The Rationalization through Comparative Analysis of Price Fluctuation Adjustment Method (물가변동 조정방법의 비교분석을 통한 합리화 방안)

  • There are index adjustment method and item adjustment method in estimation methods for price fluctuation rate of public constructions. A relevant regulation has put item adjustment method as a principle, but in most construction, contract sum adjustment has been made by index adjustment method. Hence, this study, by figuring out width and causes of the gap between index adjustment method and item adjustment method through direct comparative analysis, solved inequality caused by difference between them and suggested a rational way against irrationality of each method. For building operations of public housing construction, a detailed fluctuation rate by index adjustment method and item adjustment method of construction cost elements of the same construction, that is, direct material cost, direct labor cost and historical construction cost was estimated to analyze difference between two adjustments and establish its cause. Across the analysis, it was found that fluctuation rate by item adjustment method was estimated lower than that by index adjustment method and difference between methods for estimating fluctuation rate of quotation unit price and application of index unrelated to construction type and construction nature are main causes of the difference. This study has a significance in that, for smooth contract sum adjustment between contracting parties, it practically proved the real difference between adjustment methods by conducting comparative analysis of the difference in direct correspondence way.

Estimating Land Assets in North Korea: Framework Development & Exploratory Application (북한지역 토지자산 추정에 관한 연구: 프레임워크 개발 및 탐색적 적용)

  • In this study, we present a methodology and model to estimate land prices and the value of land assets in North Korea in the absence of any data about land characteristics from North Korean authorities. Using this framework, we experimentally make market price-based estimates for land assets across the entire urban area of North Korea. First, we estimate the determinants of land prices in South Korea using data on market prices of land from the late 1970s, when it was estimated that the income level gap between South Korea and North Korea wasn't relatively large, and from the early 1980s, when urbanization levels in both of them were similar. Second, we calculate land prices and their relative ratios for each city and urban area in North Korea around 2015 by substituting proxy variables of determinants of land prices derived through a geographic information analysis of North Korea into the function of land prices that we have already estimated. Finally, we estimate the value of land assets in urban areas across North Korea by combining the ratio of housing transaction prices surveyed in several cities in North Korea with the relative prices estimated in this research. As a result, land prices in urban areas in North Korea, looking at the relative ratio of price by city, are estimated to be the highest, at 100.00, in Tongdaewon district of Pyongyang, and to be the lowest, at 1.70, in Phungso county, Ryanggang Province. Meanwhile, the value of land assets in urbanized areas was estimated at $21.6 billion in 2015, which was 1.2 to 1.3 times the GDP of North Korea that year. This ratio is similar to South Korea's in the 1978-1980 period, when the South Korean economy grew at an average rate of 6%. Considering North Korea's growth rate of about 1% in the 2013-2014 period, its ratio of land assets to GDP appears very high.

  • The purpose of the study is to show the possibility of the enlargement of land banking types through employment of the French land bank case. For sustainable urban regeneration projects, it is necessary to improve the land banking system with comprehensive land banking types. There are a total of 35 land banking agencies in France, which are made according to the needs of the municipality. The main function of these institutions is to perform functions such as land acquisition, management, division, land maintenance(decontamination, etc.), land use plan review and so on. In the 1960s and 1970s, mainly purchase and maintenance of land mainly focused on Brownfield and idle land, but since 2000 the land purchase business is mainly for the supply of social rental housing which is missing It was. The use of land banks is most frequently mentioned as a way of how to supply land at a low price in urban renewal projects. To that end, it is necessary to revise related laws, even if the law is revised so that land for urban regeneration projects can be secured, due to the limit of financial resources, land for the urban regeneration project nationwide secured It will not be easy without policy judgment of a positive nation. Therefore, securing land reserve resources for urban regeneration projects utilizing residential district funds and municipal maintenance funds is essential. In addition, even on a small scale, it is necessary to consider the banking of land for regional capitalization at the local government level.

