건설현장에서 발생하는 재해의 상당부분은 근로자가 작업과관련하여 이동하는 과정에서 발생한다. 본 연구는 건설현장에서 근로자들이 이동하는 과정에서 발생한 재해의 예방과 저감을 위하여 최근 3년간의 중대재해보고서에서 근로자가 이동시 발생한 재해를 대상으로 하여 직종별로 어떠한 위험요인에 의해 재해가 발생했는지 분석하였다. 그 결과 직종과 위험상황에 따라 의미 있는 차이점이 있음이 파악되었으며, 결과적으로 각 직종별로 이동과정에서의 리스크의 강도가 다르다는 것을 알 수 있었다. 따라서 근로자들이 이동하는 과정에서 발생하는 재해를 줄이기 위해서는 이러한 직종별 리스크 특성을 고려하여 작업진도계획 및 안전계획을 수립하고 이를 관리과정에서 반영해야 할 것으로 판단된다. 본 연구에서 제시된 결과는 건설현장 근로자과 안전관리자에게 이동작업시의 위험성을 이해하는데 도움을 주고 공사계획 및 관리에 활용될 수 있을 것으로 기대된다.
The goal of this study is to develop a biomarker used in monitoring abnormal behaviors of Japanese medaka (Oryzias latipes) as a model organism caused by hazardous chemicals. Japanese medaka was treated under appropriate sublethal concentrations of copper and the fish were subjected to copper treatment after starvation for 48 hr. The untreated individuals showed common behavioral characteristics (i.e., smooth and linear movements with small curvatures) in the movement behaviors.

연구목적: 최근 노후한 안전관리 미비 시설물의 구조적 결함으로 인한 건축물 및 시설물 붕괴사고 등이 발생하고 있다. 본 연구는 전시 공간 건축물의 위험징후를 분석하고 계측기술을 개발하기 위해 시지각적 요소를 갖춘 건축물 센서 모니터링을 위한 최적의 센서 위치를 결정하는 상시 모니터링 시스템 설치가이드라인을 개발하는 것을 목적으로 한다. 연구방법: 위험징후 계측 기기의 구성요소, 설치위치, 기기의 경보 기준, 관리 방안 등을 제시한다. 연구결과: 센서의 위치를 결정하고, 통일된 시지각을 갖춤으로서 분석을 위한 신호처리 기술을 확보하고, Test-bed 운영 통해서 센서 모니터링 기반의 최적 '위험징후 감지장치'를 구성하는 방안을 제시하였다. 결론: 본 연구의 결과는 전시 공간 건축물 붕괴로 발생할 수 있는 재난으로부터 대비하고, 안전관리 역량을 강화에 기여할 수 있다.
We analyzed the demographic and job features of 197 shipyard workers with work-related musculoskeletal disorders(WMSDs) compensated by the Industrial Accident Compensation Insurance Act, and the features of the disorders, the causes of operation and the induced behaviors. The three shipbuilding companies surveyed were located in Busan Metropolitan city and Gyungsangnam-do. The results were as follows. 1. The ages of WMSDs patients in shipyard were $43.6{\pm}8.6$ and the job tenure was $14.3{\pm}5.6$. The 40's of them was 40.1%, and the 30's was 29.4%. Patients less than 5 year-work duration were 85.3%, and ones more than 16 year-work duration 6.6%. In occupations, welders were 32.5%, pre-welders 17.3%, and setting engineers 6.6%. 2. The causes of WMSDs in shipyard were works(95.4%) and outer crash or accident shock (3.6%). Based on the standard of the NIOSH induced behaviors, the causes were awkward posture (62.9%), excessive movement(19.3%) and repetitive movement(13.7%). 3. The compensated WMSDs by body part was the highest, 36%, in the spines, 32.0% in both the upper limbs and the spines, and 14% in the upper limbs. The number of cases of WMSDs in body were 96 in the cervical, 79 in the lumbar and 72 in the shoulders. 4. As a result of chi-square test(${\chi}^2$) between diagnosis and operation in body, welding and spot welding had the most diagnoses in all parts of the body among other occupations. Chi-square test(${\chi}^2$) between diagnosis and induced behavior in body showed that awkward postures recorded the highest rate and repetitive movements was the second. 5. The most hazardous occupation was the welding(incidence rate=9.7) and the most hazardous behavior was the awkward posture.
