Terrorist organization has shown the trend of secret organization and it is harder to cope with terrorism because of uncertainty of terrorism. Homegrown terrorism is the one, whose preparation, execution and effect are restricted to domestic area. By the way, in the worldwide economic depression, violence and radical demonstration have shown the expansion trends as in Middle East, political revolution of Africa, anti-social resistance of Europe and Wall Street Occupation of USA. Homegrown terrorism is occurring in various countries such as UK and Spain as well as USA. Specialists warn homegrown terrorism in Korea. The purpose of this study was to prospect the possibility of homegrown terrorism that can be generated in the transfer to multi-culture society as various foreigners come to Korea rapidly and suggest the method to cope with the trend. The study analyzed environment and analysis of homegrown terrorism that Korea faces now. The methods to cope with homegrown terrorism are as follows. First, distribution of radical homegrown terrorism via internet should be prevented. Second, the connection between terrorist organization and homegrown terrorist should be prevented. Third, there should be a cooperation among government, residents and religious group. Fourth, there should be an open approach against multi-culture society. Fifth, there should be a systematic control for cause of new conflict. Finally, there should be a long-term approach to cause of new conflict. If we do not make an effort to prevent homegrown terrorism, terrorism environment may face new aspect and national and social cost for it will increase.

Today, the structure of terrorist organizations in the form of a variety of network complexity are evolving. However, terrorist organization not combining randomly generated network but preferential attachment a network. So, it's research should be preceded a better understanding about the characteristics and type of terror network for a effective counter-terrorism policy of law enforcement. In addition, the appropriate response strategy have to technique establish in an era of smart media. In particular, homegrown terrorist attacks on unspecified people without boundaries of countries and regions unlike the traditional terrorism. Also, homegrown terrorism are violence and criminal activity by new various of religion, politics, philosophy. Besides the extreme members of homegrown terror networks went grow up through the evolutionary process in the age of smart media. Law enforcement agencies must identify the terrorist network at the national level. Therefore, terror networks evolving in the online space, forming a radical homegrown terror organizations have access to the network. Intelligence community track terrorist networks and to block the negative aspects of the smart media outlets should be considered.

This study analyzes the changes of international terrorisms which are caused by IS through literature investigation, statistics and case analysis, and gives an understanding about recent trend of the terrorisms and aggressive method. Moreover, this study is for presenting a basic standard about an effective counterplan of the terrorisms. The results of this study are summarized as follows. First of all, there is a change of terrorism that homegrown terrorism grows into wolf-pack terrorism. Second, the terrorists show psychological terror by expanding their targets and using brutal and indiscriminate terrorism attacks. Third, the terrorists use networks of internet and SNS as a resource and as a tool for publicity activities of their groups. Forth, the terrorists have form of global organization through ties of other terrorists like middle-east or Africa.

This study aims at countering terror. So, this study explores an implication to Korea through the countermeasure of Japanese organizational direction to countermeasure. As a result, first, some countermeasures on IED need to be sought. Second, a chance of domestic terrorism growing should be checked. Third, safety of major facilities needs to be saught. Finally, Public Service System on Education and Information for Counterterrorism must be built.
