The actual condition of safety management and problems for hazardous material facilities in national industrial complex are investigated and analyzed in fields of hazardous material facilities safety, fire fighting equipment safety, building safety, space safety. In most cases, the failure to comply with legal requirements and the maintenance of fire safety have been pointed out. As a result, the total number of problems identified was 466 and problems in the field of hazardous material facilities safety have been pointed out the most. Also, it was analyzed that the number of problems identified in the manufacturing facilities and general handling centers among the hazardous materials facilities was the highest. Therefore, it will contribute to strengthening the safety management capability of the national industrial complex in the future by suggesting the convergence direction of the safety diagnosis system and the systematic introduction of the precise safety diagnosis.
This study is to analyze current inadequate status of installing hazardous materials facilities, and to propose rational standards by researching validity for implementing registration for design, construction, supervision for installing fire safety facilities. By studying installation of registering designing, constructing, supervising industry on hazardous material facilities, professional and higher level of stability measures for national hazardous material facility was provided. For above reasons, necessity of institutionalizing of registering standards for construction and supervising industry became clear. Much more gradual institutionalization is needed for construction industry. Moreover, new national qualification should be reconsidered, in order to rebuttal the above and also to cultivate and acquire technical power.
Usage of the inorganic floor finishing material can be advantageous to overcome some problems of traditional organic-based floor finishing material used for hazardous material storage facilities. A spark can be produced by physical impact between the flooring and the flooring disposal equipment while removing the existing flooring. In order to prevent a fire hazard, which may be caused the spark, it is feasible that a construction can be implemented without removing the existing flooring. Moreover, the top coating material containing an antistatic agent is effective to prevent secondary damage caused by static electricity after finishing the construction of the flooring. Therefore, the inorganic floor finishing material of the this study is expected to be beneficial for safety management and economical aspect for inspectors.

We have closely examined the concentration change characteristics, emission amounts, and the material balance of hazardous air pollutants at both early and later stages of the prevention facilities. These results will be uses as the basic data when preparing for the regulatory and management plans for hazardous air pollutants. The results of the study on heavy metals illustrated that the content of heavy metals in sludge across five facilities were as follows: copper> zinc> chrome> nickel> cadmium> mercury. In terms of heavy metal content in swage sludge, the sludge in incinerating facilities other than the sludge in the D incinerating facility containing industrial water waste, was examined in order to satisfy the ocean contamination standard and fertilizer specifications. Most of the items were shown to have satisfied the emission tolerance standards in the latter part of the prevention facilities(The average elimination rate was over 90%). Therefore, it is concluded that swage sludge containing high-concentrate heavy metals needs to be incinerated rather than recycled as fertilizer.

In this paper, the current status of marine industrial facilities, regulatory legal systems, and emission status of hazardous and noxious substances (HNS) in these facilities were analyzed, and the direction of improvement of the regulatory system was presented accordingly. As a result of the analysis, it is estimated that about 1,100 marine industrial facilities are subject to the Marine Environment Management Act of 2007. It is estimated that 190 kinds of hazardous substances are discharged from these marine industrial facilities and are highly likely to flow into the ocean, of which 20 are estimated to be discharged into the water system. However, due to the lack of relevant laws and regulation, it is difficult to clearly determine whether the discharged material corresponds to an exceptional discharged material, making it difficult to effectively enforce regulations in the field. For this reason, effective regulatory enforcement is difficult in the regulatory field. The marine environment management law should clearly stipulate the exceptional emission standards and types of substances, and clarify the selection system, risk assessment system, and emission information collection and monitoring system for related Hazardous and Noxious Substances.

Hazardous material (HazMat) is the material or substance that poses an unreasonable risk to human safety and health, and to property when transported in gases, solids, and liquids of all sizes. When HazMats are improperly released, they have potential to harm humans, property, or the environment to be considered hazardous, resulting in human-caused disasters. As the Korean economy has advanced, the use of HazMats has increased. And, the total number and the impacts of HazMat incidents have grown up. It increases the risk of HazMat incidents. When many goods of HazMats are transported from supply points to demand places, it is important to know what the types and characteristics of HazMat incidents are in terms of disaster management. The objectives of this research are: (1) to investigate types and characteristics of HazMats that generate HazMat incidents in Korea, and (2) to analyze time-series trends of HazMat incidents in terms of facilities and/or transportation. Statistical analysis methods including frequency analysis or analysis of category data are applied to examine the significance of difference in HazMat incidents.

Safety and quality assessment systems are very important in manufacture, storage, transportation, and handling of hazardous materials(hazmat) to prevent hazmat disasters. At present, hazardous materials exist everywhere in our daily lives with various forms of plastics, household products of cleaning and washing detergents, fertilizers or petroleum-related products. However, hazardous materials are dangerous substances when they are released to human or environment. Hazardous materials become very widely used substances in the age of oil-based industrial economy. The Korean Ministry of Environment (KMOE) describes about one hundred thousand types of chemicals are produced and used worldwide. Over four hundred new chemicals are introduced in every year. A crucial question for the Korean hazardous material management may have been raised: Will you be safe from hazardous material incidents? The gas leak disaster at Union Carbide's Bhopal, India in 1984 that made over 6,400 people killed and 30,000 to 40,000 people seriously injured is the representative case for the safety of hazmat. Korea becomes vulnerable to hazmat disaster due to the development of high-tech industry. Thus, the risk assessment system is required to Korea for transferring abandoned hazmat management systems to self-correcting safety systems. This research analyzed characteristics of various hazmat incidents applying statistical analysis methods including frequency analysis or analysis of category data to hazmat incidents for ten years. All of three analyses of category data indicate the significance of causality between hazmat incident site groups and seasons, regional groups, and incident casualty groups.

This study was performed to establish new methods for hazardous substances and to develop an analytical method in specified wastes for preventing the environmental pollution caused by hazardous wastes. Therefore, the trends of international management, regulatory criteria, and items of hazardous wastes in various countries were investigated. Based on this study, target priority of new hazardous substances in specified wastes was established. An analytical method was developed using the waste standard reference materials of sludge, oil, bottom ash, etc., which contain the new hazardous substances (Ba, Be, Cr(VI), F, Ni, Sb, Se, and V). A total of 37 waste samples from the representative facilities, which are emitting new hazardous substances, were analyzed.
Natural disasters can cause major accidents in chemical facilities where they can lead to the release of hazardous materials which in turn can result in fires, explosions or toxic dispersion. Technological disasters triggered by natural disasters are referred to as NaTech(Natural Disaster Triggered Technological Disaster). These trends increase the probability of catastrophic future disasters and the potential for mass human exposure to hazardous materials released during disasters. In the present study, we proposed some methods for effective disaster management by conducting case study of major NaTech. First, establishing information sharing system of chemical accident for stakeholders and improving disaster manuals and standards of central and local government and co-operation support system. Second, activating information service of emergency planning and community right to know. Third, improving the integrated chemical accident database including NaTech accidents.
In this research, the goal is to ascertain the potential danger when transporting hazardous material by considering the important elements that contribute to such situation, instead of relying on the quantitative risk assessment of fixed facilities. Also, this study will verify the social and personal risk according to damage zone limits, by applying the worst case scenario and the alternative scenario that occur during the transportation process. Moreover, it has selected the optimum transportation route for maximum safety. The result of this research could be used to construct a systematic emergency system that can minimize the damage from serious industrial accidents, by effectively decreasing the danger zone and forming a connection between the community, the society, and the industries according to such evaluations.
