In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

The capacity of highway is restricted and traffic congestion is caused by increasing traffic demand. Also, greenhouse gases are increased by traffic congestion. CDM (Clean Development Mechanism) is an idea of interest to reduce greenhouse gases. However, CDM's cases applied in traffic field are rare. Thus, it is necessary that methodology to reduce greenhouse gas should be developed and applied to CDM. A methodology for identifying greenhouse gas emissions was developed in this paper. This methodology was developed on the basis of baseline methodology registered at UN. Travel time and speed in the conventional traffic condition and in the automated traffic condition are compared by BPR function. The calculated speed applied to emission factor equation and then $CO_2$ emissions was calculated. A simulation was executed to evaluate the validity of the developed methodology. In the result, advanced vehicle's $CO_2$ emissions are more than conventional vehicle's $CO_2$ emissions in the stable flow condition. However, advanced vehicle's $CO_2$ emissions are less than conventional vehicle's $CO_2$ emissions in the unstable flow condition. It is assure that capacity of highway is enhanced and efficiency of highway is improved by adopting advanced safety vehicle in the smart road.

The increase in the amount of energy used in the agricultural sector due to the expansion of agricultural machinery and greenhouse horticulture has caused a range of problems, such as an increase in the cost of input, such as heating costs and greenhouse gas emission. To overcome these problems, this study examined the current status of energy use in greenhouse horticulture as well as the change patterns of non-taxable oil and agricultural electricity, and reviewed the current status of the supply of renewable energy and energy saving facilities for agriculture. This study investigated the area of advanced and renewable energy and energy saving facilities implemented, applied the energy saving ratio of advanced and renewable energy and energy saving facilities, and determined the effects of renewable energy in the agricultural sector, such as increase in production, decrease in heating cost, reduction in Government financial expenditure, reduction in greenhouse gas emission, and oil substitution effect.
The iron and steel industry is a manufacturing industry with the largest greenhouse gases emissions and has a great ripple effect on the national economy as a core material industry. This study internationally compared the decoupling patterns of greenhouse gases emissions in the iron and steel industry from 1990 to 2019, focusing on Korea, Japan, and Germany. In particular, unlike previous studies that considered only fuel combustion emissions, this study considered all fuel combustion emissions, industrial process emissions, and indirect emissions from the use of electricity and heat. As a result of the analysis, Korea is interpreted as expansive coupling, Japan as decoupling, and Germany as unclear. Therefore, the decoupling path that the Korean iron and steel industry should take should not be in Germany, but in the form of seeking a decoupling method similar to Japan or more effective than Japan. In addition, this study considered the characteristics of the iron and steel industry as much as possible and presented the causes of the decoupling analysis results and implications for the Korean iron and steel industry through comparison with Japan and Germany. In particular, four factors were suggested as factors which has promoted decoupling in Japan: high value-added of Japanese iron and steel products, development of energy efficiency technology in the Japanese iron and steel industry, strategic M&A of the Japanese iron and steel industry, and maintaining competitiveness according to the closed distribution structure of Japanese iron and steel products. The Korean iron and steel industry should also use the case of Japan as a benchmark to further increase added value through quality uprade and product diversification of iron and steel products, while at the same time making efforts to fundamentally reduce greenhouse gas emissions through the development of new technologies.
The suppressive effect of monensin as an ionophore-feed additive on enteric methane (CH4) emission and renewable methanogenesis were evaluated. To clarify the suppressive effect of monensin a respiratory trial with head cage was performed using Holstein-Friesian steers. Steers were offered high concentrate diets (80% concentrate and 20% hay) ad libitum with or without monensin, galacto-oligosaccharides (GOS) or L-cysteine. Steers that received monensin containing diet had significantly (p < 0.01) lower enteric CH4 emissions as well as those that received GOS containing diet (p < 0.05) compared to steers fed control diets. Thermophilic digesters at 55℃ that received manure from steers fed on monensin diets had a delay in the initial CH4 production. Monensin is a strong inhibitor of enteric methanogenesis, but has a negative impact on biogas energy production at short retention times. Effects of the activity of coprophagous insects on CH4 and nitrous oxide (N2O) emissions from cattle dung pats were assessed in anaerobic in vitro continuous gas quantification system modified to aerobic quantification device. The CH4 emission from dungs with adults of Caccobius jessoensis Harold (dung beetle) and the larvae of the fly Neomyia cornicina (Fabricius) were compared with that from control dung without insect. The cumulative CH4 emission rate from dung with dung insects decreased at 42.2% in dung beetles and 77.8% in fly larvae compared to that from control dung without insects. However, the cumulative N2O emission rate increased 23.4% in dung beetles even though it reduced 88.6% in fly larvae compared to dung without coprophagous insects. It was suggested that the antibacterial efficacy of ionophores supplemented as a growth promoter still continued even in the digested slurry, consequently, possible environmental contamination with the antibiotics might be active to put the negative impact to land ecosystem involved in greenhouse gas mitigation when the digested slurry was applied to the fields as liquid manure.
