Health Impacts of Climate Change and Natural Disaster (기후변화와 자연재난의 건강영향)

  • Climate change is one part of 17 Sustainable Development Goals (SDGs). According to the Fifth Assessment Report by the Inter- governmental Panel on Climate Change(IPCC) published in 2014, global warming is caused by greenhouse gas (GHG) emissions. The most important GHG is carbon dioxide (CO2), which is released by the burning of fossil fuels and, to a lesser extent, by land use practices, followed by nitrous oxide and methane. IPCC predicts that global temperatures will rise 3.7℃ and sea level will rise 0.63 m by 2099 in the case of no strong restraint. According to the report, we can expect a massive species extinctions, changes in storm and drought cycles, altered ocean circulation, and redistribution of vegetation by global warming. However, climate changes, especially global warming, are the largest potential threat to human health and the source of a number of diseases globally. If climate changes are continued uncontrolled, human health will be adversely affected by the accelerating climate change and the natural disaster induced by climate change. It means we will face more serious conditions of injury, disease, and death related to natural disasters such as flood, drought, heat waves, malnutrition, more allergy, air pollution and climate change related infections related to morbidity and mortality. This review emphasizes on the relationship between global climate changes and human health and provides some suggestions for improvement.

Projected Sea-ice Changes in the Arctic Sea under Global Warming (기후변화에 따른 북극해 빙해역 변화)

  • This study examines changes in the Arctic sea ice associated with global warming by analyzing the climate coupled general circulation models (CGCMs) provided in the Fourth Assessment Report of the Intergovernmental Panel on Climate Change. We selected nine models for better performance under 20th century climate conditions based on two different criteria, and then estimated the changes in sea ice extent under global warming conditions. Under projected 21st century climate conditions, all models, with the exception of the GISS-AOM model, project a reduction in sea ice extent in all seasons. The mean reduction in summer (-63%) is almost four times larger than that in winter (-16%), resulting an enhancement of seasonal variations in sea ice extent. The difference between the models, however, becomes larger under the 21st century climate conditions than under 20th century conditions, thus limiting the reliability of sea-ice projections derived from the current CGCMs.

  • Current business environment asks the fundamental changes about business security. The essences of these changes are that the security management of today's global business is important task of managers and the security practitioner is professional who needs very specialized education and training with business thinking. Rapid process of globalization of global village tore down the business limit that was restricted on the geological areas' limitation. Rapid business environments' change that is driving depends on development of science and technology with globalization needs new paradigm to keep business continuity. With the process of globalization, Korea, which importance is gradually increasing in the national economy, has trade dependent economic system, which keeps power of national economy through trade, so Korean economic tendency is accelerating. To keep competitiveness in global market, new strategy that is different with existing domestic business management is necessary. That is, capacity of coping with outside risk in domestic business management is established in some degree, but business activities in foreign countries faces at numerous unexpected risks that differ from country to country such as difference with the custom, changes of corporate governance etc. To cope with these new risks effectively, new paradigm for business risk is necessary. Especially, flexibility of thinking like new paradigm is necessary to cope with new security risk effectively. To cope with security risk that occurs in the new business environment effectively and competes against international company in global market, company management and members' changes of cognition about security and innovative changes in security policy is necessary. In the basement of these changes, there is expansion of business security tasks, improvement of report line, enhancement of professionalism and status of security officers, variation of hands-on workers and increasing of investment to the security etc.

