The green craze has hit all the world lately. The green revolution which means immense changes for sustainable development under the new environment-economy system is foretelling that we should have new angle to the environment and economy. This paper is about the development of the model and indicators for construction of ECO(Energy Circulating Organic)-Village which is the green growth option of local community. This model is composed of three concepts - SPDC (about procedural methodology of Model), Virtuous Circle (about functional relationships of three requisites), Network (about spatial relationships between communities) - and evaluation indicators. Environment, tourism, industry (Energy & Organic Agriculture) are set as the three requisites for green growth of local community. Nations of the world plunge into the green war which is silent, general, sweeping changes. We can not win this war with the existing thinking system and policy. We need revolutionary changes reconsidering of environmental value and sustainable development strategy of the region. Each of us should go through the changes and this work would be the one among those efforts.

Eco-efficiency which is calculated by dividing economic productivity by the environmental load was made by synthesizing eco and efficiency from ecology and economy, proposed by World Business Council for Sustainable Development in 2000. Eco-efficiency by connection of resource efficiency with resource intensity is used as an indicator for evaluating green growth for minimizing the impact on the environment and achieving economic development as well by means of efficient use of resources. This research analyzes eco-efficiency with the case of organic agriculture promoted as a key green growth policy. Thirty questionnaires for farmers producing organic rice in Hongseong-gun, Choongcheongnam-do were used for the analysis. Eco-efficiency was measured by means of the amount of used nitrogen with respect to the amount of income, and was represented that organic agriculture was 32.0 higher than conventional agriculture. The analytical result of technical efficiency, using the (Data Envelopment Analysis (DEA) model showed that it is 0.765 which has a possibility of 21% in management improvement, and higher eco-efficiency was with higher technical efficiency. The analytical results showed that an organic agriculture contributes to green growth more than conventional agriculture. In addition, higher technical efficiency groups exhibited higher eco-efficiency indices.

이 연구는 2009년 대한민국의 저탄소 녹색시범도시로 선정된 강릉시의 녹색성장정책 사업의 사례를 조사하여 도시성장정책의 생태사업, 문화사업, 신재생에너지사업, 녹색교통사업 등 4개 부문에서 다음과 같은 시사점을 확인할 수 있었다. 첫째, 강릉시의 생태적 복원사업으로 위대한 친환경 생태복원사업은 경포해안의 불량숙박업소 철거와 이 구역에 해안송림을 재생시킨 사업이다. 둘째, 강릉시의 세계적인 문화자원은 녹색기술과 환경보전 중심의 녹색성장 정책에 대하여 문화적 다양성을 자각시키는 동인으로 작용하고 있다는 것을 확인할 수 있었다. 셋째, 강릉시는 해안을 연접하고 있고 해양이미지가 강하므로 향후 해양에너지로서 조력, 풍력, 심층수 등 다양한 사업접근이 가능하다. 넷째, 녹색교통사업으로 친환경 전력 활용, 그린카 이용 등의 사업이 추진 및 예정되어 있다. 결론적으로 강릉시의 녹색성장정책은 EcoCulture와 매우 부합하고 있다는 것을 확인할 수 있었다. 강릉시의 대다수 정책중 생태사업과 문화사업이 복합적으로 추진되고 있다는 것을 사례를 통하여 확인할 수 있었다. 이것은 강릉시와 유사한 전국의 중소도시들이 지향해야 할 저탄소 녹색도시 정책이 생태와 문화가 결합하여 시도해야 한다는 것을 의미한다. 그래서 각 도시정부는 생태적 지속성, 문화적 다양성, 경제적 유효성을 확보하도록 매진해야만 할 것이다.

환경문제가 부각되고 글로벌 환경위기에 대응한 저탄소 녹색성장 정책에 따라 초·중등학교도 저탄소 녹색성장 구현을 위한 방안을 마련해야 할 것이다. 그러므로 본 논문에서는 교육정보화를 통한 초·중등 녹색학교를 만들기위해 'IT 정보자원의 그린화'와 '교육정보화를 통한 교육환경의 그린화'로 구분하여 추진과제를 제시한다. 'IT 정보자원의 그린화'는 그린 IT 제품 도입시 필요한 가이드라인과 IT 제품 재활용을 고려한 폐기 방안을 제안하고, 친환경 정보 인프라 모델을 제안한다. 교육정보화를 통한 교육환경의 그린화는 학교 구성원들인 교사.학생들이 지켜야할 그린 IT 실천방안 및 교육활동을 제안하고. IT를 활용한 저탄소 교육환경으로 전환을 추구하는 다양한 교육정보화 서비스 활용을 제시한다. 앞으로 이러한 제안이 학교현장에 실현되면 녹색학교 구현에 도움이 될 것으로 기대한다.

