유해물질은 다양한 기체 액체 고체형태로 수송될 때 인간의 안전과 건강, 재산에 예측할 수 없는 위험을 야기시킬 수 있는 물질을 의미한다. 유해물질은 실수로 유출된다면 인명과 재산 그리고 환경측면에서 재난을 결과할 수 있다. 한국의 경제가 발전 할수록 유해물질의 사용은 증가한다. 그리고 유해물질 사고의 총 건수와 영향 역시 증가하게 되어 유해물질 사고의 위험도도 증가하고 있다. 다양한 유형의 유해물질이 공급지에서 수요지로 이동할 때 유해물질 사고의 유형과 특성이 어떠한가를 아는 것은 재난관리 측면에서 매우 중요한 사항이다. 본 연구의 목적은 한국에서 유해물질 사고를 발생시키는 유해물질의 유형과 특성을 조사하고, 시설과 교통측면에서 유해물질 사고의 시계열적 추세를 분석하는 것이다. 본 연구는 빈도분석, 교차분석과 같은 통계분석기법을 유해물질 사고의 통계적 유의성을 분석하기 위해 적용하였다.
The incidents related to transporting hazardous materials may cause serious impacts on neighborhood and surrounding areas. It is essential to have a real-time safe management system for incidents prevention of transporting hazardous materials. Currently, the system is not integrated into one channel, which makes it difficult to control an incidents response. Another problem is that event status is not appropriately shared among authorities having responsibilities taking down the incidents. This paper investigates previous studies covering the real-time safety management system for hazard material transports and suggests an integrated management system that helps communicate effectively and promptly.
안전 및 품질 평가시스템은 유해물질 재난을 예방하기 위해 유해물질의 생산 저장 수송 취급에 매우 중요하다. 현재 유해물질은 플라스틱, 가정의 세척제, 비료 또는 석유관련제품으로 우리의 일상생활 어디에서든지 존재하고 있다. 그러나 유해물질은 인간이나 환경에 누출되었을 때 매우 위험한 물질이다. 유해물질은 석유기반 경제시대에 매우 폭넓게 사용되고 있다. 우리나라의 환경부는 전세계적으로 유해물질의 유형이 약 십만개가 넘을 것으로 추산하고 있다. 또한 매년 4백개 이상의 새로운 물질이 개발되고 있다. 따라서 유해물질 관리측면에서 우리는 유해물질 사고로부터 안전한가에 대해 의문이 제기될 수 있다. 1984년에 발생해 6,400명이 넘는 사망자와 3만명 이상의 부상자를 낸 인도 보팔사고는 이러한 우리의 유해물질 안전에 대한 불안을 증폭시키는 대표적인 사례이다. 우리나라는 최근 산업의 고도화로 각종 유해물질 사고가 빈번하게 발생하고 있다. 따라서 낙후된 유해물질 관리시스템을 자기관리가 가능한 안전시스템으로 전환하기 위한 위험평가시스템의 구축이 우리사회에 요구되고 있다. 본 연구는 유해물질 위험평가시스템 구축을 위한 기반을 제공하기 위해 지난 10년동안 유해물질 관련시설에서 발생한 사고사례들을 연구의 대상으로 하여 유해물질 시설사고의 특성을 빈도분석, 교차분석 등의 통계기법을 적용하여 분석하였다. 분석결과 사고시설 유형과 연도, 계절, 발생지역, 사망자 발생간 관계가 있는 것으로 나타났다.
