The Effects and Subjects of Port Hinterland Policy in Korea (한국 항만배후단지의 정책적 효과 및 과제)

  • The paper evaluated the effects of port hinterlands and suggested the policies to improve them in Korea. The results of evaluation indicated that it is difficult for the effects to be evaluated so good. It seems that a lot of efforts should be made to make port hinterlands carry out their own functions well, in that, in particular, they have had so bad effects in carrying out such functions as production, international trade, and city. Policy actions were suggested including reduction of rent, strengthening international logistics networks, and governmental funding etc.

  • The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).

  • Future of Busan New Port may depend even on the efficient use of the port hinterland. Accordingly, selection of which industry according to which standard in the port hinterland is another task. In order to solve this problem, it analyzed the structure in international division of labor with China and Japan, which are possessing considerable portion in the trading volume with our country, and the export-import structure of Busan Port against China and Japan, by using RCA index and GL index as well as export-import results. In addition to this, the proper industry was selected on the basis of 10 strategic industries for development in Busan. According to the analytical results, the industries, which will be induced in the hinterland of Busan New Port, include textile clothing, pulp printing matter, jewelry, basic metal nonmetallic product, machine lectric product, automobile, shipbuilding, optics accurate machinery medical treatment musical instrument, nano material, fuel battery, aerospace and intelligent robot.

  • The maritime logistics environment including seaborne trade, shipping and ports is changing rapidly and continuously. Large containerships, mega carriers and global terminal operators try to achieve economies of scale and economies of scope. As a result of the changing environment, the competition between ports to achieve competitiveness is intensive. Port competition among China, Japan and Korea is becoming fiercer, both directly and indirectly, resulting from the increased trade in northeast Asia. Port development projects within each country stimulate more intensive port competition. As a result, overcapacity, fierce price competition and overlapping hinterland problems will be caused in the future. Co-operation for survival is considered as a strategy in order to solve anticipated problems caused by port competition Busan port, for instance, could co-operate with China and Japan as well as with other ports in Korea Terminal operators' expansion through investments including joint-ventures will make connections between ports smoother. At the port authority level, continuous cooperative interchange between countries is indispensable.

  • This study probes the necessity of establishing a logistic free zone in Port of Busan. It considers the economic effects of establishing the logistic free zone of Busan Port, and suggests policy prescriptions for introducing the free zone system and improving the logistics functions of Busan Port. Using input-output table data, the regression analysis was able to provide a quantitative prediction on effects of making the Busan Port a tariff-free zone. Influence for the regional economy due to the enforcement of the free zone system this research found that a strong positive effects should be expected on the Busan regional economy once the logistic free zone would be set up at the Port of Busan. The positive economic effects on Busan regional industries might be further strengthened if the value-added logistics function of Busan Port could be supplemented by linking to the hinterland of Busan Port.

  • With development of Asia's economy, the ports in trunk route have increased its handling capacity According to previous studies, main determinants to become hub-port are referred to location, connection inland transport with hinterland, port service availability and efficiency, cost of port handling, socio-economic stability and port information system etc. This study aims to investigate the changes in factors determine port's competitiveness particularly in Asian neighbor ports such as Hong Kong port and Shenzen port, and Singapore port and the Port of Tanjung Pelapas in Malaysia by comparing and analyzing main indicators relating to those ports. In conclusion, main reasons which gained competitiveness by newly developed ports such as Shenzen port and the Port of Tanjung Pelapas were port price and massive hinterland space offered.

Multi-Dimensional Selection Method of Port Logistics Location Based on Entropy Weight Method

  • In order to effectively relieve the traffic pressure of the city, ensure the smooth flow of freight and promote the development of the logistics industry, the selection of appropriate port logistics location is the basis of giving full play to the port logistics function. In order to better realize the selection of port logistics, this paper adopts the entropy weight method to set up a multi-dimensional evaluation index, and constructs the evaluation model of port logistics location. Then through the actual case, from the environmental dimension and economic competition dimension to make choices and analysis. The results show that port d has the largest logistics competitiveness and the highest relative proximity among the three indicators of hinterland city economic activity, hinterland economic structure, and port operation capacity of different port logistics locations, which has absolute advantages. It is hoped that the research results can provide a reference for the multi-dimensional selection of port logistics site selections.

  • Urban safety has not been substantially considered in urban regeneration projects, although there is increasing interest in safety issues lately. However, there is limited research on the safety of port hinterland residential areas. Therefore, this study 1)selects appropriate safety indicators, and 2)identifies the most vulnerable sites in Dong-gu and Nam-gu in Busan using ArcGIS. 3)Lastly, our study asks residents of the selected sites to examine their awareness of the urban regeneration projects occurring in the vicinity. The respondents are fairly well aware of the ongoing urban regeneration projects, the effect of which on the improvement of safety are thought to be negative. The weakest point they indicated was accidents regarding aged buildings, and they also care more about life safety than natural hazard. These findings must be taken into account in the next urban regeneration projects in the Dong-gu and Nam-gu area.

  • The spaces of port and urban in a Port City have different space characteristics substantially, but those are required to be developed interdependently. Degradation and loss of the sense of place in the existing spaces caused by decline of natural function have an adverse effect on the revival of local economy as well as make worse image of the entire city. In some developed countries, therefore, many researches on the port spaces lagging behind the times due to changes of the characteristics and function of port spaces have been conducted continuously for a long time. This study aims at seeking a device how the domestic hinterland could be utilized as efficient spaces having the characteristics of outskirts space and port city interface through the application of characteristics of the interface space of port city, capable of playing a role as buffer zone between the port space and the city space.

The Process of Development and the Change of Freight Flows in the Influence Areas of pyeongtaek and Dangjin Port, Korea (평택.당진항의 항만발달과 화물유동에 의한 항세권 변화)

  • This study seeks to clarify the process of development and the change of freight flows in the influence areas of Pyeongtaek and Dangjin Port, which opened lately. The results of analysis are as follows: from development period to growth period, the relation between the development of the port and the change of the hinterland and foreland shows no great change and the freight concentration rates of the first hinterland and foreland decreased, but those of periphery region increased. While the composition rate of import and export freight of vehicle, fuel and energy decreased, the rate of imported freights (iron or steel, other textile articles, rag and organic compounds) and exported freight (manufacture of basic metals) increased. The reasons for such changes in influence areas of port were the increase of export to China and the U.S.A. in the development period, the increase of import from China in the growth period and the diversification of nations from which fuel and energy were imported.
