A Study on Improvement of Deposit Copy and Preservation of Government Publications in Regional Local Government (광역자치단체의 정부간행물 납본과 보존 관리 개선안 연구)

  • The purpose of this study is to raise the need for the management of the deposit copy and preservation of government publications issued by Regional Local Government, and to present improvements to the problems of the management of government publications. To achieve this objective, a list of government publications of Regional Local Government is investigated, and interviews are conducted with record managers and librarians. During the investigation, there were difficulties in identifying the publication list of government publications, and there were fewer government publications that matched the RLG's list of holdings and the list of deposit copies delivered to the National Archives. The proposed improvements include formulating a list of government publications' registrations, constituting list elements of closed publication and partial disclosure of government publications, mandating registration and notification of government publications, specifying the management of government publications in the division of duties for record managers and staff of production departments, and encouraging them to receive training in administration of government publications.

  • Government publications at public institutions are data that are intended to convey the purpose of an institution or the performance of its business to the public or inside the institution. The management of government publications has become increasingly important under the framework of laws and systems, but matters concerning the nature and value of government publications have not been carried out at records management sites. The Act focused on the archives of the six metropolitan government, and presented issues and improvement measures for efficient management of government publications. To that end, the government should maintain a consistent payment system for publications. As payment method and payment book data in government publications are presented differently by law, a system for integrated management should be established to provide brief information and original information. Second, it is necessary to establish an administrative system that meets the storage environment. The publication registration and payment book system presented by the government's publication guidelines is the central system of the National Archives and Records Service, so it is not an efficient system in the agency archives. Third, support should be provided to recognize the value of government publications and to preserve and manage them in the long term. To dispose of the government publications, a realistic classification method, integrated and controlled program should be presented, and criteria for users using the service should be provided. Fourth, it is the establishment of an integrated management system for government publications. The National Archives Service, the National Central Library, and the National Assembly Library should simultaneously build an abstract of information and original information so that they can be managed systematically and efficiently.

A Study on the Management of Copyright Information for Increasing the Free Use of Government Publications as Public Works (공공저작물로서 정부간행물 자유이용 촉진을 위한 저작권정보 관리에 관한 연구)

  • This study aims to suggest measures for handling copyright information on government publications during records and archives management to use them freely as public works according to Article 24-2 of the Copyright Act in Korea. Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Based on the interview findings, this research suggested the following. First, Article 24-2 of the Copyright Act must be revised to apply the Korea Open Government License (KOGL) type 1 mandatorily to all public works. Second, a cooperative system for managing copyright information on government publications should be established to improve their production and management effectiveness. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

  • Most recently, the development and publication of the ordinance and the manual of policy qualify management is spreading the recognition of quality Control in the public sector. The purpose of this study is to introduce of the system quality Control for local government's policy. So we suggested lessons drew from case study(Daegu metropolitan city, Gumi city) on current introduction. To introduce the system quality Control for local government, we have to gain the sympathy of introduction, second prepare of inducement, last manage PQM flexibility.

  • The Ministry of Unification(MOU) attempts various ways to unify records management systems such as; by newly establishing Unification Archives and Records Management Team, by integrating different record management systems which had been managed by separate systems. This study explores the ways to systematically manage the major information resources of the MOU and proposes policy recommendations to succeed in unifying record management.

  • Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.

  • In a turbulent environment, it is important for a firm to obtain competitiveness through acquiring new technologies and new knowledge. Many studies has shown that R&D has positive effects on innovation and performance. However, the limitation of resources and research personnel for SMEs leads to the needs of collaboration between government R&D and SMEs. The quantitative results of government R&D comes in the form of patents or publication of papers while the qualitative results comes in the form of commercialization (revenue increase or cost reduction) of the SMEs acquiring the technology through technology transfer. Korean government invested 16.9 Trillion Won in 2013 and achieved remarkable quantitative results but the qualitative results are still yet to be improved. The technology transfer rate in 2011 was 26.0% while the success rate of commercialization of the transferred technology is only 23.6%. Therefore it is meaningful to study the success factors of the technology commercialization in Korea. In this study, a case of technology commercialization between ETRI and Initech is studied. Initech was a venture firm which started in 1997 with 2 employees and after transfer of technology from ETRI in 1999, it has grown to a firm of 238 employees. In this study, Jolly's commercialization model was used to analyze the success factors of the commercialization. It was shown that four main factors that leads to the success are (1) mobilizing interest and endorsement through customer oriented R&D by ETRI, (2) mobilizing resources for demonstration through systematic technology commercialization process by ETRI, (3) mobilizing market constitutents through government standardization that leads to the reliability of the participants, and (4) mobilizing complementary assets for delivery by management strategies of Initech.

  • A Nautical Publication is a special purpose book, or a specially compiled database, that is issued officially by or on the authority of a Government, authorized Hydrographic Office or other elevant ogvernment institution and is designed to meet the requirements of marine navigation Nautical publications include list of lights, Buoys, Beacons, Radio Siganals, Sailing directions. The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning the nautical publications digitization process, the SNPWG has defined three types of nautical publication: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publication is essential with nautical charts as refrerence information to navigation. Development of digital nautical publication is needed for liaison with charts production system, up-to-dateness of hydrographic information, improvement of service. But, korea's status is positioned in NP1. In our study, we surveyed the present status of nautical publciation for strategy of digital nautical publication development. Also, we build database of south coast of sailing direction and develp a program for compilation and management of sailing direction.

A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A (한.미 국가연구개발사업의 지식재산권 관리제도 비교)

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.
