Kano 모델과 잠재적 고객만족개선지수(PCSI)를 활용한 스마트 공장 지원정책의 품질속성 분석 (A Study on the Service Quality of Smart Factory Support Policy Using Kano Model and PCSI)

  • 최근 4차 산업혁명 이슈가 부상하게 됨에 따라, 정부와 산업계에서는 스마트공장에 대한 관심이 증가하고 있다. 이에 정부에서는 스마트공장에 대한 정책지원을 제공하여 국내 중소·중견기업의 스마트 제조역량 구축을 유도하고 있다. 그러나 이러한 정책적 지원의 효과성이나 기업들의 만족도에 대해서는 거의 알려진 것이 없다. 이에 본 연구에서는 Kano 모델과 고객만족개선지수를 활용하여 스마트공장 지원정책의 요소별 기업들의 만족도를 분석하고 정책지원의 우선순위를 도출하고자 하였다. 연구 결과 총 11개 품질요소 중 8개가 일원적 품질요소, 3개는 매력적 품질요소였다. 또한 자금지원의 우선순위가 가장 높았으며, 외부전문가 파견, 고도화준비 컨설팅, 유지보수 관련 컨설팅 등도 순위가 높았다. 이러한 결과는 기업들이 스마트공장의 도입이나 기초수준 구축 정도의 지원보다는 유지보수와 고도화에 대한 지원을 더 많이 요구하고 있음을 시사한다.

  • Korea is moving toward an aging society faster than the other advance countries such as the U.S. and France. Such aging phenomena are posing greater problems in rural areas than in urban areas, and particularly, decrease in productivity caused by aging population leads to economic difficulties and hinders the improvement of housing life. The purpose of this research is to examine and identify the housing conditions of the vulnerable in rural areas and to present ways to improve the elderly housing and the housing environment in rural areas and to provide basic data for materializing the policies to enhance the quality of life. The results of this research are as follows. First, the elderly in rural areas were found to receive relatively smooth supports for services related to clothing and food through the government and social organizations. But for the housing problems, it was found that there were not any supports. Second, the poor housing environment may cause diseases to the elderly with weak immunity, so ways to remedy these problems are urgently needed. Third, the vulnerable in rural areas can hardly bear the burden of improving the housing environment, so supports from the government and social organizations are needed. Fourth, ways to support the vulnerable such as households receiving basic living subsidies and to support the poor who are not receiving such subsidies should be explored.

환경산업 해외시장 진출지원 정책과 향후 지원 방향 (Policy to Support the Global Market Entry of the Environmental Industry and Its Future Direction)

  • The Korean government amended the Environmental Technology and Industry Support Act to foster the environment industry and support the advancement of domestic environmental companies into overseas markets. The amended act reflects changes in the government's policies on environment related issues. This paper uses outcomes of research conducted on environmental policies in foreign countries and the current status of the domestic environment industry to present long-term strategic plans and measures to support the expansion of environmental companies into the global markets and to vitalize the environment industry at home. The suggestions for assisting domestic companies in making inroads into overseas markets are as follows: building up and expanding cooperative network; fostering promising companies and exports by making the right choices and focuses; diversification of export markets and strengthening supports for development of new customers; promoting supports for winning overseas projects; and developing cooperative projects to respond to climate change in developing countries using the Global Climate Fund (GCF).

혁신형 중소기업 정책금융에 대한 금융기관 지원금 결정모형 (Determining Subsidies for Banks in Policy Loans to Innovative SMEs)

  • In this paper, we develop theoretical game models to determine the level of government subsidies for banks to provide policy loans to Innovative SMEs(small and medium sized enterprises) through banks, which otherwise would not finance them for the sake of their own profitability. For this, we compare net cash flows of each bank using different strategies against high risk innovative SMEs. A bank can decide whether to provide them loans or not In each period. Following Kim(2003)'s Infinite horizon model on the soft budget constraint, we introduce a situation in which banks compete against each other for higher net long-term payoffs from their loans to innovative SMEs and non-innovative SMEs. From the models, we show that competition among banks in general leads to a tighter decision against innovative SMEs, as a Nash equilibrium. It is not because the government bank is simply loose in providing loans, but because competition among commercial banks for fewer riskier borrowers results in tighter loan decisions against innovative SMEs. Thus, the competitive market for policy loans to innovative SMEs fails to reach the socially optimal level of loans for innovative SMMs. Commercial banks in the competitive market may require additional supports from the government to make up for the differences in their payoffs to support innovative SMEs, possibly much riskier due to moral hazards and poor discounted cash flows. The monopolistic government bank might also request such supports from the government to fund otherwise unqualified SMEs. We calculate an optimal level of governmental support for banks to guarantee funding such high-risk innovative SMEs over periods without deviating from their optimal Nash equilibrium policies.

