This study applies policy network theory to examine the main policy actors and their relations in the green growth policy making process. Also the development of and changes in South Korean government's green growth strategy are analyzed. The results demonstrate that the president and the presidential council were the key players to introduce and to push green growth policy in a short time. Policy influence and key roles were concentrated on them. The development of green growth policy were initiated from the president's change in perceived problems and preferences. He set green growth policy on the government's top priority. These changes lead to another changes in strategies, rules, norms and resources within the network. As a result, the president-led green growth policy established new laws, environmental regulations and governmental structures to facilitate the policy implementation. Green growth policy, however, was almost stopped after new presidential election in 2013. Because new government has a different national agenda, the previous governmental agenda lost its status as national priority. In addition, this study shows that government-led green growth in Korea has policy consistency problem after administration was changed by presidential election. Former president-led green growth policy making under the situation of the lack of policy participation from the private sector led to discontinuities in policy after a presidential term was over.
Purpose - Along with the growing awareness of environmental sustainability, international green entrepreneurship is expected to realize international sustainable development (ISD) by introducing ecological innovation results, using fewer resources consumption, and reducing negative environmental impacts. Building upon contingency theory and social network theory, this paper attempts to explore the role of home country-based networks (technology ties and business ties) as contingent factors that might impact the effectiveness of entrepreneurial orientation (EO) in promoting ISD among green ventures. Design/methodology - Original data were collected from 127 green ventures in China based on the random sampling technique. These green ventures mainly focus on the lower use of energy or materials, lower CO2 emissions, and higher ecological benefits located in the Fujian province, which highlights green economic growth and economic cooperation with international markets. Moderated hierarchical linear regression analysis was conducted to test our hypotheses concerning the main relationship between EO (innovativeness, proactiveness, and risk-taking) and ISD as well as the moderating effects of home country-based networks (technology ties and business ties) on the main relationship. Findings - Empirical results indicate that: first, both innovativeness and proactiveness positively affect ISD; second, both technology ties and business ties at home might significantly strengthen the positive relationship between innovativeness (or proactiveness) and ISD. However, this study did not find significant moderating effects of technology ties or business ties at home on the relationship between risk-taking and ISD. Originality/value - Since previous literature often gives more focus on the host country context of social networks, this study shifts to a home country-based network context. Therefore, our research might enrich the international green entrepreneurship literature by empirically investigating the contingent value of home country-based networks in the relationship between EO and ISD in the context of an emerging economy such as China.
Ever since the concept of clean production technology was introduced to the Korea industry communities, 16 years has passed, but there is still some confusion regarding to the definition and the meaning. It ascribes that SMEs do not widely accepted the concept and therefore the dissemination is still not widen. This study has explored the definition and the categories of clean production technologies as well as compared the relationship between the environment technology and green technology.In addition, as a policy plan to disseminate cleaner production technologies to small and medium enterprises, several policies are suggested hoe to improve and expand eco- innovation projects that are currently supported by the government.
This paper makes the case that a new policy strategy to enhance a global green recovery is needed urgently. The new strategy requires two essential elements. First, G20 economies should follow the lead of South Korea and China and turn their green stimulus investments into a serious long-term commitment, and to support these investments, they should adopt environmental pricing policies and instigate pricing and regulatory reforms to reduce carbon dependency. Second, the G20 also needs to target and coordinate assistance to developing economies in science, technology and innovation (STI) for clean energy. Such assistance is essential to help developing economies to overcome the skills, technological and capital gap that they face in clean energy technologies over the long term. Reform of the Clean Development Mechanism (CDM) is also necessary to establish a long-term global price signal for carbon, and to increase the coverage of developing economies, the sectors and technologies and the overall financing of clean energy projects. Formulating such a policy strategy should appeal to both the Asian-Pacific and Western economies comprising the G20, and by working together to formulate such a strategy, the G20 could lead the way toward a new era of global economic management and STI cooperation in clean energy.
The world today has reached a certain level where it is impossible to get the quality education at the tertiary level without the use of Information and Communication Technology (ICT). ICT has made life better, communication easier and faster, teaching and learning more practical through computers and other technology based learning tools. However, despite these benefits ICT has equally contributed immensely to environmental problems. Therefore there is the need to use ICT resources efficiently in universities for environmental sustainability so as to save both the university environment and the world at large from the effects of global warming. This paper evaluates the carbon footprints from the use of ICT devices and comes up with a proposed green ICT framework to reduce the carbon footprints in universities. The framework contains techniques and approaches to achieve greenness in the data center, personal computers (PCs) and monitors, and printing in order to make ICT more environmentally friendly, cheaper, safer and ultimately more efficient. Concerned experts in their respective departments at Asia Pacific University of Technology and Innovation (APU) Malaysia evaluated the proposed framework. It was found to be effective for achieving efficiency, reducing energy consumption and carbon emissions.

