As environmental Problems are increasing, many attempts to solve problems and preserve environment are appearing around the world. Not only in construction, but also dwelling life, residents attend many activities to improve environmental problems. Ecological development example of Freiburg in Germany was focused in this study to show the direction of development of environmental friendly housing complex in Korea. The target of study is Vauban Housing Complex of Freiburg in Germany. The study methods are literature study and field trip. Contents of the study include 1) formation process of the complex 2) physical environment of the complex 3) environmental friendly factors of the complex 4) environmental friendly life style of the residents, etc. Result of this study is as follows. Vauban Housing Complex was remodeled from the existed army buildings by residents themselves through education and negotiations. Residents' life satisfaction and housing adaptation level were high on the whole. The principle of the complex formation was use of natural feature itself in maximum against developing in minimum. For instance, construction materials, energy saving, resources saving were planned and used carefully. The residents led community successfully according to environmental friendly life principles. In conclusion, the persistent study on environmental components is necessary that is suitable to Korean situation.

This paper stems from information accumulated from extensive literature review, a pilot study and a formal interview for an ongoing research on housing privatization implemented by the government-linked companies in Malaysia. Through extensive literature review, issues pertaining to housing privatisation were identified. Expectations of public sector, outcome of housing privatisation and factors influencing such outcome have also been tentatively confirmed through pilot study and an ongoing postal survey. A formal interview with a project director of independent Public-private partnerships (PPP) organization in UK has also inspired some useful lessons for the local housing industry. Different modalities of PPP from various countries show that while housing privatization pose several problems, mitigating them is possible through appropriate strategies.
The purpose of this research is to investigate the realities and problem cases that occurred in the establishment and management of elderly housing facility in order to suggest the recommendations that help to improve the problem cases. For this purpose, 21 elderly housing facilities, which were established between 1996 and 2008 in Korea, were investigated with a documentary research method in terms of founders, managers, locations, the number of housing units, how to move-in. Also the problem cases that occurred in the establishment and management of 21 elderly housing facilities were investigated. The results were as followings. 1. Main founders and managers of 21 elderly housing facilities were the special companies for elderly housing, building companies, and social welfare corporation. Changes in the founders and managers were caused by financial problems; More than half of 21 elderly housing facilities were located in Seoul and near area; About a half of 21 elderly housing facilities had 100~200 housing units; An individual unit of elderly housing facilities can be rented or purchased, rented only, and purchased only. 2. The problems in the establishment and management of elderly housing facilities were non-return of deposit money, illegal sale of housing units, non-public registration of elderly housing facility, false advertisement, and unfair contract. 3. The problems in the establishment and management were mainly caused by the weakness in the regal and administration system for elderly housing and the illegal acts of founders and managers.
This study examined whether the Fair Housing Amendments Act of 1988 (FHAA) in the US provides more home accessibility features and reduces the home accessibility problems of senior residents with physical disability. The 2011 American Housing Survey data with a sample of 2,326 senior residents age 55 and over with physical disability and living in multifamily housing built between 1970 and 2011 were analyzed. We compared senior residents living in multifamily before (1970-1990) and after (1991-2011) the FHAA. The results show that senior residents living in multifamily housing before the FHAA were at a greater disadvantage because they were more likely to live in older buildings located in urban areas, yet paid lower rent and received government subsidies. This study confirmed that the FHAA enabled residents of multifamily housing to have more home accessibility features. However, there was no significant difference in perceived home accessibility problems between the two groups, indicating that senior residents in multifamily housing have experienced home accessibility problems both before and after the FHAA. This study has important implications for housing policy makers to consider home accessibility features for multifamily housing buildings before the FHAA, and to revisit if the FHAA sufficiently compensates physical disability of senior resident living in multifamily housing after the FHAA.
The purpose of the study is to examine how the apartment housing became common and how it became the main structure type of housing in Korea, as well as the social backgrounds. The study also focuses on how such phenomenon caused the housing problems which become social problems, and how new trials in terms of housing supply were performed to provide solutions to meet various housing needs of households. The purpose was accomplished by the examination of related literature since the liberation from Japan in 1945 to the early 1990s. In fact, it was uncommon to have apartment housing as the main figure of housing style. However, it became the major housing culture in Korea. Even if there have been lots of blames for apartment housing for last forty years, they were able to settle in Korea. Major reasons for such phenomenon include desperate needs for a larger quantity of housing due to industrialization, urbanization, etc.

As a new way of settling the housing problems for the poor in city, as you know, multi-family public rental housing program was introduced by the Korean government in 2004 but rarely empirically evaluated so far. in the Residents' Satisfaction, There are no evaluation of multi-family public rental housing program except Kim's study (2006). Based on 160 survey data, we evaluated the multi-family Public Rental Housing Program within the framework of affordability in economics, a satisfaction in building and in neighborhood by a statistical method. As a result, we find out that residents on multi-family Public Rental housing are satisfied with the multi-family Public Rental Housing Program by and large. For mitigating the housing and economic problem of the poor more, self-support program as well as assistance in housing are needed and multi-family Public Rental housing Program must include neighborhood program more.

Best value is the ultimate goal of the owner and can thus have diverse meanings according to the project characteristic, owner's purpose, user groups' payment capability, etc.. Recently, resettlement problems of the marginalized members in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). It means that a minimized production cost for reducing supply price of housing is a key factor in establishing the best value of the marginalized members. The lowest-price bidding system serves the purpose of ensuring a minimized production cost, but due to the low-cost investments, it creates various problems, such as sloppy construction, lowered quality, an increased LCC, and worsening profitability for builders. Thus, to help them resettle, it is necessary to supply affordable housing geared towards a certain appropriate quality and minimum construction costs. Towards this end, this study aimed to propose a cost reduction bidding system based on a technical proposal. The proposed technical-proposal-based cost reduction bidding system consists of the following components: work-unit-based, project-unit-based, and construction-period-reducing technical proposals. These components are evaluated to select the best bidder for a given project. The technical proposal based cost reduction bidding system proposed herein is expected to provide facilities with appropriate supply prices and appropriate quality levels, to bolster the technological competitiveness of builders.
This paper describes the classification problems of the unit modular housing through reviewing design drawings. Modular construction is a new industrialized homebuilding technology that uses large, factory produced modules. In general, more than 70% of construction processes in unit modular construction method are produced in factory after that the modular, which is completed is lifted on site and assembled. This research considers categorization in which the design drawing of the unit module housing can have problems. There are 17 types of construction method and 14 types of design approach as a result of the classification.

Although the large supply of multi-family housings played a very important role in forming the urban structure and allocation of functions, and also enhanced the whole level of housing environment, it caused several problems relating to physical form such as isolation of housing estate, inhumanity of the exterior space, and mismatch with the urban structure. To handle these problems, the purpose of this study is to analyse design elements which have a direct impact on physical forms, thereby understand the characteristics of planning. Therefore design elements are reformed into respective analyzing indices. This study analyzes design elements based on analysing indices. Thus, several important results were found from the Factor Analysis and after classifying housing estates into several types, the study found the characteristics of planning within each type of housing estates.
