Linear Programming Model and Forecasting for Financing Operation of civil Service Pension Fund (공무원 연금기금의 중장기전망과 재정운용 성현계확 모형)

  • The outlook for the Civil Service Pension (CSP) program in Korea indicates several problems. First, the balance of the benefit among the pension recipients is not well maintained. Second, the program is running out of funds as benefit increases exceed the growth in revenues. In this article, we analyze these problems by using linear programming model and discuss the alternatives. We propose an addition of the age limit to the benefit eligibility and a reconsideration of the government subsidy's level.

  • Lam Dong Province of Vietnam has an exceptional diversity of orchids and herbs. At least 920 herb species are widely mentioned in Vietnamese traditional medicinal literature and over 239 Lam Dong wild orchid species are used for attention under the Conservation Vietnamese wild orchids projects. In collaboration with Department of Plant Biotechnology, Dongguk University - South Korea working under supported ODA funds from Korea government (MIFAFF), we will consider how to collecting and preserving these plants in situ or conservating in vitro as a genetic resource.

  • This Study aims to establish better sound fiscal plan by investigating perception of local government officials. Local government fiscal consolidation is affected by a combination of factors, including social, economic, demographic, political financial health of local governments. We derived the financial situation of the government-related indicators, financial health-related indicators, the indicators to improve the financial health on the basis of this study are an existing discussion. To ensure the financial soundness of the Cheonan, it is necessary to increase the efficiency of financial management including financial monitoring and control devices provided the locals, investment screening analysis system to enable it. In addition, fiscal controls should be strengthened in order to effectively autonomous government debt management. You must cuts expense of local government to prepare for expansion of local government finance, it is necessary to realize that the fee rates. It should be made through a blend of autonomy and control in the central government, network of local government and the development of local financial operations. You should also to be distributed to the residents welfare and community development funds are invested substantially to establish a systematic planning, resource allocation, evaluation, and reflux system.

  • This study describes the structure of the capital markets for small- and medium-sized enterprises (SMEs) and startup companies in Korea, which is an emerging market that has experienced drastic changes. The overall capital market can be divided into private and public capital markets. In the private capital market, most of the demand for capital comes from non-listed private firms, including startups and SMEs. In the case of SMEs and startups, the KOSDAQ, the Korea New Exchange (KONEX), and primary collateralized bond obligations (P-CBOs) are part of the public capital market. SMEs and startups are generally incapable of raising sufficient capital owing to their low credit ratings, and they largely have limited access to primary markets to issue shares and borrow money. The Korean government has developed a systematic financial aid program to provide funds to these companies. The fund for SMEs has significantly contributed to the development of the venture capital market. Many Korean banks provide substantial lending to SMEs, but this lending is available only because of the Korean government's loan recovery guarantee. Furthermore, SMEs can issue corporate debt in the form of primary collateralized bond obligations through government guarantees, but such debt issuances have placed increasing pressure on public guarantee institutions.

  • The purpose of this study is to improve the disaster relief fund Ordinances in metropolitan government. The results of the analysis, it is found that ordinances of the large number of metropolitan governments are in violation of the statute. The ordinances are based on the local government activities. Therefore, the maintenance of the ordinance must be made in order to take advantage of disaster relief funds appropriately.

A Study of Public-Academia Cooperative Research in the USA for Improvement of Atmospheric Research in Korea: Based on the CIRES Case (한국의 관학 대기과학 연구 발전을 위한 미국 협동연구 사례 분석 - 콜로라도대학 환경과학협동연구소를 중심으로)

  • A public-academia cooperative research system is suggested to improve the level of national research on atmospheric science and to enable the National Institute of Meteorological Research (NIMR) to meet its overloaded demand for research and results. As a practical example of cooperative research the CIRES case was reviewed. CIRES, the Cooperative Institute for Research in Environmental Sciences, located at the University of Colorado Boulder, is one of NOAA's 18 cooperative research centers located at universities across the U.S. NOAA, the National Oceanic and Atmospheric Administration, as a part of government, gives clear guideline for research topics and supplies research funds to research centers and audits their research processes and accomplishments. NOAA Boulder Laboratories, as a large, well-established government research center managed by government scientists, supplies depth of experiences and major research infra-structure to CIRES. CIRES pursues innovative and challenging research with their younger and brand-new researchers who are university employees. This cooperative work between government research organizations and the university produces high level research efficiently. Not only does Boulder have a beautiful natural setting where researchers live and work but also the city is a home to many scientific agencies and research facilities. This robust scientific network provides rich opportunities for CIRES researchers to collaborate with others in their scientific fields.

