This thesis examines the problems faced in the clearance procedures of Korea's e-customs system for which improvements are necessary, and suggests various ways of overcoming those problems. Practical implications regarding the advancement of Korea's e-customs system are as follows. First, the substructure of the e-customs clearance system, which is the basis for the establishment of a global single window, should be developed into a more modern and advanced system. Second, additional improvements in the law are required to render the broad array of Internet-based export and import documents legally binding. Third, customized services should be provided in order to improve the operating efficiency of the e-customs clearance system. Fourth, the reputation of Korea's e-customs clearance system should be raised via the strengthening of a cooperative system between concerned parties, including exporters and importers. This innovative approach to systematic improvements will come about when we can simplify current customs clearance procedures and establish a fairer customs inspection administration regime. Additionally, when we review the methods intrinsic to our customs system, we must emphasize the urgency of proper completion of related systems and arrangements in the trade business and similar fields.

인터넷의 확산과 정보통신 기술의 발전으로 무역업무의 효율화를 위해 도입되었던 VAN/EDI와 무역 자동화 중심의 전자무역 환경이 점차 ebXML 프레임워크 기반의 글로벌 전자무역 환경으로 바뀌어 가고 있다. 본 논문은 글로벌 전자무역 환경에서의 보안요소와 전자무역의 안전성과 신뢰성을 확보하기 위한 보안 표준기술로 SSL과 듀XML을 제시하였다. 이와 더불어, 거래 당사자에 대한 강력한 인증과 전자거래에 법적인 효력을 부여할 수 있는 전자서명 상호인정 기반의 전자무역 실현을 위한 3단계 방법론을 제안하였다. 실현 1단계로, 전자서명 적용을 위한 전자무역 비즈니스 프로세스 표준화 및 전자서명 상호인정 협정 협의체를 구성하고, 2단계에서는 전자서명 기반의 전자무역 시스템 설계 및 전자서명 상호인정 기술을 구현한다. 마지막, 3단계에서는 국가간 전자서명 상호인정 협정 체결하고 전자무역 서비스의 운영한다. 또한, 전자무역 프로세스에서 전자서명이 적용 가능한 전자무역 모델을 제시하였다.

Purpose - There is a paucity of literature dealing with exporters' compliance issues in e-commerce exports. This study aims to fill this gap in the literature by exploring customs initiatives to facilitate the e-commerce exports of small and medium-sized enterprises (SMEs) in the changed compliance environment. The central question of this study was divided into five subquestions: first regarding the pros and cons of trade facilitation measures for Korean e-commerce export clearance; second and third questions about risk and compliance management for facilitation fourth about instruments, the changes in Korean SME compliance burden in e-commerce exports, and ways to improve trade facilitation for e-commerce exports. Design/methodology - This study adopts a qualitative approach using a case study method to understand the SME experience in Korean e-commerce export compliance procedures. A qualitative method was selected to answer research questions requiring an in-depth understanding of the regulatory procedures of customs administration and exporters' compliance burden. Because this study addresses the changing compliance environment for which statistical data is insufficient, a quantitative method is considered inappropriate. Based on the approach, data were collected using multiple sources, including an extensive literature review, interviews, and field observations. Thematic pattern matching was applied to interpret the data. Findings - This study examined ways to support SMEs in the changed e-commerce export compliance environment. Facilitation measures for e-commerce exports have contributed to SME access to global markets, simplifying export clearance procedures, and saving exporters' compliance costs. However, such instruments are limited in promoting SME compliance capabilities to cope with intensified competition and strengthened controls over foreign exporters in cross-border e-commerce. Therefore, this study highlights the importance of reshaping facilitation measures for e-commerce exports based on risk and compliance management theories to a system encouraging exporters' voluntary compliance. Originality/value - This study's academic significance derives from verifying the relationship between trade facilitation instruments and risk and compliance management procedures using an actual case in Korea. It is also of practical importance in navigating the directions for improving facilitation measures for e-commerce exports in a changed compliance environment.

