In this study, the desirable direction of residential environment improvement was presented by comparing the areas in Korea and Japan that are difficult to develop due to regulations and low profitability. The study results showed that a new plan should be presented by autonomous governments to promote the participation of residents and make the most of the local characteristics, in addition to the existing comprehensive nationwide redevelopment. The project must be gradually progressed without haste, from the residents' point of view. The basic project outline and the method must be determined by considering the local characteristics in terms of city planning. In conclusion, it is necessary that the designation of the housing redevelopment district should be cancelled if the project cannot be progressed due to the constraints such as city planning and residents' opposition, and a legal basis should be stipulated so that different project methods, including maeul-mandeulgi, can be introduced.
Residential Environment Improvement Project (REIP) which has started in 1989 and continued with 3rd government-supporting project in 2013 has lots of policy changes and related studies. However, the related researches have focused on residents resettlement into the project site, this paper is more interested in the residents stability than residents resettlement. So, this paper analyzes the changes of residents stability on the site of REIPs (with 3 groups of dwellers, removers and newcomers). We survey about understanding of those projects, each interior physical housing characters, housing cost, outside settlement characters. On the base of case analysis, we can conclude as follows: firstly, the residents are more young, higher educated, and higher income but not alter to household, barrier, occupation. Secondly, REIPs have some positive influences on physical conditions of housing and outside characters but negative impacts on housing cost. In case of newcomers, there are no changes of housing size and room numbers but higher housing cost, better outside settlement conditions.
The primary purposes of this study are to suggest a medium-sized regeneration project which includes the excluded small sites near existing regeneration site, to identify urban improvement type which fits local conditions, and to suggest proper regeneration strategies for the improvement type. Main findings of this study are follows. First, the size of the living environment improvement project in urban area should be larger than 3ha and government's incentives are required for parcel merges to make the medium-size project site. Second, independent type of urban regeneration project should consider local characteristics while center-spread type of urban regeneration project should build a center by providing neighborhood facilities and proper housings. Third, urban regeneration project should be able to utilize local assets, such as cultural heritages, natural landscapes, transportation facilities. Fourth, standards for public support should be prepared to improve local competitiveness. Last, further studies are required for urban regeneration system improvement.
This study aims to propose alternatives to improve the residential environmental of National Rental Housing for Elderly. To proceed the study, we draw elements of plan for apartment housing for Elderly through literature review, explore actual conditions of residential environment on National Rental Housing for Elderly in Ha-dong, Kim-Jae, do IPA analysis using survey data, and finally, propose prior alternatives for the improvement of National Rental Housing for Elderly based on IPA analysis results. In the results, a lot of the planning elements of apartment housing for Elderly was applied for this site. But living conditions of residents need to be improved based on the result that importance (3.55) is higher than performance (3.18). this study is critical in drawing the direction of plan and improvement alternative by surveying actual residents, and will be used as the source for the National Rental Housing for Elderly project.

This paper quantitatively analyzes the investment performance of the environmental improvement fund focusing on the sales effect and the housing benefit effect. The analysis of this study focused on the effects of sales and housing benefits for completed business sites among the business sites supported by the Environmental Improvement Fund. The analysis results are as follows. First, it appears that the sales effect of the completed workplace is effective compared to the amount of investment, so it seems that the purpose of industrial integration of the environment improvement fund is being achieved. Second, it was found that there are variations by workplace and region in housing benefits. This seems to be due to the fact that profitability can be neglected by reflecting the characteristics of residential facilities built by private businesses. The Environmental Improvement Fund is a policy fund that pursues both profitability and publicity. Therefore, it is necessary to transform the structure of the fund to expand support for industrial infrastructure with high publicity. To this end, it is necessary to establish a long-term management plan that equitably considers the profitability and publicity of the environmental improvement fund.

In recent years, the bid-rigging in public construction markets has been treated as a critical issue in Fair Trade Commission. The investigation revealed that the collusion was implemented extensively in every area from the material supply to the construction service of general contractors. This study reviewed the causes of the bid-rigging in public construction projects, and proposed the improvement plan to eradicate bad practices. Firstly, the causes and purposes of bid-rigging were categorized into two types of internal factors from construction companies and external environment factors influencing business activities. Secondly, the system development method was explained to detect the signs of bid-rigging based on the technical proposal documents in open tender. The detection systems of repetitive public owner also provide the function of sharing data on the companies and cases to violate the fair trade regulation. In addition, the problems and improvement direction of public procurement policies were discussed.
Recent opening of the era of local government and management randers study tasks concerning the improvement of the housing conditions by improving the problems in the residential conditions of the cheju Island region so as to help improve the life qualities of this legion make the area as an international resort place, and thus develop the indentify in the heat of the people in this region. The suggestions based on the study for the improvement of housing environment are summarized as follows: (1) To improve the collective housing. housing construction plan shall b made in harmony with the skylines of the Hanra mountain alongside the East-West rides across the long diameter of the oval shape of the Island, which includes 1) the construction of housing complex in harmony with and taking advantage of the natural scene of the area. and 2) the construction of variable housing readjustable in accordance with each family structure of variable housings for multi-families, which are believed not to provide quality housing conditions. Shall be entrained. (2) Encouraging the construction of detached house : 1) construction of housings in which three generations can reside together according to the traditional family structure in the region. 2) construction of the pastoral housings. 3) construction of tenement housings partitioned for each two families. 4) development of sliver town in the rural area. Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.