Objective: This study inspected incident cases, legal control levels, and GHS(Globally Harmonized System of Classification and Labeling of Chemicals) classification results of strong acids such as hydrogen fluoride, hydrogen chloride, nitric acid, and sulfuric acid, which have been responsible for many recent chemical accidents. As a result, it is deemed necessary for legal control levels of these strong acids to be revised and GHS classification be managed nation-wide. Methods: This study inspected incident cases and legal control levels for strong acids such as hydrogen fluoride, hydrogen chloride, nitric acid, and sulfuric acid. The study analyzed and compared chemical information status and GHS classification results. Results: There were 76 domestic incidents involving strongly acidic hazardous materials over the five years between 2007 and 2011. They include 37 leakage incidents(46.7%) within a workplace, 30 leakage incidents(39.5%) during transportation, and nine leakage incidents(13.8%) following an explosion. The strongly acidic materials in question are defined and controlled as toxic chemicals according to the classes of Substances Requiring Preparation for Accidents, Managed Hazardous Substance, Hazardous Chemical(corrosive) as set forth under the Enforcement Decree of the Toxic Chemicals Control Act and Rules on Occupational Safety and Health Standards of Occupational Safety and Health Act. Among them, nitric acid is solely controlled as a class 6 hazardous material, oxidizing liquid, under the Hazardous Chemicals Control Act. The classification results of the EU ECHA(European Chemicals Agency) CLP(Commission Regulation(EC) No. 790/2009 of 10 August 2009, for the purposes of its adaptation to technical and scientific progress, Regulation(EC) No 1272/2008 of the European Parliament and of the Council on classification, labeling and packaging of substances and mixtures) and NIER (National Institute of Environmental Research) are almost identical for the three chemicals, with the exception of sulfuric acid. Much of the classification information of NITE (National Institute of Technology and Evaluation) and KOSHA(Korea Occupational Safety and Health Agency, KOSHA) is the same. NIER provides 12(41.4%) out of 29 classifications, as does KOSHA.
국가응급대응정보시스템(NERIS)개발의 일부인 수송안전정보부분은 최적수송경로제공시스템과 수송사고 조기경보시스템으로 구분된다. 본 연구는 조기경보시스템을 구축하기 위한 것으로 유해화학물질을 수송하는 차량에 대하여 수송시 차량의 위치 및 위험물의 상태를 실시간으로 모니터링 함으로써 수송시 발생할수 있는 유고에 따른 피해(화재, 폭발, 가스 유출 등)를 사전에 방지하거나 조기 감지하는 것을 목적으로 한다 이를 위해 조기경보시스템을 실시간 모니터링, 폭발 상황관리, 관련기관정보제공의 3가지 시나리오로 구분하고, 각각의 시나리오에 따른 기능적 요구사항과 아키텍쳐를 제시한다 총 3단계 연구중 1단계 결과로 실시간 유해물질 차량의 모니터링 시스템은 차량의 실시간 관리가 가능할 뿐 아니라 기타 특정 폐기물이나 건축 폐기물 등의 무단당치 및 폐기 등의 불법적인 행위에 대한 자동 단속 및 관리를 위한 지침으로 충분히 활용 가능할 것으로 판단되었다. 현재 시범 적용을 위해 위치검지 및 통신기술에 대한 비교 $\cdot$ 검토를 진행 중에 있으며, 향후 적절한 기술을 선정하여 1차적으로 수도권에 한하여 시범적용을 수행 할 예정이다.
화학물질의 사용 증대와 더불어 위험물 및 독성가스 누출 사고가 빈번하게 일어나고 있다. 그 중에서도 위험물 저장설비 사고는 누출이 감지되었을 때 대응하기 위한 초동 조치가 가장 중요하지만, 전적으로 조업자에 의한 경험에 비중이 크기 때문에, 잘못된 판단으로 인한 더 큰 물적, 인적 피해가 발생할 가능성이 높다. 본 연구는 기존 고정식 감지기를 통한 알람 발생 후 수동적인 대응을 취하는 현 접근 방식에서 벗어나, 오픈소스기술을 적용하여 쉽게 제작이 가능한 로봇 플랫폼에서 작동하는 이동식 센서를 활용한 능동적인 누출원 추적 시스템을 설계하였다. 아울러 프로토타입 시스템의 검증을 통해 누출 초기의 정확한 현장 상황파악 및 조기대응을 바탕으로 사고의 확산 및 피해 최소화의 기틀을 마련하고자 하였다.