The world is now meeting the era of e-commerce by development of information technology and the fast increase of use of internet. So, Korean government prepared "the colligation plan for electronic commerce activating" and WTO decides to prolong no custom on e-commerce till November 2001 when the fourth WTO Ministerial Conference holds a meeting. OECD discussed the construction of intellectual property rights of the global dimension at the Global Forum on January 2001 and reached to research the social influence of B-to-B e-commerce and to pursue the acceleration of e-commerce. UNCITRAL(United Nations Commission on International Trade Law) enacted UNCITRAL Model Law on Electronic Commerce in order to activate e-commerce, and Bolero.net serves electronic Bill of Lading to facilitate cyber trading. The purpose of this paper is to present the direction of confrontation to the these internal and external changes of business environment to Korean enterprises. Off-line enterprises should move fast to e-commerce on the condition that the existing trading at the original markets runs parallel with e-commerce. n needed, off-line enterprises should consider M&A with existing on-line firms. Also, off-line firms make use of Bolero system so that they can carry through paperless trade which means the achievement of efficiency in trading, On-line enterprises should advertise in the form of banner by combination of push and pull styles. B-to-B e-commerce firms should not depend on only the commissions, but they should create characteristic earnings by their peculiar services.

현재 활용되고 있는 OSI(Open System Interconnection) 체재하의 무역 관련 물류정보화 시스템으로는 항공관제시스템, 항만운영정보시스템, 해운 선원정보시스템, 수출입일괄처리시스템 등이 있는데 이들 시스템들은 우리나라 물류 관련 산업의 운영체계를보다 편리하고 효율적으로 개선시키는데 많은 부문에 기여하고 있다. 그렇지만 운영 측면에서는 전자문서의 폭발적인 송수신 폭주로 네트워크의 기술적인 문제점들이 적잖게 노출되어 있다. 우리나라가 물류의 정보중심지로 성장하기 위해서는 글로벌 체재속의 IT기술 중 네트워크를 이용한 제어기법들을 충분히 활용하여야 할 때이며 수출입 물류체계를 한층 더 신속 및 정밀화시켜 고도화 단계로 성장시켜야 할 때이다. 따라서 본 논문의 핵심은 OSI 체재하의 전자무역 네트워크의 효율적인 운영을 위하여 부문별 종합 네트워크와 데이터 단위전송의 침입탐지시스템 등의 관리방법 등을 제시하고자 한다. 본 논문에서는 네트워크 기능 배분에 따른 조직과 인력의 조정, 사무의 위임전결 등 내부조직의 합리화 방안과 관련법규의 정비 등은 연구범위에 포함하지 않았다. 그러므로 본 논문은 OSI 체재하의 무역 관련 네트워크를 실무적 관점에서 살펴보고, 향후 해석적 기초를 제시하는데 그 목적을 두었다.

우리나라는 2003년부터 2008년까지 전자정부 과제로 인터넷기반의 국가전자무역망(uTradeHub)을 성공적으로 구축하여 무역의 전자화를 활성화하고 있으며, 전자무역의 마지막 단계라고 불리는 선하증권(B/L)을 전자화한 '한국형 전자선하증권 서비스(e-B/L Korea)'를 정부와 민간의 협력 하에 구축하여 시범사업을 거쳐 2009년에 공식적으로 전자선하증권 서비스에 들어갔다. 국가적 차원에서 상법을 개정하고 시행령을 만들어 선하증권을 제도화한 것은 세계 최초이며 세계 각국이 이의 성공여부에 지대한 관심을 가지고 주목하고 있다. 한국형 선하증권의 성공은 2011년 말을 기점으로 우리나라가 세계에서 9번째로 무역 1조불 클럽에 가입한 '무역강국'의 위상을 높이고 실질적으로 우리 수출입기업의 무역거래비용을 절감함으로써 향후 무역 2조불시대를 앞당길 전자무역 활성화의 시금석으로 인식되고 있다. 하지만 아직은 국가 간 연계구축망이 부재하고, 서류의 보안성과 안전성올 높이기 위한 전자인중이 국제적으로 통용되고 있는 사적인증을 배제하고 국내공인인증만을 취급하는 등 e-B/L 서비스를 활성화하기 위해서 해결해야할 문제점도 산적해 있어 실질적으로 e-Nego 서비스가 크게 확산되지 못하는 실정이다. 따라서 본 연구는 e-Nego 또는 서면전환 과정에서 발생할 수 있는 한국형 전자선하증권의 변형에 따른 문제점을 비롯하여 구조적, 제도적 문제점과 사용상 장애요인을 도출하여 이에 대한 해결방안을 제시하였으며, 한국형 전자선하증권의 특성을 검토하고 통 서비스 활용을 활성화하기 위한 전략을 제시하였다.

