A Case Study of SW Expert Training Platform Based on International Cooperation: HRD Center in Cambodia

  • In recent years, international cooperation has become important not only at the humanitarian level but also at the socio-economic level. As a result, major foreign countries are increasing capital-intensive international cooperation. In this environment, Korea needs to look for differentiated international cooperation plans centered on sustainable talent cultivation and move away from capital-based international cooperation. In this study, we analyzed the case of HRD (Human Resource Development) center in Cambodia as an international cooperation model between industry-academia-college for training software (SW) workforce. The HRD Center in Cambodia is an educational institution that fosters SW talent and can be viewed as an international cooperation model that can influence the ICT industry in Cambodia as an educational platform. In fact, 190 people who have been hired so far have entered various fields. 97% of graduates have been satisfied with HRD center and 90% of them are willing to recommend the center. In particular, as highlighted in the case study, the HRD Center has had a positive effect on not only cultivating self-initiated learning-based SW talent, but also formulating positive image of Korea and Korean companies thereby facilitating entry into the global market. The HRD Center in Cambodia has developed a virtuous cycle of fostering human resources, providing education, advancing industry and building a cooperative network. Korea has transformed into a platform for international cooperation and human resource development and education by providing active support and aid. This case study will be utilized as a new model of international cooperation with SW expert training platform for Korea.

Wearable Human Health-monitoring Band using Inkjet-printed Flexible Temperature Sensor

  • This paper presents a wearable human health-monitoring band. The band consists of a body temperature detector (BTD) and a hear rate detector (HRD). The BTD and HRD are realized using an inkjet-printed flexible temperature sensor and a commercial heart rate sensor module, respectively. The sensitivity of the fabricated BTD was found to be $-31/^{\circ}C$ with a linearity of 99.82%. The HRD using the commercial heart rate sensor module has a good performance with a standard deviation of 0.85 between the data of a commercial smart watch and the fabricated HRD.

Streptomyces coelicolor A3(2)에서 hrdA유사 Sigma 인자 유전자의 클로닝 (Cloning of hadA-like Sigma Factor Gene from Streptomyces coelicolor A3(2))

  • 세균의 RNA 중합효소에서 여러 ${\sigma}$ 인자들 간에 보존된 아미노산 서열중 2.3 부위와 4.2 부위의 아미노산 서열로부터 유 n하여 두가지의 PCR primer를 제작하였다. 이들을 이용하여 PCR을 수행하였을 때, E. coli와 Streptomyces coelicolor의 DNA로부터 예상되었던 480 bp 정도의 DNA가 증폭되는 것을 관찰하였다. E. coli DNA에서 증폭된 DNA를 클로닝하여 염기서열을 결정한 결과 E. coli의 rpoS 유전자로부터 유래하였음을 알았다. 이를 탐침으로 S. coelicolor에서 genomic DNA hybridization을 수행하였을 때, PvuII 절편 두가지 (3.5 kb, 2.0 kb) 와 SalI 절편 두가지(3.4kb, 1.5 kb)에 탐침이 결합하는 것을 관찰하였다. 3.5 kb의 pvuII 절편을 sublibrary로부터 클로닝하고, 탐침이 결합하는 1.0kb의 BamHI/HincII 절편의 염기서열을 분석하였다. 부분적으로 결정된 염기서열을 BLAST 프로그램을 이용하여 GenBank와 EMBL, PDB 등의 data library의 유전자들과 비교하여 본 결과Streptomyces속의 ${\sigma}$인자들을 비롯한 Synechococcus종, Anabaena종, Pseudomonas aeruginosa, Stigmatella aurantica 등의 주된 ${\sigma}$ 인자와 높은 유사성을 보였다. 현재까지 1.2 부위와 4 부위에 해당하는 부분의 염기서열을 결정하였는데, 이 부분은 S. coelicolor에서 알려진 다섯가지의 ${\sigma}$ 인자 유전자 중 hrdA와 가장 높은 유사성을 보이며, 아미노산의 유사성이 1.2부위에서는 88%, 4 부위에서는 75%인 것으로 나타났다.

