The aim of this research is to use a conceptual model to experimentally evaluate the mediating impact of government financial and training support on structural social capital and non-financial performance of family farms. Questionnaires were used to collect data from family farms in Guangxi, China, from August 25th to September 8th, 2021. There were 759 valid responses, accounting for 94.99 percent of the total number of respondents. The scales' reliability and validity, and the research's mediating effects and hypotheses, are tested using SPSS 22.0 and AMOS 26.0. The findings suggest that the impact of government financial assistance on family farms' non-financial performance cannot be substantiated. The intermediary chain connection of financial and training support, on the other hand, has a significant mediating effect between structural social capital and family farm non-financial performance. Direct financial assistance could be thought to encourage family farms to rely too much on funding, making them less competitive in market competition, innovation, and long-term operations. According to the conclusions of the study, government assistance to family farms could take a variety of forms, including providing diversified skills training programs in farming practices, managerial skills, and other areas.

The purpose of this study was to investigate service support programs for the work-family balance in the community. Service support programs in the community are at beginning stages of development, because it has taken about 10 years to put a self-governing system into practice in Korea. This study concentrates on service support programs developed by various service organizations in the city and does not include any rural districts. First, the developmental process of the work-family balance model and type of the service support program in the community were studied. Next, the situation of care service support was examined based on written articles. Finally, a few suggestions were made f3r work-family balance in the community. The developmental situation of work-flmily balance in Korea is in a stage which is shifting from the company-leading model to a family-company-community model. The most common type of service support program offered in the community until now has been the informal sector through relatives, neighbors or friends. However, service support programs, in the public sector by the government and in the voluntary sector by nonprofit organizations and corporations, has rapidly been growing and the number of services from each sector has also increased. Profit organizations in the private sector, such as medical and care service centers, are also now rapidly increasing. It appears that service support programs contributing to the work-family balance in the community come from a number of sectors, including public, voluntary, private and informal sectors, to suit consumer needs.
The adolescent birth rate has doubled in the recent decade. As a result, the Korean government has implemented support for adolescent single-parent families by expanding the scope of coverage of the Single-parent Family Support Act in 2010. In order to understand whether experiences of facility entry programs and the Single-parent Family Support Act for adolescent single-parents were helpful or not, this study verified the relationship to mental health. This study utilized a part of the National Youth Policy Institute's 'Research on the Actual Condition of the Adolescent Pregnancy, Birth and Rearing Children.' Participants of the study were 218 adolescent single-parents at the age of 24 and younger. This study used the research methods of descriptive statistical analysis, ${\chi}^2$test, t-test, and one-way analysis of variance. The findings and discussion of this study are as below: Firstly, the depression level of adolescent single-parents who had been raised by grandparents was higher than other family types to a meaningful standard and adolescent single-parent's cognition of the original family's economic level was related to self-esteem and parenting efficacy. Secondly, the practical single-parent family support policy for adolescent single-parent's pregnancy, birth and rearing children has shown a higher reception rate, and medical service of facility entry programs has a higher satisfaction level. However, some of the facility entry programs and the Single-parent Family Support Act have a low reception rate and it should be considered whether to maintain them or not.Lastly, parts of facility entry programs and the Single-parent Family Support Act for adolescent single-parents have increased self-esteem and parenting efficacy and reduced parenting stress and depression's levels.

