The Impacts of the Green Growth Policy on Green Living of Residents in Multifamily Housing

  • To ameliorate a long-standing, persistent housing shortage in Korea, large-scale massive housing production has been an imperative, and the extensive growth highly values development and consumption. The state's priority for the quantitative growth of housing stock has proved to be successful, but the state faces with economic and environmental crises in a global era. To achieve the qualitative growth, the previous administration pronounced a green growth policy from the inception, and a series of strategic measures under a holistic plan have been taken widely and vigorously. As part of the strategies, the green home project was undertaken, and simultaneously the movement of green living led by the governance has been activated. However, little attention to the grassroots effort was paid and the efficacy hasn't been adequately addressed. This study examines the factors affecting green living of residents in multifamily housing. Based on public guidelines to green living, 106 specific items were drawn out and largely categorized into 6 areas (water, waste, transportation, air quality, consumption, and energy), and the questionnaire was constructed using them. Of 750 survey forms mailed out, 161 responses were returned and the collected data were used for statistical analysis. The findings indicated that varying degrees of green living was well practiced, the state-led green home project was relatively well recognized, and the green growth policy was strongly supported. Also the respondents' attitude toward green living were more associated with demographic variables than housing characteristics, and familiarity with green home project was related to attitudes toward green living. Since the on-going approach to green living has focused on simple and economical ways, it has proved to be effective but progressive strategies to make living greener are necessarily developed.

  • This article deals the investigations how to solve the social deficiencies of deteriorate apartments, which is a half cycle of a building and it goes slum clearance and redevelopment. And this proposes an active remodeling and design strategy, management, and housing policies for extending the usage of the resource. Most of apartment housing in Korea is built by the panel wall and slab structure system fur economic price. To remake is possible, even though not designed in flexibility and variation. The remodeling strategies are dwelling unification, transformation of two units to one or three units, addition of a room, changing into commercial and community required spaces, and reshaping of a envelop and facade by addition of a dwelling or dwellings, roof floors, change of materials and colors, and so on. And, all activities in structural aspect are proposed removal in upper part and addition in lower part of an apartment housing. Active remodeling cost a great deal compare to new construction, so any remodeling activities should be based on a minimal interfere and budgets to enhancing the quality in existing building. The final aim of an active remodeling is to enhance the quality in economic values, and to keep original state and to put on the new one in a small part. To promote the active and careful management and rehabilitation, it is necessary to give the positive incentive in terms of architectural law, bank loan, and any redevelopment project should get the remodeling record in national resources.

A Study on Mutual Relationship between Korean Income Distribution during 1980s-1990s and Huge-scale Housing Supply Policy (한국의 80~90년대 소득분배와 대규모 주택공급정책의 상호관계에 관한 연구)

  • This study aims to examine the relationship between the improvement of the income distribution index from the late 1980s to the 1990s and large-scale housing supply projects such as the 2 million housing construction project. Looking at Korea's economic development in terms of income growth and distribution, GDP has continuously increased since the establishment of the government, especially in the late 1980s. The Gini Index, a representative income inequality index, rapidly deteriorated in the early 1970s, and gradually improved from the late 1980s. The 2 million housing construction project, announced in 1988, supplied a third of the existing nationwide housing stock of 6.5 million units in three years. The project cost was 65 trillion won, equivalent to 50% of Korea's GDP at the time. This study questioned whether the ratio of the number of employed workers in the construction industry was a variable directly affecting the Gini Index. To verify this, the causal relationship between the proportion of employed workers in the construction and manufacturing industries and the Gini Index from 1979 to 2008 was statistically analyzed. For this, the ARIMA model was established for each variable, and the correlation of their residuals was verified. The 2 million housing construction project had the effect of improving income inequality in terms of rising wages for production workers and creating jobs for the low-educated and low-income class. During the project period, the number of middle-income earners increased sharply, and the income gap between the high-income and low-income earners greatly decreased. The expansion of the construction volume can be used as a powerful and direct policy tool for improving income distribution. However, the effect may be limited. When the proportion of workers exceeds the threshold, the effect is weakened.

  • Since 1950s, the Korean housing market has continually experienced the chronicle lack of housing stock because of lower housing investment in comparison with a population explosion, prompt urbanization and rapid restructuring of family. The Korean housing market have thus been driven not by the pricing model by housing demand-supply chain but by the Korean housing policies focusing on the increase of housing supply and the living stability of the middle or low-income bracket. After all, repetitive economic vicious circle of housing price and the increase of unsold apartments aggravated the malfunction of the Korean housing market. Meanwhile, the Korean construction firms have exacerbated their profitability. Such terrible situations are mainly triggered by the Korean construction firms that weighed on the short-term profits and quick response of the government policy alterations rather than the prospect of housing market Therefore, this research focusing on the dynamics of housing market identified and classified the demand and supply elements that consist not only of housing system structures but also of the environmental elements that affect the structures. Based on the system thinking and traditional theory of consumer's choice, the interactions of these elements were constructed as a causal loop diagram that explains the mutual influences among housing subsystems with feedback loops. This paper describes and discusses about the causes of the dynamic changes in the Korean housing market. This study would help housing suppliers, including housing developers, construction firms, etc., to form a more comprehensive understanding on the fundamental issues that constitute the Korean housing market and thereby increasing their long term as well as minimizing the risk involved in the housing supply businesses.