Abnormal climate is a phenomenon in which meteorological factors such as temperature and precipitation are significantly higher or lower than normal, and is defined by the World Meteorological Organization as a 30-year period. However, over the past 30 years, abnormal climate phenomena have occurred more frequently around the world than in the past. In Korea, abnormal climate phenomena such as abnormally high temperatures on the Korean Peninsula, drought, heatwave and heavy rain in summer are occurring in March 2023. Among them, heatwaves are expected to increase in frequency compared to other abnormal climates. This suggests that heatwave should be recognised as a disaster rather than just another extreme weather event. According to several previous studies, greenhouse gases and meteorological factors are expected to affect heatwaves, so this paper uses logistic regression and discriminant analysis on meteorological element data and greenhouse gas data in Gwangju from 2008 to 2022. We analyzed the impact of heatwaves. As a result of the analysis, greenhouse gases were selected as effective variables for heatwaves compared to the past, and among them, chlorofluorocarbons were judged to have a stronger effect on heatwaves than other greenhouse gases. Since greenhouse gases have a significant impact on heatwaves, in order to overcome heatwaves and abnormal climates, greenhouse gases must be minimized to overcome heatwaves and abnormal climates.
This paper analyses the impact of energy-saving investment on Greenhouse gas emissions using a model of energy demand in Korea. SUR method was employed to estimate the demand equation. The econometric estimates provide information about the energy price divisia index, sector income, and energy saving-investment elasticities of energy demand. Except for energy price divisia, the elasticities of each variable are statistically significant. Also, the price and substitution elasticities of each energy price are similar to the results reported by the previous studies. The energy-saving investment is statistically significant and elasticities of each sector is inelastic. Using the coefficient of energy-saving investment and carbon transmission coefficient, the amount of reduction of energy demand and the reduction of carbon emissions can be estimated. The simulation is performed with the scenario that the energy-saving investment increase by 10~50%, keeping up with Equipment Investment Plan of 30% increase in energy-saving investment by 2000. The results show that the reduction of energy demand measured as 11.2% based upon 1995's level of the energy demand, in industrial sector. Accordingly, the carbon emissions will be reduced by 11.3% based upon 1995's level of the carbon emissions in industrial sector.
Methane (CH4) is the most abundant component in natural gas. To reduce its harmful environmental effect as a greenhouse gas, CH4 can be utilized as a low-cost feed for the synthesis of methanol by methanotrophs. In this study, several methanotrophs were examined for their ability to produce methanol from CH4; including Methylocella silvestris, Methylocystis bryophila, Methyloferula stellata, and Methylomonas methanica. Among these methanotrophs, M. bryophila exhibited the highest methanol production. The optimum process parameters aided in significant enhancement of methanol production up to 4.63 mM. Maximum methanol production was observed at pH 6.8, 30℃, 175 rpm, 100 mM phosphate buffer, 50 mM MgCl2 as a methanol dehydrogenase inhibitor, 50% CH4 concentration, 24 h of incubation, and 9 mg of dry cell mass ml-1 inoculum load, respectively. Optimization of the process parameters, screening of methanol dehydrogenase inhibitors, and supplementation with formate resulted in significant improvements in methanol production using M. bryophila. This report suggests, for the first time, the potential of using M. bryophila for industrial methanol production from CH4.
In order to comply with the global energy crisis and environment problem, it is necessary to research and develop the energy utilization technology with the reduction of the primary energy usage. Although the increasing rate of energy consumption started to attenuate, the entire consumption of energy as well as $CO_2$ emission rate tends to increase steadily along with an economic growth in Korea. The energy demand in Korea increases by annual 3.7% during the period from 2000 to 2006. And it is expected that we should take a charge of the greenhouse gas reduction obligation by the Climatic Change Convention(Kyoto Protocol) during the 2nd pledge period($2013{\sim}2017$). According to the IEA report in 2005, the emission amount of carbon dioxide is the 10th place in the world, and the increasing rate is 4.7% annually. Considering the economic scale of Korea, the degradation of energy usage is inevitable when the greenhouse gas reduction obligation come into effect. Therefore, effective energy usage is a very important issue to minimize baneful influence on industrial and economic activities.

This study shows that at first divided a country to nine range by natural geography, and second executed Meteorological data analysis of recent 30 years considering level of significance by nine range. The results of this study are that in heating load calculation of building, periodic temperature data management is required because facility capacity and cost are affected greatly by outdoor temperature, and temperature by climate range needs consideration of pertinent area. Lastly, ground temperature was assumed of the weather in region, the ground and soil.
