민간기관의 사고예방사업 활성화 방안 (A Study on the Role Promotion of Non-governmental Organization for Accident Prevention)

  • 이 연구는 안전관련 민간기관을 연구범위로 하여 산재 감소와 사고예방을 위한 민간기관의 활성화 방안을 도출하기 위하여 민간기관의 운영현황과 민간기관 운영실태를 조사 정리하였다. 그 결과를 토대로 민간기관에 대한 정의, 역할과 활동, 인식을 조사하고 분석하여 산재 예방 감소를 위한 민간기관의 활성화 방안을 제시 하였다. 따라서 산재 예방과 감소를 위해 안전관련 민간기관의 역량, 전문성, 신뢰성 향상과 정부기관, 공공기관, 안전 민간기관 간의 실질적 사고 예방을 위한 역할 정립에 이정표가 될 것으로 기대되며 산재예방사업 시장의 활성화와 사고예방 정책의 수립에 활용 할 수 있을 것이다.

Strategies Contents for Financial Independent RIS in Proton Accelerator Science and Technology

  • This research would be the first step toward in the long processes of proton technology industrial cluster development by focusing on the region's readiness and acceptability of the proton technology project. As is shown in our questionnaire survey, the top priorities needed to consider for the Proton Technology project are found to be job creation (mean 3.74), regional economic development (mean 3.72), industry infrastructure(3.54), institution for science and education(3.53), economic inequalities(3.33), tourism industry revitalization(3.20). For public servants top priorities in order found to be regional economic development, job creation, industry infrastructure, institution for science and education, economic inequalities, tourism industry revitalization. Universities' priorities in order found to be job creation, regional economic development, institution for science and education, industry infrastructure, economic inequalities, tourism industry revitalization. The mean reliability score for the each party was found to be mayor((3.04), citizens(2.99), province(2.97), private corporation(2.96), and universities((2.93). Of particular note, the mean score except the mayor were all below median (3.00). province(3.24), city council member(3.20), public employees (3.09), private corporation(3.03), nonprofit organization (2.97), mass media (2.96), citizens(2.96), and universities(2.89). The universities and colleges also should revise their strategic plans and thus restructure their internal academic programs, and must develop their own collaborative programs with Proton Engineering Frontier Project, related industries, city, and other government units. Not only educating, training, and providing top-notched man powers to the proton technology industries will be one of their primary missions.

전자정부 웹사이트 평가 결과 데이터 기반 지능형(AI) 정부 웹서비스 관리 방안 연구 (A Study on Government Service Innovation with Intelligent(AI): Based on e-Government Website Assessment Data)

  • As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.

중국 광저우(廣州)중재위원회의 온라인중재 운용에 관한 연구 (A Study on the Practices of Online Arbitration System of Guangzhou Arbitration Commission in China)

  • There are more than two hundred arbitral institutions in China. Some of them are active in the development of online arbitration system, such as CIETAC and Guangzhou Arbitration Commission(GAC). GAC, founded in 1995, is the second largest arbitral institution in China which accepts more than 4,000 cases a year. With extensive experiences in arbitration, GAC has conducted online arbitration procedures since 2007. Moreover it opened the whole process of online hearing to the public through the Internet. With this background, this article aims to support the development of online arbitration through the analysis of GAC practices. To meet the purpose, status quo, rules and procedure of online arbitration of GAC are outlined, followed by introducing nine cases conducted by GAC. The scope of GAC online arbitration is comparatively narrow and the institution is still under the government supervision. But the practices of GAC proved that online arbitration is fully admissible and effective under the current legal framework.

  • As the aging of this society, instead of growing numbers old protective functions of families decreased according to increasing tendency of nuclear families, increasing rates of females' participation of economic activities. Now, the problem of supporting the old is in need of social supporting system the cope with this are based on these factors are like this: 1) It is necessarily the instruction of medical welfare service. 2) The overlapped service is avoided and the service of specialized. 3) Most of the welfare service institution is Seoul and local city hall, so it needs the institution is transferred. 4) It needs the increase the number of home helper. 5) When the service is offered, the government must considers finance, elderly health condition and preference. 6) It needs the department for the welfare service for the old who stay at home.

한국 의료기관의 블라디보스톡 자유항 진출에 관한 연구 (A Study on the Korean Medical Institution's Strategies for Advancing into Free Port of Vladivostok)

  • 러시아 정부는 2015년 극동지역 의료산업 개선을 위해서 "블라디보스톡 자유항에 관한 연방법"을 제정한바 있다. 그 결과 한국 의료기관들의 블라디보스톡 자유항 진출에 대한 관심이 증대되고 있다. 수준 높은 한국 의료서비스에 대한 러시아 환자의 수요 증가와 러시아 정부의 적극적인 정책 방향은 블라디보스톡 자유항 진출에 있어서 강점과 기회로써 작용한다. 반면에 자유항법의 하위규정 제정 지연으로 인한 법적 불완전성과 러시아 정부의 낮은 신뢰도는 약점과 위협으로 대두된다. 이에 한국 의료기관은 자유항법의 하위규정의 제정 과정을 면밀히 모니터링 함으로써 진출 시기를 신중히 검토할 필요가 있겠다. 그리고 '검진 연계 전문클리닉 모델(1단계 모델)'을 구축하여 진출하는 것이 가장 현실성 높은 모델이라 할 수 있겠다. 또한 한국 정부는 정부차원에서 '한 러 보건의료 협력 MOU'를 체결하고, 러시아 내 우호적인 여건 조성을 위하여 '한국형 미네소타 프로젝트' 수행이 요구된다.