현재 비디오 영상처리시스템(VIPS: Video Image Processing System)은 실시간으로 들어오는 영상정보를 분석하여 유용한 정보를 제공하고, 하나의 카메라로 여러 차로를 동시에 감시할 수 있는 알고리즘으로 교통량, 속도뿐만 아니라 밀도 및 점유율 등 다양한 정보를 제공하나, 안전지대에서는 효과적이지 못한다. 그러나, 영상검지시스템에서 개별차량에 대한 추적시스템으로 개발할 경우 사고 및 차로 변경의 위험요소 감지 등 실시간으로 보다 다양한 정보를 제공할 수가 있다. 본 논문은 컴퓨터비전 기술을 이용하여 개별차량의 추적시스템을 개발하였으며, 이 시스템을 실제 도로영상에 적용하여 Tripwire에서 수집할 수 있는 교통정보뿐만 아니라 사고, 상충정보 등 다양한 정보를 제공한다. 본 연구의 검증을 위하여 개별차량 추적시스템으로 1) 돌발상황 감지 2) 급차로 변경과 같은 비정상적인 차량흐름의 경우를 감지하는 실험을 수행하였다.
This study reviews the proposed liability and redress regime under the Cartagena Protocol on Biodiversity. Several core elements for the regime are discussed in comparison with those listed in the 1999 Basel Protocol on Liability and Compensation for Damage resulting from the Transboundary Movements of Hazardous Wastes and their Disposal. These are (1) scope of the rules and procedures; (2) channeling of liability; (3) legal standing; (4) definition of damage; (5) standard of care; (6) ancillary sources of compensation; (7) limitation of liability; (8) financial guarantees; and (9) mutual recognition and enforcement of judgments. Korea has given relatively little attention to the issue of liability and redress in the context of LMOs trade. As the Protocol is expected to enter into force soon, Korea needs to develop appropriate implementing domestic mechanisms for the Biosafety Protocol. Establishing an adequate domestic liability and compensation scheme will be one of the most important mechanisms not only to comply the Protocol but to ensure safety of LMOs in general. A further research is needed on the basis of a comparision of relevant legislations in different countries as well as analysis of current laws related to the accidents arising from LMOs trade, such as product liability laws, food safety laws, liability provisions in some environmental legislations.
Fluoranthene, a common polycyclicaromatic hydrocarbon (PAH), exhibits phototoxicity which may affect aquatic organisms. The eventual goal of this study is to develop a biomarker of Japanese medaka (Oryzias latipes) used in monitoring hazardous chemicals in the ecosystem. In this study we investigated neural toxicity of fluoranthene in Japanese medaka (Oryzias latipes) along with comparative analysis of corresponding behavioral response. The untreated individuals shooed normal behavioral characteristics (i. e., smooth and linear movements). The treated fish, however, showed stopping and abrupt change of orientation (100 ppb), and severely reduced locomotive activity and enhanced surfacing activity (1,000 ppb). Treatment of the medaka fish with fluoranthene caused a significant suppresson of acetycholine esterase (AChE) activities in the body portion but not in the head portion. When fish were exposed to 1,000 ppb of fluoranthene for 24 hr, the body AChE activities decreased from 126.${\pm}$31.89 (nmoles substrate hydrolyzed per min per mg protein) to 49.51${\pm}$11.99. Expressions of tyrosine hydroxylase (TH) protein in the different organs from both head and body portions were comparatively analyzed using an immunohistochemical technique. Five organs of the medaka fish showing a strong TH protein expression were the olfactory bulb, hypothalamus, optic lobe, pons and myelencephalon regions. This study provides molecular and neurobehavioral bases of a biomonitoring system for toxic chemicals using fish as a model organism.

When fish were exposed to 1,000 ppb of copper, the body AChE activities appeared to decrease but the head AChE activities showed little change. Expressions of tyrosine hydroxylase (TH) protein in the different organs from both head (brain) and body (kidney) portions affected by the copper treatment were analyzed using immunohistochemical technique compared with control. Five organs of the fish (olfactory bulb, hyothalamus, optic lobe, pons and myelencephalon regions) showed a relatively strong TH protein expression in the control experiment. A differential expression of TH, however, was observed in the treatment (100 ppb and 1,000 ppb). The treatment (1,000 ppb) significantly suppressed TH protein production in the brain regions. In kidney, however, the same treatment caused little suppression compared with the control. Copper appeared to be less effective in suppression of TH than diazinon, a known TH suppressor. It was concluded that TH could be used at a potential biomarker to monitor the acute copper toxicity in Japanese medaka.
