The study proposes to draw out the correlation on what kinds of influences local government personnel's performance capability affect the overall quality of the project, and to suggest institutional supplement policies. For the study, two analytical methods are conducted. First, a hypothesis per each factor was set by classifying the factors which affect the personnel's performance capability into organizational and individual factors. Second, a survey was conducted targeting the project management personnels and presented the result on the verification of the hypothesis through statistic techniques. As the result, it is considered that the quality of forest tending project is more affected by the individual factors than the organizational factor, thereby this study suggests the methods of reinforcement in project management personnel's performance capability.

In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.
The main purpose of this paper is to examine the aid effectiveness of ODA projects through a case of an e-Government ODA. The case at hand is the Mongolian National Data Center project, which was supported by Korea International Cooperation Agency in 2007~2009. In this paper, we analyze aid effectiveness through a case instead of a long-term macroeconomic analysis. By using OECD DAC guideline for performance evaluation of ODA project combined with PRM (Performance Reference Model) for evaluating e-Government, authors undertakes a post-implementation evaluation on the Mongolian NDC project. The result shows that the NDC project has been relevant and implemented effectively and efficiently given the political instability incurred by the election fraud in 2008. However, there have been problems as well. Provision of defected monitors was a critical problem while disagreement on the safety of the building was lasted for two more years to be settled. Some comments on the training program are also worth to hear to ameliorate similar projects. But more fundamental problems are found in impacts and sustainability areas. Low political status of ICTPA as a coordinating organization for ICT ODA and unstable job security of NDC are serious hurdles to increase effectiveness and efficiency of NDC. ICTPA has played very limited roles in coordinating government-wide ICT ODA projects because it lacks actual power and control over them. Other government organizations do not fully trust NDC as a reliable government data center due to low political status and lack of job security. Thus critical factors to affect the effectiveness and efficiency of e-Government ODA projects are political and organizational instead of economic.
Purpose - This study analyzes an economic effect on the project that Korean government supported for the vitalization of traditional markets using an input-output model. From 2002 to 2013, the government provided 180.8 billion won for a Management Modernization Project and 2.851 trillion won for a Facility Modernization Project for vitalization of traditional markets. The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.
Recently, many business and government organizations have benefitted by executing projects using TOC-CCPM(Theory of Constraints-Critical Chain Project Management). In parallel, Earned Value Management(EVM) metrics have also become popular. Many organizations like US government requires that all large projects measure and report project progress status using EVM. Thus, project management in business fields such as plant construction, IT development, ship building need to integrate TOC-CCPM and EVM in oder to keep and reduce the delivery date of projects for improvement of customer satisfaction and enlargement of business opportunity. This paper proposes the scheme and case of developing the Synchro-EVM system which TOC-CCPM and EVM are connected.
This paper considers a set of project management practices for government R&D projects, enterprise R&D projects and new product design project. The approach of managing multi-project is proposed by the use of organizational structure and control.