A Study on the Air Temperature Changes and Regional Characteristics in South Korea (우리나라 지역별 기온변화 특성)

  • Global warming is regarded as one of the most critical issues that should be taken care of by the entire global community as it threatens the survival of mankind. South Korea, in particular, undergoes faster warming than the average rate of global warming. South Korea has revealed various warming rates and trends being surrounded by sea on three sides and having complex terrains dominated by mountains. The rates vary according to regions and their urbanization and industrialization. Differences also derive from seasons and weather elements. Changes to the highest, mean, and lowest temperature are also different according to the characteristics of regions and observatories, which is more apparent where the force of artificial weather applies. In an urban area, temperature gaps tend to decrease as the lowest temperature rises more than the highest temperature. Meanwhile, temperature gaps grow further in a coastal or country region where the force of artificial weather is small and the force of natural weather prevails. In this study, the investigator analyzed the changes to the weather elements of 11 observation spots that had gone through no changes in terms of observation environment since 1961, were consecutively observed, and had the quality of their observation data monitored on an ongoing basis. Using the results, I tried to identify natural and artificial causes affecting certain spots. Located on the east coast of the Asian Continent, South Korea sees weather changing very dynamically. Having huge influences on our weather, China has achieved very rapid industrialization for the last 30 years and produced more and more greenhouse gases and air pollution due to large-size development projects. All those phenomena affect our weather system in significant ways. Global warming continues due to various reasons with regional change differences. Thus the analysis results of the study will hopefully serve as basic data of weather statistics with which to set up countermeasures against climate changes.

Analysis on Efficiency and Productivity Changes of Regional Public Hospitals in Korea with Data Envelopment Analysis/Window and Global Malmquist Indices Models (Data Envelopment Analysis/Window 모형과 Global Malmquist 생산성지수 모형을 이용한 지방의료원의 효율성과 생산성 변화 분석)

  • This study empirically analyze efficiency and productivity changes of public hospitals of Korea using data envelopment analysis/Window model and global Malmquist indices model. We use the ten-year data from 2001 to 2010 of 30 regional public hospitals listed database from the Association of Korean Regional Public Hospitals. The main focuses are to reveal whether the technical inefficiency are improved as time goes by, and efficiency and productivity are affected by environmental factors. The results can be summarized as follows. First, the efficiencies of public hospitals rise in trend as time passes. Second, regional public hospitals show the different average efficiencies according to their regional type, hospital type, operational type, medicaid type, and demand and supply conditions by Mann-Whitney U-tests. Third, technical efficiency changes mainly contribute to 4.4% annual average growth rate of productivity of regional public hospitals during that period. Our findings have some policy implications. It is confirmed that there exist some environmental inefficiencies, and those inefficiencies can not be overcome through just improving the inner management system. Thus, policy and institutional changes are necessary for regional public hospitals to improve efficiency and productivity overall.

A Fingerprint of Global Warming Appeared in Winter Precipitation across South Korea (우리나라 겨울철 강수에 나타난 지구온난화의 징후)

  • In this study, changes in precipitation across South Korea during snow seasons (November-April) and their potential are examined. Current (1973/74-2006/07) and future (2081-2100) time series of snow indices including snow season, snow-to-precipitation ratio, and snow impossible day are extracted from observed snow and precipitation data for 61 weather stations as well as observed and modeled daily temperature data. Analyses of linear trends reveal that snow seasons have shortened by 3-13 days/decade; that the snow-to-precipitation ratio (the percentage of snow days relative to precipitation days) has decreased by 4-8 %/decade. These changes are associated with pronounced formations of a positive pressure anomaly core over East Asia during the positive Arctic Oscillation winter years since the late 1980s. A snow-temperature statistical model demonstrates that the warming due to the positive core winter intensifies changes from snow to rain at the rate of $4.7cm/^{\circ}C$. The high pressure anomaly pattern has also contributed to decreases of air-sea thermal gradient which are associated with the reduction of snow could formation. Modeled data predict that a fingerprint of wintertime global warming causing changes from snow to rain will continue to be observed over the 21st century.

  • This paper is a study on precise point positioning using global navigation satellite system. This paper studies inherent barriers of global navigation satellite system such as increase in shadowed areas and positioning errors when signals cannot be received due to various environmental factors. It analyzes performance of various receivers, changes in number of satellite and DOP(Dilution of Precision) following changes in environment such as center of a road, side of a road, residential area, high building, and alleys. It also studies changes in positioning error. The objective of this study lies on understanding the range of positioning error following changes in environment and the cause of error, and enhancing the reliability and safety of the global navigation satellite system.

