Modified HAZUS Method for Seismic Fragility Assessment of Domestic PSC-I Girder Bridges (PSC-I 거더교의 지진취약도 평가를 위한 HAZUS 방법의 국내 적용성 연구)

  • To reduce the amount of seismic damage, several design codes are being improved considering the earthquake resistant systems, and many researches are being conducted to develop the earthquake damage evaluation techniques. This study develops the Korean seismic fragility function using the modified HAZUS method applicable to PSC-I girder bridges in Korea. The major coefficients are modified considering the difference between the seismic design levels of America and Korea. Seismic fragility function of the PSC-I girder bridge (one of the standard bridge types in Korea) is evaluated using two methods: numerical analysis and modified HAZUS method. The main coefficients are obtained about 70% of the proposed values in HAZUS. It is found that the seismic fragility function obtained using the modified HAZUS method closes to the fragility function obtained by conventional numerical analysis method.

Preliminary Estimation of Earthquake Losses Based on HAZUS in a Coastal Facility Area with Blocks Applying Site Classification (블록별 부지분류 적용 해안시설 영역에서의 HAZUS 기반 지진피해 추정)

  • HAZUS-MH is a GIS-based computer program that estimates potential losses from multi-hazard phenomena: earthquakes, floods and hurricanes. With respect to seismic disaster, characteristics of a hypothetical or actual earthquake are entered into HAZUS. Then HAZUS estimates the intensity of ground shaking and calculates the correspondent losses. In this study, HAZUS was used as a part of the preparations of the future seismic events at a coastal plant facility area. To reliably characterize the target facility area, many geotechnical characteristics data were synthesized from the existing site investigation reports. And the buildings and facilities were sorted by analyzing their material and structural characteristics. In particular, the study area was divided into 17 blocks taking into account the situation of both land development and facility distribution. The ground conditions of blocks were categorized according to the site classification scheme for earthquake-resistant design. Moreover, seismic fragility curves of a main facilities were derived based on the numerical modeling and were incorporated into the database in HAZUS. The results estimated in the study area using HAZUS showed various seismic damage and loss potentials depending on site conditions and structural categories. This case study verified the usefulness of the HAZUS for estimating earthquake losses in coastal facility areas.

  • 전 세계적으로 자연재난으로 인한 경제적 손실과 인명 피해가 증가하고 있는 추세이며, 방재 선진국의 경우 자연재난의 피해를 저감시키기 위해 재난 손실 평가 시스템을 활용한 방재 대책을 모색하고 있다. 재난 손실 평가 시스템은 컴퓨터 및 지리정보시스템(GIS) 등을 기반으로 기존의 손실 평가 과정을 전산 시스템화 한 것으로, 재난발생 전과 후에 체계적인 절차에 따라 손실을 평가함으로써 방재대책을 실현하는데 큰 도움이 되고 있다. 본 연구에서는 미국의 재난 손실 평가 시스템인 Hazus-MH(Hazards U.S. Multi-Hazard)를 이용하여 국내 홍수피해 사례를 모의하고, 손실 평가를 수행한 결과와 실제 재난으로 인한 피해를 비교 및 분석 하였다. 또한, 국내 재난 관련 데이터베이스를 Hazus-MH에 사용함으로써 국내 적용 방안 및 한계점을 소개하였다. 본 연구 결과를 통해 대표적인 방재선진국인 미국의 재난 손실 평가 시스템을 국내에 적용해보고, 국내 재난 손실 평가 시스템 구축을 위한 기초자료로 사용할 수 있을 것으로 판단된다.

A Preliminary Study of the Global Application of HAZUS and ShakeMap for Loss Estimation from a Scenario Earthquake in the Korean Peninsular (지진재해예측을 위한 HAZUS와 ShakeMap의 한반도에서의 적용가능성 연구)

  • Efficiency and limitations of HAZUS-MH, a GIS based systematic and informative system developed by FEMA and NIBS for natural hazard loss estimations, are discussed by means of a pilot study in the Korean Peninsular. Gyeongsang-do has been selected for the test after careful reviews of previous studies including historical and modern seismicity in the peninsular. A ShakeMap for the selected scenario earthquake with magnitude 6.7 in Gyeongju area is prepared. Then, any losses due to the scenario event have been estimated using HAZUS. Results of the pilot test show that the study area may experience significant physical, economic and social damages. Detailed study in the future will provide efficient and crucial information to the decision makers and emergency agents to mitigate any disaster posed by natural hazards.

