강원도 산림의 임상별, 수종별 탄소저장량 및 온실가스 흡수량 산정 (Estimation of the Carbon Stock and Greenhouse Gas Removals by Tree Species and Forest Types in Gangwon Province)

  • This study was conducted to estimate of carbon stock and greenhouse gas (GHGs) removals by tree species and forest type at Gangwon province. We used a point sampling data with permanent sample plots in national forest inventory and national emission factors. GHGs emissions was caclulated using the stock change method related to K-MRV and IPCC guidance. Total carbon stock and greenhouse gas removals were high in deciduous forest and species than in coniferous. The range of annual net greenhouse gas emissions in other deciduous species was from $-11,564.83Gg\;CO_2\;yr^{-1}$ to $-13,500.60Gg\;CO_2\;yr^{-1}$ during 3 years (2011~2013). On the other hand, coniferous forest was temporally converted to source due to reducing of growing stock in 2012. It was that growing stocks and forest area were likely to reduce by the deforestation and clear cutting. This study did not consider other carbon pools (soil and dead organic matter) due to the lack of data. This study needs to complement the activity data and emission factors, and then will find the way to calculate the greenhouse gas emissions and removals in the near future.

해외 배출권 시장 사례 분석과 국내 배출권 시장 도입에 있어서 산림분야 참여에 관한 고찰 (Integrating Forestry Offsets into a Domestic Emission Trading Scheme in Korea)

  • 교토의정서에서 저비용의 온실가스 저감 방안으로 도입된 온실가스 배출권 거래제도는 현재 유럽 배출권 거래 제도를 포함하여 다양한 규모와 지리적 범주를 가진 시장이 운영되고 있으며 우리나라를 비롯한 여러 국가에서 새로운 배출권 거래제도 도입을 계획하고 있다. 본 연구의 목적은 교토의정서를 기반으로 하는 배출권 시장과 자발적 배출권 시장에서 산림 관리 활동의 역할과 인정 범위를 조명하고, 국내 배출권 시장의 도입에 있어 산림부문 참여의 필요성을 고찰하는 것이다. 이를 위해 유럽연합 배출권 거래제도, 시카고 기후 거래소, 뉴사우스웨일즈 온실가스 감축제도, 지역 온실가스 이니셔티브의 사례를 분석하여 각 배출권 시장에서의 산림 흡수원 배출권의 역할과 인정범위를 분석하였다. 국내 배출권 시장에 있어 산림 흡수원 배출권의 포함은 비용절감과 감축활동 참여확대라는 이점과 함께 기술적 복잡성과 직접 감축노력의 감퇴라는 위험요소를 가진다. 하지만 위험요소에 대한 다양한 해법이 제시되고 있고 향후 기후변화협약 하에서 산림 흡수원의 범위와 규정에 대한 변화가 예상되며 국내 현실에서 온실가스 감축을 위한 다양한 접근이 필요한 만큼 산림 흡수원 배출권은 배출권 시장의 한 요소로 포함되어야 할 필요가 있다. 산림분야에 있어서 산림 흡수원 사업의 참여는 산업영역의 확대와 산림관리 재원의 마련이라는 기회를 제공하며 이러한 기회를 활용하기 위한 제도와 기술측면의 대비가 필요하다.

도로수송부문의 온실가스 배출량 산정방법에 따른 경기도 시·군별 배출량 비교 (Comparison of Greenhouse Gas Emissions from Road Transportation in Local Cities/Counties of Gyeonggi Province by Calculation Methodologies)

  • The Korean government decided to reduce 30% of GHG (greenhouse gas) emissions BAU in 2020. Since many efforts to reduce emissions are urgently needed in Korea, the central administrative organization urges local governments to establish their own reduction schemes. Among many GHG emission categories, the emission from mobile source in Gyeonggi Province accounted for 25.3% of total emissions in 2007 and further the emission from road transport sector occupied the most dominant portion in this transportation category. The objective of this study was to compare 3 types of GHG emissions from road transport sector in 31 local cities/counties of Gyeonggi Province, which have been estimated by Tier 1, Tier 2, and Tier 3 methodologies. As results, the GHG emission rates by the Tier 1 and Tier 2 were $19,991kt-CO_2\;Eq/yr$ and $18,511kt-CO_2\;Eq/yr$, respectively. On the other hand, the emission rate by Tier 3 excluding a branch road emission portion was $18,051kt-CO_2\;Eq/yr$. In addition, the total emission rate including all the main and branch road portions in Gyeonggi Province was $24,152kt-CO_2\;Eq/yr$, which was estimated by a new Tier 3 methodology. Based on this study, we could conclude that Tier 3 is a reasonable methodology than Tier 1 or Tier 2. However, more accurate and less uncertain methodology must be developed by expanding traffic survey areas and adopting a suitable model for traffic volumes.

