유해작업 사내도급 금지와 관련된 논란 및 개정방안에 관한 고찰 (A Review on Recent Debate on Proposals of Amendment of the Article of Prohibition of Inhouse-Contract for Harmful Work in the Industrial Safety and Health Act)

  • Objectives: The purpose of this study is to review the debate on the Article 28(Prohibition of Inhouse-Contract for Harmful Work) of the Industrial Safety and Health Law. Methods: Literatures and recent debate for prohibition and permission of inhouse-contract for harmful work were reviewed. Proposals of revision for the Article 28 of the Industrial Safety and Health Law were also reviewed. Results: It was not found reasonable to revise the Article 28 based on increased fatal accidents or diseases in the electroplating work and heavy metals handling works that are currently listed in the Presidential Decree under the law as the harmful works. Regulation types of prohibition or authorization for any harmful work shall have inherently poor coverage since the scope of application is extremely limited. Contractors for maintenance and repair of chemical facilities may not be included in the scope of application if the harmful works are defined as chemical handling works. If harmful works are prohibited, the contractor workers may loose their jobs. Therefore, it is necessary to consider balancing job security and occupational safety and health safety. Conclusions: Various limitations were found in the Article 28 and the proposals to revise it. Currently in-house subcontracting is widely spread in the workplace. Therefore, it may be inappropriate to set one or two Article such as the Article 28 and 29 to protect in-house subcontract workers from injury and illness. It is believed that it needs fundamental redirection and new approach with new paradigm to impose occupational safety and health duty to prime contractors.

Ca(OH)2촉매를 이용한 플라즈마 반응에 의한 황산화물(유해가스)의 제거에 관한 연구 (A study of decomposition of sulfur oxides(harmful gas) using calcium dihydroxide catalyst by plasma reactions)

  • Researches on the elimination of sulfur and nitrogen oxides with catalysts and absorbents reported many problems related with elimination efficiency and complex devices. In this study, decomposition efficiency of harmful gases was investigated. It was found that the efficiency rate can be increased by moving the harmful gases together with SPCP reactor and the catalysis reactor. Calcium hydroxide($Ca(OH)_2$), CaO, and $TiO_2$ were used as catalysts. Harmful air polluting gases such as $SO_2$ were measured for the analysis of decomposition efficiency, power consumption, and voltage according to changes to the process variables including frequency, concentration, electrode material, thickness of electrode, number of electrode winding, and additives to obtain optimal process conditions and the highest decomposition efficiency. The standard sample was sulfur oxide($SO_2$). Harmful gases were eliminated by moving them through the plasma generated in the SPCP reactor and the $Ca(OH)_2$ catalysis reactor. The elimination rate and products were analyzed with the gas analyzer (Ecom-AC,Germany), FT-IR(Nicolet, Magna-IR560), and GC-(Shimazu). The results of the experiment conducted to decompose and eliminate the harmful gas $SO_2$ with the $Ca(OH)_2$ catalysis reactor and SPCP reactor show 96% decomposition efficiency at the frequency of 10 kHz. The conductivity of the standard gas increased at the frequencies higher than 20 kHz. There was a partial flow of current along the surface. As a result, the decomposition efficiency decreased. The decomposition efficiency of harmful gas $SO_2$ by the $Ca(OH)_2$ catalysis reactor and SPCP reactor was 96.0% under 300 ppm concentration, 10 kHz frequency, and decomposition power of 20 W. It was 4% higher than the application of the SPCP reactor alone. The highest decomposition efficiency, 98.0% was achieved at the concentration of 100 ppm.

인공지능 기반 유해조류 탐지 관제 시스템 (Artificial Intelligence-Based Harmful Birds Detection Control System)

  • 본 논문에서는 오리와 같은 유해조류에 의한 양식장의 피해를 방지하기 위해서 머신러닝 기반 해상용 드론 개발을 목적으로 한다. 기존 드론은 공중에서 새와 충돌하거나 바다에 떨어지는 경우 유실되는 문제점을 해결하기 위해서 해상드론으로 개발하였다. 자율주행으로 작동하는 해상드론이 해상에 나타난 유해조류를 판단하기 위해 CNN기반 머신러닝 학습 알고리즘을 설계하였다. 유해조류의 위치 인식 및 추적을 위해 카메라에 라즈베리파이를 연결하여 관제 PC로 영상을 전송하도록 설계하였다. 모바일 기반 관제 센터에서 미리 GPS 좌표와 연동된 맵을 미리 제작한 후, 유해조류의 위치에 대한 GPS 위치값을 전달받아 설정된 위치로 해상용 드론이 출동하여 유해조류를 퇴치하는 자율주행 기반의 해상용 조류 퇴치 드론 시스템을 설계 및 구현하였다.

