The integrated global economic system have intensed Liberalization, dereguration, privatization. National states were subordinated in global economic system. To save social costs and to encourage the national competition power, the globalized market tends to reduce the domestic social expention. Truely anxious things are not the defectiveness of capitalism itself but neo-liberal measures of each national states. So neo-liberal globalization beat welfare states. Welfare and growth, accumulation and justice are inter-conflict elements, and these confliction is well explained in context of globalization. Stratigies of growth pursuing economic benefits subordinate social policy in economic policy. Globalization did not always reduce the power of national state, but each national states purposely reduce the power of state and state participations. Thus Globalization can be overcome and must be overcome, eventually, the history of social welfare in korea differ frome that of European states. Their's social welfare retrenchment have based on the excessly expeneded welfare provision, but the frame of social welfare in korea is not yet established in history. Fundamentally historic experiences between European and korean social welfare are different. So "the third way" in korea must be in carefull approaches and the social welfare policy in korea must purchase "anti-market policy" and the equal distribution.
This study aims to figure out the development of Korean child welfare between 1950s and 1970s in the light of Children's Light as the oldest professional journal of social welfare in Korea. This journal had been published by CCF Superintendent Korea Conference from 1957. Particularly, this study has been conducted through the social historical perspective, and the collected data was analysed by three periods, institution-centered care era(1957-1961), home-centered care era(1962-1969), and expanded services era(1970-1979). Finally, the resultant themes are as follows: firstly, orphans' forster under social prejudice, social work inclined to Christianity, and institution-centered social casework based on faith; secondly, development of systematization on the whole social welfare, rising of social work professionalism, tasks for orphans and workers in orphanages, and expectations on the integration of practice; and thirdly, strengthening of children's education and health in the institution, questioning on deinstitutionalization, preparation against withdrawal of foreign aid agencies, and the government's passive correspondence. Unfortunately, this study limits to reveal the children's services by non-Christian agencies because of the data based on the services by Christian agencies.
This study has been planned to examine the three faces as follows; 1) systematization of research materials on the farmer's welfare served in the period of Japanese Imperialism, and 2) a social historical analyzation of the farmer's welfare in the context of politics, economy, social lives, and culture. The collected data focused on the primary resources has been organized such as seven categories: 1) public aid; 2) social insurance; 3) social welfare service; 4) farmer's welfare movement; 5) farm's social work; 6) mutual dependence; and 7) the others. The organized data has been analyzed in view of social history such as important themes: 1) being targeted in the confused society; 2) conspirative almsgiving; 3) being benefited from monopolistic capitalism and discrimination; 4) alienators' resistant self-help efforts; 5) reforming of civilized lives; 6) religious blessings within structural double torture; and 7) farmer's partial progress of lives. Finally, some various implications are suggested based on the analyzed results.
The American military occupations of Korea(1945-1948) and Japan(1945-1952) after the second world war had great influences on the history of the two countries, the contents and results were, however, quite different. This study attempts to analyze the similarities and differences, the determinants of the social welfare policy, and their long-term effects on the later social welfare policies in the two countries. For the purpose of this study, it uses a comparative case study on the public assistant policies of the two countries during the American military occupation. The conclusions of this study are summarized as follows. Firstly, although the American military occupations of the two countries faced the similar social problems during the same period, their countermeasures were quite different from each other. In Korea, the American military occupation hardly tried to establish a substantial social welfare system by making laws, but, mainly relying on temporary emergency relief, they just aimed for social control. On the other hand, in Japan, the American military occupation tried to improve the existing social welfare system in terms of the principles of demilitarization and democratization. Secondly, the political determinants of the social welfare policy in the two countries were much more important than the socioeconomic determinants. Especially the differences in the basic military occupation principles, the administration structure, and the roles of the indigenous ruling classes acted upon the different social welfare policies of Korea and Japan. Thirdly, the long-term effects on the later social welfare policies in the two countries was different. In Korea, the American military occupation hardly contributed to modernize the social welfare policy. Therefore, the unsystematic premodern relief system continued to exist for a long time. On the other hand, in Japan, the American military occupation contributed to modernizing the social welfare policy in terms of ideology and system and formed the groundwork for developing the later social welfare policies.
This study aims to analyze the formation of Korean social welfare delivery system and its pathway, from which the pending issues are to be discussed on the organizations and personnel of the delivery system using the word 'social welfare' with its related discourse. Historical institutionalism is chosen as the perspective to explain path-dependent change and critical juncture, and various legislative data are used as the indicative signals for the discourse of 'social welfare'. The results of the study are as follows. First, the term 'social welfare' began to be institutionalized in Korea by the enactment of Livehood Protection Law(1961). Second, the policies by the year 1987 of expanding social welfare center and introducing social welfare professionals as civil servants form a critical juncture which makes the social welfare discourse realized as the institutional realities. Third, until the year around 2014, the system has not changed in the perspective of macro framework. Fourth, currently the system shows several signs of severe turmoil, which might lead to dismantle the system of 'social welfare' discourse. To conclude, this study shows the possibility of explaining organizations and personnel composing the social welfare delivery system by the usage of discourse analysis, treating it as an analytical entity.
