Objectives: Laboratories have various latent physical, chemical, biological, and ergonomical factors according to the diversification and fusion of research and development activities. This study aims to investigate the chemical exposure concentrations of college laboratories and evaluate their health risks, and use them as basic data to promote the health of college students. Methods: The sampling and analysis of harmful chemicals in the air in laboratories were performed using Method 1500 of the U.S. National Institute for Occupational Safety and Health (NIOSH)의 Method 1500. The harmful chemicals in the laboratories were divided into carcinogenic and non-carcinogenic chemicals. Risk assessment was performed using the cancer risk (CR) for carcinogenic chemicals and using the hazard index (HI) for non-carcinogenic chemicals. Results: The harmful chemicals in college laboratories consisted of acetone, diethyl ether, methylene chloride, n-hexane, ethyl acetate, chloroform, tetrahydrofuran, toluene, and xylenes. They showed the highest concentrations in laboratories A (acetone 0.001~2.34ppm), B (chloroform 0.95~6.35ppm), C (diethyl ether 0.08~8.68ppm), and D (acetone 0.07~14.96ppm). The risk assessment result for non-carcinogenic chemicals showed that the HI of methylene chloride was 2.052 for men and 2.333 for women, the HI of N-hexane was 4.442 for men and 5.05 for women. Thus, the HI values were higher than 1. The risk of carcinogenic chemicals is determined by an excess cancer risk (ECR) value of 1.0×10-5, which means that one in 100,000 people has a cancer risk. The ECRs of chloroform exceeded 1.0×10-5 for both men and women, indicating the possibility of cancer risk. Conclusion: College laboratories showed the possibility of non-carcinogenic health risks for methylene chloride, n-hexane, tetrahydrofuran (THF), toluene, and xylenes, and carcinogenic health risks for chloroform, methylene chloride. However, this study used the maximum values of measurements to determine the worst case, and assumed that the subjects were exposed to the corresponding concentrations continuously for 8 hours per day for 300 days per year. In consideration of the nature of laboratory environment in which people are intermittently exposed, rather than continuously, to the chemicals, the results of this study has an element of overestimation.
Even though continuous management and supervision of reinforcement of policies to safeguard accidents at workplace and work sites were implemented. Accident prevention activities such as inspection and diagnosis are urgently required to induce a preliminary investigation to identify the risk factors for each type of work, before the work task to eliminate risks at the worksites. Since safety inspections at work sites were generally conducted through visual inspections, the results of safety inspections may vary depending on the findings and proficiency of the safety officers. The results of those inspections may have loopholes to prevent potential accidents at work. Therefore, the purpose of this study was to develop a risk identification checklist that can effectively perform safety inspections to prevent accidents at work sites. This study initially analyzed the previously developed accident checklist to identify current complications and issues in safety checklists. Based on the findings of major industrial accidents over the past three years, the relationship between accident, workplace, and work type were analyzed refereeing the safety inspection standards. A risk recognition-checklist was developed to provide basic data on identifying risk factors, and inspection guidance at work sites. To prepare for potential accidents by identifying and taking countermeasures to mitigate the high risk and serious accidents at sites by the guidelines of the checklist. The developed inspection checklist has been practically used by experts at work sites to perform safety inspections, and it has been verified its suitability, and feasibility, to prevent or mitigate workplace accidents, including securing the safety and health of field workers. The role of the developed safety checklist has been considered effective at worksites.