건축공사의 공종별 유해요인 분석에 따른 작업환경측정 및 특수건강 진단 대상 분석에 관한 연구 (A Study Examining the Measurement of Construction Working Environment and the Target Analysis of Special Health Check for Site Workers - Based on the Analysis of Harmful Factors at Work Site -)

  • 연구목적: 건축공사 시 공정별로 발생하는 각종 유해요인을 파악하여 작업환경측정 및 특수건강진단 대상이 되는 근로자들의 건강보호, 증진을 위한 방안에 대하여 알아보고자 한다. 연구방법: 공종별 유해요인분석, 유해요인에 따른 작업환경측정대상과 특수건강진단 항목을 알아볼 수 있다. 연구결과: 건축공사 12개의 공종별 유해요인을 분석하여 작업환경 측정대상과 특수건강 진단항목을 파악할 수 있었다. 결론: 각 공종별 유해요인 분석에 따라 작업환경측정 및 특수건강진단을 정기적으로 실시하므로써 건축근로자들의 직업병예방에 도움이 될 것으로 기대된다.

경기남부권 농업용 저수지의 유해 남세균 발생 및 독소물질 잔류 특성 (Characteristics of Harmful Cyanobacteria Occurrence and Toxin Residual in Agricultural Reservoirs of Southern Gyeonggi)

  • Algal blooms occur seasonally in the eutrophicated rivers or reservoirs, and some harmful cyanobacteria species produce toxic substances, which are directly or indirectly harmful to the ecosystem and terrestrial animals. So, the monitoring and control of harmful cyanobacteria occurrence and toxins residual in the aquasystem are important to preserve the water environment and secure public health. In this study, the four harmful cyanobacteria occurrences and toxic substance concentrations of two agricultural reservoirs in the southern part of Gyeonggi Province were investigated from August to October 2022. Among four harmful cyanobacteria (Microcystis sp., Anabaena sp., Oscillatoria sp., Aphanizomenon sp.), three kinds of cyanobacteria except Oscillatoria sp. were observed, and Microcystis sp. was the dominant cyanobacteria except for Anabaena sp. dominant result of a sample collected on October at reservoir B. The cell density of cyanobacteria was influenced by season and weather due to the length of daytime and concentrations of organic carbon and nitrogen. Three kinds of microcystin and anatoxin-a were quantitatively analyzed as total (in the cell body and water) and extracellular (in water) concentrations. The maximum total concentrations of anatoxin-a, microcystin-LR, microcystin-RR, and microcystin-YR were 0.1291 ㎍/L, 0.2776 ㎍/L, 0.3721 ㎍/L, and 0.0306 ㎍/L, respectively, in reservoir A and 0.3274 ㎍/L, 0.1495 ㎍/L, 0.2037 ㎍/L, and 0.0153 ㎍/L, respectively, in reservoir B.

피부 특징과 비 피부 특징을 이용한 유해 이미지 탐지 방법 (Harmful Image Detection Method Using Skin and Non-Skin Features)

  • 오늘날 IT 기술의 발달로 사람들에게 많은 편의성이 제공되고 있다. 이 중 스마트폰 시대가 열리면서 시장 환경이 급격하게 바뀌고 있다. 스마트폰으로 인터넷을 자유자재로 이용하게 되면서 음란물 시장은 활개를 치고 있다. 상당수 이용자들은 미국과 일본의 모바일 음란사이트에 곧바로 접속한다. 애플이 앱스토어에서 음란물 서비스를 철저하게 차단하고 있지만 모바일 웹 페이지 접속차단은 불가능한 상황이다. 유해 이미지를 탐지하기 위해 본 논문에서 제안하는 피부 특징과 비 피부 특징을 이용한 이미지의 유해성 판단 방법을 제안한다. 제안한 방법은 기존의 이미지 유해성 판단 방법보다 좋은 성능을 보이는 것을 확인하였다.