The purpose of this study is to find out that it can be provided as a basic data to increase the satisfaction with users in the placement and creation of the Green Buffer Zone. In this study, the research was started on the Green Buffer Zone in Gwanggyo new town, which was rebuilt as the zone to use according to the change of legal installation standard of the zone. The subject of this study is the Green Buffer Zone in Gwanggyo new town, which is expected to be completed in step 4 of 2016. As a result of analysing the location and use characteristics of the Green Buffer Zone, the following conclusions were made. First of all, it is categorized into two categories by Buffering / disaster prevention type and land to use adjustment type. Second, the buffer space of commercial space and housing is satisfying, but in commercial space, there is a need for a cushioning function and housing spaces require improvements in the functioning of the landscape. Third, the function of the Green Buffer Zone resets to cushioning function, disaster prevention function, landscape function, utilization function. and The installation criteria are proposed to environmental pollution, noise abatement, and planting trees, etc. Lastly, the future utilization plan considering the location and use characteristics of the Green Buffer Zone is as follows. In the planning stage, preference is given to the characteristics of use of arranging green facility. It is necessary to manage the planned facilities as much as possible by changing them if necessary. Construction stage, it restrictively reflects landscaping facilities within the Green Buffer Zone function. After stage, This study will prioritize the target areas and select necessary areas and need to make efforts to prevent indiscriminate greenery encroachment.

The expansion of a country's ecological footprint generates resources for economic development. China's import bill and carbon footprint can be reduced by investing in green transportation and energy technologies. A sustainable environment depends on the cessation of climate change; the current study investigates nuclear energy efficiency, economic complexity, air transportation, and industrial improvement for reducing environmental footprint. Using data spanning the years 1983-2016, the dynamic autoregressive distributed lag simulation method has demonstrated the short- and long-term variability in the impact of regressors on the ecological footprint. The study findings revealed that economic complexity in China had been found to have a statistically significant impact on the country's ecological footprint. Moreover, the industrial improvement process is helpful for the ecological footprint in China. In the short term, air travel has a negative impact on the ecological footprint, but this effect diminishes over time. Additionally, energy innovation is negative and substantial both in the short and long run, thus demonstrating its positive role in reducing the ecological footprint. Policy implications can be extracted from a wide range of issues, including economic complexity, industrial improvement, air transportation, energy innovation, and ecological impact to achieve sustainable goals.
Recently, the trend of open innovation and web 2.0 change the information portal services. The importance of using information demand analysis is emphasized in planning service strategy. The issues of the study are how we can figure out the demand and how we can use it in enhancing service level. This study aims at presenting the result of green technology information users' interests and the service enhancement directions. For the information types, additive functions, open innovation needs, the relation between users' organization, main job title, and the involved technological area are analysed. Among them, the involved technological area of the user is correlated to the needs, so we illustrate the meaning of planning service strategy according to the technological fields. The main contribution of the study can be the customized service strategy proposal using the users' demand which can be different from one technology field to another.
In April 2001, many Japanese national institutes were reorganized as Independent Administrative Institutions (IAI) based on the General Act for Independent Administrative Institutions and the act for each institution. Under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the National Institute for Materials Science (NIMS) was established by the merger of the National Research Institute for Metals (NRIM) and the National Institute for Research in Inorganic Materials (NIRIM). One of the biggest changes was the expansion of autonomous administration. The nanotechnology and material R&D field was prioritized in the 2nd (2001-2005) and the 3rd (2006-2010) Science and Technology Basic Plans; subsequently, NIMS was assigned to take the initiative in nanotechnology as well as materials science. NIMS has proactively expanded research fields through the introduction of researchers from polymers, electronics, and biotechnology as well as member institutes of the World Materials Research Institute Forum (WMRIF). Globalization has been promoted through programs that include the International Center for Young Scientists (ICYS) and the International Center for Materials Nanoarchitectonics (MANA). The 4th Science and Technology Basic Plan (2011-2015) emphasizes outcomes-recovery and rebirth from the disaster, green innovation, and life innovation. The Midterm Plan for NIMS also follows it. R&D collaboration by multi-partners (that include industry, university, and GRI) should be strategically promoted where GRI are especially required to play a hub function for innovative R&D and open innovation. NIMS highlights are Tsukuba Innovation Arena (TIA) and the Nanotechnology Platform Project. On January 20, 2012, a new organization was decided on by the Japanese Government where several IAI from different science and technology areas will be merged to realize more effective R&D as well as administrative cost reductions. NIMS is also supposed to be merged with 4 other R&D IAI under MEXT by the end of 2013.

탄소배출에 대한 글로벌 규제 확대는 새로운 산업규제와 무역장벽을 가져오고 있으며, 세계 각국은 재생에너지 개발, 에너지 효율 증대, 환경 개선 등을 동시에 추구하는 녹색투자를 통해 경기부양을 도모하고 있다. 한국 정부는 이러한 환경변화 속에 녹색투자를 통한 새로운 성장기회를 모색하고 있으며, 기업은 저탄소 친환경구조로의 전환을 생존의 문제로 직면하게 되었다. 이는 산업구조의 변화와 전환을 가져올 뿐만 아니라, 인력 구성의 변화와 요구숙련의 변화를 요구한다. 이러한 녹색경제로의 전환에서, 미래 숙련수요에 대응한 인력양성은 녹색경제의 전환에 대한 대응으로서 뿐만 아니라 녹색성장을 견인하는 추동력이 된다. 본 연구는 자동차산업을 중심으로 미래 숙련 수요에 따른 인력양성 방안을 모색한다. 그린카 관련한 미래 숙련 수요에 대해 현 대학교과상의 문제점을 살펴보며 이에 대한 개선방안을 모색하기로 한다. 이를 통해 녹색성장에서 그린카 이외의 타 부문에서의 미래 숙련 수요에 대응한 인력양성 방안을 마련하는 방법론의 개선을 도모한다.
