The high voltage measuring systems used in the testing systems shall be required to maintain the traceability to the national or international standards by the IEC 60060-2. Also all testing laboratories should prepare the documents evaluating the measurement uncertainty of the tests. By the way, this paper introduces the principal of IEC about the maintenance of traceability and evaluation methode of uncertainty.

The traveling salesman problem with precedence relations (TSPPR) is harder than general traveling salesman problem. In this paper we propose an efficient genetic algorithm (GA) to solve the TSPPR. The key concept of the proposed genetic algorithm is a topological sort (TS). The results of numerical experiments show that the proposed GA approach produces an optimal solution for the TSPPR.

In this paper, new results using bounds for the solution of the discrete Lyapunov matrix equation are proposed, and some of the existing works are generalized. The bounds obtained are advantageous in that they provide nontrivial upper bounds even when some existing results yield trivial ones.
