  • Korea government promote renewable energy as the core of their energy matrix to break the dependence and reduce greenhouse effects. This study analyzes the economic assessment of Solid Refuse Fuel project in urban area, considering the marginal external costs of air pollution in this area. Assessment index defined as costs (i.e., construction cost, operation cost) and benefit (margin, external cost) data which is located in Sudokwon landfill site. The result indicates that cost-benefit analysis of SRF is calculated as 1.0. In addition, SRF project is very sensitive about electric power selling price, operating cost and labor cost according to inflation rates. This study shows that the sustainability of SRF project is required the government financial support like investment funds as well as policy support. Variability analysis of SRF economic assessment due to renewable energy can be used for making policies in various fields such as waste and public energy field.

  • The Government R&D budget for 2019 exceeded 20 trillion won in order to develop future growth market such as basic research investment and creation of growth engine. As such, the importance of R&D investment is increasing, and various schemes for enforcing efficient and transparent business expenses are being expanded. However, research expenses (Charge ratio) such as fraudulent execution of funds are continuously being generated, and a system of imposition of sanctions is being introduced. In this paper, the legal grounds of sanctions, comparative review of laws and regulations between the ministries, and the criteria of imposition (imputation) were analyzed. In addition, since the amendment of the standard for imposing the intergovernmental surcharges, a single standard has been applied, and the transition process of the surcharging system has been reviewed. As a result of the data analysis, it was found that they focused on micro - utility activities and suggested new policy measures corresponding to them. • Before the scholarship loan system was implemented at the Korea Scholarship Foundation, the government's role was strengthened by the direct lending of student funds to banks and other financial institutions. However, the low repayment performance of student loans has raised concerns over the future of student loans and the government's financial burden. Moreover, since student loans are repaid even after graduating from college to support low-income families, it is highly unlikely that the repayment rate of student loans will improve unless the employment rate and income level of the borrower improve. In this paper, the final visualization graph is presented of the repayment amount of the student loan through the collection, storage, processing and analysis phase in the Big Data-based system. This could be the basis for visually checking the amount of student loans to come up with various ways to reduce the burden on the current student loan system.

  • The study investigated computer literacy skills as a determinant of electronic reference sources utilization among selected secondary school students in Ado-Odo Ota Local Government, Ogun State, Nigeria. Four specific objectives with conforming research questions guided the study. Descriptive survey research design was adopted for the study. The population of the study comprises of SSS3 students of the three selected Community Secondary Schools in Ado Odo Ota. A sample size of 150 was used for the study. The instrument for data collection was a self-developed structured questionnaire. Data collected was analyzed using frequency and percentages. Findings of the study revealed that majority of secondary school students were not aware of the availability of electronic reference sources. It also revealed that the level of their computer literacy skills was below average. Majority of them have never used computer before and the few of them that have used computer before used it in their homes, their friend's homes or in the cyber café. It was found that lack of formal training on the use of electronic reference sources, lack of access to computer, lack of awareness of availability of electronic reference sources, lack of funds for internet subscriptions, over dependency on printed reference sources and lack of motivation to use electronic reference sources were the major hindrances to the use of electronic reference sources among secondary school students. It was recommended that the school librarians and teachers should play a role in creating awareness among secondary school students about the availability of online/ electronic reference sources among others.

  • Since the amendment of the law on the private sector investment in social infrastructure in January of 2005, the government has been actively promoting Build-Transfer-Lease (BTL) projects. Notably, most new educational facilities have been built as BTL projects. For these facilities, the unit cost per unit area has been applied to predict construction costs. However, since construction costs are mostly managed after the detailed design phase, the costs can be estimated incorrectly. For this reason, cost management is needed in the planning phase, with a sound approximate estimate to prevent the wasteful use of funds. To address this shortcoming, this study aims to develop a quantity prediction model for education facilities using regression analysis in the planning phase. The developed model is focused on the required quantities of reinforced concrete and bricks. In order to achieve the objective, the data of 44 educational facility projects collected from Gyeonggi-do was used in the regression model. This study can be utilized by major stakeholders to accurately predict construction costs by estimating the appropriate quantities of reinforced concrete and bricks in the planning design phase.

