This treatise made a general survey of the welfare policy in our country, and examined the present condition of welfare facilities and distributional trait in Taegu, setting the limits of welfare to welfare facilities. As the result, I could get conclusion like this. First, the present condition of welfare facilities in Taegu exceeds the national average value. Second, the distribution of housing facilities generally corresponds with the distributional area of low-income class and has an unbalanced distributional trait. Third, public facilities are distributed in periphery of the city and we can see they are regarded as loathsome facilities. Lastly, most of the welfare facilities except welfare house are small-scale and worn-out and also petty because they are run by individuals. With basis on this result of the research. I want to make these suggestions. That is, the improvement in quality than in quantity must be made. In addition, until now welfare facilities have restricted users, but from now on they must be converted to public services for most of a nation. To realize those things, welfare facilities must be located in the site where traffic is convenient and medical facilities are neighboring. In conclusion, the socialization of welfare facilities must be carried out.

Data analysis was concentrated on measuring questionnaires and SPSSWIN 16.0 was used for statistics of frequency analysis and average analysis. As a result, first, empty house's background occurrence and environment was investigated. Second, due to dead mine and rural exodus, there was increase in the number of empty houses, which damaged regional scenary. Furthermore, the region became a crime-ridden district, which is a social issue. Third, it was found that plans as empty house remodeling, policy support, various alternatives, systematic management, housing welfare, and continuous promotion were needed. The purpose of this study is 1) to clarify that the house is no long the safe place through the cases of the senior safety accidents and to argue the need for housing repair and 2) to present the minimum standards for housing repair by comparing the cases here as well as the abroad and to back up the standards with the current senior housing environment 300 people at least 60 years old living in Seoul$\cdot$Metropolitan area were interviewed using the structured questionnaire. As the result, the following conclusions were made: 1. There was high accident rates of the senior residents due to physical deficits within the house, causing excessive medical cost and decreased housing satisfaction. This problem can be sufficiently prevented by housing repair which can not only solve the safety problem but also support self sufficient living for the senior residents. 2. Proper housing repair required the architectural know how as well as the expertise knowledge of the physical characteristics of the senior people. Therefore, it is essential to secure the professional (i.e., occupational therapist) who can analyze the needs of the senior residents and evaluate and/or predict the obstacles during repair. Furthermore, development and distribution of the standardized manual are also needed. 3. The minimum standard for housing repair could be approached in view of 'barrier-free' concept. First, the bumps should be removed, slippery prevented, and safety grab-bar installed for safety. Second, the entrance should be widened and the bathroom and kitchen restructured to support for the senior residents' self sufficiency. To make housing repair policy more efficient, the legal basis is required. It can be incorporated into the existing senior citizens 'Welfare Act' or the 'Senior Residents Medical Insurance' which will be effective starting in 2007.

The elderly people was over 8.3% in 2003. This seament is projected to grow to 14.4% by 2019(Aged society) and over 20% by 2026(Super aged society). As the elderly population is increasing and young population is declined social issues around elderly care are emerged in Korea. As a result of that, they are in the condition of poor system of the welfare of the old and it is the worst one in Korea. And because of the worst financial independence and difficulty in Korea, welfare facilities and medical instruments are so insufficient and deteriorated, so the quality of service is getting low. Furthermore the mortality of cancer is rapidely increased in recent years. So it is expected that the number of families who are caring for terminal cancer patient will be increased. We can not solve those problems only with government's policy such as to secure ample budget and to enlarge the aged welfare institutions. Definitely, to acheve the suggetions persistence concern about old people is most important, and family, community and national government should be linked to accomplish to goal. Accordingly, for this study attempts to provide conceptual framework of the respite care, spiritual care and home hospice, nursing home for the elderly. And this study is to discuss the necessity and effect about the construction of housing welfare infrastructure and to make a cooperation and linkage system among the aged welfare institutions, government and the aged welfare programs. As is well known, the issue of the increasing aged people is neither a matter of individuals nor of the family, but rather a complex matter of whol society. Therefore it can be resolved by the active participation of government. Conclusively this study tries to provide an direction of the improvement with regard to the welfare policy for the elderly. The study is as follwos: Chapters 1: The theological base, conception, essentiality, respite care, spiritual care and home hospice, nursing home for the elderly. Chapters 2: Definitions of respite care, spiritual care, hospice, patient of termina cancer and quality of life. And relations between respite care and nursing home. Chapters 3: The necessity of long-term care insurance and the perspectives of spiritual care. Chapters 4: Conclusions and summarizing(The directions of improvement of welfare policy for the elderly). To sum up, the problems of the aged people has not effects only to the aged people. This means that the problems of aged is the problems of the young generation today. Because young generation will be the old generation in the near future.
This paper aimed to reveal the needs and intentions of the people with developmental disabilities through AAC for supporting their independent living in the community and furthermore to contribute to realizing an inclusive community. From August 7 to September 11, 2020, trained researchers conducted 1to1 interviews(AAC) with 74 people recommended by specialized institutions. It means the policy for the developmentally disabled should be based on their needs and aim for 'living in the community as a community member'. Based on these results, the implications of supporting decision-making for the ordinary lives of people with developmental disabilities were suggested.
