  • New Energy and Industrial Technology Development Organization (NEDO) promotes R&D that individual private sector enterprises can not undertake by themselves. To do this, it utilizes an extensive network that supports cooperation between industries, universities, and public research organizations. NEDO's government-funded R&D budget for FY2005 totals approximately 148.8 billion yen. Fuel cells and hydrogen technology development project is one of NEDO's emphasizing projects. The budget size was ${\yen}$20.8 billion, corresponding to about 60% of annual expenditure of Japanese government for fuel cells in FY2005. These projects consist of 8 programs as follows.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. 대전지역 벤처기업의 현황 및 활성화 방안 - 대덕연구단지에서 스핀오프된 벤처기업을 중심으로 - (The Development of Venture Firms in Taejon, with Special Reference to Spin-offs from Taeduk Science Town)

  • The venture firms originating from the government-financed research institutes of Taeduk Science Town play a dominant role in Taejon. Those venture fm have the following characteristics. First, they are innovative in the growth stage, although not so innovative in the beginning stage. Second, they still largely depend on the domestic market because of their import-substitution strategy. Third, they mostly lack administrative capabilities. Finally, the infrastructure of venture firms is not good in spite of many supporting government policies. The efficient management of the existing business incubators, the establishment of special venture capital, and continuous supports by the incubating organizations should be warranted to encourage the spin-offs from the government- financed research institutes.

  • 대학은 교육 및 연구 활동을 통하여 민주시민으로서의 소양과 자질을 구비한 전문 인력을 양성하고 지식을 축적·창출하여 국가와 사회발전에 기여한다. 이를 위하여 정부는 대학재정지원사업을 통하여 대학의 기본 역량을 향상시키고 자율적 혁신을 지원하고 있다. 재정지원사업은 공정한 평가를 통하여 비교 우위에 있는 대학에 한정된 정부의 재정을 차등 지원하므로 대학의 경쟁력을 강화하기 위해서는 교육과 연구를 지원하는 교육기본시설이자 핵심기관인 대학도서관의 역할과 기능이 중요하다. 하지만 대학도서관은 재정 및 인력 부족, 시설·설비·공간 등의 열악한 환경, 학생들의 참여율 저조 등의 이유로 정부의 재정지원사업에 적극적으로 참여하지 못하고 있다. 이에 본 연구는 ACE 사업(2010-2016)에 선정된 45개 대학 가운데 도서관이 참여한 18개 대학도서관의 프로그램 운영사례를 조사·분석하여 문제점과 시사점을 도출하고 담당 사서를 대상으로 대학도서관의 역할과 성과 등을 설문 조사하였다. 그 결과를 바탕으로 앞으로 정부의 대학재정지원사업에 대비하여 대학도서관이 고려해야 할 전략과 방안을 제안하였다.

  • 본 연구의 목적은 지방자치단체의 작은도서관 관련 조례에 제시된 작은도서관 지원 형태를 조사 분석하여 작은도서관에 대한 지원 방법을 제안하는데 있다. 광역자치단체 및 기초자치단체 조례를 분석한 결과 지방자치 단체의 작은도서관에 대한 지원은 직접적인 지원과 간접적인 지원으로 구분할 수 있다. 직접적인 지원은 예산 지원이며, 간접적인 지원은 공공도서관과 상호협력, 운영인력에 대한 교육, 자원봉사자 지원 등이 포함된다. 지방자치단체의 작은도서관 지원 방향에 대해서, 공립 작은도서관은 직접적 및 간접적 지원 모두가 이루어져야 하지만, 사립 작은도서관에 대해서는 간접적인 지원이 이루어져야 한다.

The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion overfive years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400-million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

노인과 장애인의 주택 신축 및 개조 사례 비교연구 - 한국, 일본, 스웨덴 3국의 사례를 중심으로 - (A Case Study on Housing Alterations and Construction for the Elderly and the Disabled - Comparison among Korea, Japan, and Sweden -)

  • Housing is the most important factor for the elderly and the disabled to live safely and independently. If they want to stay in their familiar community as long as possible, to support their stay in their house must be needed. The purpose of this study was to investigate the housing alterations for the elderly and the disabled. To accomplish the purpose of this study, three cases that had altered housing to fit their needs in three countries, were selected. In Korean case of alterations for the disabled, bathroom and kitchen were the altered spaces in the house. But active alterations were not done, because of the limited expense for the alterations and housing ownership, rented. In one case of housing construction for the elderly in Japan, there was no level difference in the interior. Two bedrooms were provided for the husband and the wife, because of the difference of time to bed. The sunroom for enjoying the outside of the nature was provided. In swedish case, due to the supports of the government and local authority, the house was altered at many spaces such as bathroom, kitchen, ramp at the entrance, elevator and so forth. In conclusion, sufficient supports of government and community services can increase the housing quality of people. The ultimate goal of housing alterations must be done not for the elderly and disabled but for all people.

A simple technique to fabricate a surgical obturator restoring the defect in original anatomical form

  • Oral cancer treatment involves the surgical removal of all or part of the maxilla, leaving the patient with a defect that compromises the integrity and function of the oral cavity. The postoperative restoration of esthetics, deglutition, and speech shortens recovery time in the hospital and expedites the patient's return to the community as a functioning member. The surgical obturator is the proven treatment option in such situations. This article describes a simple technique to fabricate a surgical obturator that restores patient's original dentition and facial and palatal tissue form. The obturator fabricated with this technique utilizes the vacuum formed index of patient's original tissue form and duplicated partly in heat and partly in auto polymerizing acrylic resin. Duplication of the original tissue form helps patient to minimize the immense physiological trauma immediately after the surgical resection. The obturator fabricated with this technique supports soft tissues after surgery and minimizes scar contracture and disfigurement, and thus may have a positive effect on the patients' psychology.

국가연구개발사업 투자현황 분석결과와 정책적 시사점: ′99년도 조사.분석.평가 결과를 중심으로

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "survey, analysis and evaluation of national R&D programs" in FY 1999, this paper reviews the government R&D expenditures by concerned variables such as program objectives, sector of performance, character of work and technology fields. This paper also carries out an analysis on the government R&D supports as ways for the promotions of high technology-based start-ups and SMEs and regional innovation activities. It is found that relatively high investment is made in the industrial technology areas and development research, and there are some redundancies of R&D programs among ministries and agencies in terms of technology fields, program objectives and character of work. Policy implications and future research directions are suggested.

  • The research tried to realize the policy which serves Innovation ability for culture-contents producer, and culture-contents producer's Innovation ability which impacts OSMU of contents in the policies of government for vitalizations of culture-contents industry. As a result, we have reached the conclusion that the supportive policies for technology, exports and marketing were effective to strengthen the innovation ability of management of human resource, creation and production area. Also we have found that content's OSMU has been influenced by innovation ability. The implication of this study are followed. First, the policies which are intended to revitalize the culture content industry by government has the effect that are some different ones from the settlement and intention. Second, the production industry of animation do still passive and closed organization management, without the efforts for opened and cooperative management. Therefore, the efforts of government which are more practical and realistic supports to revitalize and based on strategic cooperation of industry.
