This study proposes University 2.0 as a model case of open, flexible, and distributed learning environment for higher education based on theoretical foundations and perspectives. As web 2.0 technologies emerge into the field of education, ways of generating and disseminating information and knowledge have been drastically changed. Professors are no longer the only source of knowledge. Students using internet often become prosumers of knowledge who search and access information through the web as well as publish their own knowledge using the web. A concept and framework of University 2.0 is introduced for implementing the new interactive learning paradigm with an open, flexible and distributed learning environment for higher education. University 2.0 incorporates online and offline learning environments with various educational media. Furthermore, it employs various learning strategies and integrates formal and informal learning through learning communities. Both instructors and students in University 2.0 environment are expected to be active knowledge generators as well as creative designers of their own learning and teaching.
The consciousness of environmental education has increased for the last decades, and schools make efforts for education in the systematic environment. To keep pace with trends such as the open school and the open class, students, teachers and parents are actively participating in environmental education programs. Parents' active participate in environmental education programs will provide excellent basis to operate environmental education efficiently and advise fruitful operation of environmental education programs. In addition, as parents play an important role of deciding the students' life habits or attitudes about environment, their participation is greatly meaningful. First, the student group with parents who participated in environmental education programs showed higher interest in surrounding environment of the school. Second, the student group with parents who participated in environmental education programs showed higher environment sensitiveness and environmental practice intention. Third, the parent group who participated in environmental education programs showed higher environmental sensitiveness and environmental practice intention. Fourth, the parent group who participated in environmental education programs showed higher satisfaction about the program. As the result of the study, environmental education programs with parents' participation attracted their active interest and participation about school environment problems, and a lot of conversation and attention between students and parents who participated in environmental education programs improved the students and their parents' environmental sensitiveness and environmental practice intention.

This study obtained the following results; First, as a result of post-test, the average of the test group of web-based learning was 1.29 points higher than the control group having traditional learning in the awareness of using web as environmental material, showing a statistically significant difference. Second, as a result of post-test, the average of the test group of web-based learning was 2.80 points higher than the control group in the ability to use web as environmental material, showing a statistically significant difference. Third, as a result of post-test, the average of the test group of web-based learning was 1.10 points higher than the control group in the awareness of environmental problems, showing a statistically significant difference. Fourth, as a result of post-test, the average of the test group of web-based teaming was 0.89 points higher than the control group in the satisfaction for environmental education using web, showing a statistically significant difference. Fifth, as a result of post-test, the average of the test group of web-based learning was 1.70 points higher than the control group in the self-leading ability to learn environment, showing a statistically significant difference. Sixth, as a result of post-test, the average of the test group of web-based learning was 1.21 points higher than the control group in the effect of using environment homepage, showing a statistically significant difference. Finally, as a result of post-test, the average of the test group of web-based learning was 1.39 points higher than the control group in the internalization of environmental awareness, showing a statistically significant difference. Based on these results, it is assumed that the teaching method which applied web-based teaming to science and environmental education in elementary school is a effective strategy for elementary science and on environmental education.

The study uses an innovative management perspective to investigate the environment of higher education institutions to ensure the survival of universities in Cambodia. This has led Cambodian universities to expand their educational offerings to students in Years 2, 3 and 4. The data was collected through a Google Forms survey to facilitate and accelerate data collection. The sample of 500 students come from three higher education institution by employing multi-stage sampling technique of probability and non-probability sampling methods to ensure representation of the research population. The data were analyzed by using Confirmatory Factor Analysis (CFA) and Structural Equation Model (SEM) to investigate the impact of these determinants on students' satisfaction and loyalty, via answering 54 questions. The results showed that the three Cambodian universities perform well in terms of satisfactory conditions such as transformative quality and university image. There are four issues to which universities need to pay attention, namely, teaching methods, infrastructure facilities, learning material, and academic environment that are yet to meet the needs of students. This study contributes to the principle of innovative management in the context of Cambodian academic environment. The results help to fathom the depth of enhancing quality and institutional survival.