  • Recently public institutions' debt is growing therefore it became an important issue to the level that the government concerns about the possibility of financial burden to reduce the debt. Especially debt of public enterprises in metropolitan areas was in a serious state where debt in late 2013 was 43.2 trillion, which takes approx. 58.4% of 73.9 trillion of debt of all local public enterprises. Sound financial state of local public enterprises is important to public enterprises in metropolitan areas and it may affect seriously financial stability of local governments when public enterprises have financial problems. However, land supply business to form local industrial complexes or local demand for development of public rental housing business always exist; and vitalizing local economy and creating jobs through these businesses are very necessary to develop the areas. However, for local economic development, industirial land business and public rental housing business are needed. In this study, Gwangju Metropolitan City Corporation Ltd is used as a case study to evaluate the local public financial soundness via debt management assessment i.e.(using) the feasibility analysis in the urban development and housing development. As an improvement measure following the result of analysis, for the enhancement of financial soundness of urban innovation corporation, the government and local government shall evaluate and differentiate market demand, price competitiveness, and infrastructure of new town land development project to improve accuracy of project feasibility analysis. Another important insight is that there should be local government-centered management of liabilities of the local government and local public enterprises with the integrated liability management system to reduce the liability of the corporation and solve the issue of debts for local government. This study is significant in that it has analyzed cases from the theoretical aspect to secure financial soundness of national and local public enterprises.

A Comparative Analysis of Supplier's Profitability According to the Different Sales Timing in Apartment Housing (공동주택의 분양시기 변화에 따른 공급자의 수익성 비교 분석)

  • It has been five years since the Post-Construction Sale System of Housing was introduced. The purpose of this study is to identify objectives and effects of the Post-Construction Sale System of Housing and analyze change of profitability at different sales time from a supplier's point of view. Apartment buildings construction projects performed in Seoul are used for the case study. The present value of sales revenues, sensitivity and the present value of expected sales prices are analyzed. According to the findings, first, profits made from a Pre-construction sales system was 5.1%~6.2% higher than those from a Post-construction sales system. Among four plans of a Pre-construction sales system (A, B, C and D plan), sales revenue from the A plan, which takes a deposit at the time of starting construction, was the greatest. Second, increase of the rate of discount and decrease of sales revenues are in direct proportion. The bigger rate of discount leads actual reduction of sales revenues. Third, for the present value of sales revenues reflecting change in basic model construction cost, a Pre-construction sales system showed a little higher than that of a Post-construction sales system by approximately 2%. It should be known that this study suggests profitability of Pre-and Post-construction sales system by clearly measuring them in the supplier's point of view and calculates sales revenues, considering change of a sale price following change of sales time.

Herding Behavior of the Seoul Apartment Market (서울시 아파트시장의 군집행동 분석)

  • In this study, the occurrence and degree of herding behavior as a market participant behavior in a housing market were analyzed. For the analysis method, the actual sales price was applied in the CSAD (Cross-sectional Absolute Deviation) model, which has been used the most of late for herding behavior analysis. For the analysis contents, these were subdivided into region, elapsed year, size, and market condition to analyze the regionality and the internal and external factors. For the study results, first, there was no herding behavior in the entire region of Seoul. By region, herding behavior occurred in the downtown, southeast, and northwest regions, which coincided with the results of the precedent study (Ngene et al., 2017). Second, in the market analysis by elapsed year, herding behavior was captured in dilapidated dwellings. By size, herding behavior was observed in small-scale ($60m^2$ or less) apartments and in $85m^2$ or higher and less than $102m^2$ national housing units. Third, during the time of the global financial crisis, herding behavior was not observed in all the regions, whereas when the market situations were in a boom cycle, it was observed in the northwest region. These results suggest that there is a difference from the stock market, where in a period of recession, herding behavior occurs intensively with the expanding fear of incurring losses. This study is significant in that it analyzed the market participant behaviors in the behavioral economic aspects to better understand the abnormal phenomenon in a housing market, and in that it additionally provides a psychological factor - market participant behavior - in market analysis.