Application of FITC-conjugated lectin probes for the recognition and differentiation of some Korean coastal red tide microalgae

  • Harmful micro algae isolated from Korean coastal waters, were tested with FITC-conjugated lectins and observed by epifluorescent microscopy to distinguish each other. Strain-specific sugar composition at the cell surface was suggested by the affinity of lectins to different microalgae. The micro algae Cochlodinium polykrikoides (CP-1) and Gymnodinium $A_3\;(GA_{3-1}\;1)$, are morphologically similar, but exhibited different binding activity with the lectins ECA, HPA and WGA. In Peridiniales, the micro alga Alexandrium tamarense (AT) bound HPA and WGA, but Scrippsiella trochoidea (ST-1) did not bind those lectins. Three species of Prorocentrum also exhibited different binding specificity with HPA, PHA and SBA. A non­toxic Korean isolate of Heterosigma akashiwo (HA-2) bound ConA, PEA and UEA. These results suggest that lectins are useful in discriminating morphologically similar species, as well as different species or strains within the same genus.

웹 기반 수업을 위한 유해 단어 관리 게시판의 설계 및 구현 (Design and Implementation of Harmful Word Management Board for Web-based Instruction)

  • 인터넷이 교육에 사용됨으로써 학습자의 자기주도학습, 개별학습, 완전학습, 그리고 탐구형 학습 등이 효과적으로 이루어질 수 있다. 특히 이러한 장점을 취하기 위하여 게시판 시스템이 웹 기반 학습에 널리 사용되고 있다. 그러나, 게시판의 활용은 인터넷이 가지는 익명성으로 인해 자유로운 의견의 교환이라는 장점 외에, 부정적이거나 폭력적인 언어 사용이 쉽게 일어난다는 단점을 가진다. 본 연구는 인터넷을 활용한 학습에서 커뮤니케이션 도구로 널리 사용되고 있는 게시판이 유해단어 관리 기능을 가지도록 함으로써, 유해한 내용을 포함하는 내용의 게시를 제재하고 학생들의 언어 습관을 교정 할 수 있게 하였다.

강한 간섭주의를 기반한 유해 영상 정보 노출 차단 시스템 (An Inappropriate Web_ Images Blocking System Based_on Strong Paternalism)

  • 컴퓨터의 필요성이 증가하면 할수록 청소년들의 컴퓨터 중독 및 유해 사이트 노출등 학부모와 학생들간의 갈등이 심화되고 있다. 특히, 청소년의 무분별한 불법 음란 사이트접속으로 인해 청소년 탈선과 비정상적인 가치관 정립등 심각한 사회문제로 대두되고 있다.불법 음란 사이트 난립은 공부해야할 청소년에게 학습에 대한 효율이 떨어지게 할 뿐만 아니라 정서 건강 및 인격 함양에 커다란 저해 요인이다. 본 논문에서는 이를 해결하기 위해기존의 유해 정보 차단시스템을 약한 간섭으로 정의하고 정보윤리의 강한 간섭주의를 기반한 영상 유해 차단 시스템을 개발한다. 유해 URL들에 대해 실험한 결과, 제안한 시스템의 효율은 전라(full nudity)의 경우에는 89.6%, 반라의 경우는 70.1%의 차단 효율을 나타내었으며, 얼굴 영상의 경우는 2.4%의 오관별이 있었다.

영천호에서 남조류 발생과 환경요인의 관련성 연구 (A Study on the Relationship between Cyanobacteria and Environmental Factors in Yeongcheon Lake)

  • The purpose of this study is to analyze the characteristics and correlations of the Yeongcheon Lake in order to reduce the occurrence of harmful cyanobacteria. In this study, we investigated the water quality and phytoplankton of the lake from May to November in 2017. Correlation and data mining analyses were performed to analyze the relationship between the two factors. The water temperature was lowest at the point where the Yeongcheon Lake inflow occurs at Imha Lake. It was highest at the point where the outflow occurs to Angye Lake. The pH was also highest at the outflow point, but in the case of DO, it was highest at the midpoint between the inflow and outflow. The main cyanobacteria that emerged during the study period were Oscillatorialimosa, Microcysti saeruginosa and Aphanizomenon flos-aquae. As a result of correlation analysis, the water temperature, inflow, COD loading, TOC loading at the inflow point of the Yeongcheon Lake were the items that were related to the harmful cyanobacteria. The data mining analysis indicated that the TP loading and harmful cyanobacteria in the inflow point of the Yeongcheon Lake were influential on the detrimental cyanobacteria in the Yeongcheon Lake outflow point. When the TP loading was less than 39.0 kg/day at the inflow site, it was expected that the amount of harmful cyanobacteria could be maintained below 10,000 cells/mL.
