  • In the previous e-government studies, there was no study in which the ambitious problem of assessing the expected performance of an e-government software when it is adopted in other country. This study was motivated to propose a new method to resolve this research question. With using the KIPONet (Korean Intellectual Property Office Net) as a target e-government software, which has been successfully implemented and operated by the Republic of Korea government since Jan 1999 for the purpose of managing the intellectual property rights (IPRs), we propose a Hybrid Qualitative Reasoning (HQR) approach to predicting the expected performance of the KIPONet. The main recipes of the HQR are that the HQR considers causal relationships existing among both qualitative and quantitative variables of the KIPONet, and that uncertainties embedded in some variables are handled by using Monte Carlo mechanism. The application of the proposed HQR to predicting the expected performance of the KIPONet results in statistically significant outcomes with 95% confidence level.

It was designed to research the processing property of SNS, the emotional property of SNS, and the service property of SNS for the SNS usage. Based on the research framework from the relationships among intrinsic SNS characteristics, social psychological characteristics, and the attitude of government institutions' SNS, the empirical research model and the hypotheses were established. Design/methodology/approach: Data for empirical study were collected from 453 of total distributed 500 by the structured questionnaire survey with SNS users of government institutions. The analysis was performed from effective 432 data, and the sample was mainly consisted of men, the thirty-old, and salesmen. Findings: The results showed that the emotional and service properties in intrinsic characteristics of SNS have a significantly positive effect to the value perception and the security variable in social psychological characteristics has a significant positive effects to the trust. Finally, the value perception has positive effects on both trust and use intention of government institutions' SNS. • Korean government has been putting efforts to promote development of technologies by government sponsored labs and to transfer, diffuse, and commercialize these technologies in private sector since mid 1980s. In spite of these efforts, utilization of government-sponsored technology remains in the very low level. According to the survey conducted by Korea Intellectual and Patent Office (1999), the ratio of unused industrial property rights including patents was above 70% of total industrial property rights. Survey on the information and telecommunication industry done by the Institute of Information Technology Assessment (IITA) in 1999 shows that the utilization ratio of government-sponsored technologies is about 55.8%. This is especially true where government is not the primary or end-user of technologies. The purposes of this paper are to (1) identify a process model of technology commercialization, (2) develop the related variables of each step in the six-step continuous process model of government-sponsored technology commercialization, (3) empirically investigate the data gathered through questionnaire survey, and (4) suggest policy alternatives for promoting technology commercialization in Information and Telecommunication industries.

  • The Japanese colonial authority investigated and institutionalized Korea's cultural properties for the purpose of governance. This process was conducted by Japanese officials and scholars, and systematized after making some changes. The Reservation Rule (1916) and the cultural properties designated in 1934 were actually the starting point for Korea's current cultural property policy. In the view of lineup of 'committee' that consider all of cultural property and changing of 'cultural property list', this study discusses the cultural property policy implemented by Joseon's Government-General, which can be summarized as follows. First, Joseon's Government-General formed a committee (Preservation Society) to formulate the cultural property policy, and had the policy implemented by appointing Governor officials who accounted for more than half the total number of officials of the institution. Although some Koreans were concerned about this, they had no influence on the matter. Second, the cultural properties listed by Joseon's Government-General are divided into three periods according to the lists. The compilation of the first list was led by Sekino Tadashi, who represented the grading system (1909~1916); while that of the second list (1917~1933) was led by Guroita Gatsumi, who represented listing (1917~1933). Guroita Gatsumi tried to erase Sekino Tadashi's list by formulating the cultural property policy and the list - a situation that was revealed in the system and the actual contents of the list. The third list was made as a list of designated cultural properties in 1934. This list also reflected the results of Sekino Tadashi investigation of the important cultural properties at existing temples that had been excluded from the previous regulations (1934~1945). In this way, a basic framework for the listing of Korean cultural properties was established in 1934.

It is in the course of selection with precedence of TK, GR, FL in WIPO, focused on discussions about listing of TK documents, standardization of DB construction, sharing and profit distribution of GR. We made some plans to deal with agreements in WIPO. These plans consist of 5 subjects which are investigation about intellectual property related laws and systems, study of examination and finding, construction of DB information, development of value evaluation system, development of industrialization system with TK, GR, We suggest preceding details about 5 subjects respectively. It is the character of this plan that patent information DB system of TK, GR is the axis. It is the most important thing in these plans to succeed that we have to have connections with expert groups in order parts and government officials, taking whole supports of government because our traditional medical related study basis is weak.

  • In preparation of the increase in the domestic debts and the rise in the US interest rate, the Korean government has started to strengthen the regulation on the property market since 2017. So, it is likely that the sales in the domestic construction market would be decreased. Even in the overseas plant projects market, as there has been the continuous increase in the cost and the resulting increase in the losses, it looks hard for the large construction companies to keep their credit ratings as they are now. This study is designed to check Korean government's property policy and any possible problems caused by the overseas and domestic economic environment, which include the property market policy, interest rate, rise in the property price and lackluster sales in housing market. It showed the change in the credit ratings by finding out the sales, work capability, sales in non-governmental projects, operating profits and PF contingency liabilities. For this study, the questionnaires were sent to 30 practical experts to analyze the effect of the risk factor on the outside credit rating of large construction companies.

  • The international government committee is progressing their agreements about intellectual property protection of traditional knowledge(TK), gene resource(GR), folklore(FL) in WIPO. It is in the course of selection with precedence of TK, GR, FL in WIPO, focused on discussions about listing of TK documents, standardization of DB construction, sharing and profit distribution of GR. There are disagreements between developed countries and developing countries about intellectual property protection agreements of TK, GR. The developed countries insist on using the existing intellectual property protection, but the developing countries ask new ones on character of TK, GR. It causes intangible assets to be valuable trade properties in future world trade. This research Groped for a summary program about intellectual property protection of traditional knowledge(TK) etc. debating in WIPO. This program confirms that such as TK, GR etc. not only to be the cultural property accumulated in human history, but also to be the original resource may be using at present. Therefore, we suggest that the focus of discussion should transfer to UNESCO instead of WIPO which only deal with the intellectual property protection. Besides, the main body which protecting and supporting TK should become its holding organization so as to achieve more effective management about it. In order to protect and support TK, the government should have firstly the recognition that TK is the property belongs to the country. By this viewpoint, it needs to setup DB through overall excavation of the unofficial knowledges in order to protect and support these TK, GR. Because the positive dealing with those WIPO's discussion means to support our TK, GR, so there should have some reorganization about existing related ones, and also needs systemic supporting policies & management' system.
