Critical Review of Government3.0 in KOREA

  • E-Government is an administrative innovation that utilizes information technology and is the most powerful means to strengthen government competitiveness. At this moment, countries around the world are continuously improving government competitiveness by continuously implementing government innovation through the implementation of e-Government. Many scholars argue that e-Government should be changed in response to the Fourth Industrial Revolution. Therefore, Korea adopted the government 3.0 instead of the e-Government and promoted the information policy. But the result was a failure. Korea was once a leading country in e-Government, but now it is falling due to government 3.0. The reason can be analyzed in various ways. First of all, over the past decade, Korea's e-Government has been neglected without obtaining the permanence of policy. And the Korea government pursued a new strategy under the name of disconnecting from the past and lost policy permanence. Therefore, future information policy, especially e-Government policies, should be pursued from a politically neutral point of view. The lesson of government 3.0 failure in Korea is clear. Regardless of the government's replacement & regime change, the information policy should be pursued with consistency.

우리나라 정부간행물의 유통체계 개선에 관한 연구 (A study on the improvement of the distribution system of government publications in Korea)

  • The objective of this study is to catch hold of the problem occurring in the process in which librarians have obtained government publications and to show the method that can construct the rational distribution system of government publications. For this study, total 56 librarians who work for 44 institutes sponsored by central government and 12 institutes sponsored by local government were chosen as the objects of research and questionnaire survey to know how to obtain government publications. How to construct the rational distribution system of government publications is as follows. (1) The exclusive organization to manage overall service for government publications should be established newly or previous similar organization should be reorganized. (2) As reinforcing the law concerning deposit copy, government publications should be distributed obligatorily to all of the depository agency, and the depository library system of government publications should be introduced and managed newly. Especially the management of deposit copy and the depository library system of government publications should be undertaken by the exclusive agency of government publications. (3) Free-government publications should be converted to pay-government publications as much as possible so that everyone can purchase government publications easily. And free-government publications which are difficult to convert to pay-government publications should be distributed according to rational standard by the exclusive agency of government publications. (4) Pay-government publications should be sold by private distribution organization under exclusive agency of government publications. Also printing, editing and pricing of pay-government publications should be done by private distribution organization to compete with general books. (5) In order to promote the sales of pay-government publications, the sales centers of government publications must be established even in city and county. Also special government publications which have much demand should be sold even in general book stores. Especially the management of the sales centers should be undertaken by private distribution organization. (6) It is necessary to abolish or improve unreasonable regulations or system related to government publications and to make legislative, institutional devices for government publications. (7) The public relations for government publications should be enforced much through TV or radio etc. , and the various bibliographic tools of government publications should be developed and disseminated for the sake of much utilization of government publications. (8) By using new technology like CD-ROMs or communication networks, electronic production and distribution of government publications should be push ahead positively. And electronic information distribution center to su n.0, pport it should be established by government agency.

정부포털 사이트 이용의도에 미치는 요인 - 모호성과 정부지원의 조절효과 - (An Empirical Study on User's Intention to Use Government Portal Sites: Moderating Effects of Ambiguity & Government Supports)

  • Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

Policy Advices for the Success of Digital Platform Government in South Korea

  • South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

  • The transformation of the processes of governance using the Information and Communication Technologies is aimed at bringing in faster and transparent service delivery, accountability, information sharing and people participation in the decision-making and government processes. The implementation of e-Government requires a comprehensive strategy that is not only sensitive to existing political and economic conditions and realities but is also benchmarked on global best practices. The article reviews the handbook E-Government and Governance Efficiency that provides an insight to research that is being undertaken in the e-Government area, gives an in-depth understanding of critical issues involved in e-Government, and provides expert opinion and recommendations for the Republic of Belarus to augment its potential. It studies the Korean experience on e-Government with special focus on such concepts as e-Government benchmarking, mGovernment, Smart Government and u-Government.