Self-sufficiency has been recognized as one of the most important welfare goals for women in the domestic violence field since the welfare reform in the U.S. A qualitative research design was conducted to explore the self-sufficiency experience of Korean-American single mothers with the history of domestic violence in poverty. The meaning of 'self-sufficiency' to participants is that a continuing task or process in life to move toward being independent mentally as well as economically. Their challenges toward self-sufficiency include the period of restoration of their potentials for self-sufficiency destroyed by domestic violence victimization and divorce, and the period of developing their sustainability for self-sufficiency. Their needs for 'help and support similar to care from the woman's parents' home', 'welfare service of select and concentration', 'mature dependency and self-sufficiency', and 'self-sufficiency from survival to dream come true' to cope with the challenges formentioned are reported. Concrete strategies for the development of self-sufficiency polices and services sensitive to immigrant single mothers with the history of domestic violence are suggested.
This study aims at attempting to make a new interpretation of Mencius from the point of social welfare. The thoughts of social welfare, found from Mencius, are temporal and humanistic and near to those in nowadays. Social welfare began under the name of philanthropic work, relief work, charitable work or social work from the Industrial Revolution in the 18th century on. Welfare means the whole social activities such as satisfying the fundamental desires of the social members, ensuring the conditions of their lives, and ultimately achieving social integration and stability. It means the conditions of their lives and wellbeing. Wellbeing means the minimal physical desires and psychological stability. The realization of the economic system through concept of steady livelihood and steady mind, tax system and well-field system, proposed by Mencius, can be ensured by the whole social activities such as ensuring the stable lives of the social members, enriching and satisfying their happiness and ultimately achieving social integration and stability. The thoughts of Mencius include people-as-root idea, which regards people as most important and tries to solve the instability and inequality that are the structural vulnerabilities in modern capitalist society. His concept of Way of the king means promoting people's sense of happiness through education of morality, based upon the people-as-root idea and filial and fraternal responsibilities. The main ideas of social welfare include living like a human being, ensuring minimal physical and psychological stabilities through social welfare system and welfare policy, enriching human dignity and freedom and enhancing the quality of lives. The thoughts of Mencius include all the above ideas. In particular, he desired to establish ethically and morally stable society by economically implementing the well-field system in Zhou dynasty, based upon politically benevolent governance of the politicians. That society was the people-as-root society, the realization of which was the ideal society Mencius desired to establish, and the goal of his thoughts on social welfare. This study, among the thoughts of Mencius, investigated his ideas on social welfare and the practical ethics for applying them to real society. In addition, to understand his ideas on social welfare, not only the social and economic backgrounds and conditions but also the political ideas at that time were also investigated. This will provide the opportunity to make more in-depth research of the elements of social welfare intrinsically contained in his thoughts.
This study has aimed to observe the starting point of Korean social welfare studies with the perspective of historicism. Basically, this study has focused on the following research question; by what kind of influences and contents had been built Korean social welfare studies in the early days? The collected data from introductory texts which had been written by the first generation of Korean social welfare studies was analyzed according to the framework as follows; 1) historical summary of the texts, 2) individual historical disposition of the writers, 3) historical application of the principle terms, and 4) historical context of the contents for social welfare studies. As results, some issues related with the formation of Korean social welfare studies are stressed as follows; 1) data collecting from the first generation of the researchers and writers for recovering the introductory texts, 2) study of the influences of christianity, 3) study on the influences of aid agencies from oversees, 4) study on the influence of the mixed with American and Japanese social welfare studies, and 5) study on the examination of developing process of Korean social welfare studies afterward. Finally, the limit of this study that the individual history of writers could not cope detailed and deeply is mentioned.
The aim of this study is to demonstrate how Self-Sufficiency Promotion Centers (SSP Centers) run by social movement groups have struggled to defend their voluntary identities in conflict with SSP Centers operated by professional social welfare centers. Since political democratization, social movement groups have been increasing invited to run frontline public welfare agencies in South Korea, and Self-Sufficiency Program is one of the representative policies in which social movement groups have actively partaked. But many critical scholars have warned that such institutionalization of social movements into social welfare system is likely to dampen their voluntary nature and force them to render their hegemonic power to professional social welfare institutions. In contrast to the critical viewpoint, however, this study unveils how social movement-based SSP Centers have strived to tackle the professionalization pressure by deploying various survival strategies at the micro level. Through a historical discourse analysis on the frontline conflicts between social movement-based and social welfare-based SSP Centers, this study contends that social movement groups in Self-Sufficiency Program can still maintain their traditional spirit despite the obvious professionalization phenomenon.
Examining how the CCP operated social services in Shanghai neighborhood[linong] in early 1950s, this article reveals the hidden relation between social service and rectification of neighborhood organizations in 1954. One of the main purpose of 1954 rectification was to guarantee provision of grassroots level of the city by recruiting local cadres, the implementers of social services. Though series of social service, such as night patrol, cleaning and public charity were indispensable for residents' life and welfare(fuli)[福利] of neighborhood, the social services was the something most of the Shanghai residents were reluctant to do. The result was the shortage of human resource for social service, triggering the "nominal position(gua ming)[掛名] " phenomenon. During political rectification of neighborhood organizations in 1954 Shanghai Municipal government tried to solve this 'decline of human resource in social services' problem by attracting the unemployed to the position of basic level cadre. To be specific, it demanded jobless person in neighborhood to be registered in time if they want a job placement. And it used that registration as the nominee of cadre in re-election process of the rectification campaign. The government measures were closely related to Shanghai people's inclination to rely on party-state when they try to get a job. Hence political rectification in neighborhood organizations become the strategic tool of city governance to mobilize residents in operating social services. So this article suggests that the CCP's urban governance was a complex and nuanced process to induce urban residents' interest and voluntarism beyond the suppression-oriented totalitarian perspective.