Study on Supervision System of Chinese Specialized Farmers Cooperatives: Experience of the Korean NongHyup

  • Purpose - The Chinese government's policies and funds enable specialized farmers cooperatives to develop vigorously. However, the non-systematic supervision system affects the interests of farmer-members of these cooperatives, which are similar to the Korean NongHyup in many aspects but differ in their supervision systems such as distribution. Therefore, this paper aims to identify the problems of specialized farmers cooperatives, and obtain some insights from NongHyup. Research design, data, and methodology - Data were collected from farmers, the government, and cooperatives in northern China's Shandong Province (the cities of Jinan, Qingdao, Weifang, Linyi, and Heze) through a literature survey, case analysis, and comparative analysis in each city. Results - 1) Specialized farmers cooperatives should establish a transparent regulatory mechanism and be subject to dual supervision from both the Chinese government and farmers. 2) The Chinese government and civil society should offer more support to the cooperatives, and strive to change farmers' backward attitude through education and training. Conclusions - Small cooperatives could merge into large ones and undertake social responsibility through the establishment of labor unions.

  • The study aims to draw out implications regarding systematic reservoir management through analyzing the reservoir conservation activities and policies in Hyogo Prefecture which has the most agricultural reservoirs in Japan and similar agricultural form to that of Korea. The results are as follows. First, it turns out that consistency in policies and persistent drive are key to success. Since the late 1990s, the Hyogo Prefectural government has expanded the reservoir conservation policies, consistently trying to ellicit the multifunctionality of reservoir, and also has shown persistent drive toward the conservation policies through systematic process. Second, it is clear that the Prefectural government has shown a great degree of activeness. It established ordinances before acts were legislated by the central government. In addition, the Hyogo Prefectural government ran a supportive organization with its own funds. Third, the establishment of systematic enforcement system played a critical role. The efficiency in the policy enforcement derived from the dual conferences, Prefectural-level conference dealing with the related policies throughout the Prefecture, and local-level conference discussing policies based on regional characteristics.

  • Korean Government has supplied small-medium enterprises with various technology financing programs such as R&D grant." loans, equities, guarantees since 1980's. The purpose of this study is to render policy suggestions for policy makers by analysing problems with regard to regulations. The suggestions of this study are such as the following. First, the current three months of the fund formation period should be extended within six months for general partners to have enough time to raise funds in the current tough capital market situation. Second, the government's non priority loss devotion system should keep going to prevent general partner's moral hazard. Third, in order to fulfill the policy purpose that is to create globally well-known companies, the government investment ratio should scale up from the current 20% to 30% of the total fund size in that the stable capital supply for core technology commercialization, industrialization and globalization of companies is achieved. Finally, general partners of the New Growth Engine Fund should showoff their investment abilities to the potential investors such as institutional investors by accumulating all track records and know-hows that prove their specialities and implementing action plans to achieve the best result of their investment. This study provides general considerations of the selection procedure, the government investment ratio, the government priority loss devotion system and so on when formating the public funds.

The Effect of Small Business Entrepreneur's Psychological Traits on Entrepreneurial Orientation and Performance: Focusing on the Moderating Effect of Government Support Programs (소상공인 기업가의 심리적 특성이 기업가정신과 소상공인 사업성과에 미치는 영향: 소상공인 정책자금지원의 조절효과)

  • This paper presented a research model to investigate the relationship between the psychological traits of small business entrepreneurs and entrepreneurial orientation and the relationship between entrepreneurial orientation and performance. To verify the research model, a total of 202 entrepreneurs in Daegu were surveyed and the data obtained were used. The collected data were analyzed by SPSS and AMOS. The results of the analysis showed that all of the psychological traits except 'Agreeableness' and 'Extroversion' among the small business entrepreneur's psychological trait had a positive(+) effect on entrepreneurial orientation. In addition, it was confirmed that entrepreneurship orientation had a positive(+) effect on performance, and government policy funding had a moderating effect between entrepreneurship orientation and performance. In conclusion, the causal relationship between the small business entrepreneur's psychological traits and entrepreneurial orientation is examined, and the moderating effect of government support programs is examined to find out what psychological traits of small business entrepreneurs affect the expression of entrepreneurial orientation. In addition, since entrepreneurial orientation affects performance and government policy funds control, it suggests that continuous financial support for small business entrepreneurs is needed.