공세적이고 일방주의적 조치의 증가는 최근 국제통상환경의 대표적인 특징이다. EU는 이러한 환경에 대처하기 위해 제3국의 경제적 위협 시 독자적인 대응조치 허용을 골자로 하는 '경제적 위협 대응조치 규칙안' 도입을 추진하고 있다. 본 고는 규칙안의 입법 배경인 최근 공세적 통상환경의 특징을 살펴보고 기존 EU의 통상정책과의 연계 및 발전 맥락에서 동 규칙안의 필요성 및 우려의 측면을 평가하였다. 또한 타국의 경제적 위협에 대해 독자적으로 대처하고자 하는 시도가 국제적으로 확산되고 있는바, EU의 경제적 위협 대응조치 규칙안의 WTO 체제하에서의 허용 가능성을 검토하였다. 마지막으로 점증하는 지정학적 위기 속에서 우려되는 경제적 위협과 통상마찰에 대한 우리의 국내적 대응 방안 측면에서 동 규칙안의 시사점을 도출하였다.

Today e-commerce enterprise business using the Web to conduct trade is inereasingly. But herb mart is still persisted that it has most trading by conventional way. In this paper we have suggested e-commerce system of herb mart using ebXML. It will be used to make an improved herb mart business process in global environment.

Electronic trade reduces additional costs generated from the issuing and management of paper documents, and overcomes the physical limitations of commercial transactions as well as the geographical and time limitations resulting from trading with foreign countries. These characteristics of electronic trade guarantees better and more effective global marketing for companies. In addition, by expanding relative superiority of large corporations to medium-small sized companies, many medium-small companies have shown great interest in electronic trade to promote its exporting businesses, and implementing changes to facilitate electronic trade into their business system. Therefore, it is expected that the electronic trade will be more widely distributed and utilized by businesses of all sizes in the future. The adaptation and implementation of the electronic trade system can only have prosperous effects when there is a high efficiency in the utilization and service process of the concerned company. Under this premise, this research first examined electronic trade, characteristics of the company and information utilization as the key elements to determine the effectiveness of the utility aspect. Then it examines confirmation of product demand, registration of revenues, and authorization as the key elements to determine the level of service process.

무역포탈사이트는 중소기업들이 최신의 정보와 통신기술을 통해 효율적으로 국제무역활동을 할 수 있게 하는 도구중 하나라고 할 수 있다. 따라서 중소기업들의 수출경쟁력 제고를 위해서는 무역포탈사이트를 적극적으로 활용할 필요가 있다. 이와 관련하여 본 논문은 기존의 서비스품질에 관한 문헌과 정보기술 이용만족도에 관한 연구 검토를 통해 무역포탈사이트를 사용하는데 있어 이용자들의 만족 요인을 분석하였다. 실증 연구를 위해 서비스품질, 정부정책, 기술, 기업, 비용이 이용만족도에 영향을 미치고 이용만족도는 향후 지속적 이용의도에 영향을 미치는 것으로 연구모형을 설정하였다. 대표적인 무역포탈사이트 이용자들에 대한 실종분석 결과 서비스품질, 정부정책, 비용이 이용자만족에 유의한 영향을 미치고, 이용자 이용만족은 지속적 사용의도에 유의적인 영향을 미치는 것으로 나타났다. 이러한 분석 결과는 기업의 무역포탈사이트 관리자, 전자무역시스템개발자, 정부정책자 등에게 여러 가지 시사점을 제공하고 있다.