This study focused on health risk assessment via multi-routes of As exposure to establish a target cleanup level (TCL) in abandoned mines. Soil, ground water, and rice samples were collected near ten abandoned mines in November 2009. The As contaminations measured in all samples were used for determining the probabilistic health risk by Monte-Carlo simulation techniques. The human exposure to As compound was attributed to ground water ingestion. Cancer risk probability (R) via ground water and rice intake exceeded the acceptable risk range of $10^{-6}{\sim}10^{-4}$ in all selected mines. In particular, the MB mine showed the higher R value than other mines. The non-carcinogenic effects, estimated by comparing the average As exposure with corresponding reference dose were determined by hazard quotient (HQ) values, which were less than 1.0 via ground water and rice intake in SD, NS, and MB mines. This implied that the non-carcinogenic toxic effects, due to this exposure pathway had a greater possibility to occur than those in other mines. Besides, hazard index (HI) values, representing overall toxic effects by summed the HQ values were also greater than 1.0 in SD, NS, JA, and IA mines. This revealed that non-carcinogenic toxic effects were generally occurred. The As contaminants in all selected mines exceeded the TCL values for target cancer risk ($10^{-6}$) through ground water ingestion and rice intake. However, the As level in soil was greater than TCL value for target cancer risk via inadvertent soil ingestion pathway, except for KK mine. In TCL values for target hazard quotient (THQ), the As contaminants in soil did not exceed such TCL value. On the contrary, the As levels in ground water and polished rice in SD, NS, IA, and MB mines were also beyond the TCL values via ground water and rice intake. This study concluded that the health risks through ground water and rice intake were greater than those though soil inadvertent ingestion and dermal contact. In addition, it suggests that the abandoned mines to exceed the risk-based TCL values are carefully necessary to monitor for soil remediation.
공동주택 하자는 유지보수에 막대한 비용이 들어가게 되며, 발주자, 시공자 그리고 입주자 등에게 심각한 피해를 입힌다. 이에 따라 하자분쟁을 최소화하고 철저한 품질관리를 통한 체계적이고 효율적인 하자관리를 위한 토대를 마련할 필요가 있다. 본 연구에서는 하자분쟁사례를 활용하여 공동주택의 공종/부위/현상에 따른 하자분류체계를 도출하고, 이를 기반으로 하자유형별 하자위험을 평가할 수 있는 방안을 제시하였다. 이를 위하여 본 논문에서는 경과년수 10년 이상 공동주택 하자분쟁사례 34건, 약 6000여개의 하자항목 자료를 토대로 분석을 실시하였다. 분석 결과를 정리하면, 하자분류체계는 하자 공종, 하자부위 및 하자현상으로 크게 분류한 후 세부적으로 총 157개 항목으로 세분화하였다. 하자분류체계를 토대로 하자 빈도, 하자비용 및 하자위험을 분석한 결과, RC공사 및 마감공사에 하자위험이 상당히 집중되어 있는 것으로 확인되었다. 이에 따라 이러한 하자위험에 대한 하자예방 활동이 우선적으로 고려되어야 할 것으로 판단된다. 본 연구를 토대로 하자위험을 관리할 수 있는 방안에 대한 추가적인 연구가 필요할 것으로 판단된다.

Background: To determine the influence of lifting speed and type on peak and cumulative back compressive force (BCF) and shoulder moment (SM) loads during symmetric lifting. Another aim of the study was to compare static and dynamic lifting models. Methods: Ten male participants performed a floor-to-shoulder, floor-to-waist, and waist-to-shoulder lift at three different speeds [slow (0.34 m/s), medium (0.44 m/s), and fast (0.64 m/s)], and with two different loads [light (2.25 kg) and heavy (9 kg)]. Two-dimensional kinematics and kinetics were determined. A three-way repeated measures analysis of variance was used to calculate peak and cumulative loading of BCF and SM for light and heavy loads. Results: Peak BCF was significantly different between slow and fast lifting speeds (p < 0.001), with a mean difference of 20% between fast and slow lifts. The cumulative loading of BCF and SM was significantly different between fast and slow lifting speeds (p < 0.001), with mean differences ${\geq}80%$. Conclusion: Based on peak values, BCF is highest for fast speeds, but the BCF cumulative loading is highest for slow speeds, with the largest difference between fast and slow lifts. This may imply that a slow lifting speed is at least as hazardous as a fast lifting speed. It is important to consider the duration of lift when determining risks for back and shoulder injuries due to lifting and that peak values alone are likely not sufficient.

