Although the Relative Global Navigation Satellite System (GNSS) positioning technique provides high accuracy, it has several drawbacks. The scarcity of control points, the long baselines, and using of ultra-rabid and rabid products increased position errors. This study has designed a New MATLAB Program that helps users automatically select suitable IGS stations related to the baseline lengths and the azimuth between GNSS points and IGS stations. This study presented criteria for the length of the baselines used in Egypt and an advanced estimated accuracy before starting the project. The experimental test studies the performance of the position accuracy related to the relation between three factors: observation session, final, rabid, and ultrarabid products, and the baseline lengths. Ground control point mediates Egypt was selected as a test point. Nine surrounding IGS stations were selected as reference stations, and the coordinates of the tested point were calculated based on them. Baselines between the tested point and the IGS stations were classified regarding proposal criteria. The coordinates of the tested point were obtained in different observation sessions (0.5, 1, 2, 4, 5, 6, 7, 7.5 h). The results indicated that the lengths of the baseline in Egypt were classified short (less than 600 km), medium (600-1,200 km), and long (greater than 1,200 km) and required a minimum observation time of 4, 5, and 7 h to obtain accuracy 10, 19, 48 mm sequentially. The position accuracy was superior for the rapid and the final than the ultra-rapid products by 16%. A short baseline was at the best case; there was a performance in position accuracy with a 57% deduction in observation time compared with the long baseline.
Anthropogenic activities and natural processes have been causes of land subsidence which is sudden sinking or gradual settlement of the earth's solid surface. Mexico City, the capital of Mexico, is one of the most severe land subsidence areas which are resulted from excessive groundwater extraction. Because groundwater is the primary water resource occupies almost 70% of total water usage in the city. Traditional terrestrial observations like the Global Navigation Satellite System (GNSS) or leveling survey have been preferred to measure land subsidence accurately. Although the GNSS observations have highly accurate information of the surfaces' displacement with a very high temporal resolution, it has often been limited due to its sparse spatial resolution and highly time-consuming and high cost. However, space-based synthetic aperture radar (SAR) interferometry has been widely used as a powerful tool to monitor surfaces' displacement with high spatial resolution and high accuracy from mm to cm-scale, regardless of day-or-night and weather conditions. In this paper, advanced interferometric approaches have been applied to get a time-series of land subsidence of Mexico City using four-year-long twenty ALOS PALSAR L-band observations acquired from Feb-11, 2007 to Feb-22, 2011. We utilized persistent scatterer interferometry (PSI) and small baseline subset (SBAS) techniques to suppress atmospheric artifacts and topography errors. The results show that the maximum subsidence rates of the PSI and SBAS method were -29.5 cm/year and -27.0 cm/year, respectively. In addition, we discuss the different subsidence rates where the study area is discriminated into three districts according to distinctive geotechnical characteristics. The significant subsidence rate occurred in the lacustrine sediments with higher compressibility than harder bedrock.

In this paper, a real-time on-board orbit determination algorithm using the high precise orbit propagator is suggested and its performance is analyzed. Orbit determination algorithm is designed with the Extended Kalman Filter. And it utilizes the orbit calculated from the Pseudo-range as observed data. The performance of the on-board orbit determination method implemented in the GPS-12 receiver is demonstrated using the GNSS simulator. Orbit determination performance using high precise orbit propagator was analyzed in comparison to the orbit determination result using $J_2$ orbit propagator. The analysis result showed that position and velocity error are improved from 43.61 m($3{\sigma}$) to 23.86 m($3{\sigma}$) and from 0.159 m/s($3{\sigma}$) to 0.044 m/s($3{\sigma}$) respectively.