A Study on the Influence of Elderly Household Characteristics on Housing Consumption according to Public Pension Receipt (중·고령자 가구의 소득의 특성이 주택소비규모에 미치는 영향: 공적연금수령유무를 중심으로)

  • According to Statistics Korea, South Korea has entered the realm of the "aging society" with the rapid development of the country's population. Researchers anticipate that the extremely high (73%) ratio of real estate property to total assets for mid-age to aged households in South Korea that do not have a fixed income may cause serious problems in the future. For example, the real estate market in South Korea may be bombarded with properties listed for sale, causing the average property price to drop due to the abundant supply. Although this prediction may be reasonable, this concept has excluded the idea of pension (which is crucial as it can be considered a consistent and fixed income) due to the limited amount of available data thereon; as such, it is important to include this factor to improve the pertinent research. Thus, this research was conducted using the data from the $3^{rd}$ and $5^{th}$ Korea Retirement and Income Study. For the study results, it was found that variables such as net asset, gender, education, and number of family members have the same impact as that found in the previous studies. To extend from here, two new factors were introduced: the existence of pensions and the amount of pension received by a household. From there, it was found that the existence of a consistent and fixed income such as a pension has led to an increase in housing consumption, the area of interest of the authors.

Determinants of Re-Subscription Period of Early Termination Subscribers of Reverse Mortgage (주택연금 중도해지자의 재가입 소요기간 결정요인 분석)

  • This study aims to analyze the factors affecting the re-subscription period upon initial termination of the reverse mortgage subscription. The study utilized the Korea Housing Finance Corporation's database to extract the information regarding re-subscribers of the reverse mortgage from July 2007 to June 2021. The ordered logit model was employed and found that a set of user (subscriber) characteristics are influential towards the re-subscription period. Among the individual characteristics, changes in age group, marital status from married to single-living, maintaining single-living, and the initial subscription period were found statistically significant, highlighting that the increase in the initial subscription period decreased the re-subscription period. Among the housing (home equity) characteristics, changes in housing price and ownership type (single and partial ownership) were statistically significant, indicating that the change in ownership type decreases the re-subscription period. Lastly, the variables related to loan terms were found significant, revealing that changes in payout method and schedule were both increasing factors of the re-subscription period. Based on the findings, necessary policy implications can be considered to secure the returning subscribers of the reverse mortgage effectively.

  • The Purpopse of this study are to classify the lifestyles of urban housewives with automobiles living in Gwangju to see their relationship between lifestyle and demographic social and econo-mic variables and to see the relationship between lifestyle and prepurchase information search activity. For these purpose a survey was conducted using questionaires on 410 The data was collected from March 8 to March 20 1993 and analyzed by factor analysis cluster analysis Duncan test {{{{ chi ^2 }} }}- t e s t a nd ANOVA. The findings are classified into 7 types: enjoyable convenience type (15.6%) conservative sound and thrifty type(17.3%) rationative type (13.2%) thrifty life type (11.0%) passive-inactive type(8.3%) fashion-pursuity type(12.9%) 2) The lifestyles of he respondents showed significant difference according to their age education level employment status. length marriage consumer education and type of housing. 3) The lifestyles of the respondents showed a difference only automobile attitude While showing no significant difference by automobile size information sources of automobile priority of automobile attitude and time spent in searching information The lifestyle of respondents showed a difference by automobile price size quality secuity warranty service and maintenance cost. 4) Among the lifestyle patterns of the respondents the passive-inactive type and rationative typ were positive about all the prepurchase information activity of automobile.

Dietary behavior of college students in Kangreung Area on Convenience food (대학생들의 편의식 이용실태에 관한 연구(강릉지역을 중심으로))

  • The usage status of convenience food, convenience food restaurants and satisfaction level was surveyed from local college students in Kangreung to provide fundamental data for developing more appropriate convenience food. The subjects (80.4%) answered that they are quite aware of convenience food or to some degree. They normally consumed convenience food in the convenience food restaurants (48.85%). In many cases they took it as a snack (69.6%), and the most frequently consumed item was ramyun (45.8%). The main reason for consuming convenience food was to save time (44.8%). Regarding the price and sanitation level of convenience food, only 17.2% and 22% were satisfied, respectively. The results of analyzing the usage status and the satisfaction level with convenience food by gender and housing status showed that the highest rate of people (46.0%) answered that, "because it is convenient" was the main reason for using convenience food restaurants. Female students (P$\leq$0.014) and the students staying away from home used convenience food restaurants more often than male students and the students staying in their own homes. Especially the students who have to cook for themselves fell into the high rate of convenience food restaurant users (P$\leq$0.001). The convenience food restaurant with the highest usage rate was hamburger restaurant (38.8%).