Background: Appropriateness issues have emerged regarding the non-application of hazardous substance safety standards for items classified as 'other textile products'. Objectives: Testing for formaldehyde (HCHO) and risk assessment were conducted on 'other textiles products' to provide reference data for promoting product safety policies. Methods: Testing was conducted on five items (102 products) classified as 'other textile products' according to relevant standards (textile products safety standards), and the risk of each product was assessed using the evaluation methodologies of the European Centre for Ecotoxicology and Toxicology of Chemicals (ECETOC) and European Chemical Agency (ECHA). Results: Out of the 102 products tested, HCHO was detected above the quantification limit in five. Based on these results, the screening risk assessment indicated that three products exceeded the criteria. Upon reassessing the emission and transfer rates of products exceeding the criteria, it was confirmed that there were no instances of exceeding the criteria. Conclusions: Risk assessment results can be used as supporting data for non-application of hazardous substance standards. However, it is deemed necessary to transition towards a management approach based on risks in order to addressing emerging trends such as convergence/new products.
Objectives: South Korea's occupational safety and health legislation appears on the surface to have stronger regulations than any other country, but it is criticized for having many problems when viewed from the perspective of the effectiveness and universality of these regulations. Therefore, it is necessary to consider the validity of the regulatory content and the methods for contract work in South Korea. Methods: The main issues in contract work are compared and analyzed in terms of the occupational safety and health laws systems in South Korea and other developed countries. Based on this, problems related to contract regulation are derived from the perspective of legal policy studies. In addition, effective improvement measures for the derived problems will be proposed. Results: Other developed countries impose obligations suitable for the status and role of persons who entrust work in consideration of the fact that they do not directly manage risks and in terms of the effectiveness of industrial accident prevention. These countries generally impose obligations such as management of facilities and machinery, cooperation and coordination with subcontractors, cooperation and coordination obligations between subcontractors, and guidance obligations on a person who entrusts a work. Conclusions: It is difficult to achieve effectiveness in preventing accidents with based on unreasonable regulations that do not conform to safety principles or legal theory. Regulations on contract work need to be converted to rational cogent regulations based on science and rationality, not ideology and emotion. To this end, the legal system for contract work must have international universality.
For preventing the accidents generated from the chemical materials, thus far, MSDS (Material Safety Data Sheet) data have been made to notify how to use and manage the hazardous and chemical materials in safety. However, it is difficult for users who handle these materials to understand the MSDS data because they are only listed based on the alphabetical order, not based on the specific factors such as similarity of characteristics. It is limited in representing the types of chemical materials with respect to their characteristics. Thus, in this study, a lots of MSDS data are visualized based on relationships of the characteristics among the chemical materials for supporting safety managers. For this, we used the textmining algorithm which extracts text keywords contained in documents and the Self-Organizing Map (SOM) algorithm which visually addresses textual data information. In the case of Occupational Safety and Health Administration (OSHA) in the United States, the guide texts contained in MSDS documents, which include use information such as reactivity and potential risks of materials, are gathered as the target data. First, using the textmining algorithm, the information of chemicals is extracted from these guide texts. Next, the MSDS map is developed using SOM in terms of similarity of text information of chemical materials. The MSDS map is helpful for effectively classifying chemical materials by mapping prohibited and hazardous substances on the developed the SOM map. As a result, using the MSDS map, it is easy for safety managers to detect prohibited and hazardous substances with respect to the Industrial Safety and Health Act standards.
In the recent business environment, risks related to product safety problems are increasing. These are arising from various factors such as increasing product and production complexity, supply chain diversification, enhanced PL (product liability) law and strengthening regulations of the government. Accordingly, ISO (international organization for standardization) published standards of PSMS (product safety management system) for suppliers such as ISO 10377 and ISO 10393. Meanwhile, the ISO 9001 QMS (quality management system) was revised in 2015, and it has established itself as an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction. This study aims to suggest an integration framework of QMS and PSMS based on the recent ISO international standards. To this end, firstly, the relationship between QMS and PSMS is studied based on the quality and product safety definitions, PDCA (plan-do-check-act) cycle and risk-based thinking. Secondly, the requirements of ISO 10377 and ISO 9001 are compared and classified as the common and ISO 10377 specific requirements. Finally, integration steps of two systems are suggested and guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies those have already acquired QMS certification to build an international-level product safety management system early.
