Beyond Speed : Nine Dimensions of Computer Network Quality Perceived by Its Users

  • The trend toward globalization and competitive advantage is increasing the importance of international data communication . The more companies attempt to be globalized and competitive, the more critical the problems of the computer networks are. To improve computer networks in the business world, it is believed that the network shoud be approached from the viewpoint of service quality : we need to understand what network quality means to network users, those who use the network. The purpose of this study is to develop a dimension that captures the aspects of network quality that are important to network users. Many articles show that speed is very important factor in network systems. But the more important thing is that speed is just one of the factors contributing to network quality. It is suggested that a quality network meet nine dimensions : (1) speed (2) accessibility (3) connectivity (4) security (5) compatibility, (6) government restrictions (7) complexity (8) sustainability and (9) sharability.

비정규직의 노동조건 개선 대책에 관한 연구 (A Study on the Improvement Measures of Labor Conditions of the Contingent Worker)

  • The purpose of this study is to propose empirically the improvement measures of labor conditions of the contingent worker. Since early 1980s, the labour market in Korea has given rise to a rapid growth in contingent worker. Last year, the number has shot over 7 million mark, with the ratio standing above the 50%. This study analyses the improvement measures of labor conditions of the contingent worker. This study present five major improvement measures of labor conditions of the contingent worker. First, It's establish of the relations between organizational flexibility of the labour market and the contingent worker. Second, It's needs to realize wages level of the contingent worker. Third, the contingent worker convert standard workforce step by step. Fourth, it's make no discrimination of the between contingent worker and standard workforce. Fifthly, the government place restrictions of the contingent worker rates.

FRACTIONAL DYNAMICAL SYSTEMS FOR VARIATIONAL INCLUSIONS INVOLVING DIFFERENCE OF OPERATORS

  • In the present paper, we propose some new fractional dynamical systems. These dynamical systems are associated with the variational inclusions involving difference of operators problem. The equivalence between the variational inclusion problems and the fixed point problems and as well as the resolvent equations are used to suggest fractional resolvent dynamical systems and fractional resolvent equation dynamical systems, respectively. We show that these dynamical systems converge ${\alpha}$-exponentially to the unique solution of variational inclusion problems under fewer restrictions imposed on operators and parameters. Several special cases also discussed.

  • The purpose of this study was to analyze the historical development of high-rise buildings-promoting policies in Seoul in terms of modern urban redevelopment. The results of this study were as follows; The maximum height of the buildings has been limited by National codes since 1934. But at the same time, Seoul Metropolitan government had limited the minimum building floors of roadside buildings through local regulations after the Korean War. The high-rise city had been regarded as a means of beautifying Seoul for a long time. However since the 2000s, the minimum height limit for buildings was removed from local regulations and the concept of high-rise restrictions was no longer significant as before.

  • Liberalization may be described as the opening up of the economy to the outside world by relaxing government trade and economic policy restrictions to allow imports. In Kenya, this took place in the early 1990s and it had negative and positive effects on businesses manufacturing and retailing clothing and textiles. This case study narrates what has happened over the last 20 years to businesses in Nairobi, Kenya dealing in clothing and textiles. Some of the original businesses have closed down and been replaced by new ones. More small scale Kenyan businesses have been started dealing in clothing imports from the East and West selling both new and second hand clothes. There has been increased employment in the small scale clothing and textiles sector in garment making and retailing. All in all, liberalization has forced large and medium scale textile manufacture to change strategy so that they target selling to the export market more than to the local market.

  • According to the statistics, Korea is expected to reach a super-aged society in 2025. In preparation for an aging society, The government is making efforts to improve in social activity and welfare for the elderly people. But in case of people who live in urban-rural mixed cities, They can not benefit from traffic convenience that is essential in social activities. For example, surveys and interviews show that, The dwellers(65+ of some urban-rural mixed cities) have many restrictions on social activities because of mobility disadvantage. Therefore, We propose that expansion for the people who need to use the voucher taxi, Increase of the public bus service and rebuilding of the bus stop terminal. We are looking forward to this study will be used as basic data for transportation policy of urban-rural mixed cities across the country.

