  • Different types of corporate ownership may affect the environment among firms and could influence the decisions of new entities in the region. This study determines the role of state-owned enterprises (SOEs) in hindering new foreign manufacturing firms in the Yangtze River delta (YRD). The negative binomial regression is used for city-sector level data and the following points summarize the results: Firstly, the unique privileges that SOEs enjoy alongside governmental support create difficulties for foreign firms trying to establish themselves near existing SOEs. Secondly, although core cities are more attractive to foreign firms than peripheral cities, the role of core-periphery reveals that, in spite of all the regional advantages core cities could offer, whenever the share of SOEs is higher, the core-periphery system will have an adverse impact on new foreign firms. In other words, government preference for SOEs can suppress the attraction of foreign start-ups. However, after 2008, the governmental authorities finally succeeded in implementing their promising policy of fair treatment and competition in only the core cities.

  • Background: The public now imposes higher demands on the government than in the past, which has created the role overload faced by low-ranking government employees in China. This research investigates the relationship between role overload and health among low-ranking government employees and explores the mediating effects of burnout. Methods: It draws on a survey of 2064 low-ranking government employees by probability proportionate to size sampling in China's Shandong Province. Structural equation modeling (SEM) methods are used to analyze the data. Results: Both role overload and burnout were found to have negative effects on low-ranking government employees' health; however, the associations varied among the three age groups (less than 36, between 36 and 45, and over 45). Those over 45 reported the highest level of both physical and psychological health, while the youngest age group (less than 36) reported the lowest level of health. Role overload has a direct influence on health among government employees over 45 but not among those below 45. Burnout's mediating effects between role overload and health are significant among all age groups, but most significant among the youngest civil servants below 36. Conclusions: The findings evidenced that both role overload and burnout affect low-ranking government employees' self-reported physical and psychological health. In addition, the effect of age differences in coping with role stressors and burnout should be considered.

  • This is to review the nature of Korean science and technology policy based on the concept of policy ideas. According to the institutional theory, policy ideas are composed of the beliefs on both principle and causal relations concerning policy behaviors. Policy ideas influence science and technology policy considerably because they are embodied by policy-makers and embedded in government institutions such as decision-making rules and procedures. Recently, promoting industrial competitiveness is a leading policy idea in Korea's science and technology policy. It means that the science and technology policy is influenced mainly by economic interests rather than by civic interests. Though the economic value of science and technology may not easily underestimated, the negative external effects such as environmental degradation and technological risks should not be neglected. Therefore, in developing science and technology policy, much efforts should be made to consider both the policy idea of industrial competitiveness and the new one of quality of life in a balanced way. It means that civil society should be allowed to have more access to policy process in the area of science and technology than before.

Korea having a common boundaries to China is subjected unescapably both in domestic and export markets by the influence of the remarkable growth of China's aquatic products. If China were admitted entrance of WTO(World Trade Organization)in the near future, her influence is getting more serious. Well, we are necessary to understand the characteristics of China's aquatic products and to review fishery policies implemented by the China government. This paper is organized into two major parts, the one includes the structural changes of aquatic products, fishing and cultivating in the coast, latent and estimated production in China, and the other includes the main contents of fishery policies and measures of government administration. A characteristic of China's aquatic products is that cultivated production, especially, shellfish outputs continues to rapid increase. The major means of administration are an execution of fishing license system and setting up no-fishing zone and closed season for fishery. China is no longer a marginal player in international economic and world aquatic market. So, we will not only understand China's aquatic conditions and problems, but will also see the usefulness in continuing the cooperative relationship for a long time to come.
