Introduction of Globally Harmonized System for Agrochemical Products (농약제품을 위한 GHS 제도 도입)

  • The use of chemical products to enhance and improve life is a widespread worldwide practice. In spite of the benefits of these products, there is the potential of chemicals for adverse effects to people or the environment. The globally harmonized system (GHS) of classifying and labeling chemicals that was recommended by the United Nations in 2003, has been introduced globally since 2008. Compare to the classification criteria of agricultural formulations today, classification criteria of GHS is different partly. One pictogram is removed and 3 pictograms are introduced newly. The classification criteria of GHS will be changed preferentially and implemented gradationally to hazard products.

In vivo Micronucleus Test of Cyclohexanone and Mutagenicity Classification According to a Globally Harmonized System (Cyclohexanone의 in vivo 소핵시험을 통한 GHS 변이원성 구분)

  • A micronucleus test of cyclohexanone has not yet been conducted. To classify the chemical hazard posed by cyclohexanone according to a globally harmonized system of classification and labeling of chemicals (GHS), we investigated its mutagenicity by micronucleus induction in ICR bone marrow cells of 7-weeek-old male mice. The mice were administered three dosages of the chemical for 24 hr via the oral route. After 24 hr, the mice were sacrificed, and their bone marrow cells were prepared for smearing slides. Based on counts of micronucleated polychromatic erythrocytes (MNPCEs) of 2,000 polychromatic erythrocytes, cyclohexanone did not inhibit bone marrow cell proliferation in any of the treated groups, but it resulted in micronucleus induction. According to the results of the mammalian bone marrow micronucleus test, this chemical is mutagenic and classified as category 2 in the GHS.

  • H-CSR(Harmonized Common Structural Rules) integrating CSR-BC(Common Structural Rules for Bulk Carriers) and CSR-OT(Common Structural Rules for Double Hull Oil Tankers) came into effect in July of 2015, so that bulk carrier and double hull oil tanker should comply with this rules. So far, several studies for trend analysis of requirements of structure scantling based on H-CSR have been carried out briskly. However, those studies are rare to apply H-CSR in actual structural design of ships, especially bulk carriers. In this study, an automated system for compartment arrangement is used to search the design case that minimizes still water bending moment(S.W.B.M) in 38k bulk carrier designed by Far East Ship Design & Engineering Co. Ltd. Also, various structural design cases are considered by changing arrangement of structural members to reduce ship weight. The SeaTrust-Hullscan software developed by Korean Register is used to perform structural design of ships based on mother ship and proper design cases are selected by user. The DSA(Direct Strength Analysis) is performed to evaluate structural safety for the yielding and buckling analysis by using MSC Nastran software. The effect of weight reduction is verified by comparison of ship weight between mother ship and the selected design cases.

  • The International System for Education and Qualification of Welding Personnel has been implemented based on the harmonized European System for education and qualification of welding personnel. This paper gives an overview of the International System focusing on the training guidelines and the quality assurance system developed. Systems for harmonization of Certification of Welding Personnel and for supporting companies using welding to implement ISO 3834 have been developed by EWF and are presently being transferred to IIW in line with the EWF/IIW agreement established in 2000.

A Study on the International Competitiveness of Korean Auto Parts Industry - Focus on the Exporting Concentration and Competitiveness in U.S. Market - (국산 자동차 부품산업의 국제경쟁력 분석에 관한 연구 - 미국시장 수출 집중도 및 경쟁력을 중심으로 -)

  • Korean auto mobile industry has been contributed to development on national economy for last 30 years. Especially, The fact is that latest increasement of Korean automobile selling is worthy of notice in U.S. market which is the biggest automobile market of the world. But development of automobile industry unattainable nothing of helping of auto parts industry. So, when we discuss about growth of automobile industry, we also have to consider role of auto parts industry at the same time. The purpose of this study was to analyze exporting competition of Korean auto parts in U.S. market by using Index of Export Bias and Market Comparative Advantage Index. For attaining the purpose of study, we classified the Korean auto parts which exported to U.S. market and the world by using the six units classification of the Harmonized System(HS). Also we measured Index of Export Bias and Market Comparative Advantage Index. Analyzing period was 1998-2004. The results of Index of Export Bias indicated that HS Code No. 8708.50, 8708.91 represented over 3 numerical value and 8708.92, 8708.60, 8708.39, 8708.29 represented over 2 numerical value. Additional results indicated that the Korean auto parts which gained exporting competition in the U.S. market were HS Code No. 8708.70, 8708.93, 8708.92. The products which will have exporting competition in the U.S. market would be HS Code No. 8708.99,

