  • Modern society is suffering from the phenomena of low-fertile, ultra-aging, and low-growth. On this social flow, most social classes undergo vulnerable situation and their overall housing and living condition have difficulties. So far many housing guidelines for diverse population were developed, recently, inclusive 'Customized Housing Design Guideline for Childcare Families' in terms of maintaining family and society has been completed. The purpose of this study is to analyze User Benefit Characteristics of 'Customized Housing Design Guideline for Childcare Families'. The research subjects are essential 140 guidelines appropriate to children's development and parents' care. The research method is contents analysis and the analysis criterion are 4 concepts of the User Benefit Criteria- 'Behavioral Facilitation (BF)', 'Physiological Maintenance (PhM)', 'Perceptual Maintenance (PM)', 'Social Facilitation (SF)'. 3 people inter-raters reliability was established. Altogether, the guidelines were rated in the order of PhM>PM>BF>SF, and these characteristics are similar as common universal design guidelines. This showed the supportability of spatial characteristics in the guidelines related to user's special behaviors. Also, the results show the importance of outdoor space planning for safe social interactions. The supportable characteristics of 'Customized Housing Design Guideline for Childcare Families' could be expected to efficiently apply for new housing development in the future.

  • Several housing improvement programs for low-income have done by Ministry of Health & Welfare, Ministry of Trade, Industry & Energy, Ministry of Security and Public Administration, Ministry of Environment, and Ministry of Land, infrastructure and Transport up to now. Each program practiced separately based on each agency's function and territory, but there are also negative opinion on beneficiary duplication, beneficiary omission, and the inefficient execution of the government budget. This study analyzes the housing improvement programs of each agency on the aspects of coordination, and suggests the integration system with coordination and delivery system. We selected 3 indexes such as similarity, integration effect and availability for integration system and analyzed the effects of integrated programs into one based on cost, repair effect and management. We proposed that the similar housing improvement programs of each agency should be coordinated for integration. But it is not easy to integrate similar programs into one program, therefore similar programs which support the house owner are needed to integrate into housing benefit except same beneficiary who owned own house.

In 2015, the housing improvement for the low-income has been expanded with the revision of housing benefit policy. And each related government departments are steadily carrying out various housing improvement programs. Under the current improvement policies, individual houses are being repaired according to the criteria of the target selection. And the repair allowance of the housing benefit is limited to the ownership households except the rented. Hereafter, it has to considered the review of the detailed goal setting and application problems in housing improvement policy and to consider the extension to the rented households and the raise of the income criteria of targets. Also, it needs to carry out the improvement of several neighboring houses at the same time for synergy effect other than individual house, to change the selection way of repair contractors and to secure the quality and advancement of the improvement.

In this regard, the importance of desirable residential environment has emerged. Some preceding studies have addressed the characteristics of disabled people's residential environment plan; however, the information on what environmental benefits are offered through such characteristics is insufficient. This study aims to analyze the housing design guidelines for disabled people in respect of the benefit of disabled people who are actual users. In this study, essential design guidelines for disabled people verified through expert workshop panel was analyzed based on user benefit theory. According to the study results, the total guidelines have the most characteristics supporting behavioral facilitation, and mainly consist of physiological maintenance characteristics related to disabled people's health and safety. Also, it is founded that environmental affordance essentially required depending on each spatial function was different. The ratio of physiological maintenance item is high in access route, unlike living room, kitchen and bed room where behavioral facilitation is especially emphasized. These findings can be utilized as basic data for customized residential environment plan to realize residential welfare for disabled people.

  • It is widely accepted that public rental housing programs affect both the allocation of resources and the distribution of welfare. This paper explains institutional arrangements of public housing program in Korea and assesses the benefits of the program. In contrast to the previous studies which employed homothetic preferences, the benefits of the public housing were estimated based on non-homothetic preferences to allow for different income effects across households. Empirical results suggest that average benefit-cost ratio of public housing program is 0.91, and hence, the deadweight loss seems to be well-contained in Korean public housing program compared to other countries. However, the distribution of the benefits reveals that the transmission of the benefits should be improved to achieve the desired goals of residential welfare for low income families.

Recently in Ireland, 'Universal Design Guideline for Homes' is established and proposed in public. It is considered as initial and special national policy for the socially venerable. The purpose of this research is to analyze the User Benefit Characteristics(UBC) of 'Universal Design Guideline for Homes in Ireland' and clearly organize the characteristics for comprehensive communication. The research subjects are 444 guidelines of 'Universal Design Guideline for Homes in Ireland.' The research is conducted by contents analysis technique, and each guideline is analyzed by the 4 main concepts of UBC- 'Behavioral Facilitation(BF)', 'Physiological Maintenance(PhM)', 'Perceptual Maintenance(PM)', 'Social Facilitation(SF).' As results, the User Benefit Characteristic of 'Universal Design Guideline for Homes in Ireland' is ordered by PhM>PM>BF>SF. The design guidelines are supposed to support ageing in place and sustainable living in the existing houses even though people are ageing or being disabled. • The purpose of this paper is to analyze economic adequacy by estimating the benefit-cost for bird eco-park, eco-center, eco-river, and eco-waterway, which will be built in the new town of Kimpoo, Yangchon. This paper attempts an economic analysis for the development of an eco-friendly new town. The rates of B/C (benefit-cost) in all scenarios are over one. Especially, the B/C rate of the eco-center is the most efficient of the four eco-facilities by 5.02 - 3.75. In addition, the construction costs of the five eco-facilities are assumed to be 50 percent higher, though their economic soundness is maintained. This paper implies that providing ecological variety is one of the core components in constructing housing complexes and suggests that the construction of housing be harmonized with zero-carbon and energy efficient methods.
