Internet has changed global information society in many ways. Among others, combination of internet's technological characteristics and internet ecosystem has altered global information governance. This paper argues that internet governance is rooted in the multistakeholder model in which diversified actors including government, private sector, and civil society are connected closely. Players have increased a lot in the global information governance. In particular, civil society have more involved in the decision making process. In the international politics arena, power shift from intergovernmental organizations to civil international organizations has increased. ICANN and IGF(Internet Governance Forum) have played critical roles in internet governance. Internet governance shows new phenomena of global information governance.

The recent global financial crisis has highlighted the importance of international monetary and financial system reform. The current system is deemed to be no longer adequate to meet the needs of a complex, integrated world economy. With regards to the reform of the international monetary system, there have been various proposals both in demand and supply sides. These include proposals to build a stronger global financial safety net, to diversify the supply of international reserve currency and so on. These proposals face trade-offs between desirability and political feasibility. Given this situation, a practical transition would be to strengthen policy coordination among the major economies and to reform the International Monetary Fund. The success on both fronts depends heavily on global economic governance reform and the role of the G20. Increased status and representation of Asian countries in the G20 give both privileges and responsibilities to Asians. To meet these responsibilities, Asians should put forth greater efforts to develop their intellectual leadership in global economic issues through creating new forum and institutions.

This study examines the increasing influence of the private sorter in global media governance, which represents decentralization of international politics resulted from the rapid globalization in the areas of politics, economy and culture. Introducing a concept of the private authority which theoretically explains increasing power of the private sector, including transnational corporations and business associations in global governance, this study discusses how the private sector and its governance activities ran be recognized as legitimate as those of the state. As neoliberal Globalization is reinforced, the debating of international stage about cultural market is heated up. People who insist market opening claim that cultural product has to be handled in condition such as other goods. However, the dissenter of cultural market-opening assert 'cultural exception' in goods trade because culture affects in individual and community consciousness and identity. The dispute encompassing cultural market raise the concept of Global Governance which presents theoretical frame about international society's decision-making and administration. Thus, this article explore international norms which encompass cultural market and its stakeholder through Global Governance frame. Specifically, first, this article review the theory of Global Governance. Second, this article examine international norms such as WTO, GATT, GATS, and also study its opponent who advocate 'cultural diversity'. Consequently, this article argue that the debating and conflict about cultural market should be resolved, not by hegemony state, by Global Governance frame which all stakeholder take part in.

Financial service in economy is same with neural net or vein net of human body. Moreover, every economic entity which has experienced global financial crisis in 2008 is realizing more importance and power of financial service, and is recognizing financial service as a part of new engine of growth for economic development. As global linkages relating financial service in the industry are deepened, we can expect that the economic interests between countries are more conflicted. Because financial service is regarded as critical factors in order to ensure future competitive advantage, more active change of financial service paradigm in Korea is required. The purpose of this paper is to analyze the paradigm of financial service in global business aspect, to prepare the global governance strategies about financial service, and to bring up some ideas for Korea's economic development after global financial crisis by intensifying the competitiveness of financial services. It is suggested that Korea should prepare the "Master Law for Financial Service" (provisional name) in advance as governance strategy for financial service. And not only establishing the financial risks prevention system and consumer's protection agency, but financial competitiveness strengthening actions will have to be included in governance strategy of financial service in Korea.

The Digital Cold War argument has become one of the heatedly discussed foreign policy agendas in the U.S. Considering the authority and power of the U.S. government and Internet companies in the cyberspace, this shift is not negligible in understanding not only the changes in the U.S. foreign and military policies but also that in the operations of the global Internet governance. Given these circumstances, I seek to explain the origins of and test the theoretical validity of the Digital Cold War argument. In particular, I analyze how the political concerns of the Chinese authorities shaped the characteristics of their control of the domestic Internet and their approach to the global Internet governance. The findings indicate that the Chinese way of the Internet governance is more concerned of their domestic political stability than overthrowing the current Internet governance regime, which many supporters of the Digital Cold War argument cited as the key evidence of such political contentions. Though the Digital Cold War argument is theoretically unwarranted, its growing popularity and the historical lessons of the Cold War have broad implications to the understanding of the impacts of the great power rivalries on the future Internet governance.

Throughout the six decades evolution of the public diplomacy concept, international relations approaches have remained at the margins of the field. An important international relations theory that has been virtually non-existent in the public diplomacy literature is the English School of international relations. This theory has been the centerpiece of literature in diplomatic studies, but curiously, has not been applied to public diplomacy. In this editorial, I outline a public diplomacy framework for global governance issues that builds on the English School and Pamment's framework on the intersection of international development and public diplomacy.

The structure chosen to govern knowledge transfer in Inter Organizational Relationship(IOR) is often argued to be critical to the success of IOR. However, little research is done on the effective governance structure for knowledge transfer in global Business Process Outsourcing(BPO). The objective of this study is to explore the effective governance structure for knowledge transfer in IT intensive global BPO. Ground theory building methodology is used for this study. First, a generic framework on governance structure for knowledge transfer is derived from extant literature. The framework consists of potentially important constructs to study the governance mechanism for knowledge transfer. For the governance mechanism, this study focused on hierarchy/market structure, formal/informal control mechanisms and information systems. For knowledge type, the study focuses on sensitive knowledge, codifiable knowledge and non codifiable knowledge. This framework is applied to case analyses of two firms to explore effective governance mechanism to transfer each type of knowledge. As results of this study, pertinent propositions for future academic inquiry are derived.

As a result of overemphasizing the goods sector in trade structure, Korea does not meet properly the global trend which has the key role of 'trade in services' as the service economy have been expanded. Hereafter, it is easily forecasted that trade in services will be one of the main factors for Korea's competitiveness and engine of growth. Nevertheless, because Korea does not equip the concreteness of governance for trade in services, it is possible that the efficiency deterioration of trade volume, confusion of Korea's trade policy, conflict among trading countries, and discordance between the interested parties may be occurred. This paper analyzes the governance system of Korea for trade in services in order to enhance the competitiveness reflecting the importance of trade in services and to draw some strategies for remodeling the service governance system. It is expected to raise the efficiency of Korea's trade policy by constructing the systematic governance for trade in services, and to remove lots of latent risks during global transactions by improving the imbalance between manufacturing and service part for the development of trade in services in Korea. Analysis revealed itself the result that Korea is weak enough to can not identify the governance system about trade in services. Except 'Extent of Services' article of the Foreign Trade Act, Korea has not prepared the governance system for trade in services so that governance system have been scattered overly or decentralized. Problems about trade in services are not limited to enterprise's side, but extended to all the players including government agency whole, academic world and research institute. Therefore, the governance of trade in services should be strengthened and systematized by making the model law for trade in services(provisional name : Master Law for Trade in Services or Promotion Law for Trade in Services) by formatting type of fundamental law or separate legislation. If the bill legislation does not meet the conditions, the Foreign Trade Act should be totally reformed to Omnibus Trade Act concept including trade in services.

This study seeks to improve the problems of analytical rigor and practical utility found in the concept of human security by examining ways to create a global governance system for the effective achievement of United Nations Millennium Development Goals(UN MDGs). This study regards poverty as the most fundamental threat to human security in order to achieve the analytical rigor of human security concept. At the same time, it also examines how to creating a global governance for achieving UN MDGs to improve practical utility of human security concept. The global governance system of MDGs should acquire global political representativeness, efficacy of policymaking process, and democracy within it. For these purposes, the creation of a "Global Summit for Development," the establishment of a more equal partnership between the states, international organizations, and NGOs, and institutionalization of operational and strategic cooperation among development institutions are proposed.
