  • This paper aims to analyze the meaning and conceptual tension contained in the definition of social services prescribed by recently amended Framework Act on Social Security(FASS) by examining various terminologies of social services in Korea. In Korea the term of social services has had at least four meanings since it has begun to be used during Participatory Government. Of these, the meaning of social services in FASS is closest to 'social serives as social-jobs'. While, as has this meaning, social services in FASS is defined as very comprehensive one, it also has its conceptual tension. On the one hand, FASS comes to have the orientation to include immensely wide fields such as welfare, health, employment, housing, culture and environment within social service. However on the other hand FASS still has the orientation to limit social services to traditional social welfare services. Unless re-amending the recently amended FASS, the conceptual tension resulted from these two conflicting orientations will be likely to continue. And this might raise the need both to reform the organization of Ministry of Health and Welfare and exiting delivery systems of social services and to develop theoretical and practical principles providing basis for tailored social services, which in turn poses important challenges to social welfare discipline. To meet these challenges it is necessary to cooperate between micro and macro approaches.

However, there could be so many problems underlying within BTL projects. Therefore, the purpose of this paper is to identify various risk factors during implementation of BTL projects. For this purpose, five BTL undertaking projects were studied. Field survey was conducted based-on interview instruments. Prevailing risk factors in operating the BTL Project were collected from the both officials of project promoters and concessionaires. In addition, a distinct need has emerged for analysis of risk factors for BTL projects. Based on real cases, this study resulted in risk factors influencing every phases and grouped risk factors into each phase. Moreover, this study also perform sensitivity analysis in order to know how risk factors affect to BTL projects. • As interest in eco-friendly architecture and Korean traditional culture is increasing, interest in contemporary han-ok is steadily increasing. Recently, many people experienced the han-ok directly and indirectly with the attention of a commercial contemporary han-ok such as restaurants, coffee shops, and lodging facilities, and as a result, the house has a preference for the residence of the contemporary han-ok. Compared to modern residential houses, however, han-ok is lack the convenience of heating and cooling, energy management, security, and maintenance. For this reason, the increased interest and preference for han-ok does not lead to living in contemporary han-ok. This study was conducted in the following ways to improve inconvenience by applying smart home services to contemporary han-ok. Recent technology trends in smart home services and technologies developed and marketed to date have been identified in previous research cases and literature studies. Based on this, a list of smart home services and their application methods were derived that would relieve the inconvenience of contemporary han-ok for smart home services. We hope that this research will serve as a reference for subsequent researchers studying contemporary han-ok.

  • Various housing measures are needed for the rapidly aging society of Korea. In particular, the welfare policy for the elderly has changed towards the community care. Taking this fact into consideration, it is necessary to have the establishment of a system that offers the elderly appropriate welfare services at their appropriate residence (ageing in place) for the effectiveness of the community care. In this aspect, there are a number of implications to Korea to study merits and demerits of the Health Facilities for the Aged (HFA) in Japan. The society of Japan has been rapidly aging since 1970, and Korea is to face the same situation. As for the data of this study, a total of 2,393 facilities (as of November 1999) mentioned in the annual report of the Japanese Ministry of Health, Labor and Welfare were classified based on types of their establishment: (1) free-standing structures (603 facilities); (2) annexes to hospitals (981 facilities); (3) annexes to welfare facilities (511 facilities); and (4) annexes to clinics (298 facilities). Next, 239 facilities were selected through taking a sample of 10 percent from each type of the HFA mentioned above. This was done through the random sampling method with the computer program of MS EXCEL. The Implications of the results of analyses are as follows. First, most of the health facilities were planned with the scale that was larger than the scale of standard special nursing homes in terms of the total floor area. Precise equations that were to obtain precise results of the scale of the HFA and the appropriate number of residents were obtained through the method of the regression analysis. Korea and Japan have similarities in terms of culture, society and family relations; however, the two countries also have differences in terms of the application of laws on the establishment of houses, hospitals, and welfare facilities. As for planning the scale of the HFA, the realities of Korea should be considered. Second, as for the functional aspect of the HFA with a condition of returning home, the place before and after the HFA showed the pattern of 'from a residential place to a residential place' and 'from a hospital to a hospital.' This reveals a close correlation with the types of the HFAs and operational ways of the facilities. Its cause is considered to be the aspect of the operation and management of the HFA rather than the aspect of its function of providing services in association with medical and health facilities. Therefore, when intermediate welfare facilities are considered in Korea, it is strongly advised to consider the problem of annexes to other facilities and efficiency of sharing of the facilities in terms of its operation and management.

  • This study aims to design practical problem-focused instruction by applying universal design of "Housing" unit of Technology Home Economics in the 10th grade and examine the students' perception on the lesson. The lesson is composed of the following procedures: thinking, problem recognition, problem understanding, information search & alternative search, consideration of the result, and practice plan. To solve problem such as 'What should one do for everyone's convenient and comfortable residential life' practically, we chose the major concern of 'understanding the universal design', 'analysis of cause for environmental change', 'creation of human-concerned residential culture'and performed alternative experience program for the old, the pregnant and the disabled. The students perceived teaching methods and contents positively with interest. They also understood the lesson easily by experiential activity and discussion thus enabling their active participation. It was also found out that the students felt considerable change of their consciousness of living environment of residence and the local community, thus it is concluded that the practical problem-focused instructional design method is very effective.

Among them, a capital financing is one of the most important factor in founding and fostering of social enterprise. However, the capital market for social enterprises in South Korea are not yet sufficiently developed. The Britain and U.S.A. attempted to solve the social problem by the introduction of the social innovation credit model, for example, social impact bonds(SIB), Big Society Capital, DBLIF, and ACCION International, which are considered as an innovative new financing instrument for social program. • It is usually proposed that job security of old age workers is hampered by the structure of wage increasing with age. This paper sets forth a model to comprehend the characteristic of the old age workers' labor market and policy implications derived from it. In order to stimulate demand for old age workers, policy initiatives should be taken as follows : the wage criteria should be simplified which apply differently from one institution to other; incentives relatively favorable for employing old age workers' in manufacturing sector should be also given to service sectors; employment subsidy or other tax incentives should be given for labor contract after the retirement age; licensing and evaluation system for job ability should be introduced based on occupation & job analysis. To lower the reservation wage of workers, mortgage loan for house and long-term low interest loan for tuition fees should be developed together with stabilization of housing cost. Wedding culture which requires high expense should be amended. Above all, it is necessary to install reasonable social security system. Policy orientation should also pay attention to reduce labor supply of the old aged via aiding old age workers' firm opening and voluntary civil service together with developing various honor programs for members of civil corps.