  • The purpose of this paper is to review concerns and activities related to the library of Germany as well as to look over recent trends referred to the maintenance of the library and its information service system since the unification of Germany in 1990. In fact, since the unification, many libraries in old East Germany have been closed with some precious books being lost. Also since most of libraries are short of funds and proper materials, it is real situation that they can not actively respond to the demand of information by library users who want to adapt themselves to changes, while only urgently requesting some support from old West Germany. In the meantime, the new government and libraries of Germany are giving a great effort to building an efficient document delivery system through financial support for the expansion of books and the purchase of urgently necessary library equipments in the poor libraries of old East Germany and support for the course to re-educate the in-service or unemployeed librarians, and also systematic organization between similar libraries, integration of national bibliographies, and maintenance of the interlibrary loan system. The nationwide interlibrary loan system, an expanded form of the system of old West Germany, allows the delivery of document to be easily performed, centered on both central cataloues for East Germany and West. However, in order to build an efficient information service system which covers whole Germany, it seems there needs more time required.

  • Under complete information, introducing additional constraints to a portfolio will have a negative impact on performance. However, real-life investments inevitably involve use of error-prone estimations, such as expected stock returns. In addition to the reality of incomplete data, investments of most Korean domestic equity funds are regulated externally by the government, as well as internally, resulting in limited maximum investment allocation to single stocks and risk free assets. This paper presents an investment framework, which takes such real-life situations into account, based on a newly developed portfolio selection model considering realistic constraints under incomplete information. Additionally, we examined the effects of additional constraints on portfolio's performance under incomplete information, taking the well-known Samsung and SK group stocks as performance benchmarks during the period beginning from the launch of each commercial fund, 2005 and 2007 respectively, up to 2013. The empirical study shows that an investment model, built under incomplete information with additional constraints, outperformed a model built without any constraints, and benchmarks, in terms of rate of return, standard deviation of returns, and Sharpe ratio.

  • This study aims at providing basic policy materials to build a basis for supplying and creating urban parks balanced across Gyeonggi province and improving the quality of life of residents through, an extensive analysis of all city parks in cities/counties in Gyeonggi province. The study result showed that first, the number of parks is only 40% of the adequate number and, thus, accessibility of Gyeonggi province residents to parks in neighborhoods is significantly low. Second, a proportion of park types in children's park, neighborhood park, urban nature park is 67% : 24% : 2%, which is adequate in Gyeonggi province as a whole. Third, as for the area of parks per resident, the area of designated park is $17.7m^2$/person, which is over three times of legal requirement in urban planning area ($6m^2$/person). However, created park area is only $5.6m^2$/person, which fails to meet the legal requirement. Fourth, when park area of each city was compared, the areas varied significantly across cities. The Gyeonggi provincial government needs to secure funds aggressively and accelerate setting up and expanding facilities at designated parks located within the current urban areas. The findings from this study should be used as important materials when developing supply & demand policies for urban parks in Gyeonggi province. The study implicates that independent park policies and management by each city/county as well as the establishment and management of a comprehensive park policy at a provincial level is significantly important.

  • The Korean government is planning to invest a lot of funds for conservation of the soil. Accordingly, it needs quantitative information on the soil. This paper attempts to analyze the total value of soil quantitatively: the total economic value of soil can be divided into use value and non-use value. To this end, we apply a replacement cost method (RCM) and contingent valuation method (CVM). Especially, CVM is most widely used to measure the non-use value such as environment goods. We employed the one-and-one-half-bounded dichotomous choice (OOHBDC) for willingness to pay (WTP) elicitation and a spike model. The monthly mean WTP was estimated to be KRW 3,949 per household for the next 10 years, which is statistically significant at the 1% level. Expanding the value to the relevant population gives us KRW 897.9 billion per year and as of the end of 2015, the non-use value of soil was assessed to be KRW 838.6 billion. Meanwhile, use value is subdivided into direct use value and indirect use value. This value was calculated KRW 3,277 trillion and KRW 51.8 trillion, respectively. As a result, total economic value of soil is estimated to be KRW 3,330 trillion in Korea.