Effects of Polygoni Multiflori Radix on Cerebral Ischemia of Hyperlipidemic Rats. (하수오가 고지혈증 흰쥐의 허혈성 뇌손상에 미치는 영향)

  • Objectives : This study investigated neuroprotective effects of Polygoni Multiflori Radix on cerebral ischemia of hyperlipidemic rats. Methods : Effects of Polygoni Multiflori Radix were evaluated with changes of infarct size after He focal cerebral ischemia induced by the middle cerebral artery occlusion, changes of pyramidal neurons and expressions of Bax and Bcl-2 apoptosis regulating factors after global cerebral ischemia, and changes of serum lipid revels after cerebral ischemia. Results & Conclusions : Results obtained were as follows; 1. Polygoni Multiflori Radix did net reduce the focal cerebral infarct size induced by the middle cerebral artery occlusion under both hyperlipidemic and normal-lipid conditions. 2. Polygoni Multiflori Radix significantly reduced the increase of neuronal cell death in CAl region of hippocampus induced by the global cerebral ischemia under both hyperlipidemic and normal-lipid conditions. 3. Polygoni Multiflori Radix significantly reduced the increase of Bax expression in the CAl region of the hippocampus induced by global cerebral ischemia under both hyperlipidemic and normal-lipid conditions. 4. Polygoni Multiflori Radix significantly increased Bc1-2 expression in the CA1 region of the hippocampus after global cerebral ischemia under normal-lipid condition, but was not effective on that under hyperlipidemic condition. 5. Polygoni Multiflori Radix was not effective on serum total-cholesterol, HDL-cholesterol, LDL-cholesterol and triglyceride levels under normal-lipid conditions, irrespective of focal cerebral infarct or global cerebral ischemia. 6. Polygoni Multiflori Radix significantly reduced the increase of serum total-cholesterol and triglyceride levels, and increased serum LDL-cholesterol level under hyperlipidemic conditions, irrespective of foc31 cerebral infarct or global cerebral ischemia.

  • As Korea's global IT sourcing is sluggish and supply of qualified IT personnel does not meet the demand, IT developers currently do not worry about their job security. The sluggish global sourcing is attributed to the lack of system design and analysis skills as well as lack of communication skills of IT personnel. Most of big Korean IT service firms operate in captive market. This is also attributed to the cause of the sluggish global sourcing. Some IT managers, especially in global IT service firms, concerned about the negative long term effect of the sluggish global sourcing on competitiveness and human infra capability of Korea's IT service industry. Managers in IT service firms expect skill requirement changes in the future when global sourcing becomes active. The skills and knowledge that they wish to retain in-house is business knowledge, system analysis and design knowledge, customer relation management skills, project management skills and industry knowledge. The jobs with the above knowledge usually involve customers.

Signal of vegetation variability found in regional-scale evapotranspiration as revealed by NDVI and assimilated atmospheric data in Asia

  • This study focused the relationship between the Normalized Difference Vegetation Index (NDVI) and the evapotranspiration (ET) temporal changes. Especially, the interannual change of the NDVI and ET from 1982 to 2000 at regional to continental scales was highlighted mainly over Asia. Monthly global NDVI data were acquired from Pathfinder AVHRR Land (PAL) data (1$\times$1 degree resolution). The monthly ET was estimated from assimilated atmospheric data provided from National Centers for Environmental Prediction (NCEP) (2.5$\times$2.5 degree resolution), and gridded global precipitation data of CPC Merged Analysis of Precipitation (CMAP) (2.5$\times$2.5 degree resolution). Significant positive correlations were found between the NDVI and ET interannual changes in May and June over western Siberia. Moreover, it was revealed that the most of area in Asia has positive correlation coefficient in May and June. These results delineate that the vegetation activity significantly contributes to the ET interannual change over extensive areas.