산업 및 과학기술의 고도화로 인해 신규 화학물질 수와 사용량은 꾸준히 증가하고 있으며 이에 따른 화학물질 안전관리의 중요성이 사회적으로 부각됨에 따라 국민적 요구가 높아지고 있다. 정부적인 차원에서 화학물질의 안전관리에 대해 부처별로 역할을 구분하여 관리하고 있으나 시설 노후화 및 취급 부주의 등의 문제로 매년 화학물질로 인한 사고가 빈번하게 발생되고 있는 실정이다. 국내에서 발생한 화학물질 관련 사고사례를 바탕으로 사고 유형을 분석한 결과, 누출·폭발·화재·기타 등의 순으로 사고가 발생하고 있으며 사고의 원인은 시설결함, 안전관리 미준수로 순으로 분석되었다. 본 연구에서는 화학물질 중 불산을 취급하고 있는 사업장을 대상으로 HAZOP을 통해 취급공정에 대한 유해위험요인을 파악하여 Bow-Tie를 활용한 위험성평가를 수행하였다. 본 연구 결과를 바탕으로 동종·유사 사업장의 화학사고 예방을 위한 안전관리 계획을 개선할 수 있을 것이며 이를 통해 화학사고를 사전에 예방할 수 있는 화학안전관리 체계의 선진화에 기여할 수 있을 것으로 기대된다.

BACKGROUND: Chemical accidents have increased owing to chemical usage, human error and technical failures during the last decades. Many countries have organized supervisory authorities in charge of enforcing related rules and regulations to prevent chemical accidents. A very important part in chemical accidents has been coping with comprehensive first aid tool. Therefore, the present research has provided information with the initial applications concern to the rapid analysis of hazardous material using instruments in vehicle of field mode after chemical accidents. METHODS AND RESULTS: Mobile measurement vehicle was manufactured to obtain information regarding field assessments of chemical accidents. This vehicle was equipped with four instruments including gas chromatography with mass spectrometry (GC/MS), Fourier Transform Infrared Spectroscopy (FT-IR), Ion Chromatography (IC), and UV/Vis spectrometer (UV) to analyses of accident preparedness substances, volatile compounds, and organic gases. Moreover, this work was the first examined the evaluation of applicability for analysis instruments using 20 chemicals in various accident preparedness substances (GC/MS; 6 chemicals, FT-IR; 2 chemicals, IC; 11 chemicals, and UV; 1 chemical) and their calibration curves were obtained with high linearity ( r 2 > 0.991). Our results were observed the advantage of the high chromatographic peak capacity, fast analysis, and good sensitivity as well as resolution. CONCLUSION: When chemical accidents are occurred, the posted measurement vehicle may be utilized as tool an effective for qualitative and quantitative information in the scene of an accident owing to the rapid analysis of hazardous material.
In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.
이 연구의 목적은 유해화학물질 중 하나인 염소를 운송하는 차량이 사고 등으로 전복되어 가스 누출 시 염소독성(ppm)에 의해 예상되는 피해를 예측하고 최소화를 위한 효율적 대응방안을 마련하는데 있다. 피해예측을 위해 염소차량 운행 중 운전자의 부주의 등으로 발생할 수 있는 염소 누출에 따른 독성(ppm) 피해거리를 ALOHA 프로그램을 적용하여 정량적으로 산정하였다. 독성가스 누출시 피해거리는 누출된 위험물의 양과 누출당시의 기상조건 등에 영향을 받는다. 따라서 위험물질의 누출량과 기상조건의 다양한 변화를 통해 피해거리를 다각적으로 분석하였다. 중간 이하의 조건(누출량:5ton, 풍속:3m/s, 대기안정도:D)으로 산정한 피해거리는 AEGL-2의 경우(LOC:2ppm) 9km로 나타났으며, 이는 염화수소의 독성과 유사하고 심각한 호흡장해 등 인명피해를 발생시킬 수 있는 농도이다. 특히, 도심지역에서의 누출은 대규모 인명피해로 연결될 수 있다. 이에 누출사고 발생 시 누출지점 및 누출량에 따른 적절한 대응을 통해 피해를 최소화 하는 방안을 제시하였다.