The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

국내 기초·분석과학 분야 내 중국산 연구시설·장비 구축 현황에 따른 국산화 정책 제언 (Proposal of Localization Policy Based on the Status of Chinese's Research Facilities and Equipment Construction in Korean Basic and Analytical Science Field)

  • 본 연구의 목적은 과거 14년간 한국 정부가 투자한 연구시설 장비의 구축정보를 기반으로 기초 분석과학 분야에서 중국산 연구시설 장비가 국내연구장비 시장에서 차지하는 규모와 시장점유의 수준을 알아보기 위해 구축년도 장비표준분류 보유기관 유형별로 구축 수와 구축금액 차이를 비교 분석하였다. 또한 구축년도 장비표준분류 보유기관 유형 변수들 간에 상관성 유무도 분석하였다. 2019년 1월 1일을 기준으로 2005년부터 2018년까지 국내에 구축된 중국산 연구시설 장비를 대상으로 기초 분석과학 분야에 활용되는 연구시설 장비(구축금액이 3천만원 이상인 주장비 기준) 50점의 구축 수, 구축금액, 구축년도, 연구장비 보유기관, 그리고 장비표준분류를 분석 항목에 포함하였다. 구축년도 장비표준분류 보유기관 유형 내 중국산 연구시설 장비 구축 수 차이를 비교하기 위하여 단일표본 카이제곱검정 방법을, 구축년도 장비표준분류 보유기관 유형별 중국산 연구시설 장비 구축금액 차이를 비교하기 위하여 각각 맨-휘트니 U 검정과 크러스칼-왈리스 검정을 사용하였으며 구축년도 장비표준분류 보유기관 유형 간 상관성 유무는 교차분석을 통한 카이제곱검정을 이용하였다. 본 연구결과, 중국산 연구장비의 국내 구축 수와 금액은 구축년도 장비표준분류 보유기관 유형별로 통계학적으로 유의하게 증가(p<.05).하는 추세이며 2000년대에 비해 2010년대에 고가의 광학전자/영상장비가 사립대학 및 민간기업과 정부출연연구소에 구축되었다. 따라서 기초 분석과학 분야 내 중국산 연구시설 장비의 국내 구축현황은 국산보다는 그 수준이 아직 미비하지만 구축 수와 금액이 통계학적으로 유의하게 증가 추세이므로 중국산 연구시설 장비가 국내 연구산업시장을 잠식할 수 있다는 가능성을 인지함과 동시에 관련 대비책 마련이 정부 주도로 필요할 것이다.

특수경비원 교육훈련실태 및 발전방안에 관한 연구 (The Study about Problem in the course of Education of Special Guard)

  • The first, Improvement of education training condition Education training is influenced by facilities, environment around. according to questionnaire, it is very poor, we should set up a training institute as soon as possible. The second, Improvement of education training contents In working as special guard, they do not feel the need of curriculums like bayonet fencing, criminal law, and so on. accordingly we should adjust the contents of educaton training. The third, Improvement of education training course People were satisfied with the contents of lectures and educator more than half to some degree, but there was a question of time, communication, contents. we should try to remedy things like this. The fourth, Adjustment of education training time The 60% people of all were not satisfied with the time of education training about new duty. we need to intensify and oversee a duty training and the restructure of training time. The fifth, Fairness of valuation reward and punishment in education training The 80% people of all had the bad feeling against reward and punishment, so we tried to let fairness of valuation, reward and punishment completed by educational institution. The sixth, Establishment of the institution for special guard special guard have to be raised by special institution, but lacking of educational program, educational facility, educational Environment, university took the place of government as institution in raising special guard, education still leave much to be desired. so to develop the industry of a civil security, government or a guard association will set up the school of training, education, system about civil security as a whole. The seventh, Improvement of education training form People have to be taught for 80 hours in education training. according to questionnaire, over 75%people wanted to lodge at education accommodation, so in doing education training, we need to improve a system and form. The eighth, Operation of education training suitable for a characteristic in jobs In the education of 80 hours, common courses will need to be carried out together, depending on class, the object of national facility, inspection and practice will need to be done. maybe this can be the improvement of growing up education training. In the result of the study, we need to build up the satisfaction of education training through a lot of opinion like program, system, circumstances. Keep in mind that the paper was a few of problems because of the limit of the survey of 132 peoples, accordingly we try to collect a survey related with this around country. especially this will need to be asked for harmony between the law and the background of system. in the future, to develop the special guard service, increase the demand of this service, have to raised the expert and the special guard service has to enlarge.

  • 본 연구는 대구 지역사회서비스투자사업을 제공하는 기관별 현황과 성과를 통해 효율성을 살펴보고 각 기관의 효율적인 운영을 위한 방향을 모색하는데 그 목적이 있다. 지역사회서비스투자사업의 추진 목적에 부합되는 관리 실태를 점검하여 효율적이고 효과적인 사업추진을 도모하기 위하여 수요자에게 필요한 체계적인 서비스 제공 및 품질개선, 환경개선을 위해서는 서비스 제공기관의 효율성 분석을 통해 정확한 상황과 그에 대한 문제점을 파악하고, 지역 특성에 맞는 프로그램을 개발하고 적극적인 서비스 관리가 필요하다. 구체적으로 각 기관의 정보를 바탕으로 효율성을 측정하고 이를 지방자치단체 간 비교 분석함으로써 보다 안정적이고 지속가능한 지역사회서비스의 제공방향을 모색하는 것이다. 이를 위해 DEA(data envelopment analysis, 자료포락분석) 방법을 활용하여 각각의 기관을 효율성을 분석하고 지자체별로 비교하여 효율적 운영을 위한 목표와 정책적 함의를 제시하는데 그 의의가 있다.