  • The hazards of chemicals can be classified using classification criteria that are based on physical, chemical and ecotoxicological endpoints. These criteria may be developed be iteratively, based on scientific or regulatory processes. A number of national and international schemes have been developed over the past 50 years, and some, such as the UN Dangerous Goods system or the EC system for hazardous substances, are in widespread use. However, the unnecessarily complicated multiplicity of existing hazard classifications created much unnecessary confusion at the user level, and a recommendation was made at the 1992 Rio Earth summit to develop a globally harmonized chemical hazard classification and compatible labelling system, including material safety data sheets and easily understandable symbols, that could be used for manufacture, transport, use and disposal of chemical substances. This became the globally harmonized system for the Classification and Labelling of Chemicals (GHS). The developmental phase of the GHS is largely complete. Consistent criteria for categorizing chemicals according to their toxic, physical, chemical and ecological hazards are now available. Consistent hazard communication tools such as labelling and material safety data sheets are also close to finalizations. The next phase is implementation of the GHS. The Intergovernmental Forum for Chemical Safety recommends that all countries implement the GHS as soon as possible with a view to have the system fully operational by 2008. When the GHS is in place, the world will finally have one system for classification of chemical hazards.

A HS tariff classification service based on a knowledge convergence performance system supporting decision elements and field terms (결정요소 및 현장용어 지원 지식융합 수행 시스템 기반의 HS 관세분류 서비스에 관한 실증 연구)

  • In the FTA environment, it is necessary to comply with the rules of origin in order to receive duty-free benefits. To do this, they have to precede the Harmonized System(HS) tariff classification of the goods and understand thoroughly the basic principles that constitute the tariff schedule of HS classification. For the correct classification, they should understand exactly the product name of "Heading" about the items, "Legal Note" in the relevant "Section" or "Chapter" as well as provisions of the commentary. Therefore, this paper proposes to develop a HS classification services based on the performance system of knowledge convergence of field terms commonly used in various industries. In result, our services can provide users the conveniences which users first selects one of seven decision elements of the classification and perform the classification easily and accurately.

A Comparative Analysis on Export Competitiveness for Auto Parts Industry between Korea and China (한.중 자동차 부품산업의 수출경쟁력 비교 분석 - 미국 자동차 부품 수입시장을 중심으로 -)

  • The purpose of this study was to analyze export competitiveness of Korean auto parts and Chinese auto parts in U.S. market by using Index of Export Bias and Market Comparative Advantage Index. For attaining the purpose of study, we classified the auto parts which exported to U.S. market and the imported products by using the six units classification of the Harmonized System(HS). Analyzing period was 1998-2005. The analysis of Korean results of MCA indicated that the Korean auto parts which gained export competitiveness in the U.S. market were HS Code No. 8708.94, 8708.99, 8708.92. The products which will have export competitiveness in the U.S. market would be HS Code No. 8708.93, 8708.39, 8708.60 respectively. On the other hand, the results indicated that the Chinese auto parts which gained export competitiveness in the U.S. market were HS Code No. 8708.70, 8708.31, 8708.91, 8708.60, 8708.39. From this study, we find the following strategies for successful advancing into the U.S. and world market. i) Linking strategy through working cooperation with local auto firms, government and academic world. ii) Advance strategy of auto firm accompany by module working and system auto parts firm. iii) Retention strategy of large technical institution established by auto parts firms and taking cooperation of auto firms iv) Settlement strategy for having weaken competitive article and production field. v) Cost-cutting strategy through strengthening logistics cooperation system between auto parts firms and auto firms. vi) Active invitation strategy of foreign investment under quickly cooperating of government.