  • Observed ground motions from the January 2007 magnitude 4.9 Odaesan earthquake and the events occurring in the Gyeongsang provinces are compared with the previously proposed ground attenuation relationships in the Korean Peninsula to select most appropriate one. The selected relationship from the ones for the Korean Peninsula has been compared with attenuation relationships available in HAZUS. Then, the attenuation relation for the Western United States proposed by Sadigh et al.(1997) for the Site Class B has been selected for this study. It has been used for the earthquake loss estimation of the Gyeongju area located in southeast Korea using the deterministic method in HAZUS with a scenario earthquake (M=6.7). Application of the improved methodology for loss estimation in Korea will help decision makers for planning disaster responses and hazard mitigation.

Scenario-Based Earthquake Damage Estimation of Bridge Structures in Daegu City Using Hazus-MH Methodology (Hazus-MH 방법을 이용한 대구시 교량의 시나리오 지진에 의한 피해 예측)

  • The paper presents the damage estimation of bridge structures in Daegu city based on the scenario-based earthquakes. Since the fragility curves for domestic bridge strucures are limited, the Hazus methodology is employed to derive the fragility curves and estimate the damage. A total of four earthuquake scenarios near Daegu city are assumed and structure damage is investigated for 81 bridge structures. The seismic fragility function and damage level of each bridge had adopted from the analytical method in HAZUS and then, the damage probability using seismic fragility function for each bridge was evaluated. It was concluded that the seismic damage to bridges was higher when the magnitude of the earthquake was large or nearer to the epicenter.

  • This study analysed the sensitivity of the attenuation functions for the seismic hazard estimation. For the seismic hazard estimation, this study used HAZUS software, which is developed originally by FEMA(USA). The scenario earthquake ($M_w=6.0$) is located the Hongsung area, where one of the recent macro earthquakes occurred in 1978. The area for seismic hazard estimation is assumed to be Boryung city in Choongnam-do. Three attenuation functions were applied for the sensitivity analysis. The results show that the attenuation functions have much influences on the seismic hazard on the various types of buildings. Therefore the attenuation function is very important factor for the seismic hazard estimation.

Loss Estimation in Southeast Korea from a Scenario Earthquake using the Deterministic Method in HAZUS

  • Strong ground motion attenuation relationship represents a comprehensive trend of ground shakings at sites with distances from the source, geology, local soil conditions, and others. It is necessary to develop an attenuation relationship with careful considerations of characteristics of the target area for reliable seismic hazard/risk assessments. In the study, observed ground motions from the January 2007 magnitude 4.9 Odaesan earthquake and the events occurring in the Gyeongsang provinces are compared with the previously proposed ground attenuation relationships in the Korean Peninsula to select most appropriate one. In the meantime, a few strong ground motion attenuation relationships are proposed and introduced in HAZUS, which have been designed for the Western United States and the Central and Eastern United States. The selected relationship from the ones for the Korean Peninsula has been compared with attenuation relationships available in HAZUS. Then, the attenuation relation for the Western United States proposed by Sadigh et al. (1997) for the Site Class B has been selected for this study. Reliability of the assessment will be improved by using an appropriate attenuation relation. It has been used for the earthquake loss estimation of the Gyeongju area located in southeast Korea using the deterministic method in HAZUS with a scenario earthquake (M=6.7). Our preliminary estimates show 15.6% damage of houses, shelter needs for about three thousands residents, and 75 life losses in the study area for the scenario events occurring at 2 A.M. Approximately 96% of hospitals will be in normal operation in 24 hours from the proposed event. Losses related to houses will be more than 114 million US dollars. Application of the improved methodology for loss estimation in Korea will help decision makers for planning disaster responses and hazard mitigation.