Regional innovation capabilities have been regarded as essential in developing regional economy. Many regional governments all over the world have been pouring great efforts to increase their regional innovation capabilities. In these days, this trend has been prevailed among Korean regional governments. In line with the active support of the central government, Korean regional governments have started their own regional innovation policies. This paper aims at discussing a regional government`s efforts in enhancing its innovation capabilities. As a representative region, we select Kyunggi Province, because it is one of the most advanced regions in Korea. We discuss Kyunggi Province`s innovation promotion efforts in terms of organization, budget, and programs. According to our analysis, the Kyunggi`s provincial government increased its innovation capabilities to a large scale. It has extended its S&T promotion organization, increased its R&D budget to a large scale, and increased its R&D promotion programmes and even initiated its own programs.
Purpose - Micro-finance institutions (MFIs) are critical to Vietnam's quest for poverty alleviation among the poor in the rural and agrarian communities. The current study attempts to investigate the impact of microfinance outreach programs undertaken by formal and semi-formal MFIs in Vietnam targeting the poor rural and agrarian communities. Research design, data, methodology - An enquiry was made as to whether the poor and rural communities accessed the micro credit offered by Government supported MFIs and NGOs through their microfinance outreach programs. Furthermore, the current study attempted to explore if the current mode of operations adopted by MFIs in Vietnam is sustainable. Results -The findings indicate that significant progress has been made in Vietnam to alleviate poverty among the poor rural communities through micro finance outreach programs. Conclusions - There are also pointers of MFIs sustainability in Vietnam. However, it still remains to be seen if the current sustainability pointers are long lasting without government subsidies or some international organizations financial support to microfinance outreach programs.

Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.
Recently, to overcome the global economic recession and stimulate the sluggish economy, Korea government has adopted various policies designed to strengthen the innovative capabilities of its small or medium sized enterprises (SMEs). With our focus on ICT technology companies, this study empirically analyzes both the potentials and the limitations of the R&D information support programs which are part of these governmental efforts. Our goal is to generate insights and help develop policies based on evidence. In this study, we used statistics from 2014 on small or medium business technologies to analyze the effect that the government's R&D information support policy has had on the technological or economic performance of small or medium businesses. According to these research results, R&D support programs (assistance with R&D planning and provision of technological information) made available to small or medium businesses did have a significant correlation to technological investment. By contrast, R&D information supporting programs were found to have no direct, significant correlation to technological or economic performance. One exception was that programs that gained the benefits of R&D planning support did have a significant correlation to technological performance in the case of companies engaged in ICT research. The results of this study will provide various insights for policymakers designing policies to support technologically-driven small or medium businesses, including ICT-based companies. We anticipate that this study will be a particularly helpful guide to policy development for corporations or researchers that provide supportive information to small or medium businesses.

The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

The objectives of this study were; a) to review the Ilgam Gatgi or a job project of the rural women b) to relate the vocational educational strategies for human resources development and c) to suggest appropriate vocational education programs for rural women in Korea. The study was carried out through literature reviews, and the results of the study were as follows : First, government should provide appropriate information and educational programs to support rural women for facilitating them to have a sound understanding of the Ilgam Gatgi project. Second, government should provide diverse vocational education programs to facilitate participation in the tasks such activities as for upbringing management mindness, counting and marketing abilities. Research and development works should be emphasized to develop further the traditional foods as well as new products. Third, national support activities should be reinforced to let the people recognize the Ilgam Gatgi projects and its products. and governmental supports should be made to establish cyber business transactions system for the products from the Ilgam Gatgi projects. Fourth education for the laws and regulations on manufacturing and marketing of processed foods would be necessary for rural women, since the majority of the products from the Ilgam Gatgi projects were processed foods.
Government R&D support for SMEs is very important and the R&D budget is also increasing. This study suggests a new method for analyzing a performance of R&D programs and analyzes the performance of R&D programs funded by small & medium business administration using the method. We discuss new measures "efficiency" that means short-term performance and "effectiveness" that means long-term performance. Weights based on the R&D programs' characteristics among the various sub-indicators of two measures were derived, and then the final scores were calculated by combining the weights with the responses on the indicators. Finally, this study tests the mean differences between R&D programs statistically. As a results, efficiency of R&D programs shows a significant difference between the R&D programs, while effectiveness does not. Most of the efficiency scores are low, whereas the effectiveness scores are high. The results explain that the R&D programs are managed inefficiently. However, most SMEs predict a positive impact of government R&D supports on effectiveness in the long term. Government needs to try to improve the efficiency of R&D supports because SMEs cannot expect sustainable performance with no improvement in efficiency.
