which human experiential knowledge is involved. As research methods, the study first analyzes the form elements of the facade through a field survey, sets up a standard model through tasks of classification and segmentation and draws computer graphic images with 99 different patterns based on it. Based on these images, this study carries out sensibility evaluation and analyzes experimental data applying the rough set theory. As a result of the analysis, the combinations of form elements that affect harmony or mismatch act greatly when the colors and shapes of the pillars, positions and the patterns of the use of the first floor are combined.

노인간호 집합주거의 공용생활공간 계획 연구 -호주 멜버른시를 중심으로- (A Study on Designing the Communal Living Area for Aged Care Residential Services Facilities -Focused on Melbourne in Australia-)

  • This study aims to provide basic data for designing aged care residential facilities in Korea, based on the investigation and analysis of the aged care residential services and their communal living areas in Australia focusing on their types, scales, arrangement and the specific design of each compartment. -. A residential building with 10 beds is composed of private zones and communal ones, and their space arrangement depends on how to arrange bedrooms where residents mainly stay. -. A lounge, 26.7 m$^2$ of its average scale, is a main space for daily lives and an important place for making friends with neighboring residents. -. A dining hall is an important area for activity as well as a space for dining. The average scales of dining room, kitchen, and whole space are 42.7 m$^2$, 28 m$^2$, and 70.8 m$^2$ respectively, and those for person are 2.7 m$^2$: 1.7 m$^2$:4.4 m$^2$, although the scales depend on facilities. -. An activity room is used for promoting the social relationship between residents and visitors. Three of the investigated facilities have big rooms of 42 m$^2$, 39 m$^2$ and 51 m$^2$. -. If there is no lavatory in a bedroom, 2-6 bathrooms for residents are arranged near bedrooms and they are relatively big including shower baths. If there is a lavatory in a bedroom, 1 toilet for visitors is arranged in a communal living area and its scale is small.

충주시 경관계획 수립을 위한 조망대상 및 조망점 선정에 관한 연구;거주기간을 포함한 사용자 특성을 중심으로 (A Study on the Selection for View Target and View Points of Townscape Planning in Chung-ju City)

  • Since townscape planning zones were introduced in 2000 by a revised Urban Planning Law, interest and understanding on townscape have been enhanced in Korea. Driven by this trend of the time, interest in townscape planning has been growing in the area of urban planning, and local governments have been expressing their interest in townscape management. This study is intended to provide criteria for setting goals of constructing desirable urban environments in harmony with existing condition in Chung-ju City. To this end, questionnaire surveys and awareness research were administered and following findings were obtained in relation to user-specific preferences on view targets and view points for townscape planning in Chung-ju City. In general, citizens of Chung-ju City were found to prefer townscape frequently in use practically, while residents in other areas preferred such townscape as linked with the city' s overall reputation. Both groups were found to prefer natural landscape (Gaemyeongsan, Namsan, etc.) to artificial one as a view target, and Chung-ju Terminal and the neighborhoods and downtown(Seongseo-dong) were presumably preferred as a view point.

난개발 발생원인 분석과 개선방안 (A Reason of Reckless Development and Method of Improvement)

  • Virtues and advantages of urban areas would be tarnished if benefits and convenience of the cities were overwhelmed by the logics of selfish development and reckless expansion. Reckless development, which is not limited to a certain point of time and space, has become a social and environmental problem for a long period of time, taking advantage of legal and administrative loopholes. In the metropolitan area surrounding the capital, especially Yongin, where semi-agricultural zones have been developed recklessly, serious problems have already emerged including the lack of infrastructure, environmental contamination, destruction of scenic landscapes, encroachment of good farmland and forest and invitation of natural disasters. This study assumed all these problems as the consequence of the inadequacy of the legislative system and analyzed the causes. The study also suggests some countermeasures. Most of all, a "planning-first, development-later" practice should be brought into place so that various experts could participate for a detailed planning. Public development should also be expanded so that beneficial public facilities could be set up in the first place. A system for reasonable development charges should also be come up with. In this process, the role of the administrators becomes yet more important for a long-term, systematic planning of future cities, accompanied by public housing developments.

PFT법에 의한 수직적 3 ZONE 분할 조건에서의 환기량 측정 (Ventilation Measurement with PFT in Three-storied Detached House)

  • The PFT (PerFluorocarbon Tracergas Technique) is of advantage to field surveys for evaluating the ventilation condition, due to its simplicity and convenience. On the other hand, it requires researchers to make some additional considerations that include uncertainties, such as the substance concentration distribution in indoor air, representativeness of a sampler, deviation of emission sources, and analysis error. In this study, the PFT and $CO_2$ tracer gas methods were applied simultaneously, to evaluate the accuracy of PFT on six ventilation conditions in the three-storied detached house. The air exchange and the outdoor air introduction a between and into zones were measured. As the results, deviations of PFT concentration distributions were observed at a sufficiently low level for an accurate determination for a house where the interior height was large, and there were relatively many partition walls. However, when a uniform airflow appeared in the indoor air, it was also validated that the indoor air would be exhausted without sufficient mixing, and consequently the measurement error of the PFT would be large.

