물산업 클러스터 육성정책의 해외사례와 시사점 (Foreign Cases on Water Industry Cluster Formation Policies and Its Implication)

  • 세계 물산업 시장규모는 400~500조 원에 달하고, 21세기 최대 성장산업이 될 것으로 전망된다. 이스라엘과 싱가포르는 물 부족 국가임에도 불구하고, 중앙정부와 수자원공사가 물산업을 육성하기 위한 적극적인 정책을 추진함으로써 세계적인 경쟁력을 갖추게 되었다. 이스라엘은 정부의 적극적인 지원 하에 수자원공사(Mekorot)를 중심으로 물산업 클러스터 구축정책을 추진해왔으며, 200여개의 기업을 중심으로 8천명의 고용을 창출하고, 2008년에 1조원을 상회하는 수출을 달성하였다. 싱가포르는 일찍이 물산업의 성장성을 인식하고, 범정부적 지원을 바탕으로 수자원공사(PUB)가 물산업 육성의 핵심역할을 수행하고 있으며, 50여개의 기업이 집적되어 5천명의 고용을 창출하고, 2003년에 4천 억원을 상회하는 수출을 달성하였으며, 그동안 축적된 기술력을 바탕으로 2015년까지 글로벌 물산업 허브(Global Hydrohub)로 발전하기 위한 전략을 수립하고 있다. 향후 중앙정부는 물산업의 성장성과 발전가능성에 주목하고, 물산업 관련 업무를 통합하여 관리하고, 물산업 육성을 위한 다양한 정책을 개발하고 재정을 투자할 필요가 있다. 또한 지방정부와 한국수자원공사는 물산업 클러스터를 구축하기 위해 지역특성을 고려한 구체적인 정책을 적극적으로 추진할 필요가 있다.

신제품개발역량이 벤처기업의 국제화에 미치는 영향: 창업자 인적자본의 조절효과를 중심으로 (The Effect of New Product Development Capabilities on the Internationalization of Venture Firm: Moderation Role of Founder's Human Capitals)

  • Amid the growing importance and growth potential of venture firms worldwide, this study aimed to figure out the effect of new product development capabilities (NPDC) on the internationalization of Korean venture firms and the moderating impact of founders' human capital. NPDC is a core competency that can cope with the rapidly changing market environment and is required when entering multinational markets. Therefore, we subdivided founders' human capital into professional experience, startup experience, education level, and marketing capacity and examined each moderating effect on a venture firm's internationalization. As a result of empirical analysis of 1,362 Korean venture firms using the Tobit model, this study found that venture firms with excellent NPDC tend to achieve a higher level of internationalization. In addition, among the founder's human capitals, professional experience, education level, and marketing competency moderated the positive relationship between NPDC and internationalization. In contrast, the founder's startup experience was insignificant. The results of this empirical analysis explain the factors that trigger the internationalization performance of venture firms from the perspective of dynamic capabilities and suggest that the founder's human capital played an essential role in the internationalization.

EXPANDING THE GLOBAL CONSTRUCTION OPPORTUNITIES THROUGH BUSINESS CONVERGENCE

  • Construction firms have long sought success in the global construction market through diversifying revenue sources and project portfolios. The volume of international contracts has contributed to firms' sustained growth by mitigating the impact of the domestic market's cyclical nature. In spite of the importance of international construction, the uncertainty and dynamic changes surrounding global construction pose serious threats to global contactors. Over the last decade, the international construction industry has changed drastically in many ways, particularly including financial resource diversity, competition rules for the selection of contractors, and the terms of delivery systems requiring more competent total service providers. This paper investigates the important changes for global contractors through various documentation analysis as well as in-depth interviews with industry experts. This paper then analyzes the common strategies and lessons obtained from the cases of leading global contractors that have sustained their growth in the competitive global construction during the last decade. In addition, the authors further analyzed the comparisons between those firms and Korean contractors to discern any difference in sustaining their growth in the competitive market. It was found that those leading firms were quite proactive and responsive to changing markets by diversifying their market revenues to stabilize their revenue structure and enhancing their competency through a wide range of 'business convergence'. In addition, they significantly increased their upstream/downstream functional capabilities; hence becoming more competent service providers, able to grow in these rapidly changing market conditions. Finally, this paper benchmarks the critical strategies that support growth, which in turn can provide a strategic guideline for expansion into the global construction market.