Recently, the integrated utilization of technology with IT is in demand for the effectiveness of field management together with the prevention and prompt action on safety accident at construction site. In addition, the establishment of construction site support system is necessary to implement the securing of worker's safety, smooth work instruction, efficiency in construction, and others. Data standardization and network architecture were designed regarding data and sound information for data transmission between systems and management. These were to construct USFSS based on integrated VI-GNSS technology in this research. In the stability test of data for each system constructed through it, around 98% stability was secured between workers and for transfer vehicle system within underground structure and field server system in regards to the data transmission stability, around 100% stability was secured between field server system and control system, respectively. Also, in the sound transmission stability test, around 99% reliability could be secured with 1km distance as its standard in case of sound transmission from underground structure construction site to field office near the field through wireless FRS system.
Solar flares have the 11-year cycle and release a large energy which may produce coronal mass ejections (CME). The NOAA (National Oceanic and Atmospheric Administration) predicted that the sun spot activity will be maximized in 2013-2014. A strong solar flare can cause the disturbance of global positioning system including various communication of TV, radio broadcasting. The actual solar storm in 1989 caused power outages in Canada during 9 hours and about 600 million people had experienced a blackout. Such a solar storm can shorten the GPS satellite's life span about 5 to 10 years which can resulted in economic loss considering the amount of multi-billion won. This paper analyzed the influence of recent X-class solar storm occurred on 15th of February about 10:45 this year that was reached Korea (Bohyun observatory) on 18th of February about 10:30 (01:30 - UTC), and compared with the data before and after a week. The proton data of 18th of February considered that the solar storm reached on earth showed a fluctuation compared to the data before and after a week. The positioning results at Daejeon and Seoul of Korea also showed higher positioning error compared to the data before and after a week results.

The Galileo system, a global navigation satellite system(GNSS) developed by E.U., uses the direct sequence/spread spectrum(DS/SS) modulation. A DS/SS-based system performs a fine synchronization between the received and locally generated spreading signals, via attacking process. In the absence of multipath signals, using the symmetric characteristic of the correlation function, the delay lock loop with the early minus late discriminator(EL-DLL) offers the best performance in tracking. However, in the presence of multipath signals, the symmetry of the correlation function could be lost, causing a tracking bias. In this paper, we observe that the correlation values in the advanced offset range remain almost unchanged, due to the multipath signals being received later than a line-of-sight signal. Based on this observation, we propose a novel tracking scheme for a Galileo BOC(1,1) system.
The Sputnik 1 launching in 1957 made the world recognize the necessity of international regulations on space development and activities in outer space. The United Nations established COPUOS the very next year, and adopted the mandate to examine legal issues concerning the peaceful uses of outer space. At the time, the military sector of the U.S.A. and the Soviet Union were in charge of the space development and they were not welcomed to discuss the prohibition of the military uses of outer space at the legal section in the COPUOS. Although both countries had common interests in securing the freedom of military uses in outer space. As the social and economic benefits derived from space activities have become more apparent, civil expenditures on space activities have continued to increase in several countries. Virtually all new spacefaring states explicitly place a priority on space-based applications to support social and economic development. Such space applications as satellite navigation and Earth imaging are core elements of almost every existing civil space program. Likewise, Moon exploration continues to be a priority for such established spacefaring states as China, Russia, India, and Japan. Recently, Companies that manufacture satellites and ground equipment have also seen significant growth. On 25 February 2012 China successfully launched the eleventh satellite for its indigenous global navigation and positioning satellite system, Beidou. Civil space activities began to grow in China when they were allocated to the China Great Wall Industry Corporation in 1986. China Aerospace Corporation was established in 1993, followed by the development of the China National Space Administration. In Japan civil space was initially coordinated by the National Space Activities Council formed in 1960. Most of the work was performed by the Institute of Space and Aeronautical Science of the University of Tokyo, the National Aerospace Laboratory, and, most importantly, the National Space Development Agency. In 2003 all this work was assumed by the Japanese Aerospace Exploration Agency(JAXA). Japan eases restrictions on military space development. On 20 June 2012 Japan passed the Partial Revision of the Cabinet Establishment Act, which restructured the authority to regulate Japanese space policy and budget, including the governance of the JAXA. Under this legislation, the Space Activities Commission of the Ministry of Education, Culture, Sports, Science, and Technology, which was responsible for the development of Japanese space program, will be abolished. Regulation of space policy and budget will be handed over to the Space Strategy Headquarter formed under the Prime Minister's Cabinet. Space Strategy will be supported by a Consultative Policy Commission as an academics and independent observers. By revoking Article 4 (Objectives of the Agency) of a law that previously governed JAXA and mandated the development of space programs for "peaceful purposes only," the new legislation demonstrates consistency with Article 2 of the 2008 Basic Space Law. In conformity with the principles laid down in the 1967 Outer Space Treaty JAXA is now free to pursue the non-aggressive military use of space. New legislation is the culmination of a decade-long process that sought ways to "leverage Japan's space development programs and technologies for security purposes, to bolster the nation's defenses in the face of increased tensions in East Asia." In this connection it would also be very important and necessary to create an Asian Space Agency(ASA) for strengthening cooperation within the Asian space community towards joint undertakings.