전자정부 신뢰와 정부신뢰의 영향관계에 관한 연구 - 신뢰주체 및 신뢰대상 요인을 중심으로 - (A Study on Relations Between Trust in e-Government and Trust in Government - Focused on the Factors of Truster and Trustee -)

  • 본 연구는 전자정부 신뢰라는 주제에 대하여 신뢰주체와 신뢰대상의 특성을 반영하여 전자정부 신뢰의 영향요인을 밝히고 전자정부 신뢰 및 전자정부 서비스 만족도가 정부신뢰에 미치는 영향을 밝히는 것을 주된 목적으로 하였다. 전자정부에 대한 신뢰주체의 특성으로 시의적 배태성, 정보활용능력, 네트워크 배태성을 요인으로 설정하였으며 신뢰대상의 특성으로는 전자정부 서비스 품질을 평가할 수 있는 정보제공품질, 정보보호품질, 서비스품질, 참여기회품질을 요인으로 도출하였다. 실증분석 결과, 신뢰주체의 특성 중 시의적 배태성, 네트워크 배태성과 신뢰대상 특성 중 정보제공품질, 정보보호품질, 참여기회품질이 전자정부서비스 만족도와 전자정부 신뢰에 유의미한 영향을 미치는 것으로 나타났다. 또한 전자정부서비스 만족도는 전자정부에 대한 신뢰에 영향을 미쳤으며 두 영향요인 모두 정부신뢰에도 유의미한 영향을 미치는 것으로 나타났다.

  • 본 연구의 목적은 Government 2.0 서비스 품질을 측정하고 이것이 이용자 만족에 어떠한 영향을 미치는지 분석하고 서비스 활성화 방향을 모색하는 것이다. 최근 정부 서비스와 Web 2.0이 결합한 용어인 Government 2.0이 새로운 패러다임으로 부상함에 따라 공공정보의 공개와 활용을 통한 가치창출에 대한 관심이 커지고 있다. 그러나, Government 2.0이 경제, 사회, 문화 전반에 미치는 여러 가지 영향에 대한 연구는 극히 미흡한 실정이다. 또한, Government 2.0 서비스와 관련된 학문적 분석이나 평가에 관한 연구도 미미한 실정이다. 서비스 품질 평가는 일반적으로 이용자 만족을 선행지수로 선택하므로, 본 연구에서도 대중교통정보서비스를 중심으로 한 Government 2.0 서비스에 기존의 SERVQUAL과 E-S-QUAL 모형의 서비스 품질 결정 요인들이 적용될 수 있는지를 살펴 보았다. 설문을 통한 실증 연구 결과, 서비스 품질이 이용자 만족과 관련이 있는 것으로 나타났다. 특히, 서비스 품질 결정 요인들 중 유형성, 효율성, 신뢰성 3개 서비스 품질 요인들이 이용자 만족에 유의적인 정의 영향을 미치는 것으로 나타났다. 본 연구는 Government 2.0 서비스에 대한 경험적 분석을 통해 이론적 모형을 제시함으로써 Government 2.0 서비스 품질에 대한 이론적 토대를 마련한다는 점에서 중요한 의의를 지닌다.

Cost-Benefit Analysis of E-Government: Australia

  • When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.

광역자치단체의 정부간행물 납본과 보존 관리 개선안 연구 (A Study on Improvement of Deposit Copy and Preservation of Government Publications in Regional Local Government)

  • 이 연구의 목적은 광역자치단체에서 발행하는 정부간행물의 납본과 보존 관리의 필요성을 제기하고, 정부간행물의 납본과 보존 관리의 문제점에 대한 개선안을 제시하는 것이다. 이를 위해서 광역자치단체의 정부간행물 보유 목록을 파악하고, 기록물관리전문요원과 사서에게 인터뷰를 시행한다. 조사하는 동안, 정부간행물의 발행 목록 현황을 파악하는데 어려움이 있었고, 자치단체의 보유 목록과 국가기록원에 납본된 납본 목록이 일치하는 정부 간행물이 적었다. 이에 개선안으로는 정부간행물의 소장목록의 서식을 만들고, 정부간행물의 비공개와 부분공개의 요소를 구성하고, 정부간행물의 등록과 통보를 의무화하고, 기록물관리전문요원과 처리과 담당자의 업무분장에 정부간행물 관리를 명시하며, 정부간행물의 관리 교육을 받도록 권장한다.
