Contingent Valuation of Fostering Storytelling for Culture and Tourism Industry (문화 관광산업 활성화를 위한 스토리텔링 육성정책의 가치평가)

  • The purpose of this paper is to enrich storytelling contents for culture and tourism industry and provide the implication for carrying out governmental policy by estimating economic value of storytelling using a Contingent Valuation Method. The empirical result shows that the economic value of storytelling development in culture and tourism industry is annually estimated 16,000 won per person, resulting from logit model and WTP mean method. The willingness-to-pay, degree of support and perception of the policy and culture contents expenditure have meaningful effects on probability of supporting and participating in execution of the policy. The findings imply that the economic value of storytelling development highly increases as the interest and expenditure of culture contents increase. Futhermore, informing storytelling related policy and business to the people will increase economic value of fostering storytelling-based culture and tourism.

  • The study is based on a two-year research study titled 'A study on the Development of the Programs for Housing Policy to support Multi-family Housing Remodeling in Korea'. The primary purpose of this two-year study was to recommend governmental program initiatives for supporting multi-family housing remodeling activities in Korea. As a part of this research study, this article was written based on the results from the two surveys regarding multi-family housing remodeling in the United States and Korea, and a focus group with housing researchers affiliated to the Joint Center for Housing Studies. Major research findings are presented as follows: First, there have been various types of supportive programs for single- and multi-family housing remodeling in the United States. Those have focused on lower income families than middle income families. Compared with the programs in the United States, the apartment remodeling in Korea has been focusing on small population of the multi-family housing owners. Apartment remodeling in Korea needs supportive programs for rental housing remodeling and the housing remodeling for low-incomes. Second, there have been various types of remodeling activities made in multi-family housing properties in the United States. Size of remodeling project also varied. Their remodeling activities were based on the long-term repairing plans initiated by professional apartment management groups. For making our multi-family housing properties more sustainable, we also need to have the long-term repairing plans. Third, the apartment property remodeling has been regarded as a substitute of reconstruction of apartment properties. However, remodeling should be regarded as one of the most efficient ways to extend the life-cycle of apartment buildings. Thus, benefits and executive plans of apartment remodeling should be studied by a professional research center under our governmental responsibilities as done in the United States.

  • The proliferation of GVC(Global Value Chain) requires the changes of paradigm on national industrial strategy and trade. It also provides multiple implications on business strategy. The business itself is the main agent which recognizes environmental change and establishes counterstrategy. This study is based on the necessity of support for small-medium sized companies in governmental level, since they are personally and materially vulnerable. This study is emphasize on deriving matching tasks of supporting globalization of companies at governmental level. The spread of GVC requires policy makers' comprehensive view and inspires us that we should focus and provide strategic supports on not only manufacturing business but also high valued service industry as well. The government should provide supporting policies for expansion of globalization of companies. The proliferation of GVC means to enter into the chain which creates high values. This is exactly the same as the paradigm of creative economy which our government pursues constantly.

Early Development of Policy and Public Understanding of Nanotechnology in Korea (한국의 나노기술:초기 정책 형성과 사회적 수용을 중심으로)

  • Under the strong support of the government, nanotechnology(NT) has been expanded rapidly in Korea. Korea was one of the countries that followed the National Nanotechnology Initiative(NNI) of the US very soon and set up their own policies for NT. This paper argues that the main rationale of the Korean version of NNI was so called 'catch-up strategy' by entering at the early stage of new technology. It stimulated scientists and engineers from various disciplines to do researches and to establish new education programs in NT. Unlike IT and BT, however, such fast and big investment in NT was approved by the public in the sense that there has been few criticism on the governmental NT policies and potential harness of NT. With the relative uninterestedness of the civil society and competititveness seeking policy in NT, ELSI in NT was not included in the Korean version of NNI and the results of technology assessments on NT were not introduced to the public at all.

  • Recently, it is anticipated that 5G network would play the significant role of the neural network for 4th generation industry revolution and create huge value for the new market. However, in spite of proliferating prospect of 5G network industry and leading position in the launch of 5G, network operators have hesitated to give their full support to establishing proper network. Due to the lack of business models promoting 5G industry, network operators feel that they will not realize the return from the exorbitant investment in 5G network establishment. Moreover, the rigorous research efforts to investigate and analyze the various business environments regarding 5G rarely exists. Therefore, the purpose of the research is to holistically propose the research issues related to the technology, service providing method, governmental policy, and business models in commercializing and promoting 5G network.