Green technology encompasses a growing group of methods and materials, from techniques for generating energy and alternative resources to non-toxic cleaning products. Green technology is expected to solve current problems in atmospheric environment such as climate changes due to green house gases and hazardous air pollutants. This paper provides a review on the status of green technology and policy guidelines in Korea as well as the green technology for air pollutants. It presents the R&D projects and future direction in atmospheric environment, and the green technology in mobile source air pollution. Emerging green technology contributes to sustainable growth and development of atmospheric environmental industry for better air quality.

경제 성장에 따른 지구 온난화와 이로 인한 기후변화에 대응하고, 코로나19로 인한 경제위기를 극복하기 위해서 각국은 그린뉴딜 정책을 추진하고 있다. 그린뉴딜 정책을 실현해 나가는데 있어서는 ICT 기술의 역할이 매우 중요하며, ICT 기술의 표준화는 선행적으로 추진되어야 한다. 이에 본 논문은 국내외의 그린뉴딜 정책을 살펴보고 이와 관련한 국내외 ICT 표준화 활동 동향을 분석한다. 이를 토대로 한국판 그린뉴딜 정책의 성공적인 실현을 위해서 8대 과제별로 개발해야 할 ICT 표준 아이템을 제안한다. 그린뉴딜 관련 ICT 표준을 개발함에 있어서 공공시설 제로에너지화 과제를 사례로 ICT 표준화 추진 전략을 제안한다. 또한, 그린뉴딜 관련 ICT 표준화 정책을 추진함에 있어서의 어려움을 해결하기 위한 방안을 제안한다. 본 연구를 통해 범정부차원에서 추진 중인 한국판 그린뉴딜 정책이 ICT 표준 기술을 바탕으로 실효를 거둘 것으로 기대한다.

Recently, as part of an effort to realize the low-carbon green growth, the research to measure the degree of greening about the road facility with United States as its center was performed. In addition, the Green-road certification is enforced and applied. In this study, we would like to examine the applicability of the green-road certification to domestic road to promote the settlement of green-road certification system to contribute the related industry development for the green technology development and application and spread in the roads sector.

전 세계적으로 환경 친화적이고 지속가능한 경제에 대한 관심이 높아지면서 기업 경영에 있어서 녹색경영이 중요한 전략으로 급부상하고 있다. 국내에서도 정부의 녹색성장 비전 발표 이후 최근 몇 년간 녹색정보화에 대한 정책이 수립되고 기업들도 다양한 사업 계획을 발표했으나 소기의 성과를 얻지 못하고 있는 실정이다. 이는 현재 수준에 대한 정확한 진단 없이 이상적인 비전만을 제시하는 선언적 정책 및 사업 계획이 주로 진행됨에 따른 한계라고 볼 수 있다. 이에 본 연구는 국내 기업의 정보화 수준과 환경 규제 상황을 고려한 녹색정보화 성숙도 진단 모텔을 개발하고, 이를 산업별로 대표성 있는 국내 기업에 시범 적용함으로써 국내 기업의 녹색정보화 현재 수준을 진단하고 이를 바탕으로 개선방안을 모색하고자 하였다.

As is the case in Korea, the expansion of renewable energy dissemination is an essential matter in Ukraine when considering its energy consumption and dependence on energy import. While Korea has set about promoting the new and renewable energy industry on the back of the national policy on green growth, Ukraine expects a virtuous circle of renewable energy industry with green tariffs and the attraction of foreign capital in association with carbon emission trade. Utilizing its well-developed heavy industrial sector including the shipbuilding and automobile industries, Korea expects wind turbine manufacturing to become one of its next-generation growth engines. Ukraine is also trying to enter the wind turbine system or parts manufacturing industry based on its automobile industry and advanced aerospace technology. Although the Crimean region in Ukraine seems to have excellent wind resources, and thus shows great potential as a location for wind farm development, political instability has been a major obstacle to the attraction of foreign capital, leading to delayed investment.