DEA 방법론 활용을 통한 국가 HRD사업에 대한 동태적 효율성 분석 (Dynamic Efficiency Analysis of Korean HRD Programs using Data Envelopment Analysis)

  • 국가 HRD사업 중 IT 연구개발 인력양성사업을 분석대상으로 하여 동태적 관점에서 인력양성사업에 대한 성과의 효율성을 측정한 결과, 첫째 매년 ITRC 정부지원금은 SCI논문과 높은 양의 상관관계를 보였고, 시제품 및 SW 개발이 많이 이루어질수록 특허와 기술이전으로 연결되고 있는 것으로 분석되고 있다. 둘째, 년도별 ITRC 효율성을 분석한 결과, ITRC 인력양성사업은 효율적으로 운영되고 있다. 마지막으로, 우리나라 IT관련 연구인력 양성사업 간의 성과를 분석하기 위하여 ITRC와 IT SoC사업, 외국인 유학생 지원 사업을 대상으로 동태적 효율성 분석결과, ITRC는 타 사업에 비하여 인력양성사업의 운용이 보다 효율적으로 이루어졌다. 이러한 효율성의 원인은 선진화된 인력양성사업의 Catch-up에 의한 모방의 효과보다는 새로운 운영기법 및 운영체계에 의한 인력양성사업 성과체계를 도입하고 이를 활용한 요인으로부터 발생한 것으로 나타났다.

  • 본 연구에서는 정보통신 분야 HRD사업 중 매우 중요한 ITRC의 지원요인과 지원성과에 대하여 상관관계 및 회귀분석, DEA효율성 분석을 통해 정부예산 지원의 효율성을 알아보았다. 본 연구의 결과에 의하면, 첫째, ITRC에 대한 지원기간은 과학기술적 연구성과와 인력양성 성과에 영향을 미치지 않는 것으로 나타남에 따라, 지원기간이 길다고 하더라도 과학적 연구성과와 인력양성 성과와는 무관함을 보여주고 있다. 둘째, 반면에 정부지원금이 증가하게 되면 인력양성 성과에도 양의 영향을 미치어 증가하는 것으로 나타났다. 마지막으로, 기술분야별 ITRC를 DEA분석하면, SW/ 디지털 콘텐츠, 디지털 TV, 정보보호, 지능로봇, 차세대 PC, 차세대 이동통신, 홈네트워크, 통신수학, IT SoC, 등 기술분야는 효율성이 높은 것으로 나타났다.

국제협력사업의 체계적인 추진방향에 관한 연구 (A Study on the Framework of International Cooperation Business in HRD KOREA)

  • This study is aimed at proposing the framework of international cooperation business in HRD KOREA. To achieve this goal I collected all of data that were used in process of international cooperation business in HRD KOREA and interviewed some people to get information from the people concerned. After that I analyzed data involved in using SWOT technique and proposed the framework of international cooperation business in HRD KOREA. The conclusions are as these. First, alliances must be vitalized between businesses besides between organizations. For example 'Developing of voluntary comeback program for foreigner' and 'Establishment of HRD KOREA Center' can be proposed as action plans for this strategy. Second, glocalization must be pushed ahead. For example 'Business career monitoring system for PMC' can be proposed as action plan. Third, building of preemptive base must be done. For example 'Standing of international HRD forum' can be proposed as action plan. Fourth, reinforcement of organizational competency must be done. For example 'The program for internationalization' can be proposed as action plan. Fifth, SBU(Strategic Business Unit) must be pushed ahead. For example 'Customer diversification portfolio' can be proposed as action plan.

농촌인적자원개발센터 교육운영의 직무탐색과 직무수행모델 개발 (Exploring the Tasks Related with Educational Program Operation and Developing Its Performance Model of Rural HRD Center)

  • The objectives of this study were to explore the duties and tasks of educational program operation, to develop the performance model including the duties and tasks, and to construct the action manual of the tasks and duties in related with implementing effectively the educational program. The findings of this study were as follows. First, The identifying duties and tasks was 1,942 related with implementing educational program operation based on theoretical job model through activity analysis and experience sampling techniques. Second, the finding duties and tasks was reconstructed through classifying with 9 duties and 88 tasks, and then it was developed as educational program operation model of Korean Rural HRD Center. Finally Third, the implementing manual was constructed including the contents and task-elements.