Together with the Big Data of the 4th Industrial Revolution, the traffic information system has been changed to an section detection system by the point detection system. With DTG(Digital Tachograph) data based on Global Navigation Satellite System, the properties of raw data and data according to processing step were examined. We identified the vehicle trajectory, the link travel time of individual vehicle, and the link average travel time which are generated according to the processing step. In this paper, we proposed a application method for traffic management as characteristics of processing data. We selected the historical data considering the data management status of the center and the availability at the present time. We proposed a method to generate the Travel Time Index with historical link average travel time which can be collected all the time with wide range. We propose a method to monitor the traffic congestion using the Travel Time Index, and analyze the case of intersections when the traffic operation method changed. At the same time, the current situation which makes it difficult to fully utilize DTG data are suggested as limitations.

Continuous and periodic data acquisition must be preceded to maintain and manage the river facilities effectively. Adapting the existing general facilities methods, which include river surveying methods such as terrestrial laser scanners, total stations, and Global Navigation Satellite System (GNSS), has limitation in terms of its costs, manpower, and times to acquire spatial information since the river facilities are distributed across the wide and long area. On the other hand, the Mobile Mapping System (MMS) has comparative advantage in acquiring the data of river facilities since it constructs three-dimensional spatial information while moving. By using the MMS, 184,646,009 points could be attained for Anyang stream with a length of 4 kilometers only in 20 minutes. Levee points were divided at intervals of 10 meters so that about 378 levee cross sections were generated. In addition, the waterside maximum and average slope could be automatically calculated by separating slope plane form levee point cloud, and the accuracy of RMSE was confirmed by comparing with manually calculated slope. The reference slope was calculated manually by plotting point cloud of levee slope plane and selecting two points that use location information when calculating the slope. Also, as a result of comparing the water side slope with slope standard in basic river plan for Anyang stream, it is confirmed that inspecting the river facilities with the MMS point cloud is highly recommended than the existing river survey.

Precise 3D road geospatial information is the basic infrastructure for autonomous driving and is essential data for safe autonomous driving. MMS (Mobile Mapping System) is being used as equipment for road spatial information construction, and related research is being conducted. However, there are insufficient studies to analyze the effect of the baseline reference point distance, which is an important factor in the accuracy of the MMS outcome, on the accuracy of the outcome. Therefore, in this study, the accuracy of the data acquired using MMS by reference point distance was analyzed. Point cloud data was constructed using MMS for the road in the study site. For data processing, 4 data were constructed considering the distance from the reference point for MMS data, and the accuracy was analyzed by comparing the results of 12 checkpoints for accuracy evaluation. The accuracy of the MMS data showed a difference of -0.09 m to 0.11 m in the horizontal direction and 0.04 m to 0.19 m in the height direction. The error in the vertical direction was larger than that in the horizontal direction, and it was found that the accuracy decreased as the distance from the reference point increased. In addition, as the length of the road increases, the distance from the reference point may vary, so additional research is needed. If the accuracy evaluation of the method using multiple reference points is made in the future, it will be possible to present an effective method of using reference points for the construction of precise road spatial information.