농도실측 및 연료 성분조성에 의한 중소형 RPF 소각시설의 온실가스 배출계수 개발 (The Development of Emission Factors of Greenhouse Gas from Middle and Small-Scaled RPF Incineration Facility by Concentration Measurement and Fuel Composition)

  • This study was carried out to develop for the emission factor of greenhouse gas (GHG) from medium and smallscaled incineration facility using RPF which is considering as a part of renewable energy in UNFCC. The actual concentration of the exhaust gas and the fuel composition of RPF were measured for the calculation of GHG emission factor in RPF incinerators, and were compared with the IPCC guideline. The $CO_2$ and $N_2O$ emission factors by the actual concentration of exhaust gas were $2.3575{\pm}1.0070tCO_2/tRPF$ and $0.0014{\pm}0.0014tN_2O/tRPF$ respectively. Also, $CO_2$ emission factor by the RPF composition was $2.7057{\pm}0.0540tCO_2/tRPF$. The GHG emission factor per energy by the actual concentration was $83.0867{\pm}26.0346tCO_2e/TJ$ which showed higher consistency with the GHG emission factor ($80.3967tCO_2e/TJ$) of waste plastic in the IPCC guideline (2006b). The $CO_2$ and $N_2O$ emission factor calculated in this study is considered as a meaningful data for GHG emission factor of RPF incineration facility because of not being developed in ROK.

개별차량 속도기반 온실가스 배출량 산정 연구 (GHGs Emissions Based on Individual Vehicles Speed)

  • 연구목적: 온실가스는 전 세계적인 재난인 지구 온난화의 주요 원인 중 하나이다.본 연구에서는 도로부문 온실가스 배출량 산정을 기존의 방법보다 정밀하게 산정하는 목적을 가진다. 연구방법: 기존에는 온실가스 배출량 산정에는 전체 차량의 평균속도를 이용한다. 본 연구에서는 개별차량의 속도를 이용해 온실가스 배출량 산정을 진행하여 기존의 방법과 비교분석을 진행한다. 연구결과: 기존의 배출량 산정 방법이 이산화탄소의 경우 약15%가 과소측정 되었음이 확인되었으며 아산화질소의 경우에 약 1%가 과대측정이 되었고 메탄의 경우 약 1%가 과소 측정 되었음이 확인되었다. 결론: 기존의 온실가스 배출량 산정 방법은 2000년 이전에 개발되어 가용자료의 한계에 맞추어 개발되었다. 하지만 기술의 발전으로 가용 자료의 질이 높아진 현재는 새로운 배출량 산정 방법이 필요하다. 따라서 본 연구에서는 진보된 자료에 맞는 좀 더 정밀한 온실가스 배출량 산정을 진행 할 수 있는 방법인 개별차량의 속도기반 온실가스 배출량 산정 방법을 제시한다.

충청북도 민간 산업체에 대한 온실가스 인벤토리 구축 및 감축기술 분석 (Construction of Greenhouse Gas Inventory of Private Industry of Chungcheongbuk-do and Analysis of Greenhouse Gas Mitigation Technology)

  • Greenhouse gas (GHG) emissions of private industry of Chungcheongbuk-do were estimated. GHG emissions were classified by industry and GHG emissions ratio of each industry of Chungcheongbuk-do was found. Characteristics of GHG emissions of Chungcheongbuk-do and GHG mitigation technology were analyzed. To calculate GHG emissions, equations proposed through GHG emissions calculation guidelines published by Korean Energy Agency in 2009 were used. As a result, GHG emissions ratio of cement, semiconductor, paper and petrochemical industry was about 73%, 16%, 5%, and 2% respectively. GHG mitigation technologies of cement, semiconductor and waste were investigated. For cement, amine technology, for semiconductor, scrubber system and for waste, land fill gas utilization were analyzed.

온실기체 (CH4, CO2, N2O)의 하구언갯벌 배출량과 배출특성연구 (Greenhouse Gas (CH4, CO2, N2O) Emissions from Estuarine Tidal and Wetland and Their Characteristics)

