The Classification System of the Official Documents in the Colonial Period (일제하 조선총독부의 공문서 분류방식)

  • In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".

  • As the development of Battery Energy Storage System(BESS) and the increasing of intermittent energy sources like wind power and photovoltaic, the application of BESS in load frequency control is considered as an effective method. To evaluate the effectiveness of BESS application in frequency control, we defined a governor free model of BESS to conduct dynamic simulation. Using the BESS dynamic model, we implemented the power system dynamic model including steam, gas and hydro turbine generators. In this paper we study the control performance of BESS in primary frequency control. The effect of BESS speed regulation rate and response time on governor free operation is investigated. In addition, we compared BESS from steam turbine generator in view point of frequency regulation.

Analysis of Dynamic Equilibrium Configuration of Speed Governor (조속기의 동적 평형위치 해석)

  • This paper proposes a method to obtain the dynamic equilibrium configuration of a constrained mechanical system by using multibody dynamic analysis. Dynamic equilibrium equations with independent coordinates are derived from the time-dependent constraint equations and dynamic equations of a multibody system. The Newton-Raphson method is used to find numerical solutions for nonlinear algebraic equations that are composed of the dynamic equilibrium and constraint equations. The proposed method is applied to obtain the dynamic equilibrium configuration of a speed governor, and the results are verified on the basis of the results from conventional dynamic analysis. Furthermore, vertical displacements at equilibrium configuration, which varied with the rotational velocity of the speed governor, are calculated, and design parameter analysis of the equilibrium configuration is presented.

  • In this paper the recent studies of digital governor for the Diesel Engine in Korea is summarized and that of usage in the marine and land field as of power plant is analyzed for the interest and development of the enterprise with relation with relation to this industrial part. Our investigation shows that until now the studies on the digitl governor are mainly carried out in KMU and land usage for the power plants is increased gradually because reliance of digital governor is improved and system for the maneuvering and monitoring the plants is computerized.

  • The wire and/or wireless data communication system for anti-disaster system of natural gas governor station was developed. In oder to prevent accidents of governor station, the operator was replaced by RTU(Remote Terminal Unit) which gather and transmit safety situation of governor station. The database and MMI(Man Machine Interface) were also developed to analyze the situation of governor station. The data communication between server and RTU was designed to switch automatically from wire to wireless communication and vice versa when one of them failed communication. We also have developed the patrol car management system which was applied GPS(Global Position System)/GIS(Geometric Information System), and the earthquake detection/transmission system which was adopted three dimension acceleration sensor. When a earthquake may occur, the earthquake detection/transmission system monitors data such as PGA(Peak Ground Acceleration), Sl(Spectrum Intensity) and orders the emergency shutoff valve close immediately.

  • This paper present a methods for performance evaluation of digital governor and we treat the way to reduce the trial and error when the developed digital governing system is applied to station. The parameters of the model are estimated using input-output data, the model adjustment technique and a genetic algorithm(GA). To verify validity of the completed model, the comparision model and real output signals have been carried out. The developed digital governing system is applied to Sumjingang hydro-power plant, Korea Hydro Nuclear Power Corporation, it has replaced mechanical governing system. Test was performed in order to demonstrate the performance evaluation of the digital governor parameters.

  • This paper is about to develop a system to monitor speed droop rate characteristic of turbine governor for electric power plant. High quality electricity can be obtained, and so electricity supplier get more profit through it. Developed system presents basis of judgement of unusual system and proper maintenance time for the governor and power plant.

  • An improved control method in turbine control system is proposed. By automatic follow-up design, power system frequency may be maintained within prespecified range. Base or half load control is possible by distributing power plant load allotment. Otherwise, diminutive frequency-load control is dine by governor-free operation in power plant. This paper proposes governor-free operation which is automatically followed by load-limitter setter. The condition which limits governor action may be somewhat improved within boiler condition by this idea. This design has been implemented at Samchunpo thermal power plant. The improved practical results are shown.

  • This paper present a practical method for long-term voltage stability simulation based on a governor-response power flow. Governor-response power flow (GPF) is to model the long-term system response in the interval from 3 to 30 seconds after disturbance. In this paper, it is assumed that the GPF model ran capture the system state before load restoration starts in contingent conditions. This paper discusses the applicability of GPF to long-term simulation for voltage stability analysis and then explains the GPF formulation and the procedure of the proposed simulation. In addition the paper includes the simulation results with the modified New England 39-bus system.

  • The government established the 8th national energy plan that electricity energy from renewables in 2030 will be 20%. The frequency stability problem is one of the key issues to overcome for accomplishing the energy plan. Frequency quality deteriorates due to short term variations of renewables output. Battery energy storage system(BESS) is considered as a good alternative to improve the frequency quality due to its quick response. In this paper, we examined the effectiveness of BESS against the conventional governor properties.