글로벌 시대에 병원행정 관리자가 갖추어야 할 역량 (Competencies Necessary to Hospital Staffs and Managers in the Global Age)

  • Main purpose of this study is to provide some basic data necessary to research, education, and policy to cultivate professional talents, by investigating what competencies needed to hospital administrative staffs and managers in performing their jobs in the global age. A survey was conducted through self-administered questionnaires for hospital administrative staffs and managers including first-line hands-on workers who were working in 77 hospitals located in Busan, Keongnam, Ulsan areas in South Korea. Major results are as follows: (a) The analysis for the competencies needed to hospital administrative staffs and managers in order to perform successfully their jobs revealed that interpersonal competency, knowledge of management skills in healthcare field, understanding ability for healthcare, in that order of importance, had significant influence on performing their jobs. (b) Regarding the analysis for the detailed competencies necessary to hospital administrative staffs and managers in order to perform successfully their jobs revealed that problem-solving ability, sense of responsibility, positive attitude, leadership, in that order of importance, had significant influence on performing them. This study suggests that universities opened courses related to health care management should newly open a subject 'problem-solving ability in health care' to link with health care field and their curriculums are necessary to change over to practice-oriented curriculum system.

중소기업 수출지원제도 개선에 관한 연구 (A Study on the Measures for Export Promotion of Small and Medium Enterprise in Korea)

  • These days, Korean government has been expanding Free Trade Agreement (FTA) with major countries. Expansion of FTA, which means opening up the markets, can be the opportunity to develop for those enterprises with global competency; however, it surely brings disadvantages to such small and medium enterprises which function as an outsourcing and a subcontracted to large enterprises. For Korean economy to overcome the national income of US$20,000 and to jump up to the level of advanced countries, it is imperative to perceive a limit to the large enterprises only. Not only the leading efforts of small and medium enterprises to double the exports, but also realizing the policy reform for the consistent and intimate policy between the government and companies have to be proceeded. Therefore, primarily in this study, first, it includes the overview of the change in trade-environment in an era of FTA, governmental system and policy to support export for the small and medium enterprises; secondly, examination of the export capacity and some problematic factors in export for small and medium enterprises. Ultimately, it is suggested both reinforcement for global competency of the small and medium enterprises and an alternative policy for the support system in the time expecting export expansion.

성인대학생의 핵심역량모형 개발 (Development of Core Competency Model for Adult College Students)

  • 본 연구는 성인대학생의 핵심역량모형을 개발하는 것을 목적으로 한다. 이를 위해 국내외 문헌연구를 분석하여 성인대학생의 핵심역량을 도출하였으며, 핵심역량의 타당성을 위하여 델파이 조사를 하였다. 이를 위해 SPSS 18.0 프로그램을 이용하여 분석하였다. 연구결과는 의사소통, 문제해결 및 메타, 대인관계, 자기관리·개발, 디지털 정보 문해, 전공지식, 시민의식, 융합, 인성, 전문직업과 글로벌로 총 11개의 성인대학생 핵심역량이 도출되었다. 성인대학생의 핵심역량모형은 델파이 조사의 결과를 바탕으로 01~11의 번호를 부여하여 개발하였다. 성인대학생의 핵심역량은 서로 유기적으로 연계되어 있어 하나의 핵심역량의 함양은 다른 핵심역량에도 영향을 미치는 것으로 나타났다.

해외진출 전략 수립을 위한 민관합작투자사업의 역량평가모델 개발 (Development of Competency Evaluation Model for Public Private Partnership to Establish Strategies for Overseas Expansion)

  • 최근 해외사업은 민간자본을 유입하여 SOC 사업을 발주하는 형태의 사업들이 증가추세이기 때문에, 해외건설 글로벌 기업들은 해외수주전략을 이에 맞게 수립하여 진출할 필요가 있다. 따라서 본 연구는 개발도상국가의 PPP 역량 평가모델을 개발하여 국내 해외건설기업들이 해외진출 전략을 수립하는데 활용하고자 한다. PPP 역량평가모델은 선행연구 고찰과 해외건설전문가 면담조사를 통하여 PPP 역량평가 항목과 인프라 환경 역량평가 항목과 중요도를 분석하였다. 상기 분석결과와 전문가 조사를 통하여 해외건설기업의 PPP시장 진출시 문제점과 개선방안을 제안하였다. 특히 우리나라의 해외건설기업들이 PPP사업 진출 가능성이 높은 국가는 PPP 제도 수준이 성숙하고, 건설리스크가 낮고, 인프라 시장규모와 성장률이 높은 진출환경이 양호한 국가가 선정되었다. 또한 해외건설PPP 시장진출시 문제점으로는 PPP 투자 경험부족, PPP역량 및 인프라 환경 정보부족, PPP 전문가 부족이 도출되었고, 개선방안으로 단독진출보다는 국내외 업체와 협력하여 진출하고, PPP 사업진출 국가 환경에 맞는 사업에 맞게 진출하는 것을 제안하였다. 또한 PPP 금융 및 계약전문가의 확보를 위한 교육과정 개발과 각 국가별 PPP 정보 제공하는 방안을 제안하였다. 이러한 결과는 해외건설기업이 해외건설 시장진출 전략을 제안하여 해외진출 전략과 정책수립에 활용하는데 기여할 것으로 기대된다.