  • A closed flux chamber system was used for measuring major greenhouse gas (GHG) emission from tideland and/or wetland soils in estuarine area at Saemankum, Kunsan in southwestern Korea during from months of February to June 2006. Hourly averaged GHG soil emissions were measured two to three times a day during the ebb tide hours only. Site soils were analyzed for soil parameters (temperature, pH, total organic contents, N and C contents in soil) in the laboratory. Soil GHG fluxes were calculated based on the GHG concentration rate of change measured inside a closed chamber The analysis of GHG was conducted by using a Gas Chromatography (equipped with ECD/FID) at laboratory. Changes of daily, monthly GHGs' fluxes were examined. The relationships between the GHG emissions and soil chemical contents were also scrutinized with respect to gas production and consumption mechanism in the soil. Soil pH was pH $7.47{\pm}0.49$ in average over the experimental period. Organic matter contents in sample soil was $6.64{\pm}4.98\;g/kg$, and it shows relatively lower contents than those in agricultural soils in Kunsan area. Resulting from the soil chemistry data, soil nitrogen contents seem to affect GHG emission from the tidal land surface. The tidal soil was found to be either source or sink for the major GHG during the experimental periods. The annual average of $CH_{4}\;and\;CO_{2}$ fluxes were $0.13{\pm}0.86\;mg\;m^{-2}h^{-1}\;and\;5.83{\pm}138.73\;mg\;m^{-2}h^{-1}$, respectively, which will be as a source of these gases. However, $N_{2}O$ emission showed in negative flux, and the value was $-0.02{\pm}0.66\;mg\;m^{-2}h^{-1}$, and it implies tidal land surface act as a sink of $N_{2}O$. Over the experimental period, the absolute values of gas fluxes increased with soil temperature in general. Averages of the ambient gas concentration were $86.8{\pm}6.\;ppm$ in $CO_{2},\;1.63{\pm}0.34\;ppm\;in\;CH_{4},\;and\;0.59{\pm}0.15\;ppm\;in\;N_{2}O$, respectively. Generally, under the presence of gas emission from agricultural soils, decrease of gas emission will be observed as increase in ambient gas concentration. We, however, could not found significant correlation between the ambient concentrations and their emissions over the experimental period. There was no GHG compensation points existed in tide flat soil.

국내 에너지다소비건물의 용도별.지역별 온실가스 배출원단위분석 연구 (A Study on the Greenhouse Gas Intensity of Building Groups and Regional in Korea)

  • Our country set the mid-term reduction goal of greenhouse gases up to 2020 in accordance with Bali roadmap agreed in 2007 through the negotiation with UNFCCC in 2009 and specified the proper goal as by the Basic Act on Green Growth that went into effect at April, 2010. First of all the enlargement of green building construction has been suggested as a worldwide strategy to achieve the green house gas reduction. Building area is one of most important sectors for the countermeasure of climate change agreement and the achievement of national green house gas reduction goal and the need to reduce its green house gases has been increased accordingly. The objective of the study is to examine the status and characterization of mass energy consumption local governmental buildings' green house gas emissions depending on usage (hotel, school, apartment, hospital) through the green house gas emission source unit analysis. The result indicated that the energy source unit was proportional to green house gas source unit and hotel showed the highest green house gas emission source unit per open area of construction unit, followed by hospital, apartment, and then school. In case of apartment, green house gas emission source unit per open area of construction unit decreased as year went on. Meanwhile school building showed a striking increase in the annual energy source unit.

한국의 폐기물부문의 온실가스 배출량 및 감축잠재량 분석 (Analysis of Greenhouse Gas Emission and Abatement Potential for the Korean Waste Sector)

  • Waste sector has been a target of abatement policies by the most governments, even though its greenhouse gas (GHG) emission is not so high, since it is related to almost of other sectors. This study propose new GHG calculation equations which resolves logical contradiction of IPCC GL (Intergovernmental Panel on Climate Change Guideline) equations by including waste-to-energy effects. According to two GHG calculation equations, GHG emission inventory and BAU by the year 2050 have been computed. And GHG abatement potential and marginal cost for the five abatement policies carefully selected from the previous researches have been calculated for the year 2020. The policy that makes solid fuel like RDF from flammable wastes and uses them as combustion fuel of electricity generations has been found to be the most efficient and effective one among five policies. The cumulative abatement amount when five policies not mutually exclusive are applied sequentially has been reckoned.

  • 현재 온실가스 배출량 산정 방법은 온실가스 저감대책 효과 분석이 불가능하며 차량의 이동특성이 반영이 안 된 실정으로 이를 극복할 수 있는 온실가스 배출량 산정 방법의 필요로 본 연구가 시작되었다. 교통수요 분석을 통해 차종, 교통상황에 따른 HBEFA 배출계수로 배출량을 산정하는 방법을 통해 고양시에 적용하여 분석하였다. 본연구의 지자체단위 교통수요 추정방안을 통해 실질적인 교통 이용특성에 맞는 온실가스 배출량이 산출되었다. 온실가스 지자체별 통행요금, 속도제한 등 온실가스 저감 요인들이 교통수요 모형에 반영되어 온실가스 저감 대책에 대한 효과분석 후 환경영향을 줄일 수 있는 방안을 강구하여 온실가스 저감 대책 마련에 효율적으로 이용될 것으로 판단된다.