Differential Hrd1 Expression and B-Cell Accumulation in Eosinophilic and Non-eosinophilic Chronic Rhinosinusitis With Nasal Polyps

  • Purpose: Hrd1 has recently emerged as a critical regulator of B-cells in autoimmune diseases. However, its role in the pathogenesis of chronic rhinosinusitis with nasal polyps (CRSwNP) remains largely unexplored. This study aimed to examine Hrd1 expression and B-cell accumulation and their possible roles in CRSwNP. Methods: Quantitative real-time polymerase chain reaction, immunohistochemistry, enzyme-linked immunosorbent assay and Western blotting were used to assess gene and protein expression in nasal tissue extracts. Cells isolated from nasal tissues and peripheral blood mononuclear cells were characterized by flow cytometry. Local antibody production was measured in tissue extracts with a Bio-Plex assay. Additionally, changes in Hrd1 expression in response to specific inflammatory stimuli were measured in cultured dispersed polyp cells. Results: Nasal polyps (NPs) from patients with eosinophilic CRSwNP (ECRS) had increased levels of Hrd1, B-cells and plasma cells compared with NPs from patients with non-eosinophilic CRSwNP (non-ECRS) or other control subjects (P < 0.05). The average Hrd1 levels in B-cells in NPs from ECRS patients were significantly higher than those from non-ECRS patients and control subjects (P < 0.05). NPs also contained significantly increased levels of several antibody isotypes compared with normal controls (P < 0.05). Interestingly, Hrd1 expression in cultured polyp cells from ECRS patients, but not non-ECRS patients, was significantly increased by interleukin-$1{\beta}$, lipopolysaccharide and Poly(I:C) stimulation, and inhibited by dexamethasone treatment (P < 0.05). Conclusions: Differential Hrd1 expression and B-cell accumulation between the ECRS and non-ECRS subsets suggests that they can exhibit distinct pathogenic mechanisms and play important roles in NP.

Partial Purification of Factors for Differential Transcription of the rrnD Promoters for Ribosomal RNA Synthesis in Streptomyces coelicolor

  • The Streptomyces coelicolor A3(2) genome contains six operons (rrnA to F) for ribosomal RNA synthesis. Transcription from rrnD occurs from four promoters (p1 to p4). We found that transcripts from the p1 and p3 promoters were most abundant in vivo in the early exponential phase. However, at later phases of exponential and stationary growth, transcripts from the p1 promoter decreased drastically, with the p3 and p4 transcripts constituting the major forms. Partially purified RNA polymerase supported transcription from the p3 and p4 promoters, whereas pure reconstituted RNA polymerase with core enzyme (E) and the major vegetative sigma factor ${\sigma}^{HrdB}$ ($E{\cdot}{\sigma}^{HrdB}$) did not. In order to assess any potential requirement for additional factor(s) that allow transcription from the p3 and p4 promoters, we fractionated a partially purified RNA polymerase preparation by denaturing gel filtration chromatography. We found that transcription from the p3 and p4 promoters required factor(s) of about 30-35 kDa in addition to RNAP holoenzyme ($E{\cdot}{\sigma}^{HrdB}$). Therefore, transcription from the p3 and p4 promoters, which contain a consensus -10 region but no -35 for ${\sigma}^{HrdB}$ recognition, are likely to be regulated by transcription factor(s) that modulate RNA polymerase holoenzyme activity in S. coelicolor.

  • KORAIL Human Resources Development Center' educational system is changed according to new start KORAIL. So, New master plan for will perform new vision POWER KORAIL 2010 is presented. 'C' Learning, 'W' Learning and 'E' Learning form the basis of these new methods and their principles have been applied ever since. These three independent yet interconnected learning axis were formed in order to achieve balance and harmony, realized in an integrated educational community. This model of education has become the foundation of our educational ideal at KORAIL's HRD Center. Innovative thinking and diligent scrutiny of educational applications and methods at the KORAIL HRD Center will bring about winning 'the war for talent'.
