Current Issues in Evaluating Health Promotion Programme Using Traditional Korean Medicine in Korea

  • Purpose : The aim of this study is to identify current situation and issues of outcome measures to evaluate the public health programs using traditional medicine by public health centers in Korea. Method :This study analyse and review existing data and documents related to traditional Korean medicine and health policy using contents analysis method. To collect the information on outcome measures evaluating the programmes, this study reviewed annual reports for health promotion programmes using traditional Korean medicine(HP-TKM) of Hub public health centers, as pilot public health centers, which have implemented the health promotion programmes collectively. Additionally, the review included research articles, government documents and book chapters on the topics related assessments in health promotion. Results :HP-TKM are stroke prevention education, smoke free program, health promotion according to Four Constitutional Medicine, home visiting treatment, etc. However, there are only a few studies of traditional medicine focused health promotion evaluation strategies. The benefits of health promotion programs using TKM can be categorized as non-health benefit, physiological, psychological and physical effects. To manage and monitor the intervention programmes efficiently, attention should be given to developing relevant and valid outcome measures for evaluating the programmes by government and public health center. Conclusion :Up to now, considering number of researchers, research projects undertaken or published articles and reports, within traditional Korean medicine there is a lack of capacity in research. Thus, government should pay more attention to developing relevant and valid outcome measures for evaluating the programs.

  • The Korean government has selected job creation policy as first goal in order to overcome the recession and response of 4th industrial revolution. Technology based start up is worth noting in order to job creation. Because the ripple effect of technology based start up is higher than self-employment. Therefore, the government and the private sector conduct various policies and services for the vitalization of technology based start up. In order for technology based start up to be successful, it is necessary to maximize personal (founder) capacity. In this study, the correlation between "features of personal (motivation, capability, experience, entrepreneurship)", "competitiveness of company" and "corporate performance" was analyzed using structural equation modeling (SEM). Also, in this study analyzed the differences between 2 groups based on the career of CEO (work for government funded research institutes VS the others). This study can be utilized when policy making and practice about technology based start-up.

North Korean Fisheries Status and Cooperation through International Organizations (북한의 수산업 실태와 국제기구를 통한 수산분야 협력 방향)

  • The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.

  • The aim of this paper is to explore opportunities and limitations of the top-down approach to build institutional performance by analyzing the process of local government-led cluster's initiatives. In doing so, this paper investigates processes of the design and implementation of cluster's policy as well as firms' innovative capacities. As the result, it reveals the fallacy of the local government's policy in planning industrial clusters, the inconsistence of cluster initiatives due to changes of regional vision providers, weakness of innovative performance of IT firms supported by the local government in the region. It should be concluded that Chun-cheon City did not succeed in accumulating institutional capabilities which were crucial to implement a cluster initiative.

  • Chinese society faces increasing outbreaks of labor disputes, may of which are usually characterized as 'the highest level since the establishment of PRC'. Guangdong Province is the hottest place for increasing labor disputes as well as for flexible responses by the local government and labor agencies. Interest-pursuit bargaining model becomes one of the outstanding characteristics for recent labor disputes in Guangdong Province. Chinese central government promulgated well-managed policy package for labor dispute settlement in 2015. Guangdong Province government went one step further by introducing to institutionalize labor dispute settlement. To channel labor dispute conflicts into manageable direction, reliability and capacity of bottom level trade unions become much more essential for the authorities than before. Guangdong Confederation of Trade Unions leads some important experiments of trade union reforms. Employment of 'social cadres' of trade unions by local trade union organizations is the most outstanding experiment to satisfy increasing needs from bottom level ordinary workers who don't have efficient union organizations. It needs to be seen whether changing labor policies go beyond the limits of 'security priority principle'.

  • The purpose of this paper is to ccompare and analyze North Korean cyber attacks and our responses by government, from the Roh Moo-hyun administration to the Moon Jae-in administration. The current conflict of interests on the Korean peninsula, such as the United States, China, and Russia, is leading to a conflict for the leadership of a new world order in cyberspace. Cyber attacks are accelerating and threats are rising. Cyber threats exhibit several characteristics. Above all, it is difficult to identify or track the subject of the threat. Also, with the development of information and communication technology, attack technology has become more intelligent, and it is not easy to prepare a means to respond. Therefore, it is necessary to improve continuous and preemptive response capacity for national cybersecurity, and to establish governance among various actors, such as international cooperation between countries or private experts.

