  • This study evaluates and suggests a new reform plan that overcomes the limitations of the Government Employees Pension Scheme (GEPS) reforms in 2015. Research results indicate that the reforms were insufficient in terms of financial sustainability, functional transparency, and equity. Debates on the GEPS reforms will continue until an equitable solution is found. The priority of the next reform plans should lie in the unification of public pension schemes. In contrast to previous reform proposals, this study suggests a reforms plan, which should result in not the parametric change but the structural change in GEPS. The distinctive point of the new reform plan lies in translating a single-tire into a multi-tire pension system. Accordingly, the new GEPS should consist of a 'National Pension Scheme (NPS)', occupational pension (additional pension), and retirement allowance. Newly appointed government employee officials should be enrolled in the NPS. This study stresses that inequality between the public pension systems will be alleviated and a pension system of social solidarity will be established when the NPS develops in to a basic old age income security system for all citizens including civil servants.

  • The government set up a comprehensive plan for EC vitalizations in February 2000 and has begun implementing it. They hope to introduce EC into the economy at large and invoke reconsideration of its efficiency and transparency in the public sector. To accomplish this, the government has built EC utilization system within the industry and trade. However, the overall EC in the construction industry is below expectation. With the aid of the government, larger construction companies are building E-marketplace by increasing the investment in IT and organizing a consortium. On the other hand, small and medium construction companies have difficulties in investing in EC. On the basis of a field research, this study investigates problems that small and medium construction industry confronts in a domestic environment and EC system. It also analyzes the limitations of the tax reduction law for EC. Therefore, this study suggests a counterplan that defines the importance of a government guided plan and necessity of providing incentives to encourage EC Utilization degree.

  • The structural balance is obtained by neutralizing the impact of economic cycles on the actual balance. It is often used as an indicator of the long-term stability of government finance and as a measure of fiscal stance. Many countries nowadays produce and report the estimates of their structural balances regularly, and the IMF recently advised the Korean government to adopt this practice for better fiscal transparency. This paper surveys the methodologies employed by the OECD secretariat and the IMF to estimate structural balances and apply them to the Korean data. It then computes the fiscal impulse indicator (FI) and suggests a decomposition of FI into the changes in structural expenditures and revenues. In addition, primary and operational balances are estimated. The estimated series of structural balances, one by the OECD methodology and the other by the IMF, show no sizable difference from each other. These series also follow the actual series of budget balance quite closely. The latter characteristic stems from two factors, namely the rather small GDP gap and the rather small size of the tax revenue as a share of GDP. The impulse indicator estimated for the last three decades indicates that the fiscal stance in Korea contributed to smoothing the economic cycles in about half of the times. In particular, the fiscal tightening in the early 1980s to reduce inflation resulted in a pro-cyclical movement in fiscal stance as did the expansionary policy in the early 1990s. The overall performance, however, is not bad when compared with those of other countries.

  • Indonesia's most eastern provinces enjoy special autonomy status but still suffer from the highest poverty level in the entire nation. Using the Williamson index to test the Simon Kuznets theory, this study examines development equality at pre-and post-special autonomy in the provinces of Papua and West Papua. It uses gross domestic products per capita and population from 29 regencies/cities in Papua and 13 regencies/cities in West Papua to measure the Williamson index in addition to in-depth interviews with legislative members and document analysis to validate the findings. The study found that the regional development gap before special autonomy is relatively smaller than that existing after special autonomy. The Kuznets' curve is not proven in the special autonomy era, meaning that the imposition of autonomy status has led to the creation of a higher development gap in these provinces. Although the special autonomy status has prompted an increased opportunity for political participation by the indigenous people, greater challenges are posed by the lack of human resources, poor government administration, difficult geographical access and the issue of land acquisition. Continuous development initiatives followed up with adequate supervision, greater transparency and law enforcement from government bureaucrats and legislatures are recommended to reduce the inequality.

  • This paper explores desirable status of block chain electronic government in relation to the prevention of cybercrimes and corruption. After the research, we suggest four measures to establish desirable status of block chain electronic government. Eventually, transparency is ensured thanks to the core concept of block chain technology, sharing, not only allowing all of the participants to share information and but also preventing them from forging or falsifying information. Furthermore, a wide variety of participants can play a role as monitors in the horizontal structure of governance system, which also assures credibility and reliability on electronic government through trust on block chain itself. Electronic government aims at virtue of expanded electronic democracy which strengthens information democracy. Also, establishment of electronic governance, that emphasizes networking and guarantees, is a desirable image of the future of the fourth industrial revolution. Therefore, the establishment of future electronic government according to the four principles drawn from this paper can be the most suitable model.