88 서울올림픽 마라톤 코스의 결정 과정과 도시 경관 이미지 전략 (Seoul 1988 Olympic Marathon Course Selection Process and the Image Strategy of the Urban Landscape)

  • The purpose of this study was to examine the selection process of the marathon course and the progress of the related urban landscape design projects. The study revealed that the initially selected course of the downtown Namdaemum changed to the riverside course that runs around Gangnam and Han river. This change implied that showing the developed landscape of Seoul was much more considered than showing the traditional landscape of Seoul. The urban design plan had changed in 1986 after the marathon course was finalized. The development project of downtown was changed to Gangnam area including Teheran-ro. The city also redeveloped the substandard housing zones around the Olympic facilities. As a result, developed areas and modern apartments of the riverside was emphasized in international TV game broadcast. This embedded the industrialized and modernized image of Seoul to foreigners. Also, Koreans started to recognize the Han river as Seoul's representative landmark. Accordingly, Seoul succeeded in creating a modernized urban landscape image through the Olympic marathon course.

신자유주의적 도시화와 기업주의 도시 프로젝트 (Neoliberal Urbanization and Projects of Entrepreneurial City)

  • 신자유주의화 과정이 우리 사회 전반에 영향을 미치고 있음에도 불구하고, 신자유주의적 도시화와 이를 추동하는 도시 전략, 즉 기업주의 도시 프로젝트에 대한 관심이 매우 부족하다. 본 연구는 기업주의 도시의 개념을 매개로 신자유주의화 과정과 최근 도시화 및 도시 정책들의 특성 간 관련성을 이해하고, 우리나라에서 이와 관련된 주요 사례들을 분석하고자 한다. 기업주의 도시는 신자유주의화 과정을 특징지우는 민영화와 상품화, 금융화, 국가의 재분배, 위기의 관리 조작에 조응하여 재개념화될 수 있으며, 특히 2가지 주요 특징으로 '창조적 파괴' 와 '기업주의적 거버넌스'를 지적할 수 있다. 우리나라에서 이러한 기업주의 도시 프로젝트의 사례로 수도권의 주택 및 토지 가격 변동성과 이를 촉발했던 도시재개발(특히 뉴타운)사업, 인천 등에서 진행되고 있는 경제자유구역 건설 사업, 대구를 포함하여 전국적으로 프로젝트 파이낸싱에 의존한 민자투자 사회간접시설 건설 사업, 그리고 도시의 이미지를 제고시킬 뿐만 아니라 암묵적으로 이를 통해 역외 자본의 투입을 촉진하고자 하는 부산과 광주의 비엔날레와 같은 도시 문화판촉 사업 등이 분석되었다.

복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로 (A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town)

  • 최근 도청 이전 신도시, 위례신도시 등 두 개 이상 지자체를 포함하는 신도시(복합경계신도시) 개발이 증가하고 있다. 그러나 현행 도시개발제도는 단일 지자체 신도시를 대상으로 하고 있어, 복합경계 신도시의 개발과 관리를 위한 제도 개선이 필요하다. 다층적 거버넌스(Multi-level governance) 개념은 광역지자체와 기초지자체가 포함된 위례신도시에서 갈등이슈를 파악하고, 개발사업자와 주민까지 참여하는 협력 대안을 모색하는데 유리한 개념틀을 제공한다. 본 연구의 목적은 위례신도시를 사례로 다층적 거버넌스(Multi-level governance)의 개념틀을 활용하여 복합경계신도시의 개발과 관리 운영 과정에서 발생하는 갈등이슈를 파악하고, 협력적 관리방안을 제시하는 것이다. 이를 위해 관련자 및 전문가 인터뷰, 문헌연구, 전문가 포럼 등을 진행하였으며, 도시개발 관련 선행연구와 경제자유구역 등 유사사례로부터 시사점을 도출하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 위례신도시 개발 관리의 주요 부문을 학교 학군, 행정서비스, 공급처리시설, 도시기반시설로 구분하고, 각 부문별 갈등이슈를 분석하여 갈등구조를 파악하였다. 둘째, 위례신도시는 복합경계 신도시로서 행정구역 별 분리 관리와 통합 관리간의 대립, 광역적 관리 대 국지적 관리가 갈등의 기본축을 형성하고 있음을 확인하였다. 셋째, 위례신도시의 협력적 관리를 위해서는 최소한 지자체 행정협의회, 지자체조합, 전문관리기구의 세 가지 차원에서 Multi-level governance를 구성하여야 한다는 점을 향후 관리방안으로 제시하였다.