  • Sophisticated automation-based electronics world, more electrical and electronic devices are being used by people from different regions across the universe. Different manufacturers and vendors develop and market a wide variety of power generation and utilization devices under different operating parameters and conditions. People use a variety of appliances which use electrical energy as power source. These appliances or gadgets utilize the generated energy in different ratios. Night time the utilization will be less when compared with day time utilization of power. In industrial areas especially mechanical industries or Heavy machinery usage regions power utilization will be a diverse at different time intervals and it vary dynamically. This always causes a fluctuation in the grid lines because of the random and intermittent use of these apparatus while the power generating apparatus is made to operate to provide a steady output. Hence it necessitates designing and developing a method to optimize the power generated and the power utilized. Lot of methodologies has been proposed in the recent years for effective optimization and economical load dispatch. One such technique based on intelligent and evolutionary based is Black Widow Optimization BWO. To enhance the optimization level BWO is hybridized. In this research BWO based optimize the load for multi area is proposed to optimize the cost function. A three type of system was compared for economic loads of 16, 40, and 120 units. In this research work, BWO is used to improve the convergence rate and is proven statistically best in comparison to other algorithms such as HSLSO, CGBABC, SFS, ISFS. Also, BWO algorithm best optimize the cost parameter so that dynamically the load and the cost can be controlled simultaneously and hence effectively the generated power is maximum utilized at different time intervals with different load capacity in different regions of utilization.

The Impact of Industry-Academy Collaborations and Absorptive Capacity on Technological Performance in Korean SMEs (산학연 기술협력과 흡수 능력이 중소기업의 기술혁신성과에 미치는 영향)

  • Despite the tremendous efforts to boost them, domestic SMEs lack competitive power and it intensifies bipolarization between the conglomerates and SMEs. Furthermore, degree of industry-academy collaboration still falls far behind of that of developed countries even with government' s various policies and continuous increase in investment to strengthen the SMEs' technology innovation capability. Although many internal factors are suggested to affect technological performance, focus of existing studies has been restricted to immediate impact of industry-academy collaboration on technology innovation and it is not known how internal factors are related. This research conducts empirical analysis on the impact of industry-academy collaborations and absorptive capacity on technological performance in Korean SMEs. Sample frame is SMEs with more than five employees located in the nation wide industrial complex and 1,077 questionnaires are collected with the help of Korea Industrial Complex Corporations. 940 sample data excluding those with insufficient response are used in analysis. Multiple regression analysis revealed that the industry-academy collaborations and innovative HRM system, on important dimension of absorptive capacity, are positively correlated to technological performance. Furthermore, there exists a positive interaction effect between industry-academy collaborations and innovative HRM system. These findings make contributions to the formation of SME innovation policy and management. When funding industry-academy collaborations, government should consider SMEs' internal effort for innovation, that is, the possession of innovative HRM system, as well as firm's technology capability. Also, as technological performance cannot be achieved simply with R&D investment, both quantitative and qualitative assessment of SMEs' technological capability should be done to evaluate the candidate SMEs. As for management, it is important for SMEs with limited internal resources and capabilities to fully employ external resources to achieve higher technological performance. The development of innovative HRM system will be particularly helpful not only for internal R&D, but also for adoption of technology and knowledge from outside.

Organizational Innovation in the Korean Government via an ICT-based IKM Framework: A focus on the MOFA (정보통신기술 기반 지식정보관리 프레임워크를 통한 한국 정부 조직 혁신에 관한 탐구: 외교부를 중심으로)

  • With rapidly changing technological implementation of operating systems of businesses, the Ministry of foreign affairs (MOFA) of the Republic of Korea (ROK) has been undergoing digital transformation to its overall operations with the intent to innovate information and knowledge management (IKM) strategies since the mid-2000s. However, assessment as to the effectiveness of implemented IKM has been inadequately analyzed. This study aims to assess the concepts and limitations of the MOFA's current IKM strategies and the methods it employs to deliver its IKM framework, in light of strengthening the organizational ambidexterity and absorptive capacity, and also fostering organizational innovation through a qualitative study that involves interviews and analysis of reports from MOFA. The MOFA's IKM possesses dynamic capabilities to adapt to changing digital technologies. However, the institution's IKM is constrained by limitations associated with the utilization of the IKM system such as a structure that handles confidential documents and a lack of a collaborative system for IKM, and external limitations such as changes in the domestic political situation governing MOFA's priorities and the hierarchy of government organizations. Consequently, developing the organizational ambidexterity and absorptive capacity was not possible. To develop an IKM framework for organizational innovation, the MOFA must devise a way to minimize the impact of external changes by overcoming internal limitations. To that end, a detailed study on the development of a practically usable IKM system should include establishing a dialogue between job groups and enhancing employee competency in preparation for a changing environment.

Alternatives for Optimum Installation of Rural Sewage Treatment Facilities in Chungchongnam-do Province (충청남도 마을하수처리시설의 최적 설치방안)

  • This study was carried out to suggest the plans for installation of rural sewage treatment facilities through the analysis of these facilities installed in Chungchongnam-do Province. About 5% of all installation was carried out by the department of wastewater and related environment problems and the other case was carried out by the department of construction or residence. In wastewater caused by 250 and 300 persons, facilities capacity do not exceed about $50m^3/d$, caused by 2,500 and 3,000 persons, $500m^3/d$. Advanced sewage treatment process were first needed in the discharge area where affected the water environment greatly. However, in carrying out the water quality pollutant of the total amount management system in the other areas, they should be driven only over the scale of pollutant quota object facilities standard. Rural sewage must be included in the special accounts according to the regulations of local government, and sewage treatment cost should be collected to manage. Installation type uses integrating joint treatment method in case the distance among villages is short or one treatment facility independently.