항공서비스 전공 대학생의 문화적 역량이 전공만족도를 매개로 전문직관에 미치는 영향에 관한 연구 (A Study on the Effects on Professional Intuition through Cultural Competency and Major Satisfaction of College Students Majoring in Aviation Service)

  • This study is an empirical analysis of the cultural competencies of college students majoring in aviation services on their major satisfaction and professionalism. In order to focus on the cultural competencies of aviation service college students, who are rarely addressed in the preceding study and to see how cultural competencies have significant effects on their major satisfaction and professionalism, we divid them into six sub factors: willingness to participate, cognitive openness/flexibility, emotional control, patience with uncertainty, self-efficacy, and cultural empathy. And the mediated effects of major satisfaction on cultural competency and professionalism are analyzed to provide educational implications for cultural competency. Based on the results of this study, it is expected to apply to the education of aviation service-related departments, it will be a basic data to promote students' adaptation to the department and satisfaction of the department and to train global professional service personnel who can improve their post-employment work adaptability, job satisfaction, and service productivity.

의학교육 평가인증의 국제적 동향 (Current Trend of Accreditation within Medical Education)

  • Currently, accreditation within medical education is a priority on the agenda for many countries worldwide. The World Federation for Medical Education's (WFME) launch of its first trilogy of standards in 2003 was a seminal event in promoting accreditation within basic medical education (BME) globally. Parallel to that, WFME also actively spearheaded a project to recognize the accrediting agencies within individual countries. The introduction of competency-based medical education (CBME) with the two key concepts of "entrusted professional activity" and milestones has enabled researchers to identify the relationship between patient outcomes and medical education. Recent data driven by CBME has been used for the continuous quality improvement of trainees and training programmes as well. The goal of accreditation has shifted from the single purpose of quality assurance to balancing quality assurance and quality improvement. Even though there are a plethora of types of postgraduate medical education (PGME), it may be possible to accredit resident programmes on a global scale by adopting the concept of CBME. In addition, the alignment of the accreditation for BME and PGME, which center on competency, will be achievable. This argument may extend the possibility of measuring the outcomes of the accreditation itself against patient outcomes as well. Therefore, evidence of the advantages of costly and labor-consuming accreditation processes will be available in the near future and quality improvement will be the driving force of the accreditation process.

서비스경제시대 중소기업 경영자의 기업가지향성과 CEO역량이 경영성과에 미치는 영향 연구 (A study on the effect of entrepreneurship and CEO competency on management performance of SME managers in the service economy era)

  • 인류는 서비스경제시대를 맞이하였다. 새로운 경제는 새로운 경영을 필요로 한다. 새로운 경영의 핵심주체는 최고경영자다. 경영자 의사결정의 결과가 기업의 성과로 나타나며, 미래 성장동력의 기반이 된다. 본 연구는 중소 중견기업 경영자의 CEO역량, 기업가지향성, 경영성과가 서로 어떠한 영향을 미치는가를 실증분석 하였다. 연구에선 8개 변수간의 가설이 설정되었다. 또한 그동안 연구되어지지 않았던 기업가지향성과 CEO역량과의 관계도 규명하였다. CEO역량의 측정항목으로 개인효과성, 혁신의지, 기회인식, 정보인식, 관계형성, 사업관리, 리더십, 조직문화, 인적자원관리를, 기업가지향성 측정항목으로 위험감수성, 진취성, 혁신성을 설정하고 본 연구에 부합하게 조작적 정의를 한 후 분석을 진행하였다. 분석 결과 기업가지향성은 경영성과에 유의미한 결과를 도출하지 못했다. 그리고 CEO역량은 경영성과에 정(+)의 영향을 미치는 결과를 나타내었다. 이는 관리적 변인인 CEO역량이 경영성과에 긍정적인 영향을 미친 것으로 판단할 수 있다. 또한 기업가지향성과 CEO역량과의 관계에서도 유의미한 결과가 나타났다. 혁신성, 진취성, 위험감수성이 CEO역량에 긍정적인 결과를 나타낸데 시사점이 있다. 마지막으로, 기업가지향성은 CEO역량을 매개로 경영성과에 통계적으로 유의한 결과를 나타내었다. 연구 당시가 COVID19 바이러스의 세계적 대유행(펜더믹)의 발현시기라는 점에서 본 연구 결과에 주목할 만하다 하겠다. 향후 더욱 변화된 경제환경에서의 CEO관련 요인과 경영성과간의 관계에 대한 심층 연구가 필요하다.