Research on the Stress of Mothers of Disabled Children (장애아 모의 스트레스에 관한 연구)

  • Many studies have shown that the parents of developmentally disabled children are adversely affected by the experience of raising a child of this type. However, the range of reactions to parenting a handicapped child is quite varied and is presumably affected by a wide variety of variables. This study examined a number of demographic and psychosocial variables to determine which particular combination could best predict the current level of stress and coping behavior of mothers. Among predictor variables, marital satisfaction and dysfunctional attitude are variables that I am particularly interested in which can mediate parental stress. Five variables are found to be related to the stress of mothers, that is, level of disability, level of needed help, marital satisfaction, type of disability, father's education level. Also variables that affect four different types of stress (which are four factors of QRS-F) are analysed and the results presented. Among these variables, some are pre-determined and some are intervenable. We should make an effort to make changes in those intervenable variables such as marital satisfaction, beliefs and attitude about disability, and level of needed help. In future research we need to search and clarify the beliefs and attitude that help mothers adjust to a life with a disabled child. Also governmental support and policy making to reduce the burden of these mothers should be accompanied as well.

  • This paper investigated adult's consciousness with a view to establishing basic data about set-up any concrete plan and provision for elderly life in hoe and society. In this paper, the study of concerned reference and social survey by questionnaire are used. The data is obtained from 326 espondents who are 30 to 4 years old in Seoul and Andong. As to consciousness to the provision for elderly life and situation of set-up any concrete plan, the x2(chi-square) is applied to the analysis of regional, socio-economical, demographic difference. The conclusion of this study are as follows; 1) Although the respondents show positive attitude toward consciousness to the provision for elderly. life, their behavior does not show any sing of translating it into reality. 2) The consciousness to the provision for elderly life varies according to regional, socio-economical, demographic variance. Those who are in their 30's more-educated, and high-income want to be more independent from their children and express strong desire to set-up provision for elderly life in advance. This is also true of those living in city. As a results, as adults(30-54) recognize the importance of provision for elderly life, so the support by the society or governmental policy for the solution of better-life for old people is important. however, mental , physical, economical preparation in family life according to the family life cycle can basic solution.

Development of Evaluation Model in Telecommunication Business Incubator (정보통신 창업보육센터 평가모델 개발)

  • Recently, a number of Telecommunication Business Incubators have been established and operated with aims to promote start-ups of small and venture business. To give satisfactory results of governmental policy, there are required developing the evaluation model to support effective operations of business incubators using the objective and rational criteria. This study based on classification of evaluation factors by analytic hierarchy process. We analysed the weights of this factors and suggested the evaluation model of business incubator using the evaluation scale. Also, we evaluated 39 business incubators by suggested model, and were revealed the scores of ranging from 67 to 77 in the graduated firm's data from business incubators.

A Curriculum Development on the Disaster Management (재해관리에 대한 교육과정 개발)

  • The various and serious types of disaster occur everyday and everywhere on the earth. There is no doubt that it is very timely to discuss about the effectiveness and preparedness of disaster. The purpose of this study is to develop a curriculum on the disaster management through reviewing disaster concepts and the disaster management system. For the empirical relevance of the study, researchers participated in a couple or more disaster training program, reviewed references, and consulted to the experts working on action parts in the area. As a result, the 'Integrated Disaster Management System Model (IDMSM)' was designed, in which four dimensions were explained. Then the 'Disaster Curriculum Model (DCM)' was explored with its theoretical framework based on the system model. The developed curriculum is composed of four levels ; the introductory course, the fundamental course, the advanced course, and the expert course. From this DCM, basically the course-outlines of two subjects in the introductory course, 18 subjects in the fundamental course (5 of direct services. 13 of indirect services) were developed. Also each course-outline was explored by its course objective, learning objectives, contents, and its length. Finally to make the most of the results, suggestions are proposed. The governmental considerations on the policy should support the systematic and integrated educational program to practice, appointing 「Disaster School」 or 「Disaster Training Center」 of relevance and accountabilities. The further study should explore the higher levels of the DCM through interdisciplinary efforts, and develop the text aterials. ilities.   • Governments around the world are enacting laws mandating explainable traceability when using AI(Artificial Intelligence) to solve real-world problems. HAI(Human-Centric Artificial Intelligence) is an approach that induces human decision-making through Human-AI collaboration. This research presents a case study that implements the Human-AI collaboration to achieve explainable traceability in governmental data analysis. The Human-AI collaboration explored in this study performs AI inferences for generating labels, followed by AI interpretation to make results more explainable and traceable. The study utilized an example dataset from the Ministry of Oceans and Fisheries to reproduce the Human-AI collaboration process used in actual policy-making, in which the Ministry of Science and ICT utilized R&D PIE(R&D Platform for Investment and Evaluation) to build a government investment portfolio.