Theoretical impact of Kelvin's theory for vibration of double walled carbon nanotubes

  • In this article, free vibration of double-walled carbon nanotubes (DWNT) based on nonlocal Kelvin's model have been investigated. For this purpose, a nonlocal Kelvin's model is established to observe the small scale effect. The wave propagation is employed to frame the governing equations as eigenvalue system. The influence of nonlocal parameter subjected to different end supports has been overtly examined. The new set of inner and outer tubes radii investigated in detail against aspect ratio. The influence of boundary conditions via nonlocal parameter is shown graphically. Due to small scale effect fundamental frequency ratio decreases as length to diameter ratio increases. Small scale effect becomes negligible on all end supports for the higher values of aspect ratio. With the smaller inner tube radius double-walled CNT behaves more sensitive towards nonlocal parameter. The results generated furnish the evidence regarding applicability of nonlocal model and also verified by earlier published literature.

창업가역량과 창업보육 프로그램 지원이 기술창업기업 경영성과에 미치는 영향 : 창업기업 역량의 매개효과 중심으로 (The Influence of Entrepreneurial Competences on Corporate Performance of Technology-based Start-ups)

  • Many countries around the world are pursuing various support policies to foster start-ups national widely in order to secure new economic growth engines in the era of the Fourth Industrial Revolution. The South Korean government announced the diffusion strategy for the 2'nd round Start-up Boom in March 2019 and is promoting the support policies for start-up incubating by various programs. Many incubators and startup accelerators operate various kinds of programs to foster start-ups using government financial supports. The purpose of this study is to investigate the effects of entrepreneurship and technical capability of entrepreneurs as the internal factors of the technology-based start-ups and the effects of programs supported by the government as an external factor on the corporate performance of a start-up company, and the mediating effects of core competence of start-ups were analyzed using SPSS and AMOS. The results show that the entrepreneurship, technical capability and the programs supported by incubators or accelerators had no direct effects on the corporate performance of a start-up, but the core competence of the company had complete mediating effects. In addition, the type of program supported by the comprehensive accelerator programs or the marketing supports had effects on the core competence rather than simple financial supports. Lastly, the policy proposals for incubating program support and future research directions along with the limitation are suggested.

Evaluating Innovation Policies in Australian Government: Backing Australia's Ability

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper examines Australia's Innovation policies, Backing Australian Ability.

세계 주요국의 자율주행차 정책 및 기업전략에 관한 통합적 연구 (Integrative research on industrial policy and corporate strategy of autonomous car)

  • This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.

재가와 시설의 양육미혼모 정부지원 차이에 대한 연구 (Study on the Differences of the Government Social Support for Unmarried Mother Child-rearing between at the Home and in the Facilities)

  • 이 연구의 목적은 재가 양육미혼모와 시설 양육미혼모의 사회적 지지 중 정부지원의 차이를 조사하고 정책대안을 마련하고자 함에 있다. 최근에는 양육미혼모들이 증가하고 있으나 정부의 지원은 충분하지 못하며, 가장 기초적인 생계유지에도 도달하지 못하고 있다. 양육미혼모에 대한 정부지원의 차이를 조사한 결과재가 양육미혼모가 시설 양육미혼모보다 연령과 학력이 높았으며, 직업을 더 많이 가지고 있는 것으로 나타났다. 아동의 월령 또한 재가 양육미혼모의 아동이 더 높은 것으로 나타났다. 위기지원과 친자검사를 제외한 정부지원은 시설 양육미혼모가 더 높게 나타났으며, 재가 양육미혼모가 더 어려움을 겪고 있는 것으로 나타났다. 이와 같은 연구결과를 바탕으로 양육미혼모들의 안정된 정착을 위한 현실성 있는 정부정책을 제언하였다.

정부 기술개발 지원사업이 중소기업의 혁신활동에 미치는 영향 (Government R&D Programs and Innovation Activities)

  • Purpose - The purpose of this study was to examine the effect of government R&D programs on firm innovation activities. Design/methodology/approach - This study analyzed survey data on innovation survey in Korea. To investigate our research hypothesis we used ordered logit regression analysis. Findings - This study unveils different effects of diverse government R&D programs on firm innovation activities. Most of government programs-R&D tax incentives, information/training, and marketing supports-have positive effects on management innovation activities and negative effects of the usage of procurement programs on management innovation efforts. Some government programs-R&D tax incentives, R&D grants, information/training-have positive effects on technological innovation activities. Research implications or Originality - This paper investigates the effects of diverse government R&D programs on technological and management innovation activities. We examine simultaneous effects of multiple government R&D programs rather than effects of independent R&D programs. This result can contribute to develop more effective government R&D programs to support firm innovation activities.