  • The main objective of this paper is to design and test a new type of polymer ZnO surge arrester for AC power system of railroad vehicles. Metal oxide surge arrester for most electric power system applications, electric train and subway are now being used extensively to protect overvoltage due to lightning. Surge arresters with porcelain housing must not have explosive breakage of the housing to minimize damage to other equipment when subjected to internal high short circuit current. When breakdown of ZnO elements in a surge arrester occurs due to flashover, fault short current flows through the arrestor and internal pressure of the arrester rises. The pressure rise can usually be limited by fitting a pressure relief diaphragm and transferring the arc from the inside to the outside of the housing. However, there is possibility of porcelain fragmentation caused by the thermal shock, pressure rise. etc. Non-fragmenting of the housing is the most desired way to prevent damage to other equipment. The pressure change which is occurred by flashover become discharge energy. This discharge energy raises to damage arrester housing and arrester housing is dispersed as small fragment. Therefore, the pressure relief design is requested to obstruct housing dispersion. The main research works are focused on the structure design by finite element method, pressure relief of module, and studies of performance of surge arrester for electric railway vehicle.

Estimating the Determinants of Loan Amount of Housing Mortgage : A Panel Data Model Approach (주택 담보 가계 대출액 결정요인 추정에 관한 패널 데이터 모형 연구)

  • Loan amount of housing mortgage is composed of various factors. This study paper studies focuses on estimating the determinants of a loan amount of housing mortgage. The region for analysis consist of seven groups, that is, metropolitan city (such as Busan, Daegu, Incheon, Gwangiu, Daejeon, Ulsan.) and Seoul. Analyzing period be formed over a 45 time points(2007. 01.~ 2010. 09). In this paper the dependent variable setting up loan amount of housing mortgage, explanatory(independent) variables are composed of the consumer price index, unemployment rate, average monthly household income per household, expenditure rate of health care, composite stock price index and overdue rate of household loans for commercial bank. In looking at the factors which determine loan amount of housing mortgage, evidence was produced supporting the hypothesis that there is a significant positive relationship between the consumer price index and unemployment rate. The study also produced evidence supporting the view that there is a significant negative relationship between expenditure rate of health care. The study found that average monthly household income per household, expenditure, composite stock price index and overdue rate of household loans for commercial bank were not significant variables. The implications of these findings are discussed for further research.

A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living (일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

A Study on the Re-modeling System of the Deteriorated Apartments Housings (노후 공동주택의 재생시스템 구축을 위한 연구 - 단위평면 조사를 중심으로 -)

  • From 1960 year, in Korea, for solving the cityward drifting of problem, A lot of apartment housings were intentionally constructed in the process of industrialization. After 30 years, for solving the stock problem of the deteriorated apartment housing, it has mostly been reconstructed, till now. In this paper, because we try to improve upon the method of the problem which is used n reconstruction, we propose $\ulcorner$Re-using system$\lrcorner$ of a deteriorated apartment housing. This includes all improving spheres of deterioration of faculty and sociality, which are all factors of discomfort and improving method after residents'living, individually and collectively. Accordingly, the object of this paper consequently propose the application of the methods of $\ulcorner$Re-modeling system$\lrcorner$ to all stocks of deteriorated apartment housings.

  • Railroad noise is one of the main causes of environmental impact. Whenever a new railroad line is planned or a housing project near an existing railroad is proposed, an estimate of the relevant noise levels is usually required. For this, it is necessary to quantify those paramters that affect the railroad noise. This paper presents an accurate prediction of railroad noise.

Exploring Capabilities of BIM Tools for Housing Refurbishment in the UK

  • Currently whole-house refurbishment for substantial energy efficiency improvement of existing housing stock is needed to achieve the targeted 80% CO2 emission reduction. As whole-house refurbishment requires a larger capital investment for lower CO2 emission, the simultaneous use of Life Cycle Costing (LCC) and Life Cycle Assessment (LCA) methodologies are recommended to generate affordable refurbishment solutions. However, two methodologies are difficult to use due to a lack of proper LCC and LCA datasets. As a response to the current problems, many researchers explore potentials in Building Information Modelling (BIM) to improve current construction practice. As a result, a BIM tool - IES IMPACT (Integrated Material Profile And Costing Tool) - has been introduced to the UK construction industry for simultaneous calculation of LCC and LCA. Thus, this research aims at examining the capability and limitation of the IES VE/IMPACT as a BIM tool for whole-house refurbishment. This research reveals that the IES VE/IMPACT is feasible for whole-house refurbishment by providing LCC and LCA information simultaneously for informed decision on refurbishment solution selection. This research shed lights on the current problems lying on the data exchange between two different BIM tools. It is revealed that additional efforts from construction professionals and industry are required to make reliable BIM objects library with LCC and LCA datasets.