데이터 기반 기술규제의 딜레마 : 국내 트래킹·프로파일링 사례에 대한 주인-대리인 모델의 적용 (Dilemma of Data Driven Technology Regulation : Applying Principal-agent Model on Tracking and Profiling Cases in Korea)

  • 본 연구는 주인-대리인 모델을 적용하여 데이터 산업의 이해관계자인 정부, 개인, 기업의 규제 이슈를 분석해내는 데 목적이 있다. 데이터 산업은 거대한 딜레마적 상황에 직면해 있다. 데이터 경제의 중요성이 빠르게 부상하고 있으나, 데이터 사용에 대한 국가의 규제로 인해 산업 발전이 저해되는 한편, 데이터의 무분별한 활용으로 인한 개인의 프라이버시 역시 침해받고 있다. 본 연구에서는 기술적 사례연구의 방식을 이용하여 딜레마적 상황에서 각각의 행위자들의 이해관계에 기반한 규제 이슈를 분석하고, 그에 대응할 수 있는 전략을 제시하였다. 사례분석 결과 첫째, 국내 데이터 산업의 주요 정책행위자는 데이터 회사와 정부이다. 둘째, 데이터 기반 사회에서 가장 우려스러운 두 가지 문제점은 기업이 빈번하게 개인정보를 침해한다는 것과 국제적 기업의 데이터 독과점 현상이 나타난다는 점이다. 이러한 규제 이슈를 해결하기 위해 본 논문에서는 이에 대한 전략을 다음과 같이 제시하고 있다. 정부는 글로벌 기업의 감독을 위한 국내 대리인제도를 활성화하고 데이터 보호를 증대해야 한다. 기업은 차별적인 규제환경을 해결하고 합법적인 데이터 활용기준을 확장해야 한다. 마지막으로 개인은 능동적인 동의 행태를 구현해야 한다.

  • 콘텐츠의 디지털화와 네트워크의 광대역화로 인한 다매체 다채널 환경은 광고시장에도 많은 변화를 초래하고 있다. 콘텐츠 유통 윈도우로서의 플랫폼은 증가하고 있지만 이를 장악하는 미디어는 제작능력과 자본능력을 보유한 소수의 매체라는 점에서 증가하는 플랫폼을 통한 추가 광고의 수익은 대부분 이들 거대 독점 미디어에 쏠려 있는 것이 현실이다. 여기에 미디어렙 법안이 국회 본회의를 통과하면서 일부 미디어에 편중된 광고시장의 쏠림현상이 가속화될 전망이다. 이와 같은 현실에서 다양한 장르와 실험적인 도전으로 새로운 콘텐츠 제작과 유통의 성장이 예견되고 있는 유료방송시장이 직접적인 영향권에 놓일 전망이다. 따라서 본 연구는 유료방송광고시장의 확대를 위한 방법론과 대안을 제시하고자 한다. 연구의 결과, 간접광고와 가상광고, 광고금지 품목에 대한 개선방안이 제시되었고, 기업과 정부 차원에서 광고시장 확대를 위한 방법론이 제시되었다.

CER 선형결합을 통한 비용추정 모델 개발 (A Cost Estimation Development Methodology via CER's Linear Combination)

  • The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

연안도시 풍수해 관리체계 개선방안에 관한 연구 (A Study on Improving the Storm and Wind Damage Management System of Coastal Cities)

  • 연안도시는 내륙도시보다 태풍이나 해일 등에 의한 풍수해가 크며 도시마다 풍수해 특성이 서로 다르다. 그래서 연안도시는 풍수해 특성을 고려하여 풍수해 유형별 그리고 지역별 특성에 적합한 풍수해 관리체계가 필요하다. 따라서 본 연구에서는 도시관리, 연안관리, 재해관리 측면에서 우리나라 풍수해 관리체계 현황을 분석하여 문제점을 도출하고 미국과 일본 풍수해 관리체계를 검토한 후 연안도시 특성에 적합한 풍수해 관리체계 개선방안을 제안한다. 연구결과로서 도시관리 측면에서 방재지구 대상지 선정 의무화, 연안도시통합관리계획 수립, 자연재해위험개선지구를 방재지구로 지정, 방재지구를 풍해방재지구 수해방재지구 침식방재지구로 세분화, 방재지구 내 건축제한을 조례로 지정 등을 제안한다. 연안관리 측면에서 연안침식관리구역 지정권을 지자체장에게 위임, 연안침식관리구역은 연안침식심각구역 연안침식진행구역 연안침식발생우려지역으로 세분화, 연안침식관리구역의 건축제한을 조례로 결정, 연안도시 침식예상도 작성 등을 제안한다. 재해관리 측면에서 "자연재해대책법"과 "재난및안전관리기본법"의 통합, 지자체 주도 방재체계로 전환, 지역단위 재해관리네트워크 구축, 맞춤형 지역방재계획 수립 등을 제안한다.
